along montana street. all this craziness caused by an old cast iron pipe that ruptured. the street looked more like raging rapids. this family's basement needs to dry out. >> what frustrates me is why don't they fix the whole pipe instead of patch mixing it? >> she is waiting for restored water service. >> this is the third time it happened. three times it went through the house. >> reporter: she said this one is the first. basement belongings are covered in plastic bags. >> her neighbor remembers the last one. >> 2014 it was at the top of the hill and now it's in the middle of the hill. it's probably the same line. >> unfortunately her bmw was parked in the water's path. the pipe is four feet deep. the break created a sinkhole. you can see they reached the pipe, now they have to replace it. east bay mid-has a pipe replacement program. the cracked main\ was slated to

there. a colorado woman last seen inside sfo's domestic terminal is missing this morning. 63-year-old woman arrived for her flight to denver monday night but she never boarded and disappeared. she suffers from mental illness and requires medication. her family believes she may have become confused and disoriented >> police in the south bay are looking for a man who pretended to be an officer and lured a woman into a car. it happens at deanza college. that's in cupertino it. here's a sketch is of the man the police are looking for. we have the story. >> reporter: the female student was walking to her car and parking lot a around 8:45 wednesday night when a man approached her and told her he was an undercover police officer. >> they said she be shouldn't be walking alone and she should get into the lone or they would issue a citation. >> the woman told police the man was talking aggressively and two other people were in the car. is a black bm the w with continued windows. when another car drove between them she was able to get away.

the driver is described as thin, possibly middle eastern with a slight accent. his hair is shaved on the sides, longer and wavy on top. students are on alert. >> i was upset but not totally shocked. >> to think that someone would go as far as to impersonate someone else, especially a police officer, it's really concerning. and it makes you question, like, who can you trust at this point? >> reporter: the police chief said a real police officer will prove they are legitimate. >> they should show you a badge and an identification card, and if you have any doubts about that individual, call 911 on your cell phone. >> police can also call police for a nighttime safety escort. investigators are following up on leads and ask anyone with information on the officer impersonator to call the foothills police. abc7 news. san francisco police union said they reached an impasse in talks with the department over use of force reforms. the sticking point is a policy

that would allow officers to shoot at moving vehicles. officers need to be able to protect the public from attacks like the one in france when a man deliberately drove into a crowd leaving 86 people dead. a hunger strike at the santa clara county jail is over this morning. about 100 inmates ate dinner for the first time since monday. they met yesterday with the assistant sheriff. correctional deputies will meet three of demands, involving clothing and inmate welfare fund. the group is still hoping to end solitary confinement >> budget cuts will force most almeda court house toss close down in december. it's from december 23 to januar. no service will be offered to the public, including filings. a court house in oakland will remain open, but limited staffing during that time.

student leaders in u.c. berkeley greet system will meet today to create guidelines for a ban for fraternity parties. the leaders band parties following two reported sexual assaults last weekend. we have the story. >> reporter: no official parties, that's the word following two recent sexual assault cases involving off-campus fraternity houses. >> it has been historically not treated with the severity it should be treated. so i think this is a good thing. >> the president of the fraternity council wrote on facebook, the ifc has voluntarily decided to suspend all social events until we can re-evaluate our risk management practices and care for those affected. >> we've had problems with the community here and i have some friends on the committee and they are doing good things to get rid of the problem. >> but the definition of party is still open to interpretation. until cal greek leaders formalize a plan. some question the greek's system ability to self-regulate. >> i don't think it would last long-term. i would be amazed if they could

ama daetz has details. >> reporter: amazon, ebay, facebook, google and reddit were all slowed or brought to a stop by the attacks. the first attack came around 4:00 a.m. the ceo of u.s. dine, inc. said an incredibly sophisticated attack overwhelmed their servers. many popular websites use dine to translate their web address boos numerical codes that computers loses to communicate. no codes meant no websites. >> www.twitter.com would have no meaning because they can't go to an address. so twitter is off. be. >> the first attack was resolved in two hours, mostly affecting the east coast. a second attack hit dine at 9:00 a.m. that hit the west coast harder. a third attack came at 1:00 p.m. the white house isn't ready to point blame. >> at this point i don't have any information to share about who may be responsible for that malicious activity. >> but experts believe it could

to block his extradition, claiming u.s. law enforcement is hunting russian citizens around the world. >> in southern california a massive fire is fully contained but still burning. it started at a plant in ontario. the cardboard is fueling the flames. business also stores wooden pallets created to keep heat inside, making them almost water resistance. most of the area is a commercial zone. the cause of the fire has not yet been determined. we are learning more about the proposal to spend $2.9 million on a new recreational facility at san francisco's lake merced. the plan was okayed by the city's recreation and park commission thursday night. it would develop space for water sports, a fishing pier, and a bird observatory. if approved, the city says it

