shamed on capitol hill, a stunning downfall tonight for one of the beiging industry's most powerful figures. good evening, i'm dan ashley. >> and i'm ama daetz in for krinsy. thanks for joining us. john stumpf is retiring effective immediately. >> this move comes as the san francisco bank has been mired in scandal over the creation of millions of unauthorized accounts. >> abc 7 news reporter lilian kim is in the newsroom with more. >> ana and dan, john stumpf has retired from the company and board. he submitted a letter informing the bank of his immediate retirement today, a move that reportedly surprised the bank's board of directors. after 34 years with wells fargo, chairman and ceo john stumpf is retiring. this polls a scandal that involved the creation of 2 million up authorized accounts. in a statement wells fargo's lead director steven sanger says stumpf, quote, believes new leadership is appropriate to guide wells fargo through its current challenges and take the company forward.

the chief executive officer tim sloan are succeed stumpf. stumpf was called on to step down two weeks ago. >> i think this is an acknowledgement that the confidence doesn't have confidence in wells fargo. that's a shame. it's a great institution. i wouldn't bank with them again until i'm sure they have changed the culture >> reporter: stumpf who joined wells fargo in 1982 successfully launched them from the financial crisis and kept them free of scandal but low-level employees opening fake accounts opened widespread anger from customers and politicians. he's appeared before congress twice since the scandal broke. retirement doesn't go far enough. he filed a lawsuit against wells fargo on behalf of share holders. >> all shareholders we have spoken to are clear that it's an outrage that he's become allowed to retire without kicking back all of the bonuses he's made over the past several years.

>> reporter: the lawsuit on behalf of share holders is seeking a clawback of all the bonuses who were paid who knew about the accounts. it's estimated that stumpf will walk away with $134 million. in the newsroom, lilian kim, abc 7 news. >> thanks very much. let's break this down and take you through the time line. the scandal started on september 8th when the feds and l.a. city's office find them and he testified on capitol hill where he was publicly killed and asked to step down. september 28th california's treasurer john chink announced the state would stop doing business with wells fargo for a year as a way to punish it for the scandal. now, one of the most vocal critics of stumpf and wells fargo says today's move is not

real accountability. massachusetts senator elizabeth warren said a bank teller would face criminal charges and a prison sentence for stealing a handful of 20s from the cash drawer. a bank ceo should not be able to oversee a massive fraud and walk away to entire his millions in retirement. federal authorities said the department, a quote, sufficient deficiencies and that it provided hundreds of recommendations hon how to address them. abc 7 news reporter vic lee has the story. >> i'm proud to report that the san francisco police department will accept and implement every single recommendation. >> reporter: 94 findings and 272 recommendations in this report from the u.s. department of justice. it's its community policing began a probe back in february after six officer-involved

shootings and a text messaging scandal involving officers. the report was blunt and scathing. the director ron davis. >> there are deficiencies in all the operational systems we just identified. >> reporter: among deficiencies, that the sfpd had outdated use of force policies and that the department lacked accountability. >> the department does not adequately investigate use of officers investigations, use of force. >> reporter: the report also recommended arming police with stun guns, something the police commission has been grappling with. >> what we learned today from the department of justice is they recommend that tasers are a part that have and that's something that the commission will have to consider. >> reporter: it will take a lot to gain the backing of his community. >> hold all officers accountable and then the community can again trust. this is not happening. >> reporter: and this response from civil rights attorney john burres. >> the old adage who polices the police. san francisco is not policing itself

>> reporter: police department will use the report as a road map to reform, although much of the recommendations are already being implemented. vic lee, abc 7 news. a concord police dog badly beaten by a standing suspect yesterday is recovering from his injuries. the 3-year-old dog was stabbed with hedge clippers when he encountered the suspect in the backyard of a home on san jose avenue. according to investigators, two concord officers shot and killed the suspect who attacked the dog after he came at them. today that man has been identified as 30-year-old dominick musulman of antioch. the two officers who opened fire are on paid administrative leave. take a look at a time lapse from our east bay hills camera this afternoon. looks gorgeous out there now, but get ready for a double drenching. >> no kidding. meteorologist sandhya patel is here. >> yeah, dan and ama, could be the strongest storms of the season so far. take a look at live doppler 7. already seeing rain and wind

scene. santa clara county aims to get the region's homeless population after the streets and however measure "a" faces stern opposition. more live from san jose with the story. >> reporter: lonni. >> reporter: yes, this area i'm standing in used to be filled with makeshift homes for the homeless. it's not what it used to be, but the homeless issue is still a serious problem leer and that's why a number of advocates and officials are pushing for the passage of in a ballot measure. once known as the largest homeless encampment in the country, this area near story road in san jose is called the jungle. >> it was actually visible from satellite above. >> reporter: keith saldivar still lives here. it's hard. it's hard to get sler services. hard to be clean, and, you know, not all homeless are scumbags. >> santa clara county officials came here to urge taxpayers to vote for a $950 million housing bond. measure "a" goes before voters

in 15 cities in sclargia county. >> the cost to taxpayers for this will be $12.66 per $100,000 assessed valuation of your property which comes out to be $60 a year. >> reporter: supporters say the money will go towards building affordable homes for veterans, seniors, people with disabilities and low-income families. but can the measure really make a difference moving homeless from abandoned areas like this one into affordable housing? the measure has had a number of opponents who say it's not an issue but they say the homeless problem is far too complicated. >> if the taxpayers are going to give out number, why not give it out in vouchers. >> reporter: the silicon valley tax organization. >> not going to go to developers and contractors and unions. they will get the money, not the homeless. >> reporter: something to hope for at a time when there's new other options. ? santa clara county, lonni

