>> from abc7, breaking news. all the breaking news a haz-mat situation in the east bay. ever evacuations are underway as crews work on a potentially dangerous situation. construction equipment is damaging. a radioactive material is inside. i am regular. >> i am gnash of -- i am natasha zouves. kristen will be here later today. an apartment complex is evacuated. amy hollyfield is the scene. amy? >> yes, look at the large response out here for this. they are saying it is a "small," amount of material because they take this very seriously. those apartment buildings, eight

apartment buildings at twin creeks apartment complex have been evacuateed and the boulevard is shut down as are the streets in the neighborhood. they are taking every precaution. i bring in robert marshall, right now, for a live interview to tell us the latest on what we are exposed to and how it happened. at 9:00 a.m. this morning a construction crew ran over equipment that contained a small amount of radioactive material. the exposeed material and radio active materials used in this equipment which is a soil density monitor. basically, the term is solid. it is run over and the shielding an the tell was cracked. it exposed it to the atmosphere. now we are just trying to figure out to what extent the problem really is. >> problem, help me understand the threat.

you have evacuated the homes and that is serious. we are standing here, though, i am hoping you are saying it is okay. help me out with that mixed message. >> when you deal with radioactivity you want to take every precaution possible because there are serious consequences in it gets into the air as airborne material or someone breathes or injusted it. we are taking every precaution that way. where we are standing we have taken read fringes here with radioactivity monitors. we know the radioactivity here is very, very low. other than what is produced bit environment naturally. we know there is some because there is always some. there is nothing that currently a threat from the source. as we getting closer and we have crews there now monitoring that, and they are looking for any sort of background information. >> robert, thank you for the time. i appreciate it. good news to report: no injuries.

they do not know when they will be able to let the people go home. haz-mat situations are very slow and methodical processes. i amy hollyfield for abc7 news. >> a traffic avoter happening on the dulce capetillo bridge with the commute still recovering from a five car pileup from 6:45 this morning on the west bounds stretch. no one involved in the crash went to the hospital but it made a mess out of the commute. alexis smith is here trafficking the delays. >> really glad that everyone was okay after seeing the final from sky 7 this morning. i want to flip to our traffic maps and show you where this was. it was on the menlo park side of the bridge on the westbound side as reggie mentioned. we still are seeing at the love red there on when 84 and it is cleared since 930 this morning. the drive times actually have improved quite a bit in the last

20 minutes, westbound 84 across the dumbarton bridge down to 25 minutes. we were two hours earlier. westbound 24 san mateo bridge is 23 minutes. southbound 880 fremont to san jose you are down to 36 minutes. slow but grabbing. >> we will turn now to what is happening with hurricane matthew. the news out of haiti is bleak. the debt toll has jumped to 108. officials just announcing that 28,000 homes have been damaged. entire towns are now wiped out. 21,000 people are in shelters. all the numbers are staggering and mathew has strengthened to a category four passing through the bahamas. this is the capital, the palm trees are swaying in the wind and the heavy rain is coming down. matthew is on track to approach florida and marcy has the latest on the massive evacuations.

>> hurricane matthew move toward florida. the massive storm threatening severe flooding, and destructive winds potentially the most powerful hurricane to hit the united states in more then a decade. >> over evacuate. evacuate. evacuate. unfortunately, this going to kill people. >> possibly the largest evacuation ever in florida with orders in place for 2.5 million people from here to the carolinas. >> i am thinking to get as far away from the understood zone as possible. >> gas stations running out of fuel. >> i spent almost an hour driving around looking for gas. >> store shelves empty. more than 100 shelters now open from south to central florida. >> i love my kids dearly. i want to do what is best. >> taking the threat seriously after seeing the destruction hurricane matthew left behind, killing dozens of people in haiti and battering the bahamas. >> i'm scared, really.

>> now making a straight shot towards the sunshine state. >> forecasters expect hurricane matthew to make landfall along the east coast as a category four late tonight and 2,500 national guard troops are deployed to help with last minute evacuations. i am marci gonzalez. >> here is jacksonville beach, florida, it could be frozen but you can seat waves, the storm could bring big waves. up to 6' are expected. our meteorologist, drew tuma is tracking hurricane matthew. >> in the past four minutes, the latest update from the national hurricane center and it is still maintaining strength a major category four storm with winds at 140 miles per hour. 125 minute off the coast from west palm beach. live doppler hd is showing the center of the storm is not too far from florida and the outer band of rain is working on to west palm beach, fort lauderdale and miami.

lucinda planning the trip to miami months ago. she is now going anywhere. >> i was excited about going do florida for the carnival and i got to the airport on time, two hours early and suddenly, they said the night is canceled. >> 14 flights have been canceled and destinations impacted include fort lauderdale, miami and orlando, and more than 2,500 flights have been canceled an the nation. >> frustrate asked very down. >> she spent her morning on the phone canceling hotel rooms and other reservations. >> i am going with my family and i have four kids. >> this man is determined to make the family vacation happen. the flight to fort lauderdale was canceled. the cruise is still on and he is trying to book flights to the close of the city possible. >> we will try to go maybe to
