it's 13 degrees cooler in san francisco and oakland right now than it was this year yesterday. 17 degrees cooler in heyward so the pat certain changing clouds and only 58 in san francisco and 68 across the bay in lye ward and 80 in livermore. let's get down to the storm impact scale which we use every impact storm, 1-5, 1 light and 5 severe and the storm coming in on friday is a storm of moderate intensity, ranking 2 on the impact scale producing half an inch to an inch of rainfall for most of the bay area. forecast animation starting at 10:00 thursday night. overnight it will sweep down from the north bay first through the peninsula and over to the east bay. it will be a messy friday morning commute. the rain will continue sweeping southward during the day, and it will be wet in all parts. bay area during the day on friday. a messy afternoon and evening commute as well. the rain will begin to taper off until 8:00 friday night. i'll show you the second storm coming our way over the weekend in just a few minutes. by the way, you can track both

storms as well with the abc 7 news app and find out when rain is expected to hit your neighborhood. cheryl? >> spencer, thank you so much. mountianview police arrested three high school students today for making threats on social media. investigators say the threats referenced potential harm to students and staff members at mountianview high school. the department increased its presence at the school today as a precaution. the students, all juveniles, are expected to be charge william weld making threats and conspiracy to commit a crime. >> investigators are still piecing together why a power boat loaded with 30 people sank in the bay this weekend. only on abc 7 news, this is a sonar image of the sunken boat that's now at the bottom of the bay. it's the white object in the middle of your screen there. the bough is located on the left side. the stern is on the right. recovery crews have been using sonar to locate the vessel, and it appears, as you can see, they have found it. sergio quintana is live now at the hyde street pier with the latest on the story. >> reporter: and, dan, you'll

notice that it is a bit of a blob at the bottom of bay there, and so i'm told by the coast guard that probably tomorrow salvage divers will have to go into the waters so that they can physically locate that boat, see what position it's in and then figure out how to pull it out. san francisco police boats using sonar spent much of the day searching the depths of the bay near pier 45. by midday officers dropped an orange buoy marking where they believe the 34-foot boat is leasing. the coast guard says the owner of the boat has agreed to pay a salvage company to retreat it. the most immediate concern for the police and coast guard are the gallons of fuel aboard the power boat. once it's recovered, then the police will continue their investigation to see if the boat was overloaded and to see if the boat had enough life jackets for everyone aboard. this weekend one boat captain who responded to the saturday emergency in the water raised immediate concerns. >> honestly, i think it's overloaded.

it was top heavy and a lot of people on a small boat. >> reporter: the boat went down just after the blue angels finished their air so. >> let's put this one like right up against my window. >> reporter: mitch was hosting a party near pier 45. he says there was a bit of a traffic jam in the water. >> traveled right alongside the jetty there. that's their line, their highway, and there's dozens and dozens going by at a pretty quick clip, and -- and one of them disappeared. >> reporter: the coast guard tells us the boat was not a commercial vehicle so they have no passenger safety inspection information. 30 people were aboard the 34-foot boat. a 5-year-old who was pulled from inside the overturned boat was discharged from general hospital this afternoon. in san francisco, sergio quintana, aches 7 news. riders had to evacuate a santa cruz metropolitan transit bus after it caught fire. the driver noticed flames coming from around the back about 7:30 in the morning while driving northbound on highway 17 south of hamilton avenue in cambell.

officials say the fire may have been caused by an oil line that broke loose. fortunately, nobody was hurt. the fate of a possible raiders move to las vegas is now in the hands of a special session of the nevada state legislature. lawmakers there will decide whether to approve $750 million in taxpayer money to help 3wir8 a $2 billion stadium for the raiders. a decision is not expected today. even if the plan is approved, nfl owners would still need to okay t.raiders owner mark davis says if both of those things happen he will move the team to davis. supreme court justice route baileder ginsberg has a strong opinion on the protests started by san francisco 49ers quarterback colin kaepernick. in an interview with yahoo he said his decision to not stand for the national anthem is, quote, dumb and disrespectful. ginsberg feels the same way about flag-burning but doesn't believe either of the acts rises to a criminal level. tiger woods has officially withdrawn from the safeway open

good afternoon once again. here's what's making headlines at 4 pock, it's the day after the second presidential debate, and today early voting started in california. in contra costa county more than half of the county's nearly 600,000 voters vote by mail. the state voter pamphlets are going out in phases because they are so large this time.

some people will get their ballots before they get the voter guide. several state search for a missing 4-year-old girl from florida is over. "world news tonight" tweeted that the girl has been found safe now in memphis, and police arrested the man accused of abducting her. now, come up at 5:00, tesla is planning to double the sides of its fremont plan and hire 3,100 more workers. abc 7 news reporter david louie shows you how the plant could help with the upcoming model 3. and developing news in florida where officials now blame the five deaths on hurricane matthew, bringing the total number of americans killed in this storm to 22. flooding is causing growing concern and danger as rain-swollen rivers rise today. abc news reporter marci gonzalez is live in st. augustine with the late on the storm. >> reporter: the focus here has been on cleanup and now that the storm is gone there's other communities still dealing with the lingering dangers.

late this afternoon samsung issued an alert asking customers to immediately turn off their galaxy note 7 smartphones.

spokesperson told abc news the company is in the process of temporarily adjusting the galaxy note 7 production schedule adding we are working diligently with authorities to resolve the situation. >> we're going to be working around the clock to make sure that we can get to the bottom of this. >> reporter: the consumer product safety commission, the agent stay sanctioned the original recall, now confirms all cases are under review. and pending the outcome of this ongoing investigation, owl four major cell phone carriers, at&t, verizon, sprint and t-mobile, they say they are no longer selling the replacement note 7s, instead offering exchanges for a different device. elizabeth hur, abc news, new york. facebook is now taking aim at businesses. the menlo-based park company has launched workplace. it looks just like facebook except it's focused specifically on the company where you work. employ eds can use workplace as an online bulletin board to follow company news as well as organized groups within the company. more than 1,000 businesses
