. that breaking news is happening on highway 4 on pittsburgh. a high speed chase involving a stolen cadillac and the contra costa sheriff's office, saying it was driving the wrong way on the freeway and hit at least two cars as well as a motorcyclist who suffered minor injuries. authorities are telling abc7 news the two suspects inside the sedan ran and then they tried carjacking other vehicles before they were finally arrested. as you can see from sky 7, there was a big backup extending well into concord because of the chase and crashes. you can get breaking news upd e updates. this thing goes forever and ever the backup. updates from abc7 news on the app, just enable push alerts for

instant information. with that, we say good afternoon, everybody. now, to our other top story, new fallout today in the wake of the sex scandal involving police officer s across the bay area. in oakland alone, four officers have been fired and seven have been place on unpaid leave. today, an officer from another department is stepping down. >> abc7 news reporter laura anthony joins us live at oakland city hall with new details and the effort under way to help the woman at the center of this scandal. laura. >> reporter: we are learning today that mayor schaaf's announcement took many at city hall by surprise and some concern her announcement may impact the yet unfinished criminal investigation. >> we clearly have damaged community trust during the course of this scandal. >> reporter: with the city's investigation behind her, oakland mayor schaaf has been

intent on moving on that left four oakland officers fired and seven others suspended without pay. >> we will hold our officers to nothing but the highest standards. >> reporter: it's a result schaaf announced late wednesday before the almeida county district attorney's office completed its criminal investigation. >> i am very confident the district attorney is very close to reaching determinations in this case, so close it's not fair to say we are much ahead -- >> reporter: the administrative allegations include attempted sexual assault, lude conduct, insisting in prostitution, accessing databases for personal gain and failing to report violati violations, all stem from all e alleged sexual relationships with one young woman who calls herself celesteguap, a 19-year-old prostitute who sits in a jail and earlier sent to a

rehab center in florida where she was arrested last week for assault. >> who is protecting this young woman. >> reporter: city council woman is helping to raise money and help her return to florida. p>> fundamentally, i have a lot of worries how this is being handle, mostly with why the young woman at the heart of this case, who's been so abused, was shipped out-of-state and is now sitting in jail. >> reporter: the allegations involving celeste guap span several police departments most here in the east bay, almeida, contra costa sheriff and richmond p.d. and we're learning and officer with livermore police resigned. we'll have more at 5:00. >> last night, the president of the oakland police officers association was just furious with mayor schaaf. has that eased up or is that still the case today?

the incident. they put racial slurs on the house. police are still searching for the vandal. antioch mayor will hold a message with the public about the crime. >> governor jerry brown signed into law a major expansion of the state's climate law that will cut pollution majorly by 2013. he signed senate bill 32. this new law expands on a landmark climate change bill signed a decade ago. it gives the state resources board more power to enact regulations to limit emissions. complying with this new law wa said to cost too much money. on market street, demonstrators shouted opposition to an oil pipeline that goes through native tribal reservation. tomorrow, a federal judge will rule on whether to block construction of the pipeline

been successful at other high schools. parents were shocked to hear the school is temporarily closing the end of the school year. >> in effect because we have to see where 120 kids will go and which schools will filter them in. >> reporter: they will be abs b absorbed within the other eight high schools within the oakland diocese. saint elizabeth's was the victim of falling enrollment and parents having a hard time to afford the private education. >> private education across the country in urban areas has been declining for decades now. >> reporter: here's a glimpse. enrollment in secondary schools reached its highest point in 1970 with more than 1 million students in the country. the latest numbers in 2015, a little more than 583,000 students. it's the catholic elementary schools that have seen the biggest drop. in 1965, at the height of enr l

enrollment there were more than 4$4.5 million students. in 2015, only 1.3 million. saint elizabeth will close for only one year while it sets up a new program using the cristo-ray model of work and study. >> they go to classes four days a week and work one day a week and earn it through a corporate position. >> students will work in a corporate environment. there are 30 similar schools throughout the country, two in the bay area and enroll only students in underserved communities. still, it was disappointing news for some parents. >> there's a whole bunch of families here that care about their kids. you see that in there. >> reporter: the school hopes to reopen in 2018. abc7 news. the former dean of berkeley's law school is defe defending himself against

is taking responsibility tonight. good evening. >> thanks for joining us. some wells fargo customers will get refunds as the bank gets socked with a massive 1$185 million fine. live in the newsroom with details. >> it's major breach of trust for the san francisco-based bank. it impacts customers all over the state. the penalty not only requires wells fargo to pay up a lot of money but it also has to follow strict guidelines and agree to oversight. wells fargo has agreed to pay 1$185 million to federal and local agencies and to customers. it's landmark verdict that found wells fargo employees opened up accounts and credit cards and even moved existing customers' money all without con snenlt the motive, to satisfy sales goals. >> this is a major victory for consumers. consumers have to be able to trust their bank.

consumers should never be taken advantage of by their bank. >> as part of the settlement, wells fargo agreed to have a third party review unsecured credit cards and some retail deposit accounts dating back to 2011. 2$2.6 million will be refunded o customers. an average refund will be about $25. internally the bank promises the termination of some managers and team members. there will be enhanced training, monitoring and controls. customers will see more documentation once credit card applications are filled out and the bank will send a confirmation e-mail to customers within one hour of opening and account. in a statement, the bank said quote at wells fargo when we make mistakes we are open about it and we take responsibility and we take action. >> this is a fundamental breach of customer trust. >> a professor of organizational misconduct and
