a standoff in san jose is now in its eight hour. the man inside a burglary and kidnapping suspect is considered to be armed and dangerous. good afternoon, everyone. i'm larry beil. >> and i'm ama daetz. it all started just before 9:00 this morning. police were first called about a simple theft on tully road and it quickly escalated from there. chris nguyen has been following the story and joins us live with the latest. chris? >> reporter: am, that has been a nerve-racking experience for neighbors who live nearby. if you take a look behind me, you can see san jose police still have this street blocked off as they try to negotiate with that suspect. here's the view from sky 7 as officers went door-to-door trying to track down the suspect. the police were called to the

o'reilly autoparts store early this morning and employees reported a man trying to steal. upon arrival police tried to stop the suspect, but he was able to escape the auto store by jumping over a fence on the back side of the property that. led to a foot chase across the street to claar's dry. along the way he held two women against the will and they have since been released. >> i could not even get my phone or my keys. >> i don't want to live in this area, honestly. it's dangerous and it's always happening. >> reporter: hostage negotiators are currently on scene, and san police say they consider the man to be armed and dangerous. does have a knife and possibly a handgun. different officers from various divisions are here. police tell abc 7 news that they do believe that that man is still inside one of the homes

treats, dog toys, flowers by the concord police station all to celebrate the hero dog. it was just yesterday afternoon a few blocks away from the police station here that a man armed with a hatchet and hedge trimmers went on a rampage and the dog tried to protect the officers. the dog nicknamed jelly bell, a 3-year-old canine officer with police, is recovering at his handler's home. >> there was a stab wound to the head which did not penetrate deep enough to cause brain injury so we treat that had. >> reporter: veterinarians say he was also badly beaten with a blunt object. around 2:00 tuesday police say 30-year-old dominick musulman struck the man with a hatchet and he ripped his clothes off as he ran naked down the streets and climbed fences in the backyard ending up at this hour

where he is lunged at police and the dog with a large hedge clipper. >> once he got past the dog and ever had he attacked the dog, he got up and then he went after the officers with the sharp shears in his hands, and they were in fear for their safety so they had to use lethal force. >> >> reporter: witnesses say they heard four gunshots. the suspect died at the hospital. musulman was out on parole and had numerous arrests on drug charges. neighbors were still in shock over the attacks. >> i'm glad that the dog survived, and i'm also glad that the guy who survived survived. >> reporter: injured man is in stable condition, and the canine officer injured in the line of duty, he's expected to make a full recovery. in concord, leslie brinkley, abc 7 news. a transient has been arrested for setting this fire last night along the east bay mud trail in pleasant hill. police have taken 48-year-old mark smith into custody and

authorities are determining whether he's simmon for other fires near the iron horse trail in contra costa county. arson is suspected in those incidents. a huge shake-up within wells fargo. ceo and chairman john stumpf resigned today. stumpf and wells fargo have been under fire for more than a month after the bank acknowledged it opened as many as 2 million accounts without customers' knowledge. in a statement released today stumpf said, quote, while i have been deeply committed and focused on managing the company through this period, i've decided it is best for the company that i step aside. the company's chief operating officer timothy sloan will succeed stumpf. we have two storms headed for the bay area that will bring us the wettest weather we've had so far this season. here's live doppler 7. clouds increasing around the bay area right now. let me give you a look of what's coming our way. a view live from the east bay hills camera.

clouds are thickening in the sky at various levels and this is your evening planner. the sun will set at 6:36 and will be partly cloudy in the early evening hours and cooling off after 10:00 p.m. with increasing clouds by midnight and early tomorrow morning. here's the day planner. you'll be greeted by mostly cloudy skies, sun will rise at 7:17 and limited sunshine by noon. coastal temperatures will peak around noon but the inland areas on the bayside locations will continue to warm up into the 70s by afternoon, but it will become overcast by 4:00 p.m. and showers developing in the north bay by 7:00 p.m. here's the storm impact scale which we use to impact the impact of each approaching storm from 1 which is light to the 5 that is severe. the first of our two approaching storms ranks two on the storm impact scale and storm of moderate intensity and producing moderate and heavy rainfall and we expect a quarter inch to 1 1/4 inches from this storm and that's just the beginning of it. i'll give you a look at the forecast animation and the movement of these storms just a little bit later. ama? >> thank you so much, spencer. this is something you won't be seeing in the coming months.

