one city is training its residents to prevent flooding by taking matters into their own hands. the san francisco public utilities commission is teaching neighbors safe techniques in their adopt a drain program. 500 storm drains in the city have been adopted so far. the people help sweep and rake away debris to keep the drains flowing smoothly. >> we have 25,000 storm drains and that's a lot to maintain so we are asking for the public's help. >> it kind of creeps up to the front yard, so i'm a natural adopter. >> in san rafael, officials hosted a fair to show people the right way to stack sandbags. we have up-the-the-minute weather information anytime on the abc7 news app. after you open the app on your phone or tablet, just tap on the temperature at the top right corne. that will give you custom forecasts where you live or work. you can also scroll down to see live doppler 7 radar for your neighborhood and everywhere in the bay area.

breaking news this morning. a powerful 6.6 earthquake has hit central and southern italy. it happened at 11:40 last night our time. at least six people have been recovered from the rubble and taken to the hospital. crews in the air and on the ground are looking for more who may be trapped. italian officials say so far there have been no reports of deaths. central italy was hit a series of quakes last week in the same area with a deadly quake killed nearly 300 people back in august. happening today, a race to honor kate steinle, the woman killed last year on the embarcadero. she was had from pleasanton. downtown pleasanton will host their first-ever 5k race called good for the soul to honor steinle. proceeds from the run will be

donated to students rising above and the challenged athletes foundation. it starts at 8:30 this morning on main street. abc7 news has learned that four richmond police officers will be fired for a sex scandal. jasmine abusilan claims she had underage sex with law enforcement, leading to an internal investigation in richmond involving 11 officers. the original recommendation was to fire just one. now the mayor and the police chief both confirm the city manager has decided to fire three more officers and reprimand five others. the remaining two officers left their jobs for unrelated reasons. tomorrow the oakland police department will welcome their newest class of recruits, but with recent sex scandals and arrests there, the group will be smaller than previous academies. according to our media partner,

the east bay times, the department is taking time to change how they hire and train officers. in the last year eight officers have been arrested for a variety of crimes. they are promising to investigate the department's hiring process. tonight on abc7 news at 11:00 p.m., jasmine abusilan's case has rocked local law enforcement agencies. she may not be the only one. abc7 news spent a friday night on international boulevard in oakland talking with some self-identified sex workers who say having sex with cops for money is nothing new in the bay area. >> san francisco police are investigating after a teenage boy who was skateboarding was hit by an s.u.v. it happened just after 8:00 last night at 22nd avenue and layola street in the sunset district. the 14-year-old was rushed to the hospital with life-threatening injuries.

the driver of the s.u.v. stayed and cooperated with authorities. >> in the race for the white house. a new poll shows a slim point separating hillary clinton and donald trump. in the abc washington post poll clinton has a 1-point lead over trump on, 46 to 45%. clinton is demanding the fbi release newly discovered e-mails that may or may not be connected to a home server investigation. she took to the stage with singer-actress jennifer lopez in miami last night urging people to vote. as for the e-mails, clinton said it was strange timing to bring new life to the controversy days before the election. >> voters deserve to get full and complete facts. so we've called on director comey to explain everything right away, put it all out on the table.

>> the "l.a. times reports" the e-mails were not sent to clinton or even sent from clinton. they involve one of her top aids and appear to be more about what agents already know. four democratic senators, including dianne feinstein, are calling on the fbi to release all of its information. donald trump says it's the biggest political scandal since watergate. >> very, very serious things must be happening and must have been found. very, very serious things. >> and last night in phoenix trump continued to push the idea that the election is rigged and the message is coming across. one of his supporters, this lady in minnesota, was arrested for voting twice. she told a radio station she did it to show the polls are rigged. donald trump says he gives a lot of money to charity, but a new report finds he often claimed other people's giving as his own or took credit for donations he has not given. the washington post called 420

charities connected to trump going back to 2008. they found he gave to just one of them. the report says he crashed an a.i.d.s. benefit in 1996 and sat next to major donors when he had not given any money at the time. they found 70% went to his own trump foundation. he issued a statement saying trump personally donated tens of millions of dollars to charitable causes but there's no way to know exactly how much he has given because he has not released his tax returns. with just nine days until election day, presidential nominee tim kaine will respond to the fbi examining new messages related to the clinton e-mail investigation. and trump campaign manager kellyanne conway will weigh in on the state of the race. you can watch it on "this week"

with george stephanopoulos here on abc7. and here in the bay area early voting centers have been extremely cities. abc7 news was at the county recorder's office in redwood city yesterday where we saw a steady flow of voters. this is one of three early voting centers in that county. people with mail-in ballots can drop them off at a special ballot box. the biggest reason given for voting now rather than november 8th, it's more convenient. >> who knows what's going to happen on that tuesday. i work at a school. i have to be there early and i will probably be there late. >> the san mateo county election managers say it's easier to register online this year and voters are more engaged in the heated, historic presidential election. abc7 was also at the courthouse in oakland which is now open for voting every day through election day. in almeda county you can report there.