would take four years to build. >> there is also an incredible site. you have lakefront recreational opportunities which is not something we have a lot of. especially access to the water in terms of kayaking, paddleboarding, boating and fishing. we will have fishing opportunities. >> the plan would repurpose the space previously leased by the traffic rod and gun club. city's p.u.c. which owns the site has spend $16 million cleaning up the lead and contaminated debris left behind by the club. east bay drivers heading to treasure island this weekend will notice one big difference. abc7 news was on the bay bridge for a ribbing cutting yesterday for the new on and off ramps for westbound interstate 80. the ramps have moved from the left side of the freeway to the right side. the new ramps open today. they are said to be a safer design and necessary for a planned expansion on the island. and good news for cyclists. the planned bike path on the east span of the bridge will go all the way to the island.

caltrans will open the last part of the 4 1/2 mile stretch tomorrow. walkers and riders won't be able to zip down to treasure island, they need to take a shuttle at the end of the eastern span because the roads on the island aren't yet safe for cyclists and pedestrians. now your accuweather forecast with mike nicco. >> let's open up the weather window on the east bay hills. good morning. you see the twinkle lights of the bay bridge and san francisco. we will have high clouds and sunshine. we have high cloud out there right now. hoping we will have a real colorful sunrise this morning. santa rosa 47 degrees, the cool spot. san ramon and livermore at 51. fremont at 52. san jose, looks like san mateo at 53 and oakland and san francisco 355. look at half moon bay about 48 degrees. this is how it looks from sutro tower right now. you see the lack of owing. it will be the high clouds and a slight sea breeze that will bring us more cooling today and tomorrow.

a system for rain comes at us from the north later in the week. this system americans with the system coming at us from the north. we could get flanked and that could really be a nice soaking if it holds through. here's a system. it's one that will bring us the high clouds. notice the trajectory is from the northeast. it has some moisture with it. it will take more southerly route that will push it right into the heart of the north bay while the rest of are us will probably be pretty dry. but that's monday. let's talk about today. on the peninsula today, 67 to 71. that's the range. cool and mild there. along the coast whether he see patches. sunshine today. it's noontime, high noon, 64 degrees, warming to about 69. there will be a little bit of a breeze in the afternoon.

nothing too aggressive though. all right, 66 downtown san francisco. just a little shy of average. 65 sausalito. low to mid-70s as you head through the north bay. i don't think there will be a lot of fog but a lot of high clouds today. upper 60s and low 70s along the east bay shore and oakland around 69. 80s gone. mid-70s san ramon. tonight it could be a little cooler than this morning. more 40s inland and some low 50s around the bay. let's talk about what's going to happen monday morning. et might as well jump ahead. showers in the north bay. the steadier, light to moderate rain, green to yellow there moves in during the evening hour and pretty much stays there during the overnight hours while the rest of us have some drizzle for the morning commute and then it disappears and heads back north tuesday afternoon. rainfall amounts, let's focus on the north bay.

was going to kill the people inside. he was tased first, but when that was not effective, the police shot and killed him. the family said the man suffered from a mental illness. there will be a vigil in santa cruz tonight. today is the third anniversary of the death of 13-year-old andy lopez, who police fatally shot in sonoma county. he was carrying the replica of an ak-47 when he was shot. the sheriff has been cleared of any wrongdoing in the incident. a prayer vigil and memorial for lopez starts at 3:00 this afternoon at andy's unity park in santa rosa. two more oakland police officers appeared in court yesterday, one to enter a plea related to an ongoing police sex scandal and another to face charges in an unrelated prostitution case. here's abc7 news reporter laura anthony. >> i would like to tell you something but my lawyer told me not to.

>> reporter: ryan walterhouse is the latest oakland police officers criminally charged. the 26-year-old was arrested wednesday and charged with felony conspiracy to obstruct justice and misdemeanor prostitution. >> he pleaded not guilty in a hayward courtroom. >> from the facts that i know now, we are heading to a trial and we will let a jury decide what the truth is. >> i would like to talk to you guys, but i've been advised not to make a statement at this time. >> another officer, giovanni loverde, also pleaded not guilty to having sex with a prostitute. >> he never had sex with her, but i understand the volatility of those charges. you hear that and everybody jumps to, cop, guilty. you are all wrong. >> loverde is among seven officers from oakland and other agencies criminally charged for their alleged contacts with jasmine abusilan, who used the name celeste guap. abusilan is now represented by john buris. >> when you have officers

