good morning, everybody. it is saturday, october 22nd, i'm in for chris nguyen. let's look at the weather. here's meteorologist mike nicco in for lisa argen. >> we're looking at south 101, and no fog. tracking fog through the morning hours. let's look at live doppler. we switched, so it is on the move, and the visibility has been as low as a quarter mile. here are the high clouds that will dominate the forecast today and tomorrow. it will fade, temperatures in the 50s, stay at the coast for the better part of the day. mid to upper 60s as you head towards lunch and then upper 60s, so pretty close to average. heading out this evening, no worries. take the new jacket you bought

for the fall season, it will drop back into the 50s and 60s. tomorrow, couple of channels of rain coming up. first, cornell for some news. this morning, crews still cleaning up after a broken water main flooded a dozen homes in the east bay. creating a huge sinkhole. it happened on the diamond district. water service has been restored. abc 7 news reporter, lonnie rivera was there. >> reporter: a rough start to the weekend, families living along montana street. all this craziness, caused by an old cast iron pipe, which ruptured. the street looked more like raging rapids. >> what frustrates me is that why don't they fix the whole pipe instead of patch piecing it. >> reporter: martha santiago sits, waiting for it to be

fixed. >> it has gone through my house three times. >> reporter: she says this one is the worst. basement belongs are covered in bags. >> december 2014, it up at the top of the hill and now the middle of the hill. it's probably the same line. >> reporter: unfortunately, the bmw was parked in the water's path. the pipe is four feet deep. it created a sinkhole. they've reached the pipe. now they have to replace it. east bay has a pipe replacement program. it was slated to be replaced in 2017. the utility admits they're breaking faster than they can get to them. >> right now we're at about ten miles a year. and we want to be at 40 miles. >> reporter: no word yet on estimated property damage. an expensive problem, a messy inconvenience for these families. in oakland, lonnie rivera, abc 7 news. smartphone users found out

sheer a sketch of the man they're looking for. katie marzullo has the story. >> reporter: the female student was walking to her car wednesday night when a man approached her and told her he was an undercover police officer. >> i said that they shouldn't be walking alone and get into their car. >> reporter: the woman told police they were talking aggressively. a black bmw with tinted windows. when another car drove between them, she was able to get away. police released this sketch. he is thin, middle eastern with a slight accent. his hair is shaved on the sides. student are on alert. >> not totally shocked. to think that someone would go as far as to impersonate someone else, especially a police officer, it is really concerning. and it makes you question, like, who can you trust at this point.

>> reporter: the police chief says a real police officer will prove they're legitimate. >> they should show you a badge and an identification card. and if you have any doubts about that individual, call 911 on your cell phone. >> reporter: students can call police for a nighttime safety escort. investigators are following up on leave and to call the foothill de anza police. san francisco police union says it has reached an impasse for use of force reforms. the sticking point is a policy that would allow officers to shoot at moving vehicles. the union says officers need to be able to protect the public from attacks like the one in nice, france. when a man deliberately drove into a crowd, leaving 86 people dead. a hunger strike is over at the jail this morning. 100 inmates ate dinner for the first time since monday. they met yesterday with the assistant sheriff. they agreed to meet three of

their demands involving clothing, comissary. courthouses closing down in december. the temporary closure from december 23rd to january 2nd. no services, including filings. the wiley manuel courthouse will remain open with limited staffing during that time. student leaders at the u.c. berkeley to ban parties. they ban parties this week after two reported sexual assaults last weekend. kat kat katie yutis has the story. >> reporter: two sexual assault cases involving off campus fraternity houses. >> it is not treated with the severity it should be treated. it is a good thing. >> reporter: the president of the council wrote on facebook,

"the ifc has voluntarily decided to suspend all social events until we can reevaluate the risk management practices." >> we've had problem, and i have some friends that reason ot committee and i think they're doing good stuff to actually get rid of the problems. >> reporter: the definition of "party" is still open to inter operation until they formalize a plan. some question the greek system's ability to self-regulate. >> i don't think it would last long-term. i would be amazed if they could enforce it for a full weekend. >> reporter: berkeley police is not involved, since it is voluntary and not law. charge has to come from within. >> the students speak, something finally happens. that's a good thing. >> if anything will be effective, will be the students banding together to make it happen. >> reporter: there are 18 unregistered fraternities, and they are not part of the ban.