abc 7 news reporter laura anthony has more. >> reporter: it's everywhere you look on the streets of oakland, garbage, illegally dumped, a problem stitt leaders admit they can't begin to keep up with. >> it is unacceptable the level of illegal dumping in this town. it is disgusting. >> reporter: despite efforts to crack down business owners like jose ferrer say he and others have been forced to do their own policing. >> we find all kinds of stuff, animals, dead animals, garbage. >> reporter: just last weekend he told us two men rolled up in the middle of the day and began dumping items out on the street. ferrara began taking pictures of them, their white van and even this one of the vehicle's v.i.n. number. >> didn't have no license plate and we opened the door and took a picture of the v.i.n. number. at 2:00 p.m. on saturday he was throwing garbage, taking pictures and asked him to pick up the garbage or else we would

hearing in which supporters say the families weren't represented. >> these families now are homeless because murphy investments denied them the opportunity to -- to continue a tenancy as a place they have known as home for the past 13 years. >> reporter: murphy investments hasn't returned our calls. the company claims members of the two families were nuisances and wouldn't stop what they call bad behavior. students at uc berkeley issued a powerful message using empty chairs and backpacks to draw attention to the challenges of students from syria are facing. they want the system to admit and provide scholarships for syrian students now living as refugees. many college-aged syrians have had their educations disrupted by the war. those behind the seat for syria campaign says it's time that the university does its part to help. >> it's our moral obligation to offer these scholarships to syrian refugees. not the first time we have refugees asking for help. it's up to us as the

international crisis to respond to the crisis >> reporter: students are showing their support by adding their fingerprints in a show solidarity with refugees. the effort is the part of a books not bombs crusade that's now at 150 universities. well, we've heard a lot about the exploding air bags made by the takata company of japan. >> yeah, and now authorities are investigating another company with possibly defective air bags. >> 7 on your side's michael finney is here with that. >> just what we need, right? >> right. >> another company. we'll see the. the investigation began when an air bag exploded in a crash killing a woman in canada. however, this was not a takata air bag. it was made by arc automotive in tennessee. the national highway traffic safety administration claims the company is stonewalling investigators. authorities want to test 8 million arc air bags. they claim the company is delaying efforts to get documents. arc has questioned whether it needs to provide the information. we tried to reach out to arc, but so far we have received no

response. and toyota is recalling 340,000 prius cars worldwide because of a potentially deadly parking brake. toyota says the parking brake could fail causing the car to roll away and possibly crash. toyota did not provide any specific information about accidents. the automaker is investigating reports of crashes, injuries and deaths and however it is not clear if any are related to the actual parking brake. the recall affects 2016 and '17 prius models. 92,000 of them were sold in the united states. dealers will repair the brakes, of course, free of charge. federal authorities have charged a tech support company with scaring consumers into believing they need services. the federal judge issued a restraining order barring the company from use deceptive pop-up ads. the ads similar to this one warn that a virus has attacked the computer. when users call for help technicians remotely control the computer and make it appear to

have mal ware. the ftc says users were charged hundreds of dollars each to fix problems that didn't really exist. the company operates in missouri and india under several newspapers. our calls to the company went unanswered. you know, always turn off your computer. give that a shot first. >> thanks, michael. >> sure. good evening, everyone. time to start looking for the rain gear. two storms coming. live doppler 7 showing you just some clouds ahead of the storm and a look of the clouds from the east bay hills area looking at mt. diablo. a cool 56 degrees and 7860s and 70s except half moon bay. heading to lake tahoe. filtered sun and heading into friday a mix of rain and snow at 9,000 feet. by negotiatetime it's going to be dropping down to about 8,500 feet friday night. mid-60s santa rosa and fairfield, concord, livermore 68

degrees and we're still seeing sun out there over san francisco. two storms are approaching and that's going to mean windy, rainy thursday afternoon evening through friday and more rain arrives saturday and sunday. tomorrow morning when you get going it's dry. temperatures in the low to mid-50s and then as we head into the everyone we'll be seeing temperatures in the 70s inland and 60s along the coast. notice a few showers begin to approaching the clover dale area. we rank our storms from a light system to a five severe. the first system is a moderate strength storm between late thursday night and friday morning. we're expecting moderate rain, windy in spots. total rain anywhere from a quarter inch to an inch and a quarter. winds will start to gust ahead of this storm thursday night going into friday morning so close to 30 miles an hour. a steady wind. gusts could be 40, 45 miles per hour, and this continues friday morning for your commute so you'll have to hang on to the steering wheels.

also, this is the time to secure any loose objects in your backyard. if you do have any patio furniture. rain in santa rosa that increased by 10:00 p.m. as far as coverage is concerned and then we head into the morning hours. 4:00 a.m. heavy rain. on, and reds indicating that in the north bay and 5:00 a.m. it's there. we're seeing rain south of there but it's light. 6:00, it's going to be a nasty morning commute. not only the rain will be heavy at times but also the wind. you'll see some ponding on the roadways so you'll need that extra time. sock a.m. it's shifted into the east and the south bay and then in the afternoon we're looking at scattered showers continuing going into the evening. first system will bring anywhere from about a third of an inch in san jose to just over an inch of rain in santa rosa. download the abc 7 news app to help you track the hour-by-hour rainfall and see where the storm is heading. for the weekend, it's a light system, we have a 1, it's the second system that comes in saturday afternoon and evening and continues into sunday
