with san jose police getting a call about a petty theft and it queachly escalate -- quickly escalated. it ended with a man barricaded inside a home. just as it was getting dark, san jose police launched teargas into a home where a burglary and kidnapping suspect was held up for nearly 10 hours. >> come out with your hands up. >> reporter: the man was brought out on a stretcher and put in an ambulance before 7:00. his injuries are not life-threatening. >> it is really scary. >> reporter: it started when police got a call that someone was stealing from o'reilly auto parts. when officers arrived the suspect ran off. surveillance cameras at another business caught a glimpse of the man running through a backyard. police evacuated the area. >> i so scared and i asked them what is going on. they say someone jump in some backyard. >> reporter: police say the man forced his way into three homes. one woman had a terrifying encounter. >> he held her against her will. he brandished a knife and told

her he had a handgun with him. >> reporter: she escaped unharmed. >> it gets me like it is more scary. >> reporter: a scary and long day for families forced to stay away. >> right now i want to go home because i have a lot of homework. >> reporter: police say a second suspect, a woman, was arrested in connection with the original theft. in san jose, abc7 news. >> dan: a police dog that was badly beaten is recovering from its injuries. the 3-year-old was stabbed with hedge clippers when he encountered the suspect in the backyard of a home on san jose avenue. according to investigators two concord officers shot and killed the man who attacked him after he came at them. today that man has been identified as 30-year-old dominic from antioch. the two officers who opened fire are on routine paid adminstrative leave.

>> ama: the president of san jose university is explaining why the college waited more than a month to inform the public about sexual assault involving three students. two students say they were raped by a water polo player at an off campus party. it is an international student who has believed to have left the country. the d.a.'s office is reviewing the case. in a statement the university's president said the toe tall tee of information available at the time including the fact that the suspect had been identified and closely monitored lead to the determination that there was no i'm ma inept -- imminent safety threat to the community. >> ama: get ready for heavy rains and gusty winds. sandhya says there are two storms getting ready to hit the area. >> sandhya: here is a live look at doppler 7 and you can see that northern california is beginning to see the moisture. storm number one is over the

>> reporter: the department of justice report is being called a road map for how the police department will be run. with that the police commission is determined to find a chief who will follow that map and make sure the reforms are enacted. >> the commission is factoring in this report hugely in determining the right candidates to take on what is going to be a big job. >> the department of justice made 94 findings and presented 272 recommendations in its review the san francisco police department. mayor ed leigh requested the probe following six fatal officer involved shootings last year and a text messaging scandal involving officers. the mayor says all recommendations will be met. the acting chief said the department has implemented the reforms. >> it is comprehensive and it is not to get us up to anybody else's level. it is to exceed all levels nationwide. the department of justice it looking to make them a model

one officer suffered life-threatening injuries and the other considered non-life-threatening. police obtained a suspect after an extensive search of the neighborhood. the commissioner of the department asked for prayers for the injured officers. >> ama: there was a major shake up at wells fargo bank. >> dan: that's right, the chairman and ceo retired over a scandal of the sales practices. he is walking away with a reported $104 million. >> ama: lilian kim is live at a wells fargo with new details. lilian? >> reporter: dan and ama, critics say it is another example of an unfair system that thousands of employees debt -- get fired while he walks away with a huge payout. he has retired as wells fargo chairman and ceo. in a statement he said, quote, while i have been deeply committed and focused on managing the company through this period i decided it is best for the company that i step aside. the chief operating officer will succeed hem as ceo.

your morning commute. low 50s in the north bay from santa rosa to novato. 55 in livermore and one other live picture. it is hard to see parts of san francisco buried in the marine layer right now. this is in advance of the two storms that are on the way. wind and rain in the north bay and it will be nasty for your friday morning commute. there is no other way to put it. upper 40s to the mid50s. watch out for the fog. visibility will below. for the afternoon you are looking at low to mid70s. along the coastline and along the bay in the 60s. we introduce you to the storm impact scale once again. on the storm impact scale we rank them from one being light to five severe. the first in the series is a moderate strength storm and that's a two. thursday night to friday morning we are expecting rain and wind heavy at times. could see up to an inch and a half in the wettest mortar bay locations. before the rain arrives the wind connection up beginning tomorrow night. gusts could reach as high as 40, 45 miles an hour at times.

the wind may actually wake you up in the wee hours of friday morning. if you have loose objects you will want to secure them. 7:00 a.m. wind gusts of 30 miles an hour from the south will make for a difficult driving condition for the commute. keep that in mind. the hour by hour forecast 5:00 p.m. tomorrow. you are seeing showers developing in sonoma county. as we head into 10:00 p.m. it is still light rain in the north bay and then the heavier stuff arrives. you are looking at yellows and oranges in the north bay. that's where the heaviest rain will be. it shifts to the south. then you notice it starts to cross at 7:00 a.m. across the central bay and then into the south bay by about 8:00, 9:00. it is going to be heavy at times around 11:00 a.m. and that means ponding on the roadways. it could be difficult driving. and then scattered showers well trail behind the system. it is well into friday evening. so our rainfall tote will tays are anywhere from a third of an inch in san jose and you

are a dryer spot as you know if you lived here to just over an inch and maybe an inch and a half in the wettest spot. storm number two is upgraded to a two. this system now, the computer models are bringing in wind. it is a moderate strength storm even though the rainfall with this system is not expected to be as intense. saturday afternoon going into sunday night and even a few showers on monday morning. you will want to download the abc7 news app to keep track of the storms on our accu-weather seven-day forecast. the first one thursday night into friday is a two. the second one on saturday is a two. but the back end of the system i have made a one because sunday and monday it will be scatter ited showers. it is not going to be raining all day long on the accu-weather seven-day forecast. we will dry out tuesday and wednesday, but the potential is thereafter the winds kicking things up and saturday's system could exacerbate existing problems from friday, ama and dan. and that's why that will be impactful on saturday as