abc 7 news was at san francisco's ocean beach where recreational beach fires like this one will be banned starting november 1st. it's to cut down on winter pollution which comes primarily from wood burning. the beach fire band at ocean beach will continue until the end of february. new technology's are being used to get traffic moving quickly after a crash. we saw it in pleasanton after a big rig overturned on 580. abc 7 morning south bay reporter matt keller gives us a closer look. a big rig rolled over on to its side just after 1:00 this morning and no one was injured, but it forced the closure of the hacienda drive on ramp to eastbound 580 in the pleasanton-dublin area but how crews got it upright isn't something you see every day. just ask chp officer eric aguilar. >> i've never seen this before. >> one of the new tools that we're used to go get the free ways open sooner. >> alex gordon owns a giant toe company that used the air bags to put the big rig back on its

wheels. they started at 2:15 a.m. putting in a small starter back to make some space and the big ones were put under the length of the truck. a rotating wrecker, kind of like a crane, helped pull from the top and then with the magic of time-lapse video the bags were filled and the truck was upright about three and a half hours later and towed away at 7:00 a.m. this is a lot different than the usual way to clear out an overturned truck. do you remember this traffic nightmare? back in april the big rig carrying 40,000 pounds of cargo, including bottles of malt liquor, ended up on its side on interstate 8880 hayward. it took seven hours to offload the cargo and get it upright, and that's the key to this morning's cleanup. with the air bags no one had to wait for ups to send help to take out the cargo saving crews and you, the commuter, half the time. >> well, if we had to offload, i think we probably saved anywhere from two and a half to three hours, maybe even four hours. >> reporter: another perk for using the air bags, it limits the damage to the trucks.

sometimes when you use traditional way, the side of the truck can actually split open like a soda can because of the weight of the cargo. in the pleasanton, matt keller, abc 7 news. a speeding freight train pulverized the trailer of a semi-truck that was stuck on the railroad tracks in the central california town of atwater. in the video you can see a highway patrol officer backing away from the trucks moments before it's hit after realizing it was too late to prevent a collision. thankfully no one was hurt, but look at that. the crash happened yesterday. a group of bicycle safety vigilantes is taking matters into their own hands in san francisco. they are called sf transformation and they install cones like this overnight at four different locations, including right here at geary and leavenworth. members say the soft hit posts get drivers to slow down a little bit and make wider turns and consequently protects bikers and pedestrians. really feel that it's important to do two things, one to show that we can make really

quick easy changes that make a noticeable difference in street safety but, two, also to draw attention to the fact that although the city is doing great work and there's great projects in the pipeline, it's not enough and it's not happening fast enough. >> and one interesting note here is that city officials say they would normally remove objects like this, but they are going to leave them up for the time being while they study the situation. abc 7 news was on san francisco's market street as the bomb squad investigated a suspicious package just after noon today. police closed off market between o'farrell and kearney streets and ordered nearby businesses to shelter in place. several muney buses had to be rerouted. the package turned out to be a gym bag. the street was re-opened by 1:40 this afternoon. coming up on "abc 7 news at 4:00," modernizing the aging public schools and the proposition voters will consider and the question is the price too high for california taxpayers? >> donald trump's path to the

we're less than a month from election day. just 27 days until tuesday, november 8th and in california the ballot is packed with 17 measures. today we're taking a closer look at prop 51, the measure asking for $9 billion in bonds to fund school facilities. abc 7 news education reporter lyanne melendez looks at both sides. >> reporter: on the outside parkside elementary in pittsburgh looks like any other california school, but take a closer look. the school windows are made of old plastic when they should have double-pane windows for energy efficiency. the lighting is old, the roof has leaked in the past and the computer lab lacks high quality equipment. like parkside, there are many

more schools throughout the state with similar problems. >> many of our schools are outdated. >> reporter: if voters approve proposition 51 it will issue $9 billion in bonds for state schools. the governor has come out against it because it would create more debt for the state. rick marshall is with stop prop 51. he would like to see a smaller bond that caters exclusively to districts in need. % >> there's big districts in california like los angeles unified that don't need the money, but there's smaller districts who do. >> reporter: for decades matching funds initiatives like prop 51 for schools would go on the ballot every three to four years, but great recession change that had. >> and the bonds were put on hold. since 2006, it's the longest gap in funding, the longest drought of funding for schools from the state covers in the history of the program. >> reporter: parkside, which has plans to rebuild, needs state matching funds that would come from prop 51. this more modern school built just a few years ago was constructed using matching

