good morning, bay area. let's get up and get going. >> this is abc 7 mornings. it is so great to have you with us. i'm chris nguyen. it is saturday, october 15th. we're going to start with the first look at the forecast. here's lisa argen with the first look at live doppler 7 for us. >> good morning, we're going to show you the storm impact scale. we have a two coming your way, which means it is a moderate storm. which will bring any where from a tenth to an inch of rain and the wind will impact us as well. it will get going this afternoon and you can see the heavy rain along the north coast, it sinks to the south. wind advisory, 2:00 this afternoon until 2:00 in the morning. the winds will gust to 50 miles an hour, sustained over 25. so a coastal flood advisory tomorrow, as the high tide

coincides with the full moon, but look at the wave heights, 12 to 14 feet. sunshine outside here in san francisco, upper 50s, low 60s in gilroy. no delays at sfo. forecast for the rest of the day, mainly dry skies through noon, and we'll time out the rest on the peninsula, east and south bay in a couple of minutes. breaking news out of the east bay. the chp is investigating a fatal crash that left one man dead, just before 9:00 this morning at grand and joaquin avenue, they tried to stop a speeding car, but they say that driver turned off his lights to try to get away from them. when the car got off the freeway, the driver sideswiped a gas pump. the driver was the only person in the vehicle. developing news out of san francisco. a police officer is conscious but in critical condition this

morning, after being shot with a bullet grazing his head. this started at around 8:15 last night at everglade drive and sloat boulevard on the western edge of the city. after an hour long manhunt, tended in a shotout at 27th near stern grove park. the police union says the suspect is mentally ill. the officer tried to contact him, but the man shot the officer, who sources tell abc 7 news is a young male officer based out of the taravall station. 70 people in the park at a party was put on hold. witnesses heard the shots as they stood near stern grove. >> i heard three gunshots, looked outside and i saw a cop limping and running. >> i saw the suspect run toward sloat, and i figured he must have took off from there. >> how did the officer look? >> limping.

>> the injured officer was taken to san francisco general hospital. police say his injuries are not life threatening, and is expected to survive. officers fired shots when they first spotted the suspect at bob chaney field. he was hiding in a bush. it was a violent take down, with the suspect refusing to let his gun go while officers tried to get him give up. neighbors describe how it went down. i was walking to the market and i saw the police and thought i would check it out. i started hearing it was a manhunt. then i heard something that sounded like an explosion. and then i came closer, and then i waited a bit and then they told us to get out. then i guess i heard gunshots after that. >> the suspect was also taken to the hospital, but his injuries and condition are unknown at this time.

at this hour, he is in police custody. mayor ed lee visited officer at the hospital, and commended the officer's bravery and thanked the police department and hospital for their hard work. >> i want to be thankful for this hospital, because everybody is alert. everybody is working at their highest level to make sure that this man can recover, and i'm thankful that we have a good police department, knows what it is doing but these sacrifices and these moments that we are all very concerned about. >> again, that officer is expected to recover from his injuries. we first told you about this story last night with a push alert from the abc 7 news app. download the app for free and enable those push alerts to get breaking news update as they happen. in her state of the city speech, oakland mayor, libby shaaf make no mention of the vote to approve a las vegas stadium for the raiders. abc 7 caught up with mate i don't remember, who said any move of the team is far from a

done deal. >> reporter: it is not too late at all. this nevada vote was something we expected. again, this does not mean that the raiders in las vegas is a done deal. >> reporter: oakland mayor, libby shaaf, says it does not come as a surprise, approved spending $750 million in public funds to build a stadium in las vegas. nevada's governor is pecks ecked to sign the bill monday. mark davis will be at the bill signing, and in a statement, davis said, all parties have worked extremely hard to develop and approve this tremendous stadium project that will serve as a proud new home for the entire raider nation. three quarters of nfl owners still need tow kay the deal. mayor shaaf says not so fast. she says the city is planning to keep the team in oakland, one that doesn't leave taxpayers on the hook. >> it does not distract our focus on doing our job, which is to develop a responsible, viable

option for the raiders to also consider staying in oakland. >> reporter: oma dates, abc 7 news. eddie devarlo is also showing interest. they confirm representatives from the group met with oakland city officials to discuss developing land and possibly a new stadium. several east bay restaurants and businesses were left in the dark last night after the storm knocked out power. point richmond was one of the areas affected, the steak house on west richmond avenue couldn't see diner, because it didn't have electricity. a dozen or so businesses that had to close early because of the storm. throughout the bay area, more than 8,000 pg & e customers are without pow kerr this morning. 135 on the peninsula. north bay, 845 customers are affected, as are 7,000 in the east bay.

