>> which made it tense right from the start. look at this. nods from the candidates. no handshake. two people who did, the spouses. melania trump and bill clinton. and there was that moment early on, trump threatening clint with jail if he were elected. we have never seen anything close to that before. >> and as expected, both sides claiming victory. both were celebrating once the event ended. donald trump sharing this photo with his family, and hillary clinton all smiles after the showdown. our martha raddatz joins us. after moderating the debate. we have team coverage. so let's start with jon karl flying here to kick off our coverage. good morning, jon. >> robin, even for this campaign, last night's debate represented a new low. this was the nastiest, meanest, most personal presidential debate we have ever seen. >> reporter: even before the first words were spoken, that non-handshake made history. the first time that's happened in a presidential debate. from there, it got ugly.

over that 11-year-old video that's rocked the trump campaign. >> you bragged that you have sexually assaulted women. do you understand that? >> no, i didn't say that at all. i don't think you understood what was said. this was locker room talk. i'm not proud of it. i apologized to my family. i apologized to the american people. certainly i'm not proud of it. >> reporter: clinton speaking out on the tape for the first time. >> he has said that the video doesn't represent who he is, but i think it's clear to anyone who heard it that it represents exactly who he is. >> it's just words, folks. it's just words. >> reporter: and after days of buildup, trump went there. dredging up bill clinton's sex scandals. even inviting clinton's accusers to sit in the front row. >> you can say it any way you want to say it, but bill clinton was abusive to women. hillary clinton attacked those same women. >> when i hear something like that, i'm reminded of what my friend, michelle obama, advised us all.

of the issues. >> let's see what happens. >> please let her respond. >> reporter: their first town hall encounter was a contrast in styles. clinton taking vigorous notes from her seat. trump pacing, glaring, and sniffling. at one point, trailing clinton around. they clashed over trump's admission that he used loopholes to avoid paying taxes. >> of course i do. of course i do. she complains that donald trump took advantage of the tax cut. well, why didn't you change it? why didn't you change the tax code when you were senator? >> i was a senator with a republican president. >> oh, really? >> i will be the president who will get it done. >> if you were an effective senator, you could have done it. >> under our constitution, presidents have something called veto power. >> reporter: they clashed over a clinton admission in a paid speech. that politicians need to say one thing in public and another in private. >> as i recall, that was something i said about abraham lincoln. after having seen the wonderful

steven spielberg movie, i was making the point that it is hard sometimes to get the congress to do what you want to do. >> she lied. now she's blaming the lie on the late, great abraham lincoln. that's one that i haven't heard. okay. honest abe. honest abe never lied. that's the good thing. that's the big difference between abraham lincoln and you. >> reporter: then, a political shocker. trump disagreeing with his own running mate, governor mike pence. >> i want to remind you what your running mate said. he said, provocations by russia need to be met with american strength, and that if russia continues to be involved in air strikes along with the syrian government force of assad, the united states of america should be prepared to use military force to strike the military targets of the assad regime. >> okay. he and i haven't spoken and i disagree. >> reporter: the debate was defined by insults and interruptions. it came to a surprising close when the candidates were asked to name one positive thing about each other.

>> i respect his children. his children are -- incredibly able. and devoted. and i think that says a lot about donald. >> she does fight hard. and she doesn't quit. and she doesn't give up. and i consider that to be a very good trait. >> reporter: those compliments finally leading to the handshake at the very end of the debate. before the debate, trump's own running mate, mike pence, harshly criticized him for what he said on that 2005 video clip. as you heard, trump bluntly disagreed with pence during the debate. when it was all over, pence tweeted his congratulations to trump saying, quote, proud to stand with you as we make america great again. >> yeah, he put the rumors to rest. a lot of talk over the weekend about whether mike pence should go to the top of the ticket. among top republicans, and when donald trump walked on that stage last night, his campaign and his party were in a state of crisis. dozens of gop state officials

vowing not to vote for him after that leak. abc's tom llamas has more on that from st. louis. did trump do enough to stop that exodus? >> reporter: well, we'll know in a few weeks, george, good morning. donald trump took the debate to a whole new level last night. he decided to move forward with a top-secret plan the campaign felt would divert attention from the recording scandal. donald trump came into the second presidential debate with a trick up his sleeve. >> these four very courageous women have asked to be here. and it was our honor to help them. >> reporter: less than two hours before the showdown, trump inviting reporters to his hotel to show off his special guests. >> actions speak louder than words. >> reporter: among them, three women who have accused former president bill clinton of sexual assault and harassment. the republican nominee's counterattack to the "access hollywood" tape that had him bragging about sexually assaulting women. >> when you're a star. they let you do it.