charged with those activities, and charged with soliciting sexual activity, it undermines the work of the department. >> one posted bail and the other has until next week to do so. abc7 news. happening today, contra county officials are hosting a gun buy-back. they are offering target gift cards for guns. the buy-back is from 9:00 to 3:00 at the contra costa county fair grounds in antioch. if you have unneeded or expired drugs you can drop them off in milpitas today. the drug enforcement administration is trying to prevent drug abuse and theft. 900,000 pounds last year were turned in. you can bring your medications for disposal to the police

department on milpitas boulevard from 10:00 to 2:00 today. new details on the white powdered substance found in an envelope sent to hillary clinton's headquarters in new york city. police say it tested negative. one floor of the building was evacuated. medics examined the four people involved, and they were released with no injuries. no word yet on what the substance was. of the campaign office will be open today. and how would you like to own one of those naked donald trump statues? today the statue that appeared in los angeles will be up for auction. this is video of the statue in san francisco's castro district in august. the statue is expected to get at least $10,000. a portion of the proceeds will go to the national immigration reform, one of the leading immigrant advocacy organizations in the country. and we were just two days away from the deadline to

register to vote in california. officials trying to make the process easier than ever. here's abc7 news reporter chris nguyen with a look at how people are getting out the vote. >> inside the santa clara county registrar voters office. election officers are sorting through 350,000 mail-in ballots already submitted. >> staff compare the signatures one by one with the signature on the outside of the envelope to the signature on the file to confirm it is the voter's signature. >> she is responsible for ensuring a fair and accurate election process. >> those received up to a day before the election, all of those ballots cast will be the first results that are out at 8:00 p.m. on election night. >> at the san pedro square farmer's market in san jose, this 27-year-old signed up to vote for the first time. >> i feel like i will be a part of the process of this election. >> to register you just need to be a u.s. citizen, live at a california address and be 18

by election day. county agencies are being charged with getting out the vote. ac transit modified a bus to be used as a voter registration tool, making stops around the community. >> we are hoping to get people where you live. no matter where you live, what you believe, what your age is, the bus is available and you can do the registration here. >> current voters trying to get everyone involved. >> make your vote count. that's what's important. all the people that die for democracy, get out and show that democracy matters. >> california's voter registration deadline is monday at 11:59 p.m. it can easily be done online and takes just a few minutes. in san jose, chris nguyen, abc7 news. new this morning, president obama is trying to help make flying easier for you. in his weekly address, the president talks about building on the progress his administration has made to protect consumers. he wants to create a more low-cost and higher-quality experience in flying.

but he said that's really not enough. >> standing up for consumers, ensuring businesses compete fairly to give you the best services at the best prices, and making sure everyday americans have a voice in the conversation. that's what this is all about. taking steps, some big and some small, that can make your life a little better. >> this is part of his executive order that calls for competition that helps consumers, workers and entrepreneurs. construction is underway for a terminal in san francisco's international airport. it's part of the airport's $2.5 billion renovation project, and it caused some confusion for travelers yesterday. people were getting dropped off at the old southwest terminal, not the new one. they then had to walk nearly a quarter mile to get to the new counter. be aware, construction starts at the departure area next friday. they expect the renovation project to be complete by 2024. >> still ahead on abc7 mornings, learning to fight with the power of the force.

a little bit of a sea breeze developing around san francisco. the warmest part of the air mass is starting to move away and temperatures will drop today because of that. you should see a lot of sunshine there. san mateo 69. cool to mild on the peninsula. half moon bay a little cooler. 62. remember a couple days ago you were in the upper 70s. we will have about 71 in palo alto. downtown san francisco and all of our neighborhoods like balboa park 62. daly city 62. so a rod of mid-low to mid-60s here. as you head up to the north bay, there will be patchy, dense fog this morning. it's very patchy. be careful in you are travel out and about. the visibility to change like that. and sausalito 65. vallejo 69. everybody else in the low 70s. you head to the east bay, temperatures in the upper 60s like oakland 69, berkeley 68. same thing at richmond. union city and hayward about 70. as you head inland, temperatures running in the low to mid-70s.

biggest drop in temperatures here because most of us were in the 80s yesterday. tonight even cooler. if you like to leave the windows open, maybe be you need a heavier coat as you head out the door tomorrow morning. here's a look what goes on as the buccaneers sail into levi's stadium sunday for the 1:05 kickoff. 71 to 73 under high clouds in santa clara. monday's storm, notice the scattered nature of the showers for monday morning's commute. it will stay up to the north until we get into the evening hours. the evening commute is going to be more affected than anything. it tries to get to soak land and antioch, a big roadblock shows up and pushes it back up and dissipates as we head toward tuesday evening. the south bay, inland east bay almost nothing out of this storm. barely anything on the peninsula and the east bay. but up in the north bay, wow, check that out. a third to possibly three