most in the bay area. more than 300 customers are in the dark in the south bay. in the north bay, a jackknifed big rig closed three of four lanes on highway 101 in san rafael after the driver lost control. it was weather related and the truck was going too fast coming down the hill. that led to a bottle neck, and rainy day gridlock, as you can see right here. debris shut down lanes for nearly three hours. on the peninsula, in pacifica, strong waves have pounded the sea wall. share of red tagged home as the coast has been hammered by the constant pounding of waves. this weekend's rain isn't expect today do much damage or produce much flooding. in the south bay, it may not have seemed like much rain, but they actually saw 3 inches, the most in the bay area. an area of high concern is the loma fire burn area, a watershed

emergency response team checked out canyons and streams to figure out where flooding and mud slides could happen. 40 mile per hour winds are expected in the area tonight. yesterday's storm led to dozens of cancelations at the san francisco airport. 91 departing flights because of weather, a similar number of arrivals were canceled. officials say they were not impacted by the storm. 8:08 is the time. treasure island music festival begins today. one of the biggest events of the year there, with thousands expected to attend this weekend. those setting up the venue kept going yesterday despite the rainstorm. abc 7 caught up with them. >> we're trying to keep dry, bundle up and hide in the tents for a little bit and get things done in between the rain. >> staying positive. the festival is today and tomorrow.

welcome back everyone. former presidential candidate, bernie sanders is back in the bay area today. he will be alongside san francisco supervisor jay kim in support of proposition 61, the drug price relief act. it will give more people access to potentially lifesaving drugs. the rally starts at noon at the marriott marquee hotel on mission street. donald trump is firing back at his accusers, criticizing the women alleging sexual misconduct for their looks and motives. two additional women have come forward to allege that trump made unwanted sexual advances. abs ne abc news reporter, mary bruce, has the latest.

temperatureses in the upper 50z. airport weather warning for very gusty winds, all day long here. right now, no delays. becoming windy and rainy day, it sinks south overnight and it will stay there as the front stalls out and then showers tomorrow, the rain fall totals will add up. 4 to 9 degrees cooler. this morning. you may have noticed that. the next couple of hours, 3:00, 4:00, you're getting wet in sonoma, santa cruz mountains, but then look what happens, 5:00, 6:00, redwood city, livermore, and then is where the front just doesn't want to move. so as we add the totals throughout tomorrow, we could see any where from three quarters of an inch to over an inch. that's what it says. that's what we're hoping for in hayward and san jose. i want to highlight this, because this is where we'll get very gusty winds. you thought the last one was

windy, this one will be worst. we have moisture on the ground an with the wind gust, and a coastal flood advisory tomorrow, due to the high tide, we could be talking about some problems. so this is where the wind is going to ramp up, 1:00, 20 to 30 miles an hour, and then as we go through 5:00, the wind accompanies the front, so the gustiest winds with the passage of the cold front and remember, it hangs out here in the south bay, the santa cruz mountains, right on through the afternoon tomorrow. this is sunday at 9:00, some scattered showers, and looks like the big winners with this will be the upper elevations of the north bay an once again the central court down through big sir. we're looking at the windy conditions, half moon pumpkin festival looks dry until about 5:00, and then some rain. storm impact scale, 1. monday still looks wet and then look for the temperatures to increase with the sunshine.

only video and find out what else is going on in the city this week, we have a link to hoodline. as headwig would say, put on some makeup. have a great weekend. the north bay smart train system has encountered a in you problem that will likely delay the start of service for months. according to the press democratic, the district will need to replace the engines on all 14 of its new railcars, because of problems with the crankshaft. the issue was discovered on a similar car in service in toronto. smart was supposed to begin later this year, but it will be delayed until spring of 2017. late actor robin will yoms had -- williams had a love of cycli cycling, fiber more impressive machines. proceeds from the auction will benefit two charities that were dare to williams.

it's official. tallest building in san francisco, trans america pyramid, tallest structure for 43 years. that record was wiped away yesterday. only abc 7 news was there as construction crews poured the concrete that put it to new height, tallest building in san francisco. >> it is hard to put in words how it feels, but it is definitely very exciting. we're working 24 hours, 6 days a week, and we're doing a lot of work on sundays as well. so as you can see, we've been building the building, and it is going up very fast. >> when it is done, the building will be the centerpiece of a new south market, which will include the new trans bay terminal. both are set to open late next year. still to come on abc 7 mornings, the bay area isn't the only area getting rain. the wild weather that hit the pacific northwest. also, stepping up to help veterans. the big donation that will get a