you can do anything. >> whatever you want. grab them by the [ bleep ]. you can do anything. >> reporter: the tape leading to an exodus of elected republican leaders dropping their support and increasing criticism from his own party. at the debate, trump inviting the women to sit with his family in the front row of the debate hall. and pointing them out on live tv to the country. >> there's never been anybody in the history of politics in this nation that's been so abusive to women. so you can say it any way you want to say it. but bill clinton was abusive to women. hillary clinton attacked those same women. and attacked them viciously, four of them here tonight. >> reporter: clinton chose not to address the women. putting the focus on trump's own record. >> we have seen him rate women on their appearance. ranking them from 1 to 10. we have seen him embarrass women on tv and on twitter. >> reporter: but trump, who now says he supports bill clintons'

accusers, had a different view when clinton was in office. take at look at what he said in 1998. >> i don't necessarily agree with his victims. the victims are terrible. he is -- >> careful here. >> he is really -- a victim himself. but he put himself in that position. >> reporter: two of the women telling me after the debate they did not feel like they were being used by trump. do you think donald trump used you as a political prop today? >> no. not at all. >> you don't think you were there to scare hillary clinton? >> i don't feel -- if i felt that way, i wouldn't be here. hillary clinton is a fake feminist. a champion of women does not attack the victims of sexual assault. period. >> reporter: now both bill and hillary clinton have denied those accusations. one of the accusers told me last night after the debate, she was not paid to be there, but the travel costs were covered by the trump campaign. robin? >> all right. and the clinton campaign is

reacting to donald trump's attacks overnight. and his decision to bring up and invite women who have accused bill clinton of sexual assault. abc's cecilia vega also in st. louis, and what are you hearing from the clinton camp? >> reporter: yeah, robin. let me just list for you some of the words clinton's aides are using to describe trump and what he did. desperate. a side show. an attempt to distract. hillary clinton was on the campaign plane overnight. she spoke to reporters. her husband, bill, was on the flight, as well. she was asked whether she was surprised by trump's tone, and what was said and who was in that hall last night. >> nothing surprises me about him. i was surprised by the absolute avalanche of falsehoods. i -- i really -- find it almost unimaginable that someone can stand and just tell, you know, a falsehood after a falsehood. >> reporter: now, one aide told me before she took the stage, hillary clinton was well aware of the possibility that these

women could be inside the hall. she was ready for whatever was coming her way. they are chocking this up to donald trump trying to intimidate hillary clinton, and everybody who knows her knows that doesn't work with a candidate like her, robin. >> jon karl mentioned this. a lot of discussion on twitter last night about how close donald trump seemed to get to hillary clinton on stage. what is her campaign saying about that? >> reporter: her not letting this one go. in fact, hillary clinton herself said she could feel the proximity of donald trump behind her. one aide called his proximity menacingly stalking her on the stage. but look, guys. there was no love lost on the stage last night. you know it started without a handshake. that's how it started. >> it sure did. cecilia, thank you. want to bring that to martha raddatz. she was right there last night. on the debate stage as the co-moderator. thank you for joining us. great job last night. but, you know, we're all talking about this. you were only a few feet from those two candidates last night. give us a sense of what it felt like to be that close.

