the north. let's jump right into the storm impact scale. we have a 1, light on our scale from light to moderate. .10 of an inch possible in the bay. a few light showers along the santa cruz mountains in the coastal range down there. and then we've got light rain to sprinkles across the north bay. the parent storm is well to the north. we're getting the tail end of this storm. that will bring the earliest and heaviest rain in the north bay this afternoon. it will bring in a chance of pmost of the neighborhoods. it moves north tomorrow, putting the north bay in with showers in the afternoon hours. i'll give you an hour-by-hour look and how much rain we're going to get coming up. the best way to track the rain and see when it will hit your neighborhood is with the abc 7 news app. if you enable push alerts, we'll send updates straight to your phone. if you want your voice to be

heard in this election, the deadline is here. it is the last day to register to vote in california. abc 7 news reporter, amy holyfield is live. you spoke with the elections director. what is he expecting today? >> reporter: he's spencer a surge of people today, natasha. he thinks it will hit 515,000 registered voters, which would be an all-time high information voters in san francisco. it's not exactly an easy stop to fold into the rush of monday morning. but those who made it to san francisco's city hall this morning to register to vote said they are very motivated to get here. >> i think it's very important for the millennials, and just coming to this country as a first generation, being able to work and go to school and get an education, i think it's really important to put in our two cents. >> i've got to do my part.

and i'm a voice heard. >> reporter: san francisco and most other bay area counties will stay open until 8:00 tonight so you can register. >> we'll be just inside the door. so if anyone wants to swing by, we can run outside, grab a facilitator of registration right there at the door to city hall. >> reporter: you can also register online until midnight. but elections officials say you don't make a very common mistake. >> the main thing there is that they check the box on the online form to sync their signature at the dmv with their registration record. >> reporter: for those of you who think your vote doesn't count because you're in a state that usually votes a certain way, this voter said -- >> someone said that to me yesterday. it's going a certain way, why do you want to vote. i think it's important. >> reporter: and don't forget the propositions. 17 statewide propositions, 25

here in san francisco. it makes for a long ballot. elections officials say you might want to consider doing it all at home and mailing it in, or at least completing the work sheet before you get here to the ballot box. election day is two weeks from tomorrow. amy hollyfield, abc 7 news. new polls this morning show hillary clinton has a double-digit lead over donald trump with just 15 days left until election day. you can hear the cheering, senator elizabeth warren there rallying the crowd in new hampshire. the two are talking to supporters in manchester right now about clinton's plans to build an economy that works for everyone, not just those at the top. the crowd shouted hillary clinton fights for us, now it's time for us to fight for hillary. meanwhile, republican nominee donald trump continues to campaign in florida this morning. recent polls show clinton is

crash that left 13 people dead near palm springs. abc 7's jessica tracking this in the newsroom. >> reporter: ten women and three men died when the tour bus hit a big rig. 31 people were also injured. one of the survivors was henry from los angeles. he was briefly knocked unconscious before managing to free himself. >> i got my jaw out of place. my face all just broken. nose. >> reporter: it was carrying 44 passengers back from a night at a casino when it crashed. survivors said everyone on the bus was asleep when it slammed into the back of a big rig at a high speed. it appears the driver never hit the breaks. >> he was a good friend of mine. i miss him. >> there did not appear to be any seat belts on the bus.

victims had extensive facial trauma from being thrown through the air. investigators are now trying to determine if drugs or alcohol were a factor. jessica castro, abc 7 news. thousands of california soldiers can't believe they're asked to return bonuses that they received for reenlisting in wars in iraq and afghanistan. they reenlisted after the guard offered them signing bonuses of $15,000. they did so because it was short of troops. it turns out the money was only supposed to go to soldiers with skills in high demand. >> no fault of my own. raising my hand. and swearing the oath to protection and defend. >> we spoke with another man who refinanced his home in stockton to repay that money. the guard says it's legally bound to recover the $30 million it paid in bonuses.

san francisco police believe men carrying clown masks may have been planning to pull off a robbery inside of a crowded downtown shopping mall. officers converged on the center after getting a call that one of the men brandished a gun yesterday afternoon. a mall security guard spotted three men, two of them with clown masks inside an emergency exit stairwell. they left by the time police arrived. livermore police are working to return stolen items to rightful owners after finding a truck full of goods. even the pickup was stolen. livermore police posted this photo after recovering the truck at a walmart parking lot. two people are under arrest. police say the suspects also tried to use stolen credit cards at local businesses. investigators will now contact any potential victims associated with the case. happening today, you may notice work crews putting up road signsology a major corridor in san francisco. the municipal transportation agency said preparations are

