the department of justice started looking into the sfpd following a number of deadly police shootings last year. >> abc7 news reporter vic lee is live with and recommendations in this report from the u.s. department of justice. the community policing arm began it's investigation of the police in february. mayor ed lee asked for the probe last year. the report was blunt and scathing. cops director, ron davis.

a house. chris nguyen joins us live with the story. chris? >> reporter: the standoff is entering it's 10th hour. many are wondering why it's taking so long to reach a resolution, you can see heavy presence here on clarice drive. those officers continue their investigation, and we just heard them trying to talk with the suspect over the megaphone and in 30 minutes have heard multiple flash bang grenades go off. neighbors just want to get back home. >> neighbors growing anxious by the minute. >> i don't want to live in this area. it's dangerous. >> san jose police were called to the o'reilly auto parts store after employees reported a man trying to steal. upon arrival, police tried to stop the suspect. he was able to jump over a fence on the back side of the

property. >> just jumped over and went running through the crosswalk and the cops started chasing him. >> terrifying moments as the suspect broke into three homes. the first had a woman inside. >> he held her against her will. he brandished a knife and told her he had a handgun with him. >> he let her go, but the terror continued in another home. a second woman was held captive. neighbors were stunned by the day's events. >> police coming and telling them everybody had to get out of the house. >> sky 7 showing the scene as police officers went door to door. >> when you drop off kids from school and come back to your house, thinking it's just going to be you, and your baby. sometimes, it can be somebody in the bathroom and in your yard. >> neighbors hoping for a peaceful end to this standoff. hostage negotiators as well as different officers from various