>> reporter: well, i think first of all, george, and you have been in these situations before. you don't really know what to expect. but particularly last night, you didn't know what the candidates' plans were. we knew what had happened with the clinton accusers right before the debate, and that happened right before we walked into that hall. but it was that lack of a handshake from the very beginning when they came together, but didn't shake hands. you knew you were in for a long evening. we were -- it was very easy to see mr. trump following secretary clinton around. you could feel that in the room. the other thing that we forget is this was a town hall. there was an audience there. there were people asking questions. who were hearing these exchanges and they had to be somewhat surprised. >> i want to ask you about that, as well. you were so close to the questioners, as well. could you sense any reaction from them to any of the big moments in the debate? particularly the moment where donald trump talked about a special prosecutor and clinton being in jail?

>> reporter: well, i think -- obviously, we were going to focus on the candidates, but when i looked around in between when the candidates were talking, the people were staying very still. they did not want to be on camera with any surprised looks, but i think there was a lot of surprise from the audience and what was said during that debate. we talked to the people before they went out there. they were nervous about who would get called on. they thought they were ready for everything. i'm not sure anybody was ready for that. >> i think you're probably rite about that, martha. let me bring in matthew dowd. this debate last night breaks new ground in presidential races. the big question 29 days out, what difference did it make? donald trump went in behind. did he put himself back in the race? >> that's the thing. unlike christopher columbus, there's no new world discovered in this. it's like poker. when you have a chip lead, which hillary clinton does, a pretty significant chip lead, you have to start taking her chips back.

in this debate, though donald trump did better than he did the last time, he didn't take a single chip from her stack. so when you go into a debate with a lead and you come out with a lead, that actually is a win for hillary clinton. >> his number one job last night may have simply been to stop the bleeding on the republican side after the dozens of defections over the weekend. >> i actually think this could be the worst case scenario for the republican party in this. because what happened last night is donald trump did well enough to keep other republicans from leave, but now those republicans who didn't want to be stuck with him are stuck with him for the remainder of the campaign. >> you think the defections stopped for now? >> at least 24 hours. we don't know what will come out in the next few weeks. >> matthew dowd, martha raddatz. >> there's been early voting already. does that affect one over the other? or help one candidate over the other? >> i think, robin, that's important to keep in mind. this is not a debate that is going to be decided on november 8th. it's being decided now. as long as hillary clinton maintains a lead in these days, even if donald trump closes the

gap in the last few days, she could win this race right now. >> we'll have more discussion. we move on to the massive cleanup effort from hurricane matthew. the deadly storm claiming at least 900 lives in haiti. here in the u.s., at least 22 people have died. in north carolina, they are now facing devastating flooding. abc's matt gutman joins us now on the ground in wilson. good morning, matt. >> reporter: good morning, robin. i'm here are wilson fire and rescue, and they say the worst is not over. this water has continued to rise. it has been 36 hours since the last drop of rain. now the flooding hasn't been this bad here for over to years, and these folks consider themselves the lucky ones. with its last gasp, matthew pounded the carolinas with wind, rain, even fire. the storm blew transformers in charleston. its rain was relentless. the morning, whole towns submerged. 14 inches in fayetteville. that's three months of rain in just 24 hours.

it's the worst flooding since hurricane floyd nearly 20 years ago. the water sending rivers over their banks and bursting at least two dams. >> as the sun rises in north carolina and the blue sky returns, our state is facing major destruction. and sadly, loss of life. >> back up. >> oh, my god. >> reporter: 21 lives lost. five still missing. most of them swept away in cars. forcing rescuers into the storm. more than 1,000 rescues. >> she's standing on top of her vehicle, guys. >> reporter: this woman in red perched on her car as rescuers approach. notice the bundle under her arm. that's her baby. scooped to safety by rescuers. >> it's okay. >> reporter: this man holding on to that yield sign for dear life. the national guard plowing through the waters, rescuing this woman. so many people caught off guard by the ferocity of this storm, streets have become fast-moving rivers here. more than 3,000 still in shelters.