>> oh, yeah, the rainy season is about to arrive with vigor and intensity, with authority. >> oh, excellent then. >> here's a look at live doppler 7. we have increasing clouds right now, although skies are relatively bright. we have clouds at various levels. atmosphere, and current temperatures are slightly on the cool side. 57 degrees right now in half moon bay and 58 san francisco and 62 across the bay in oakland and our inland areas have temperatures in the 70s right now. so let's move along to this live view of those clouds and various layers in the atmosphere as i mentioned looking from mt. tam over the bay thoompt esare the forecast features. two storms coming our way. windy and rainy beginning tomorrow night into friday. more rain will arrive on saturday and sunday with a few breaks here and there, but it's going to be a wet pattern for a few days. highs tomorrow under increasingly cloudy skies. it will range from low 306s at the coast to mid-to upper 60s at the bay to low to mid-70s inland. rain will begin developing up in the north bay pretty early.

here's the forecast by 9:00. the first wave rain will be pushing into the north bay and then as we get into the overnight hours about 4:00 a.m. we'll see a rain of heavier ranges, i should say. sweeping through the north bay accompanied by strong winds, i might add. it will be wet over most of the bay area and the wettest weather at 4:00 friday morning will be in the north bay and by 7:00 in the morning, the middle. morning rush, we'll see this long path of steady rain. some of it heavy and locally heavy right through the central part of bay area. it's going to be a messy morning commute on friday. it will start to taper off a little bit in the north bay by 10:00 friday morning, but you can see steady rain will continue through all other parts of the bay area. so looking ahead to friday night, 10:00, we're projecting rainfall totals of nearly 1.2 inches up at santa rosa, over .8 of an inch and half an inch in san francisco and oakland and about a third of an inch down to san jose and mountianview. on we go to the wind gusts starting tomorrow night at 9:00. we'll see gusty conditions near the coast. not so strong in the inland

areas and middle of the night into friday morning we'll see some stronger winds developing and some inland areas, but those winds will taper off a little bit by mid-morning on friday. now, let's skip ahead to the next storm starting our forecast animation by 5:00 p.m. saturday and the next storm pushing into the north bay bringing a light to moderate rainfall and light rain will spread late saturday night into sunday morning. a little bit of a break here and there on sunday, but there will still be pockets of rain on sunday as well so it looks like it will be a pretty wet weekend. accuweather seven-day forecast. the first storm, the one arriving tomorrow night into friday, ranks two on the storm impact scale. the storm of moderate intensity. it will bring some periods of heavy downpours. the storm coming in on saturday and sunday ranks one on the storm impact scale, a lighter storm but still will add to the rainfall totals and then on monday lingering clouds, partial clearing on tuesday and warming up under dry conditions next wednesday, but we'll have a pretty soggy friday, that's for sure. >> i love hearing the with authority from you. >> yeah. >> but my copyright attorney

over 20 nautical miles and it's circled by powerful thunderstorms that. storm right now still located far from land. it's moving southeast of japan. today federal investigators confirm that a small plane crash in connecticut was a deliberate act. the plane went down on a busy street in east hartford, yesterday, killing the student pilot who was a jordanian national. the instructor survived and the plane went down near the offices of defense contractor pratt & whitney. ntsb investigators aren't saying why they concluded it was a deliberate act. lawyers for the last surviving terror attack in paris have decided not to represent him. attorneys say salam abdeslam plans to invoke his right to silence, and if he won't talk they can't defend him. abdeslam is in solitary confinement near paris. the attacks november 13th killed 113 people in paris and local suburbs. republican presidential

a new report looking into the safety of teenage drivers finds some positive and negative trefnltds the governor's highway safety association found that fatal crashes for teens fell 48% between 2005 and 2014, but that rate reversed after 2014 so it's on the rise once again. the report says girls are more likely to wear their seat belts. they are also more likely to be distractsed at the time of a fatal crash, and boys are more likely to be speeding. the chp is launching a new campaign to get people to put on their seat belts. it comes ahead of a new law which requires all children under 2 years of age to be fastened in a car seat face the rear of the car. that law takes effect next year. all right. we're start with live doppler 7 as clouds are increasing around the bay area and that will continue tomorrow. we'll see sunshine tomorrow and

>> reporter: the u.n. health agency recommends countries tax sugary drinks, like sodas, sport drinks and even 100% fruit juices as a way to fight obesity. the world health organization says obesity worldwide more than doubled between 1980 and 2014 when nearly 40% of people globally were overweight. a new york pharmacy charging male customers 7% more on what they call a man tax. the point is to raise awareness of gender price discrimination. last year the new york city department of consumer affairs released a study on gender pricing that found that products marketed to women in new york cost an average of 7% more than equivalent products marketed to men. open enrollment season is under way for health insurance, and that's when workers get their health plan information. well, many of them this year can expect higher out-of-pocket costs. the "wall street journal" says as employers cope with rising health care costs, some are shifting had more of the burden on to their workers. and some ivf experts discouraging multiple births. more than 40% of all ivf
