live where you live, this is abc 7 news. >> good morning, everyone. i'm carolyn tyler. thanks for joining us on a sunday, september 18th. let's start with a quick look at the weather with our meteorologist lisa argen. >> good morning to you. hi, everyone. the clouds have been swept from the coast and we're starting out with good conditions. temperatures are still cool in the north bay with the 50s, but live doppler 7 shows a good view from suitrow. 16, oakland, and from our roof camera, low 50s and 58 in concord. it's another spared air alert with the santa clara having the worst air quality.

near 100 degrees inland. i'll let you know how long the heat sticks around coming up. >> thank you. developing news out of new york city this morning. an explosion in manhattan's chelsea neighborhood that has injured at least 29 people appears to have been an intentional attack. surveillance video shows the moment that the explosion happened around 5:30 last night our time. of the 29 injuries, one is considered to be serious. law enforcement sources say the explosion happened in a dumpster. it's now a mangled piece of metal. mayor bill de blasio says it appears this was not a terrorist attack. authorities safely removed a secondary device, a pressure cooker which was found a few blocks away. >> i was driving a car and next thing you know, i felt an explosion and the car tilted over. and then it came back down.

what happened, i just blacked out and then the next thing i know i'm in the ambulance. i'm a little traumatized. just thought about how i was close to not seeing my son again. that was the scariest part of the night. >> well, the mayor of new york city says there's no credible and specific threat to the city. the cause of the explosion has not been determined. president obama has been briefed on the incident of course. but has not issued a formal statement yet. he's expected to arrive in new york city later today. democratic presidential candidate hillary clinton talked about the explosion with the traveling press corps and she stressed the importance of not jumping to conclusions. >> well, i think it's important to know the facts about any incident like this. that's why it's critical to support the first responders investigators, they're looking into it. trying to determine what did happen.

>> donald trump offered a different response just minutes after the explosion at a campaign event in colorado. >> just before i got off the plane, a bomb went off in new york and nobody knows exactly what's going on. but boy, we are living in a time, we better get very tough. >> new york city authorities are declining to answer specific questions about the cause of the explosion. officials say another explosion at a 5-k race in new jersey yesterday morning does not appear to be connected to last night's incident in new york city. that race to benefit marines and sailors was cancelled after a pipe bomb went off. state police found the device along the raceway. it went off in an area where thousands of runners were about to start the charity race. luckily, it was delayed because so many runners had signed up. no one was nearby when the bomb went off.

>> had the race gone on time, many people would have been around the area of the garbage cans where the explosion did take place and there would have been massive injuries. >> what the intentions are of the individual we don't know, whether it's criminal or terroristic. it was meant to affect the run. >> new jersey state police and the fbi are working together to find out who is responsible. now, even though those incidents happened thousands of miles away, san francisco police are not taking any chances. late last night, they released this statement saying although the no known threats to san francisco, sfpd has increased uniformed high visibility presence throughout the city. san francisco police are stressing if you see something, say something. we have been sending out push alerts about the explosion in new york city and for breaking alerts, just down load the abc 7

news app and enable push alerts. more developing news. a minnesota shopping mall was still on lockdown after a man stabbed at least eight people. that attack happened just before 5:30 yesterday afternoon our time at the crossroads mall in st. cloud. police say an off duty cop shot and killed the suspect. the injured were taken to the hospital. they're all expected to survive. detectives do not have a motive yet for the stabbings but say there is no further threat. st. cloud is about 70 miles north of minneapolis. oakland mayor libby schaaf helped launch a multimedia campaign to fight sex trafficking in the bay area. it comes just two days after the first criminal charges were filed against police officers in a wide ranging child prostitution scandal. abc 7 news reporter sergio

quintana talked with the mayor and has more. >> reporter: this is a street art festival with an aim to focus attention on sex trafficking in oakland. >> oakland is one of the hubs of human sex trafficking, but it would be even more shameful to be silent about it. >> reporter: on friday, charges against a former oakland police officer and a former livermore officer were filed by the alameda district attorney. the first of seven expected to face prosecution. the mayor commented on the $66 million civil claim filed against the city by attorneys for jasmine, the woman known as celeste. >> we have tremendous compassion for the victim in this case. we will work through the process. this is active litigation so there's not a lot i can say to you about the lawsuit. >> reporter: the organizers of the event say they're trying to empower residents to take action against all types of exploitation. >> awareness is everything. and our community is a community