7. it is going to be a 1 on the storm impact scale, but the on-and-off downpours could be heavy at times. also quite windy today. lisa will be along shortly with a full accuweather forecast. a south bay haunted house, already hit hard by thieves, was almost hit again. we first told you about bernell scream in san jose on friday. it's a family-run haunted house that increased security after a break-in on wednesday. abc7 news reporter lisa amin gulezian has the story. >> reporter: this is the place to come in south san jose to get your scream on. the bernel scream haunted house is the brainchild of this family.

they invested their life savings, $100,000, into this scary halloween haunt but the bad luck keeps coming. locks on the side and they came the side and they came in and took all of it off. >> thieves broke in and stole speakers, ruined the sound system and is ruined property. they came back but security guards scared them away. >> we have thousands of dollars in the show and it's sad somebody is coming to take that from us. we are scared since there had a second attempt. hopefully there won't be a third. >> they are upping security, but things still aren't looking good. ticket sales were already down and now recovering financially after the burglary may be too much. the family isn't sure if they can afford to do it again next year. >> how sad. you know, they are doing it for the kids, and it's fun. there's just not very many haunted houses around. >> it's really disappointing. it's unfortunate. >> the go fund me page is here to help and the community is also rallying. >> the i have two, four, six, eight, nine. at 20 bucks a pop, that's completely worthwhile.

>> dubois hopes to raise $5,000 this year. haunted mine is open again tomorrow night. we think of candy and trick-or-treating when we talk about halloween. but for some east bay kids the holidays is all about staying fit and healthy. abc7 news was in berkeley for the pumpkin patch dash. kids in pre-k through eighth grade raced around the middle school track yesterday morning to see who is the fastest. organizers say the run is about celebrating the season and having fun. >> every single child that participants gets a participation certificate, so no one walks away empty-handed. they also get a t-shirt and a goodie bag. first, second, third-place winner in each heat win a metal.

>> the city of berkeley created the pumpkin patch dash to give younger kids the chance to run a track race. happening today, levi stadium is hosting their third annual 49ers rush with a 4.9k run and challenge course. it gives kids a chance to do the challenges nfl players do every week. it included hundreds of stairs, ramp, tires and sprints. organizers want to encourage people to get in shape. there's also a junior rush for kids. it starts at 8:00 this morning at levi's stadium. >> now your accuweather forecast with lisa argen. >> this should be dry at 8:00 levi's stadium. but in the north bay rain already started. we are looking a the a 12 on the storm impact scale. it's a light one but it will pack a punch throughout the morning hours, bringing downpours and winds up to 40 miles an hour and a slight chance of thunderstorms.

here's a look at live doppler 7. you see the leading edge of this system pushing into the north bay. so from cloverdale to fort ross, highway 1 and see ranch looking at light to moderate rain. it is still offshore here but it will fill in about 30, 40 miles an hour off the san mateo coast. it's been raining in the north bay. we are looking at the snow coming down, as well, later on this afternoon. it will be rain first. it's raining right now but changing over to a wet, heavy snow from south lake through bear valley. we aren't looking at a whole lot, but it's a good start. it's been an amazing month with anywhere from an inch and a third to five inches of rain across the bay area. you see the clouds here offshore. it's an area of low pressure that will work to perhaps bring us a thunderstorm or two throughout the afternoon u see the gusty winds, 20 to 30 miles an hour. it's 59 in san jose. 630 gilroy. san francisco from the golden gate bridge hasn't quite gotten

into southern marin county yesterday, and we will look at that probably in the next hour or so. it is a quick mover. mid-50s livermore. 56 concord. good morning napa. 56 for you. with the winds anywhere from calm to 26 miles an hour works he are just getting going here. we are looking at rain developing this morning with windy and rainy conditions through about noontime. scattered showers, maybe a thunderstorm with those breezy winds. so hour by hour you will notice the north bay at 8:00. the front right here in marin to sonoma counties. then by 9:00, 10:00, across the heart of the bay area. its noontime. showers still going around gilroy, san martin. and by the afternoon a few areas of some downpours right on through your evening. then as you wake up halloween morning, you are dry, but we still have the snow going on here in the sierra nevada. one to two feet above 7500 feet.