it is down to the wire. 17 days to go until election. if voters headed to the poll today, hillary clinton would win. here is the map. abc news demographics shifts and polling had determined clinton right now would receive 307 electoral votes, donald trump would get 180. 270 are needed to become president. political analysts say the 270 electoral votes for trump is challenging. the best hope is to rev up the base and hope for low voter turnout. >> he is not pursuing independence fundamentally. >> north carolina and ohio remain toss up state, and trump supporters are hopeful states like pennsylvania may come back into play. hillary clinton has launched

security trying to find out who was behind the cyber attack that prevented people from getting on popular websites. abc 7 ama has details. >> reporter: amazon, ebay, facebook and reddit were all slowed or brought to a stop. the first attack came around 4:00 a.m. the ceo of u.s. dyn inc.,

overwhelming its servers. many popular websites use dyn that computers use to come communicate. no codes, no websites. >> www.twitter.com can't get to an ip address, so twitter is off. >> the first was resolved in two hours, mostly affecting the east coast. the second hit at 9:00 a.m., hitting the west coast harder. then another one at 1:00 p.m. the white house isn't ready to point blame. >> at this point i don't have any information to share about who may be responsible for that malicious activity. >> experts believe it could be anyone. >> anonymous is able to do this, there are various organized criminal elements in operating out of various countries that are able to do this and some

nations of states could be doing. >> bruce shiner believes this could become problematic, writing on his blog, they appear to be testing servers, rather than taking them off-line, which means someone is learning thousand cause widespread disruption. in southern california, a massive fire is fully contained, but expected to continue burning. it started yesterday afternoon at a cardboard recycling plant. the business also stores wooden pallets, keeping the heat inside. freight service was stopped in the area, as a precaution. most of the year is a commercial zone. the cause of the fire has not been determined. learning more about a proposal to spend $2.9 million on a new recreational facility at san francisco's lake merced. that plan was okayed by the city's recreation and park commission thursday night. it would develop space for water

observato observatory. it would take four years to build. >> it is unique. you've got lakefront opportunities, which is not something we have a lot of, especially access to the water, paddle boarding and fishing. >> the new plan would repurpose the space previously leased by the pacific run and rod club. they've spent $16 million cleaning up lead and other contaminants left behind by the club. east bay drivers heading to treasure islands will notice one big difference. abc 7 news was on the bay bridge for a ribbon cutting yesterday for a new on and off ramp from westbound interstate 80. the ramps have now moved from the left side of the freeway to the right side. the new ramps open today. they are said to be safer and necessary for a planned expansion on the island. and good news for cyclists.

the expansion will go from buena island. the four and a half mile stretch opens tomorrow but riders and walkers can't just zip down to treasure island. they need to take a shuttle, because roads on the island aren't safe yet for cyclists and pedestrians. >> now your forecast. >> no fishing from the bridge. here is a look at the drought monitor. last week's rain helped a little bit. let's look at where it helped the most, the first area since 2013, march of 2013 to not be in any type of drought category. so we hope with the next system, which is going to hit north of us, mainly into the north bay, will start to push some of that down closer to us. all right, let's look at what's going on now from the golden gate bridge, a little haze, fog trying to develop, winds out of the west, five miles per hour. high clouds and sunshine, more

high pressure will retreat and that means cooler weather. look at the oceans, not much of a marine layer. we're waking up at about 49 to 56. we'll be 59 at the coast so it will feel like autumn if you're heading out this evening. no need for the umbrella now, but i'll tell you when, coming up. today is no police brutality day in santa cruz residents plan to hold a vigil for a man killed by police last week. he was armed with a metal rake, pounding on the door of a house saying he was going to kill the people inside. officers tased him first, but when it was not effective, an officer shot and killed him. his family says he suffered from mental illness. tonight's vigil starts at 7:30 atwater and front street in santa cruz anniversary of when this man was shot, he was

holding a replica of an ak-37. the officer was cleared of any wrongdoing. a memorial starts at 3:00 this afternoon at andy's unity park in santa rosa. two more oakland police officers appeared in court, ongoing police sex scandal. the other is facing new charges in an unrelated prostitution case. laura anthony has more. >> i would love to tell you something, but my lawyer told me not to. >> reporter: ryan walterhouse is the latest police officer criminally charged. the 26-year-old was arrested wednesday, and charged with felony conspiracy to obstruct justice and misdemeanor prostitution. he pleaded not guilty. >> from the facts that i know now, we're heading to a trial. and we'll let a jury decide what the truth is. >> i would like to share my story, but i've been advised not to make any statements. >> reporter: moments earlier, another oakland officer, also
