the coming storm. >> doppler 7 shows us the calm before the storm. most of the rain, as you can see, is well to our north right now. >> the santa cruz mountains, areas burned there by the loma fire are now at risk for mudslides. good evening, i'm dan ashley. >> i'm kristen sze. thanks for joining us. the storms are expected late tonight into friday morning. >> let's take a live look from the mt. tam camera. you can see the clouds forming, rain and wind will follow. >> we have team coverage of the storm. let's start with news meteorologist sandhya patel who is tracking the timeline. christien and dan, let's look at live doppler 7. you will notice there's heavy rain up to the north. places like crescent city getting heavy rain right now along with gusts close to 40 miles an hour. that's what's headed our way. here's a look at the storm impact scale. this is a moderate strength storm. it's a 2. it arrives late tonight into friday with a half an inch to 1.5 inches of rain. the winds will be gusting 20 to

40 miles per hour. hour by hour timeline, light rain tonight between 7:00 and 10:00 p.m. we go into the morning commute. 4:00 a.m., around mendocino, sonoma, lake counties, we're seeing heavy rain. scattered showers elsewhere. it's moving southward at 6:00 a.m., still in the north bay. that's where the heaviest rain will be. at 7:00 a.m. as well. the oranges, yellows and reds indicating the heavy rain crossing the central bay. at 8:00 a.m., as you're getting ready to head off to work or school. it's moving into the east bay towards the south bay. as you take a look there, it will continue live doppler 7 tracking not one but two storms. hour by hour look. sandia, thank you. the incoming storm is worrisome for residents in the santa cruz mountains who are still dealing with the devastating impact from the loma fire. now, they have to worry about mudslides. abc 7 news reporter david i louie is live in the fire zone

with more. >> reporter: this is typical what exists in the burn zone. all that burned brush, grass and trees. no longer able to stabilize the soil. so residents are hoping for light, steady rain as opposed to heavy and intense rain. isolated spot fires continue to flare up. in this case, around the roots of a tree which send up smoke which we spotted while driving by. casa loma volunteer firefighter janet garner smith says the rain that's coming will help address this. the big concern now, shifts to potential flooding and mudslides. >> all of the dirt has been turned up. all this dozer work, which has been great. but that creates slush. we call it peanut butter. >> some of the hills along the road are slide-prone. even without rain, you can see soil and rock movement. that's a concern to residents. >> with the lack of the vegetation to hold the soils in place, depending on the strength of the storm and the amount of rainfall we may get, it could wash a lot of the dirt and sediment into the roads and

causing some slides. >> reporter: a study of the soil in the loma fire zone is under way to determine if there is any slide risk. but the results won't be ready for a week or two. they will be looking for soil that won't allow rainfall to be absorbed. >> a lot of the homes are up away from the creek bottom or on a ridge top. we won't see a lot of flooding necessarily into homes or debris into homes because the homes are up away from the stream beds quite a bit. >> reporter: sue johnson isn't taking any chances. she's filling sandbags in santa clara county with a little help from a reporter. she knows firsthand what storm damage can do. her parents lost their home to a mudslide. >> it took out the whole house and the mud you know was up to the ceiling. it was bad. >> reporter: near loma prieta, david louie, abc 7 news. san francisco's mission district often sees the worst effect in the city. we pick up the live coverage

with wayne freedman live from begin peaks. >> reporter: below me a beautiful city enjoying the last day without rain. you can't see all the people getting prepared for it. >> it's been a long time coming and atmospheric river rising rain on the way. with it, so much of what we'd like to have forgotten. slick streets. falling trees. and yes, possible flooding. >> we can't predict these things. >> reporter: at times like these before the rain hits, we have a bads habit of revisiting trouble spots. that would be between 17 ft and 18th and follow some. we have the pictures to prove it. >> the water is going down at this point. >> the year was 2004. be careful about your terminology. >> we don't call it a flood. it's a sewer overflow. >> one that from time to time rears its ugly manhole cover locals tell us. >> oh, yeah. right in in block in particular. >> this woman owes a model making company. water on the floor is a common

the boat. slowly the boat emerged from the water and was towed away. 30 people were rescued when the both sank on saturday. police are investigating whether the boat was overcrowded and whether there were enough life vests. >> we know. we've already learned who donald trump is. what we have to prove in this election is who we are. >> democratic presidential nominee hillary clinton stopped in san francisco today. she spoke in a small setting with campaign volunteers at her san francisco campaign office. >> 7 was overhead as thousands lined up to see her at the bill graham civic auditorium this afternoon. >> lyanne melendez joins us live with the story. >> reporter: as the presidential campaign comes to an end, hillary clinton acknowledged that people are getting tired and they wished it be over. today, clinton managed to energize her supporters.