saddened that these comments sti still exist. in our society at all. it was disappointing to hear such objectification of women. but according to a former "apprentice" producer, there are other tapes. at least 8 of the team that was talked to claimed the mogul repeatedly made lewd comments about a camera woman he said had a nice rear, comparing her beauty to that of his daughter, ivanka. allegations trump denies. trump has made comments about ivanka's appearance in the past like these interviews with howard stern. >> you know who is one of the great beauties of the world, according to everybody and i helped create her? >> who? >> ivanka. >> she is. >> my daughter, ivanka. she's six feet tall. she has a great body. >> by the way, your daughter, a piece of [ bleep ]. did your daughter get breast implants? >> why? did she look a little more fat? >> reporter: in 2006, this father and daughter appeared together on "the view." she has a very nice figure.

i have said if ivanka weren't my daughter, perhaps i would be dating her. >> reporter: meanwhile, hillary clinton used the debate to highlight trump's attacks on the former miss universe, alicia machado's weight. >> he called this woman, miss piggy. her name is alicia machado. >> reporter: trump spoke out on fox news. >> she was the worst we ever had. the worst. the absolute worst. she gained a massive amount of weight and -- it was -- it was a real problem. >> reporter: trump's recent remarks put his most notorious sexual harassment claim back in the headlines. a 1997 lawsuit filed by his one-time business partner, jill harth. harth alleges trump referred to women as sex objects, saying he made repeated vachb vach advances towards her. including a 1993 incident where she claims he forced her into a hotel room at his mar-a-lago estate in an act that constituted attempted rape. >> he was very aggressive with me. it's what i can say. he was always trying to grope me and touch me, and i had to tell

him to stop. >> reporter: trump denied those allegations. harth later withdrew her lawsuit as part of a settlement for a separate contract dispute with him. she briefly dated him when he was separated from marla maples. robin and george? >> thank you. let's bring in cokie roberts and dan abrams. dan, you spoke to jill harth before the gop convention. at that time t story didn't really seem to get any traction. >> i was amazed by that. you have a woman who filed a lawsuit back at the time against donald trump, alleging sexual assault. now, for the first time, coming out and telling her story. and no one seemed to care. i mean, i tweeted out at the time, i'm perplexed that this allegation is not getting more attention. that doesn't mean her story is true. there are problems with her account. the fact that she dated him afterwards. she wrote very nice e-mails to him after the fact. that's fine. that's a way to say maybe we don't necessarily believe this. but, this is an allegation. and to have donald trump now,

bringing out all of these women, some of whom's stories are stronger than others and saying, why aren't they being heard raises an issue. >> flatly denied any sexual assault. >> absolutely. and i'll tell you, at the time, he got on the phone with my reporter and started undermining the credibility of this -- of this accuser. saying, she wanted me, she was in love with me. it's all untrue, et cetera. >> there is a big difference with this and that tape we heard from "access hollywood." which is all the rest of it is he said, she said. which is the situation with the bill clinton accusers. the tape was donald trump's own voice talking about the things he does with women, and that -- >> last night, he was denying his own words. >> you can't do that, however. we have heard them. and so, you know, unless it's someone doing a really good imitation of donald trump, it was him saying those things. >> even before the video, he had a huge deficit when it came to

women voters. did he do anything last night to change that? >> no, no. quite the contrary. and really, the swing voters in this election, where we know where minorities are, they might not be as enthusiastic as they were four years ago. but we know where they are. we know where young people are. we know where single people are. the swing voters have been these college-educated white women who went for mitt romney by six points and in our last poll, went for hillary clinton by 25 points. they last night saw nothing to bring them to donald. >> that is a huge swing. another story breaking this morning, dan. "usa today" reporting on 20 lawsuits against trump companies where there are allegation of sexual harassment and discriminati discrimination. >> donald trump has a history of suing. lawnewz has done a chronicle of the lawsuits he's been involved in. this isn't new. right? this issue isn't new. what's new is suddenly we seem to care about it. i mean, i don't mean to be criticizing the media here, but the bottom line is this stuff has been out there.