of us right now. we've got fog along the coast, sinks to the south and really brings in gusty winds. rain later on today. so it is a two on the impact scale. a 0.1 of an inch of rain anticipated and we have monster waves out there and a flood advisory that goes into effect tomorrow, coinciding with the full moon. high tide could cause problems. here's the way it looks at mount tam, 50s and 60s, emeryville, calm, but things going downhill. after 2:00 in the north bay, and then by the afternoon, south bay, peninsula, it is going to last overnight and in fact, it will last into monday morning. we're extending this rainy vent. we'll talk about it, time it out in a few minutes. chris. >> hawathank you. it isn't just the bay area, a downpour hit portland, oregon, flooding streets and stranding drivers. prtland said there has been wild weather in the area, two

tornados touchdowned on the coast last night. one of them came with winds of up to 130 miles per hour. it damaged more than 120 homes in its path. after today's storm, another one could move in on tuesday. the kind of storm we're seeing always brings high surf, which then adds to the erosion of the coast. abc 7 news reporter leann melendez continues our storm coverage. >> reporter: in pacifica watching the waves may be a sign that winter has arrived early this year. >> some years it starts early, others late. we need rain, so i guess it is a good idea we're getting some. >> i feel like we only got maybe a couple of weeks of good, indian summer. >> reporter: it has seen its share of red tagged homes, as it has constant pounding of the waves. rain wasn't enough to do much damage or produce much flooding. for those unable to cope, there

destroyed, still burning out of control. crews have 0% containment. oakland firefighters have been sent to nevada to help. another fire near lake tahoe and emerald bay has forced the evacuation of 500 people, dubbed the emerald fire started yesterday morning near cascade lake and emerald bay. the 210 acre fire is burning, andle 80% contained. federal transportation banning all samsung galaxy note 7 smartphones from u.s. flights, in response to reports of the phones catching fire. the ban takes place -- will take effect, rather, at 9:00 a.m. this morning, passengers and flight crews are prohibited from bringing the phone on board, or packing them in checked bags. federal officials say those who violate the order will have the phones confiscated and could face fines.

we reported a truck filled with donated supplies for a wounded warrior event was stolen from a street in oakland. this morning, we have a nice ending to that story. abc 7 news reporter, vic lee, has the update. >> at this point we have not contact by the police or the u-hall company. >> the 26 foot truck like this one is still missing, parked in front of david lane's home in the oakland hills when it was stolen. a truck filled with donated supplies for a wounded veterans group. lane's housemate, ulysses adams was injured in the desert storm. >> it takes away from the faith in humanity and what not, so. >> reporter: their faith was restored. u-hall donated another truck, adams drove it to hayward, where the company replaced gatorade and water which were stolen from the truck. the u-hall was filled with cases of gatorade and bottled water

for sunday's ride to recovery, a disabled veteran's program that sp sponsors a 400 bicycle ride. they never thought the supplies would be replaced. >> honestly, i was apprehensive. i wasn't sure if somebody would, you know, be willing to donate more. >> reporter: but the two companies came through again, just in time for sunday's start of the ride. hundreds of mostly disabled vets will participate. >> if it wasn't for the company like them, small nonprofit organization is hard to support the injured veteran where they need it. >> reporter: these two marine veterans say the ride is therapeutic, cycling with comrades who know the issues they're going through. now they can ride with much needed provision, thanks again to the generosity of others. vic lee, abc 7 news. great story. happening today, you can get the chance to tour barts fleet of the future.

bart plans to use 775 cars over the next five years. it will be a big upgrade, included on digital displays, improved air-conditioning, and automated audio announcements. today's open house will be at the pleasant hill contra costa station from 11:00 to 4:00. the first 200 visitors will receive a toy bart train. last year, a pier left over from the bay bridge, today they will implode another pier and affect your trip over the bridge. there will be rolling closures in both directions, plus the bike path will be closed. another pier is schedule for implosion on october 29th. still ahead, celebrating a san francisco landmark. we go back to the gold rush days to see how much has changed for laguna honda and what's always remained the same. as we head to break, here is a live look outside from the emeriville camera, lisa argen

miles along the coast, and it increases with the front. windiest and rainiest conditions, passage of cold front and it gets you think up in the south bay with more rain into sunday morning. so this forecast model takes us through the 6:00 hour, and then you can see it kind of wanting to push up to the north a little bit throughout the afternoon. still showers, an then this system is the one that pushes it all through, and then when we add up the totals, through monday, late sunday i should say, we're looking at over an inch in parts of the south bay and east bay. so upper 60s to near 70s with windy conditions for the half moon bay, art and pumpkin festival and accuweather seven-day forecast, stronger storm today, showers tomorrow and we could add a one to perhaps on monday, with the lingering shower activity, but then the second half of next week is looking much calmer, and i think we'll be ready for it by then. download the app because you can track the rain and wind throughout the next few days.