san francisco could become one of the first cities in california to use speed enforcement cameras to crackdown on speeding. >> abc 7 news reporter vic lee is live at city hall with the important endorsement this idea is getting. vic? >> reporter: speed cameras are banned in california. like red light cameras, they are controversial. last night that important endorsement you mentioned came during a meeting here at city hall. this is what we're talking about. automated speed enforcement. more commonly known as speed cameras. >> they reduce speeds. over time, the number of citations that are issued come

down, which is just they're changing behavior. >> ed ris kin has been working with legislators to craft a bill that would legalize speed cameras in california. last night, he got a strong ally, the police commission. they endorse the use of speed cameras. supporters of automated speed enforcement point to cities where they've worked in reducing traffic fatalities. in washington, d.c., by 73%. portland, 46%. chicago by a third. they're mounted on streets like red light cameras. but the sfmta wants speed cameras to shoot only the license plates and not drivers' faces. it would not be a moving violation. >> not points on your license. it's a modest fine. it would only kick in if you're more than ten miles an hour above the speed limit. >> opinions from the public. they're all over the map. >> most of the time you're trying to go with the flow of traffic. i don't think you should be busted if you're doing that. >> i wouldn't mind any of that.

temperatures in the mid-60s in santa rosa. look at this beautiful shot from our east bay hills camera. we're going to have a spectacular sunset. don't forget to send it to us at #abc 7 now. wet and arraign i for the morning commute. a second storm for the weekend. if you have outdoor activities, keep that in mind. first thing tomorrow, it starts out mild due to a south wind. windy conditions and wet. upper 50s to the low 60s. some areas in the mid-50s. afternoon highs, low 60s to the low 70s. friday afternoon, it turns to scattered showers. here's a look at the storm impact scale. this is a 2. it's a mod ral strength storm for your thursday night into friday. .5 inches to 1.5 inches. the winds kick up ahead of the storm. tomorrow morning, we're looking at gusts in the order of 35, 40 miles an hour. by tomorrow afternoon, evening, they ease up and then we get ready for the rain to really

hit. here's the hour-by-hour forecast. 7:00 some light rain in the north bay. it stays there tonight at about 11:00 p.m. then it spreads southward. but the heaviest rain during the morning commute is still going to be up in the north bay. 4:00 or 5:00 in the morning. it's going to be nasty. 6:00 as well. the storm will be slower in arriving. 7:00 a.m., you'll notice the oranges and reds, the heaviest rain still in the north bay. by 8:00 a.m., central bay. as we head into the 9:00 to 11:00 a.m. hour, it's going to shift into the central and the south bay. as far as the santa cruz mountains, at noontime, you'll notice the heavier rain there. that could potentially cause problems in the recent burn areas of the loma fire. this continues scattered showers through the friday afternoon and evening and we'll be counting the rainfall. over an inch expected in the north bay. about half an inch in the south bay and everyone else in between. the second storm is also a 2 on the storm impact scale. it's a moderate strength storm. saturday afternoon through sunday. winds gusts 40 to 50 miles per

hour. another half an inch to 1.25 inches. saturday evening, we get pockets of moderate rain and then heavy rain eases up going into sunday. it's just pretty much a wet day. we will be seeing ponding on the roadways. those wind gusts could topple trees and power lines. the winds will be 40 to 50 miles per hour. stronger for the weekend storm. be prepared. secure all of your loose items, including halloween decorations. they may blow away in the wind. accuweather, seven-day forecast. 2 on the storm impact scale for friday's system. saturday and sunday, one storm. both 2 on the storm impact scale. it will be a dry pattern monday through thursday and a warmer one which will, of course, need after the wet weather we're going to get. because we've been so dry, kristen and dan, the ground will soak up the rain initially and then we might have some problems. >> right. >> thanks very much sandhya. medical emergencies can happen when you least expect it. what do you do if you get a massive e.r. bill?