>> there has never been anything like this where e-mails -- you get a subpoena, and after you get the subpoena, you delete 33,000 e-mails. >> well, we rated that mostly true. in fact, hillary clinton did or -- 33,000 of her e-mails were deleted just a week after she received a subpoena from the congressional committee investigating benghazi. it's important to point out that fbi director james comey said he did not think there was any quote, evil intent or intent to obstruct justice, which appears to be what donald trump was suggesting. then there was also the question of the russian -- or alleged russian hacking of the dnc. here's what donald trump said about that. >> anytime anything wrong happens, they like to say the russians. she doesn't know. it might not be the russians doing the hacking. maybe there is no hacking. they always blame russia. >> okay. so we rated that false because the intelligence community, and

robin, this is the 16 intelligence agencies that make up the u.s. intelligence community, came out with a finding that, quote, the u.s. intelligence community is confident that the russian government directed the recent compromises of e-mails. we believe on the scope and sensitivity of these efforts that only russia's senior most officials could have authorized these activities. >> what's extraordinary is that presumably donald trump is getting these intelligence briefings every day. >> absolutely, and, you know, the one thing you could say is that the intelligence community has been wrong in the past. but this is a finding without dispute. >> also the late-night tweeting came up. >> this was the case of alicia machado. >> days after the first debate you sent out a series of tweets from 3:00 a.m. to 5:00 a.m. including one telling people to check out a sex tape. is that the discipline of a good president? >> no. it wasn't that. it wasn't to look at a sex tape. it was take a look at this person she built up to be a girl scout. who was no girl scout.

honor and sacrifice. the only thing donald sacrifices is the truth. >> all right, jon. let's bring in matt again. i can't believe i'm going to even ask you this. in does it even matter? in this campaign, it's been known that both sides have told flat-out lies. it doesn't seem to matter. to voters. >> the truth has been sacrificed in the course of this campaign. i think the majority of merges -- americans want to understand the facts and want to understand the truth, but the majority of partisans, die hard partisans, don't seem to want to understand the facts, and that's a very troubling sign for our democracy to get to the common good. if we don't share a common set of facts and we have to keep yelling from the mountain tops, here's the facts, people don't want to hear it. >> that development has been growing for some time, though. >> it's been growing for the last 20, 25 years. the ability to get stuff done in washington, the ability to get stuff done in the capitals.

it's okay to share different opinions. but when you don't have a common set of facts, you can't reach consensus. that's a problem. >> i can't remember the covering campaigns where they would argue with you by your fact checks and go point by point by point, and now they don't even bother. >> when i did campaigns, you would not release an ad unless you had a documentation of every single part of the ad was written with facts. they don't do that anymore. >> how did we get here? how did we get to this point? >> i think part of it is the average person today has 140 cable channels. and various things, and they click around to get their biases confirmed, and we have had a set of leaders who won't speak truth to power and tell your partisans, you're wrong to think that. coming up in two minutes, what everyone was talking about on twitter last night. we have more on that. we have more on that.

if he became president. promised to appoint a special prosecutor to investigate her e-mails. but it was the women trump invited right there in the front row, most of them accusing the former president of sexual assault. the former president was there as the jabs flew. >> if you look at bill clinton, far worse. mine are words. his was action. >> what we all saw and heard on friday was donald talking about women. what he thinks about women. what he does to women. and he has said that the video doesn't represent who he is. but i think it's clear to anyone who heard it that it represents exactly who he is. >> reporter: yeah, the attacks did not end there. on trump's taxes, he's admitted he has not paid hundreds of millions of dollars in federal taxes. clinton was cornered on her e-mails and those hacked documents. on her speeches to big banks. amy, the bottom line is this. there was no love lost on the stage.

let's not forget, they refused to shake hands right from the start. >> yep, set the tone for it all. cecilia, thank you so much. we turn to a story break from overnight. a u.s. navy destroyer has come under fire off the coast of yemen. two missiles were fired from rebel-held territory and landed in the water near "the u.s.s. mason." a missile from yemen also targeted a saudi air base hours after a saudi air strike killed 140 people. police in germany have arrested a suspected terrorist they say was plotting a bomb attack. he had explosive material in his apartment and has apparent links to isis. back here in this country, extreme flooding is the top concern in the aftermath of hurricane matthews. the storm kumped four months' worth of rain in parts of north carolina. 22 deaths reported from florida to the carolinas. and in haiti this morning, aid from the united nations is arriving in remote areas devastated by hurricane matthew. some reports put the death toll