where it's less at risk for exploitation. >> reporter: along with the music and arts festival there's a website called report john.com that was launched. >> they can do it on the web, smartphone, and then they put in the license plate. any photos of anything they have seen. >> reporter: the site allows people to submit anonymous information to the special victims unit. the owners of vehicles spotted in areas known for sexual exploitation and trafficking will get a warning letter. >> the power of shame and exposure can be just as effective in preventing this poor behavior. san francisco police are on the lookout for a person who attacked a man with an ax near fisherman's wharf. abc 7 news was on palette street as first responders loaded the victim into the ambulance yesterday. investigators say the man was hit in the chest. the suspect ran off as the victim made it to the nearby

safeway store. according to police, it all started as a dispute over a card game. just hours before the start of last night's cal game in berkeley, a two alarm fire put out a lot of smoke downtown. our reporter from texas shared this video, taken just after the fire started around 3:45 in the afternoon. it started in the courtyard next to the mcfarland building. we were there at shattuck avenue as firefighters worked to get it under control. the uc berkeley theater offices and a vacant copy store are inside. people in the apartment building next door were forced to evacuate. >> thick clouds of smoke. you know, i saw from my son's window as well, and so, you know, i just hurried up and grabbed our babies and got out as quickly as possible. >> the fire was difficult to put

already last night's incident in new york, it was another day on the campaign trail for both candidates. donald trump doubled down on his startling statement about hillary clinton's bodyguards. abc news reporter elizabeth hur has more. >> not one more american life should be given up in the name of open borders. >> donald trump back on the >> every day our border remains open, innocent americans are needlessly victimized and killed. every day sanctuary cities are left in place, innocent americans are put in harm's way. >> reporter: on friday, trump seemed to suggest putting hillary clinton in harm's way by disarranging her secret service detail. >> take your guns away. she doesn't want guns. let's see what happens to her. it would be very dangerous.

rad dits on this week. they'll talk about the campaigning efforts in the race for the white house. you can watch the full interviews on "this week" at 8:00 right here on abc 7. four people are dead after a charter bus carrying a junior college football team crashed in north carolina yesterday afternoon. it happened near rockingham, 70 miles east of charlotte. the highway patrol says a flat tire blew out, causing the bus to swerve and hit a guardrail. the players were from two colleges in south carolina. 42 people were hurt. there's growing concern over the growing number of stoned drivers here in the bay area. some police believe the problem will get worse if the state's marijuana initiative passes in november. tonight on abc 7 news at 11:00, we look at police concerns and

the invention of a bay area company hoping to keep the streets safe. the man thanked the rehabilitation staff who helped him recover from the near fatal beating outside dodger stadium. abc 7 was at the santa clara medical center yesterday for the reunion. stowe suffered brain damage and other injuries during that attack. he was in a coma for nine months. he had to learn how to talk and write again. yesterday, he spoke in a clear voice, thanking the rehab staff and those who still helped him every day. >> my caregivers amazing. and they come a there at 8:00 or 9:00 a.m. in the morning and help me for two to three hours. first they stretch me. help me get dressed. shower, bathe. >> wow. his recovery is amazing. stowe has become a public

speaker through the brian stowe foundation. he talks about bullying two or three days a week. a florida man is likely the first person to file a lawsuit against samsung because of its exploding phone. the suit contends a galaxy note 7 phone exploded in his front pants pocket. he claims he suffered severe burns to his thigh and thumb trying to get that phone out of his pants. the lawsuit seeks damages for medical bills, lost wages, pain and suffering. samsung has received 92 reports of batteries overheating with nearly a third of them injuring a person. more than 200 million gallons of contaminated waste water from a fertilizer plant in central florida has leaked into one of that state's underground sources of drinking water. it happened when a massive sinkhole opened up beneath a storage pond at a phosphate company. mosaic, the world's largest

supplier of phosphate said it opened up beneath a pile of waste material and they said they're monitoring the groundwater and has found no off-site impacts. >> we know that the contamination has not migrated beyond the immediate area of the water loss incident so there's not an urgency. >> why wasn't anybody transparent enough to say you know what, a sinkhole has happened. we're working so they can show an active effort instead of a massive cover-up because that's what this this looks like. >> well, the sinkhole is about 45 feet in diameter. a worker first discovered it on august 27th. abc 7 news is at oakland's park as it's one of several dozen sites cleaned up yesterday. volunteers picked up trash all

over the city and the project helps beautify parks while keeping pollution out of the bay area's important waterways. happening today, six miles of san jose streets will be shut down today for the second annual celebration. it's a free program that encourages people to enjoy the city's neighborhoods on foot, bikes or skates. there will be live music, dancing, food and vendors along the streets. the department of transportation is giving away 500 bike helmets to kids. the celebration runs from 10:00 to 3:00. now, your accuweather forecast with lisa argen. >> good morning. temperatures will climb well into the 90s and 100s inland. it's a spare the air alert and hard pressed to make out the fog, but we could have a couple patches from here or there. from this vantage point, it looks nice and clear. san francisco, 56.