under way. they posted the video on youtube. the goal of the three-year project is to get traffic moving more smoothly. improved travel time for bus riders, and making walking van ness much safer for everyone. on thursday it will be temporarily relocated one block north to green street. the next month most left turns from van ness will be removed. in december, a groundbreaking ceremony is expected to take place. the project is expected to be completed in 2019. starting tonight, there will be no overnight parking at the larkspur terminal. work will be done between 10:30 p.m. and 4:40 a.m. cars left in the lot after 10:30 will be towed. there are new recommendations out today for parents. the new guidelines about how and

a los angeles county sheriff sergeant died this morning on his way in a stolen car chase. he left the compton station and was found slumped over the steering wheel in his car. unfortunately, he didn't make it. on now to dramatic video taken about 125 miles away from the bay area in the central valley. a civilian was on a ride-along with a police officer when she got caught up in a terrifying traffic stop. here's abc 7 news reporter, matt keller. >> reporter: a traffic stop in the central valley that appears routine at first. but then it turns into a dangerous chase for an officer who had just finished training and was on his second week working alone. the dash cam video shows the officer with the civilian guest in the cruiser for a ride-along,

trying to pulling over this mazda. >> he's not stopping. >> reporter: but the driver takes off and the officer chases. within seconds, the woman in the cruiser screams as the squad car is about to come under fire. and look. just as they turn a corner, you can see the gunfire. a person from the passenger side shoots a dozen times. >> shots fired! >> reporter: three of the bullets hitting and disabling the police cruiser. police department later sharing these pictures of the patrol car's windows shattered. and this, police say, is the gun police found in the car. the suspect abandoned before taking off. he still hasn't been cut. >> as far as close calls, this is a very close situation where an officer could have been killed, or the passenger. >> reporter: police say the officer was not injured at all. the young woman did suffer some minor cuts from the broken glass. matt keller, abc 7 news.

there you go. i've got mine ready, especially if you live in the north bay or near the coast. that's where you'll have the best chance of measurable rain during the afternoon hours. then for the rest of us, it will start to slide in during the evening commute. i wanted to show the south bay and san jose some love. this system is going to show you none. it's going to shun you for the most part. mostly cloudy now, about 65 degrees. breezy and mild today. the next storm arrives this afternoon in the north bay. it slides south and stalls overnight. that will bring us our best chance of measurable rain elsewhere. it moves to the north tomorrow. and we'll get a little bit of a break wednesday before potentially weather storm comes at us from the south, and even gets the south bay wet. look at these gusts, more than 20 miles per hour in the north bay and 14 at concord, 17 in

oakland. what it's doing is feeding this storm, but also slowing its forward progress as the storm center is up near seattle. that's the heart of the storm. we're getting the tail end of it. the moist winds are hitting the coastal mountains. that's naturally lifting it. that's what's creating the showers along the coast all the way down to almost santa cruz right now. san rafael, a few seconds ago that tree in the lower right-hand corner, was practically bending in half. it's going to be gusty at times. mainly north at 3:00, the rain moving into the bay, during the evening rush, slipping south and kind of weakening as it tries to rain on the south bay overnight. let's talk about storm impact scale once again. this one's going to rank light on our scales. it's mainly a north bay storm with possibly up to an inch in the higher elevations. from noon until 5:00, you can see mainly across the north bay, with a few pushes of some moderate rain. but by 7:00, you can see the

scattered nature of the rain moving into the heart of the bay, but not into the south bay and barely into the inland east bay neighborhoods. see the storm stalling overnight? bringing us our best chance of measurable rain. it starts to move north during the afternoon hours and leaves a parting gift for the north bay tomorrow afternoon. rainfall amounts will start in the north bay, where it's most impressive. possibly up to 2/3 of an inch. mountainview and san jose, the big goose egg. nothing measurable there. that's how difficult this storm is going to be to get rain in the south bay. as far as the temperatures today, mid-60s to low 70s. tonight will be another mild one, with temperatures in the upper 50s to low 60s. here's a look at my seven-day forecast. we're all getting a break wednesday with a little bit of sunshine. mid-60s to mid-70s. still muggy by our standards. that next storm comes in thursday. it's going to be stronger and

hit the south bay this time. we're going to stay unsettled for sunday, and also halloween monday. when the gates open, we've got a couple of storms coming through. >> we'll count on you, mike, thank you. an important new study for parents. newborns who sleep in the same room as their parents for six months to a year cut their risk of sudden infant death syndrome in half. the study suggests placing babies on their backs in a crib or bassinet in the same room as mom or dad. the reasons behind the protective effect of room sharing but not bed sharing, really not fully understood. 3,500 babies in the u.s. die every year from sids and other sleep related complications. you may have a halloween decoration that could be dangerous for kids. target is recalling these l.e.d. gel window clings. they say they can separate and expose the battery and that can choke children. they were sold nationwide from august to september for about $1.