in that country at 900. well there are new reports of the samsung galaxy note 7 phone overheating and catching fire have prompted major carriers to stop selling the phone. overnight, samsung saying it is suspending production. the company hasn't provided any other details. and finally, one high stakes promotion at a steakhouse in michigan. ruth's chris offered customers a percentage discount off their dinner bills equal to michigan's margin of victory over rutgers. if michigan won by ten points, you would get 10% off. well, michigan beat rutgers 78-0. needless to say, the restaurant is now booked solid this week. lucky for them, they clarified the deal before the game and capped the discount at 50%. but that wasn't included in the initial announcement. is it fair to say that they bit off more than they could chew? >> oh. >> oh!

♪ it started with a whisper you're looking at one of our debate watch parties last night. this morning, we're talking about the last holdouts. those undecided voters in these final days of the election. could they swing the election? amy, what were they saying at these parties last night? >> well, guys, i mean, it's pretty incredible. we're just 29 days away from the election.

some voters have still not made up their minds about who will get their vote. big questions about how women will respond to trump's apology. with time running out, these debates are taking on even more significance. here's what voters had to say. the candidates missing their mark to win over some undecided voters. the debate ending with this undecided voter trying to break up the fighting. >> regardless of the current rhetoric, would either of you name one positive thing that you respect in one another? >> reporter: undecided voters considered the most coveted voting bloc. this year, roughly 1 in 9 americans haven't made up their minds. >> i think it was probably a draw. hillary was very strong in terms of being prepared. unfortunately, i thought she was very robotic. donald was very appealing. man of action. real. definitely came across as a change agent. >> reporter: at watch parties we

visited in d.c., new york, and st. louis, many voters on the fence say the debate did little to convince them. >> it's like tit for tat, like who can hit lower. >> reporter: even after a weekend of revelations about trump's lewd comments caught on tape. >> when you're star, they let you do it the. they let you do anything. >> reporter: some women backing him for now. >> i don't know if this debate pushed me one way or the other. i think i am still for trump, despite the apologies that haven't been quite fully apologetic. >> reporter: other women disagree. >> he's a jerk. >> he is who he is. he can't help it. he just is. what comes out of his mouth is -- him. >> reporter: trump and clinton are the two most unpopular presidential candidates in polling history. some voters say they just can't stomach the choice. choice. some of those undecideds will hold on until the bitter end. about 5% of voters make up their mind on election day. george? back to you.

>> amy, thank you very much. cokie and matt are back. let me begin with you. the last holdouts are the hard -- hardest ones to reach. they're paying the least attention to the race. they generally care the least about it. like the candidates the least. how do the candidates reach them? >> they probably don't in the end. a lot of voters probably won't vote. if you don't -- haven't decided at this point, in this election, when will you decide? it's possible, as you heard in those sound bites from the voters, some of them are leaning one way or the other. it's possible they can be leaned the other direction by the trump tape. if other things come out. and actually, at the very end, when we saw that undecided voter on the stage saying, say something nice, trump said about hillary clinton, she's a fighter. she's real fighter. that will be in ads everywhere starting today. >> he had questioned her stamina before. >> that's exactly right. >> only 29 days to go. you feel some of the undecideds may not end up voting. you have said this, too, matt. that they may just stay at home,

not vote at all. which campaign would be hurt most by that? >> donald trump's. when you're behind, you need everything to break in your way in the final 29 days. the problem for undecided voters today as we have got on the this point. 80% to 85% of them don't like and don't trust either candidate. and they're fixes to make a decision based on that. the likelihood is that they won't vote or they'll vote for a third party. i expect most undecideds to stay home or break for one of the other parties. the two campaigns are concentrating on their supporters. they want to motivate and make their supporters as enthusiastic as possible. >> this is an underappreciated fact. especially on the democratic side. they actually know where every single voter is and where they're leaning right now. >> and when we have watched these -- >> and they're going to go get them. >> we have watched the campaigns. it's called microtargeting. you know the person. you know jane jones. or mark smith or whatever in a neighborhood. and you know if they're leaning
