oakland. >> an officer has been criminally charged for paying a prostitute for sex and then tipping her off to police activity. city officials are serious over the alleged actions by officer ryan walterhouse. elissa harrington just received court papers. >> reporter: the 26-year-old posted bail and is scheduled to be arraigned tomorrow. according to the complain, he paid for sex and shared confidential information with officer ryan walterhouse was arrested when he showed up for work last night at the oakland police department. one of his fellow officers reported him for misconduct with a prostitute. >> the conduct that we investigated both involved on-duty and off-duty conduct. >> reporter: according to prosecutors, this behavior started recently. october 1st, walterhouse allegedly had sex with a prostitute in a hotel in castro

valley. on october 13th, he called her to warn about a possible bust. on the 14th, he texted her the warning, you out? don't be right now. then, after an investigation, he was arrested. walterhouse faces two felony counts of conspiracy to obstruct justice and one misdemeanor engaging in an act of prostitution. investigators say this is not related to the scandal involving a teenage sex worker who called herself celeste. as a press conference, the mayor expressed disgust. >> it's incredibly disturbing that in light of what happened this summer, any officer could think that it was at all acceptable to engage in this type of behavior and further sully the reputation of this department. >> 26-year-old walterhouse grew up in oakland. we stopped by his house but nobody answered. he's been with the oakland

police department since 2014. elissa harrington, abc 7 news. a sonoma county sheriff's deputy has been fired after a domestic dispute call and use of force. it took place on september 24th. investigators say body camera video shows the deputy went too far to subdue a man involved in the dispute. they say the deputy hit the man several times in the back with his baton. the deputy's name has not been released. an independent criminal investigation will also be conducted. late this afternoon, police confirm two people have been arrested in this week's school shooting. vic lee was the first to tweet out the arrests happening this afternoon. some students there during that shooting are expected to take part in a peace rally set to begin. smelly woodrow is live for us now. melanie? >> people are gathered here for the peace rally. the big news, of course, the two

arrests, of course, with knowledge of the investigation and one came after an all-night stake out in fairfield and the other after tuesday. they were looking for four suspects. all they are saying is that this is an ongoing investigation. four people were injured on tuesday when the gunman opened fire around 3:18 as school let out. i spoke several times today with the family of the girl who was shot. we are father tells me one bullet grazed her left hip. one went into her upper right thigh near her pelvic bone. she had surgery and it was successfully removed. her family is very concerned about how this is affecting her emotionally. she is an honor roll student and an innocent victim. three boys were also injured in the shooting. police say this was not random but did not say which of the four students was the intended target. there is a peace rally organized tonight to send a message.

>> times are hard. i know it's rough at this time but there's hope. don't give up, whether you're a predator or whether you're a victim. there is hope and there's a lot of good things going on in this city and around this country behind the violence. >> reporter: again, this peace rally is for students and for people who live in this area. there are a lot of unanswered questions about the school shooting, including one that the father of the girl who was shot wants to know and that is whether or not a school resource officer was on campus at the time of the shooting and whether or not that person is always at the school. these are questions abc 7 news has also asked school officials. we're still waiting for their response. live in san francisco, melanie woodrow, abc 7 news. >> melanie, thank you. deputies arrested four men

just before 9:00 last night. look at the pictures here. officials say detectives spotted the men in the in and out burger parking lot in millbrae. detectives say when they moved in, one of the man rammed his vehicle into the patrol car trying to escape. they didn't get away. all four were arrested. an erie site in san francisco. a large section of interstate 80 completely without cars. police closed the road down because of a boom threat at a tow yard under need the skyway. vic lee is reporting from right near that tow yard at this point with the rest of the story. vic? >> reporter: well, larry, in fact, the tow yard is right over my right and the streets are now open but for three hours this was like a ghost town. all of the streets around this area were closed. in fact, that section of highway 80 right up there was also shut down and it all started at about

