a projectile came through his windshield and hit him in the neck. our report ser live at the chp office with new details. >> reporter: kristin, a coroner identified the victim as 82-year-old louis schaefer of month view. i spoke with a family friend tonight and understandably the family declined to give an interview having just lost a loved one in such a sudden and shocking way. >> this is the object the chp believes came flying through the windshield of a minivan killing the driver. >> the officers found brass sort of like a plumbing material like a nut approximately the size of a baseball. >> 82-year-old louis schaefer was driving north on highway 101 around 1:00 in the afternoon when a large projectile slammed through his windshield and hit him in the neck. his van careened along the center divider before coming to a stop. other drivers pulled over and tried to help him, but it was too late. first responders is pronounced him dead at the scene.

investigators are asking witnesses to come forward, hopefully thick shed more light on exactly what happened. >> to see if maybe this fell off another vehicle or did this come off from, maybe it was kicked off and already on the road and got kicked off by somebody's tires driving by. >> reporter: an unusual and terrible accident that cost an innocent driver his life. >> that's very tragic. probably nothing he could have done to avoid that. >> reporter: two northbound lanes were closed for two hours while they investigated and cleared the scene. >> a suspected carjacker ran from the law after this wreck in berkeley. police say a driver was carjacked near the north berkeley b.a.r.t. station this afternoon. their suv hit a car and then a house on sixth street with this is result. witnesses saw a man run away from the vehicle. officers captured him as he ran toward a moving train. an officer was hurt while arresting this man. and you can see on this map where a baby was shot in his mother's arms in richmond. this morning's shooting broke

out at second street and bissell avenue. one bullet wounded a 250-year-old man, another hit the little boy. more than two blocks away. the baby is expected to recover after being shot in the leg. a $66 million civil claim has been file against the city of oakland on behalf of a young woman who says she's had sex with dozens of bay area police officers when she was under age in some cases. abc7 news reporter sergio quintana is in the newsroom with the latest. >> reporter: dan, according to attorneys for jasmine abuslin, the woman formerly known as celeste guap, they met with alameda county prosecutors after the first criminal charges were filed against two officers today. at about the same time, attorneys pamela price and charles bonner filed notice for a civil claim. price and bonner filed a 66 [$}millioncivil claim against the city of oakland, something they announced was in the works earlier this week. >> she is entitled certainly to

compensation from each one of the jurisdictions where officers have violated the law and violated her civil rights. >> reporter: a spokesman for the oakland city attorney said they can't comment on pending legal acs. 128 police officers are named in the civil claim including former police chief sean whent. they accuse him of failing to take action when he learned what his officers were doing to abuslin. her attorneys are planning to file claims against other police agencies with officers connected to this case. >> we have at least five bay area counties implicated in this scandal. >> reporter: there were two officers charged today, five others are expected to be charged later. former oakland police sergeant leroy johnson is accused of failing to report child abuse, which is a miss demeanor. daniel black was also charged accused of participating in prostitution, lewd conduct and providing cholesterol to a