good morning, oakland. 55. 60 in san jose. 48 degrees and i just checked above 1800 feet around the hills, 77 degrees. numbers in the upper elevations already quite warm. in fact, they haven't cooled from yesterday's readings. 52, santa rosa. 58 in concord and livermore, 59. we saw the 90s arrive yesterday and as a result, three to four degrees cooler in our inland east bay. with no fog and very little wind, we warm up much quicker today. hotter this afternoon. and we'll see much, much cooler air tuesday. so notice i skipped monday. monday some minor cooling so we will look for numbers all around the east bay and santa clara valley to soar today. as much as five to ten degrees warmer so that decreases the air quality in the east bay, the south bay, but well into the 90s, flirting with that on the

peninsula. we have a moderate northwesterly swell and the northwest facing beaches. current wave heights, dangerous rip currents and it will be very active at the beaches with no fog. the only breeze you'll get in the afternoon. it will be a very light breeze. look at 1:00, you're clear. through 4:00, a few patches of fog and tomorrow, very little in the way of low clouds. we will be looking at a beach day not only in santa cruz where temperatures approach 80 degrees but 74 in half moon bay. 73 in monterey. ocean beach at 70 degrees. a tough day on the peninsula. look at the near 80s here in san mateo. 86 in palo alto and 87. and notice the comfortable temperatures pretty mild. half moon bay and pacifica into the 70s. the rest of the week, we're still warm on tuesday with those

80s, but look what happens on wednesday. much, much cooler. and then by thursday, yes, it's fall, it will feel like the season, but we still have an interesting seven-day outlook. we're looking at the heat to return. not this degree of heat though. look for the highs today in the upper 70s in san francisco. 83 in santa cruz. 80 in richmond. 94, santa rosa. accuweather seven day forecast, we have triple digits inland. kind of about five degrees on monday. temperatures tank on tuesday, wednesday, below average. fall arrives on thursday and the numbers go back up friday and saturday. but it doesn't look like the extreme heat. doesn't look like we'll see any records today. maybe upper 90s around gilroy. but other than that, plain old heat. >> yeah. one day event. thanks, lisa. just ahead, an incredible show in the sky. the breathtaking view of the northern lights captured by a photographer.

71-year-old caroline white bought this house 42 years ago. she has no intention of leaving. >> this is home. it will all be home for all the children and grandchildren. >> reporter: caroline set up her bank account to automatically pay her mortgage every month. >> so i don't have to mess with it. >> reporter: so she was terrified when she received this delinquency notice. it said she was late on her mortgage payments and if she didn't pay $3,100 she could face late fees, foreclosure and the loss of her home. >> they said, you owe. i don't owe anything. >> reporter: she checked her bay account and just as she thought the automatic payments went directly to her mortgage company right on time. so why did ditech say she was late? >> they said it was a glitch.

>> this is abc 7 mornings. >> welcome back, everyone. we're starting this half hour with the look at the weather with our meteorologist lisa argen. >> hey, good morning. the temperatures are mild, no end to speak of yet and the only thing we'll see is a little bit of a sea breeze. sfo right now, mountain view, 59. san jose looking at about 60 degrees. half moon bay in the upper 40s. other temperatures on the mild side from concord to livermore. a spare air alert today. the air quality in the east and the south bay will be the poorest. you can see the view, so a little fog into the 80s by noontime. >> thank you. we want to get back to our developing news in new york city. right now, an active manhunt is under way to find wh is behind the blast that injured more than two dozen people. abc news reporter raymond mundy is on the scene now with the