we are looking at the wet, heavy rain with around 3 inches at lake level. so we have scaled back for the resorts here, but still getting going. what a bonus for october. tomorrow morning we are dry. look what happens right in the middle of the afternoon. raining from sonoma, marin, over into contra costa county and through san mateo look at the showers just in time for the trick-or-treaters. it will be slick out there, and unfortunately a soggy halloween. first system today, a half-inch san francisco, tenth mountain view a and a third in napa. tomorrow's rain could see an inch in the city and maybe over a half-inch up in the north bay. once again, widely varying amounts of rain with 63 today in san mateo. breezy to gusty winds out there, 64 in napa. and the accuweather seven-day forecast, morning downpours accompanied by the winds. and another one tomorrow will bring in an additional good

if your home improvements come with a lifetime warranty, does that really mean you are protected for life? for one peninsula homeowner there was a catch and she needed help from "7 on your side" michael finney. >> 88-year-old patricia is showing us where the vinyl siding began buckling on her belmont home. >> it was kind of poking out like an eyelid. >> she contacted home depot, where she bought the siding. >> i heard nothing from home depot. no one called me. >> patricia forgot about it until she said the problem got worse. >> it was getting definitely worse. and the insulation, the styrofoam was poking out. >> these pictures show the loose planks curling out from the

wall. >> i kept calling home depot and they said they are still trying to find the papers. >> home depot said they had no record she and her husband bought the siding back in 2005 so patricia brought her contract to the store, along with the lifetime warranty and photos of the damage. >> never heard a word so i called back. i get somebody new. >> they sent an inspect store, but the inspector denied her claim. >> they said it was painted. and i said no, it wasn't. >> patricia contacted "7 on your side." we asked home depot about her claim. the company sent us this photo of the siding, which seems to indicate it was painted. now, that is important because paint on the siding voids that lifetime warranty. however, home depot tells us it had already decided to overlook the paint job and honor the warranty, telling us although we no longer sell this product and the warranty was void, we thought it was best to simply

replace her siding in this situation, and it did. just in time to beat the rain. >> so "7 on your side" is truly, did it has been a blessing to me. and i'm sure, from what i hear, to a lot of others. >> home depot said it already decided to honor that warranty right after the inspection, but apologized for delayed response. our thanks to home depot for stepping up. i'm michael finney, "7 on your side." >> three astronauts are safely back on earth after nearly four months in space. napa native kate rubins, along with russian and japanese astronauts, descended from the space station yesterday evening. their vessel reached 514 miles an hour before parachutes and rockets slowed them down. rubins is a stanford grad who became the first person ever to sequence dna in space.

this is abc7 mornings. >> welcome back. it is 6:30. we are starting this half-hour with a look at the weather with our meteorologist lisa argen. >> good morning, carolyn. we have our storm impact scale. 1 this morning as rain and wind get set to hit san francisco, the peninsula and the east bay. but right now it is in the north bay with some pretty good

downpours. the winds have been gusting up to 30 miles an hour in the highest elevations. here's a look at live doppler 7. you see from marin to sonoma. the yellows indicating a pretty good downpour. highway 101, fo." t ross, sea ranch, jenner and dillon beach about to get wet. as the line continues to fill in, this morning is soggy and windy. in the sierra nevada mid-and upper 40s with light rain now. higher elevations some snow that will change over to snow later on this afternoon. a winter weather advisory and a windser storm warning up for the sierra nevada. you see all the cloud cover and the rain associated this incoming system. it's cooler this morning. good morning napa, 56 degrees. 59 fremont. san jose 62. and from emeryville it looks pretty calm right now but your winds will be picking up and the rain entering your area probably in the next hour or so. so 50s and 60s to get going with the showers.

looking at spotty rain showers throughout the rest of the day. i'll time it out for you and talk about another soggy system for halloween in a few minutes. carolyn. >> lisa, thank you. recent rain has caused flooding in parts of central california. the first big rainstorm of the season hit modesto utility officials said during a three hour period the city received about 1.2 inches of rain, which was just too much for the drains. several streets and parking lots were flooded >> it really overwhelmed the drainage infrastructure. there's fall, there's leaves and debris in the streets and it can is plug up the drains, it can cause a real problem for you. >> crews were forced to close at least one street in downtown modesto yesterday where water rose to nearly three feet. neighbors of a prominent bay area attorney murder you had on his front porch of his

el~cerrito home are speaking about when they heard the fatal gunshots police say james gilliland had just returned home from a social engagement thursday night before 9:00. abc7 news reporter sergio quintana has the details. >> reporter: a bouquet of flowers sits near the front door of james gilliland's el cerrito home. many are trying to understand why the celebrated attorney was so brutally killed on his porch. down the hill, the residents who share a back fence, say they are still shocked about what happened. >> we heard at first two shots and then three. rapid ones after that. i felt like they weren't fireworks. >> it was very specific, bang-bang, bang-bang-bang.. very quick. >> they returned home for the night when they heard the gunshots. she immediately called 911. they said they saw a suspicious vehicle on the street where gilliland was shot.