11:30. employees of auto return, the tow yard that you would go to retrieve your car if it were towed were evacuated quickly. >> all we received is that there was suspicious information. >> reporter: a white car had been towed to the yard and on it was a note saying there was a bomb or some kind of material inside. firefighters were called to the scene. the hall of justice and county jail were shut down. people inside told to shelter in place. tempers flared. >> people got very, very angry and i was like, you can't get angry, it's not going to help. >> reporter: some were evacuated through a back door at the hall. >> we were accidently evacuated. we were supposed to get back to our offices. >> reporter: meantime, traffic came to a halt as police blocked more streets. at one point, the chp shut down the eighth street onramp in the

merge between 101 and 80 were closed. the chp set up traffic controls allowing cars to pass every 15 minutes. shawn wiley was trying to pick up his towed car. >> of course there's a bomb evacuation in the same car that my car is it sitting next to. i guess i'm here for the long haul. >> reporter: this man was paying a traffic ticket when he was evacuated. >> this is my day off. i'm waiting until 5:00. >> reporter: it was a futile wait. a police robot searched the suspicious vehicle but found nothing. by midday, police opened up the streets again and the highway. vic lee, abc 7 news. we send outbreaking news alerts on our news app. you can download it and enable push alerts to get breaking news updates as they happen. san jose is moving closer to become the first big city in

america to require gun owners to lock up their guns when they are away from home. david has the details. david? >> reporter: larry, the justice department estimates that over 170,000 guns are stolen in residential burglaries across the country each year. two san jose council members worry that those guns are then being used to commit other crimes. they'd like that to stop. the proposal goes to the city council in a month or so now that the committee has worked out details that will require san jose residents to look up their agains when not at home. >> we are actually doing this not only to protect our community from gun violence and guns falling into the wrong hands but ultimately it protects the guns of the firearm owners because they get to keep their guns. >> reporter: they received input from police chief eddie garcia along with both sides of the issue. aa locksmith in san jose showed us the kind of examples that

lock boxes or they can be bolted down to prevent theft. >> you want to secure the gun so somebody can't steal it but want to have access to the gun in case your family is at risk for some reason. >> reporter: there is opposition to the proposal. the owner of costello guns doesn't think the plan will keep guns out of the hands of burglars. >> this won't prevent anything. if a burglar breaks in and the gun is locked up, he's going to get it no matter what and it's not going to prevent anything. >> the original plan by council members had other requirements. however, with similar and overlapping proposals at other levels of government, only the locked up while not at home is moving forward. california's u.s. senate

we have breaking news on the peninsula. there is an rv fire northbound 101 at holly street in san carlos. you can see crews are trying to put water on it.

the holly street exit in san carlos. nobody is moving as crews try to put out the fire. there's a concern that there's a 50-gallon propane tank. the backup is just growing. these are people leaving palo alto trying to head north to san francisco. this is right before the oracle exit as well. so a very busy place. but right now, both directions stopped at that point as we take a look at the firefighting efforts. >> they have done a terrific job in quickly responding to this because when we first got wind of it and the chopper was overhead, you could see the flames and so they've done a nice job. as you mentioned in the earlier report, the concern is the propane tank on board this rv. if that goes up, we're going to have a big ignition and that's why everybody has to be kept back. i still see flames there right in front of the vehicle. those people will be waiting in that backup for quite some time. >> it's going to be horrible for the commute from san mateo

county out of the area. the best option, again, is to avoid it. take 280 or take el you can get the latest push alerts through the abc 7 news app. we'll move on to consumer news now. a new safety feature for child seats but the question is does it work and is it right for your kid? >> michael finney has the important answers. >> this is really good news. consumer reports of infant seats with a new safety feature common in europe but is only now making its way to the united states. in the 40 years that consumer reports has been testing child seats, a lot has changed from the seat and harness styles to the way they are secured in cars. all these changes have dramatically changed child passenger safety. the most recent improvement is

called the load leg. >> it extends from the base of an infant seat to the vehicle floor making the seat more stable and safer for the baby. >> reporter: consumer reports roopt recently updated its ratings for children under 1 year old. the seats with the load legs received the highest crash performance ratings. this footage shows how similar seats from the same manufacturer perform with and without the load leg. although both perform well, the seat with the load leg has less forward motion than the one without it. >> in our crash tests, seats with the load leg resulted in a 50% decrease in head injury to the dummy than the one without it. >> consumer reports evaluation found it easy to use but you will pay a premium for this new