latest developments. good morning. >> good morning to you. as you can see behind me there's still a very active police presence where this explosion occurred 12 hours after it happened. a second device discovered by authorities has been safely removed from the area. the mayor of new york city said there's no link to terrorism and this morning we get our first look at the explosion captured on surveillance video. watch this surveillance video capturing the moment when the blast occurred. look from a different angle, debris flying, pedestrians running for cover. >> we heard this explosion. then -- it was like boom! >> it was so loud. i was shaking my body. so i turned around, i walked in the middle of the street. there was a big cloud of smoke. >> reporter: police say chaos erupted around 8:30 saturday

night. this area footage shows the debris scattered everywhere. the explosion came from a dumpster. >> a big flash of light. it was really loud. >> i don't know what happened, nothing is going to happen to you. >> reporter: this cell phone video capturing a moment of a good samaritan helping a bloodied victim. one of 29. >> there's no evidence at this point of a terror connection. >> reporter: but the mayor of new york did say authorities believed the explosion was an intentional act. counterterrorism officers and k-9s searching the area. >> as of this time, the exact course of the explosion has not been determined. >> reporter: new york on high alert more than ever. especially with the president expected to arrive here later this afternoon and ahead of hundreds of world leaders and dignitaries coming here to new york for the start of the u.n.

general assembly which will begin on monday. live here in new york, ray ray mundy. >> thank you. that meeting puts more scrutiny on that incident. an errant u.s. led missile may have accidentally hit syrian troops. night vision shows the aftermath. the u.s. military thought it hit isis militants and is investigating. a british watchdog group says at least 83 people were short. it led to the argument between the american and the russian ambassadors at an emergency meeting. the u.s. ambassador claims that they're grandstanding with the emergency meeting and it could impact the cease-fire in syria's civil war. video of an arrest at san diego state university had prompted protests at the school. police say the man appeared to be on drugs and resisted arrest,

but some are skeptical of the tactics used to subdue him. reporter richard allen has more on the investigation into the use of force. >> sit down. >> reporter: this cell phone video shows this confrontation between the police officers and a nonstudent on san diego state's campus thursday afternoon, quickly went viral. >> get off of me! >> reporter: and reaction among community members was swift. >> i was disguest gusted to be honest. >> i think it escalated more than it needed to be. >> reporter: leading to the silent protest by the african student union outside the administration building. >> we're not here to attack, but to demand answers about what happened. >> reporter: the primary questions -- >> would you use that type of aggression on a white person? >> it is very important that we have open dialogue. >> reporter: about 90 minutes after the protests began, the police chief gave some answers.

including the significance of the cell phone videos themselves. >> although that's a very important piece, but it's also one piece of the overall investigation. >> reporter: independent eyewitness accounts both before and after provide more context according to police who say the suspect was potentially under the influence of a controlled substance. >> people who are under the influence act erratically and can become violent. >> reporter: police say the suspect resisted arrest. following protocol, the officers restrained him until backup arrived to take him into custody. and the police say they share the concerns, concerns that are not entirely addressed according to several protesters. >> it's not really adding up. i don't feel like that you should deal with somebody under the influence. >> and that was richard allen reporting. in arizona, a mother called the police to help her young daughter learn a lesson about

seat belt safety. her 3-year-old daughter camille took off her seat belt during a ride home. she pulled over to explain to camille the importance of seat belts, but camille was not sure about the need. so her mom called in te cops for a little backup. >> it was an extreme choice on my part to call the police, but i knew she was going to remember it. i knew by hearing from a police officer who is a person of authority that my kids respect, i knew that was going to drive the point home. >> well, police say they were happy to help out and it seems to have worked. camille is now quick to strap on that seat belt every time she gets in the car. today is tv's biggest night. it is the 68th emmy awards. the television academy threw its annual prebash for the nominees. they revealed the plans from waking up to hitting the red carpet for the big show. >> i think that we'll do it

in sports, both 49ers and the raiders will try to follow up on last week's big wins. the niners are in charlotte, facing cam newton and the carolina panthers. kickoff, 10:00 this morning. the raiders play their home opener against the falcons at the oakland coliseum. kickoff, 1:25 p.m. next saturday stanford travels to pasadena to take on ucla. last night, they battled usc and here's all the highlights in this morning's sports. >> good morning. hosting usc in the pac-12 opener. it was the mccaffrey show as the cardinal improved to 2-0 with the victory. you know stanford is going to give the ball to christian, how does he become so wide open? 56 yard touchdown. from ryan burns. stanford up 7-0. second quarter, mccaffrey back to return the punt. and that could have been dangerous, he had a hamstring