>> the black s.u.v. was pulled over on the wrong side of the road with his lights on. it was kind of a nuisance at the time. >> he was parked the wrong direction and parked in front of a straight fence. there were no houses like he was going to run to a house. >> james gilliland was recently named an intellectual attorney in the county. he was always board member of a new school in east oakland called roses. >> there are so many children and families and even teachers at our school that didn't even know jim and wouldn't know him because he's so humble. >> el~cerrito police say they hope the public can help with tips or information to find anyone connected to this crime. sergio quintana, abc7 news. >> the sheriff of the county said he was supposed to take the call that killed one of his deputies. deputy jack hopkins was shot to death earlier this month, responding to a disturbance that happened in elturis near the

oregon border. deputy hopkins was working in the courthouse when he volunteered to take the call. he said he thinks the suspect intentionally fired at deputy hopkins because he, too, got into a shootout with the man. the sheriff said he went back to work the next day, but it's been tough without one of his best deputies. >> how are you doing? >> that's a good question. i'm hanging in there. i'm struggling through this. got a lot of people that really care. >> the sheriff arrested the suspect after a shootout. deputy hopkins is just the second county law enforcement officer there to die in the line of duty since 1901. 49ers quarterback colin kaepernick hosted a camp for bay area youth to expand his focus on social and racial injustice. about 100 kids attended. it was a know your rights camp

yesterday. they learned about their rights with the police and understanding their community. kaepernick said the goal of the camp is to empower young people and to give them resource toss deal with difficult issues. he says he appreciates the support he's received since announcing his protest of the national anthem. >> part of the oppresive system is you will have the backlash trying to fight for people. that was something i was fully prepared for, fully aware of. so when those things came, it was expected. it wasn't an issue for me. the support is really what, you know, to me was huge. and really gave me excitement, gave me life as far as people are seeing this the same way i am, and now we can help create change. kaepernick said he does not feel any extra pressure to perform well on the field because football is his job and

are is another one bites the dust. in just seconds yesterday caltrans destroyed another one of the old bay bridge piers. here's a view from of the implosion from caltrans. it happened at 11:23 yesterday morning just before high tide. the pier used to hold up the old eastern span of the bridge. a bubble curtain was placed in the water to protect the sea mammals. the chp briefly stopped all traffic on the upper deck of the bridge to make sure driver's weren't distracted or scared by the blast. the next six piers will be brought down in the future. it certainly looks better with the piers gone. >> yeah, you would know.

a classic cold front that will be a quick-mover. so throughout the afternoon, even a few breaks of sun, but that will work to perhaps bring us a couple thunderstorms. rain developing this morning. windy and rainy throughout the noon hour and scattered showers this afternoon. as we go through your day today hour by hour, it's about 8:00 and it's still in the north bay. by 9:00, 10:00, the front pushes across the bay area. you see the heavy downpours with the yellows there. noontime still a good deal of rain shower activity. a break in the afternoon. but still isolated showers certainly in the south bay, around the santa cruz mountains, 11:00 tonight. we are still looking at a few showers. winter storm warning for the west slopes had 1 to 2 feet above 7500 feet, 6 to 12 inches over the passes. and scaling back on the lake-level totals. tomorrow dry to start out but by 3:00 in the afternoon check it out. looking sog guy from santa rosa,

over to livermore and into the south bay right on through 8:00, 9:00. we are putting the two systems together. the first system anywhere from a tenth of an inch in san jose, .2 to .5-inch in the city. a third up in novato. look what happens from today to tomorow's system. really adding to the totals. half-inch hope flip for you in hayward and livermore. maybe .6-inch in novato. this afternoon it will be breezy. we have mostly cloudy skies. a few peaks of sun and the possibility of a thunderstorm with 65 in concord. cooler day, 67 in san jose. and the accuweather seven-day forecast saying good-bye to october on another soggy note tomorrow. 1 on the storm impact scale. it will round out the rain for an amazing month with temperatures cooler. but as we see more sunshine, we will warm up just slightly. boy, it will be nice to enjoy some of that sun into the rest of the work week. download our app. you probably are looking at the rain if you have the app right now. you can track it all morning
