good morning. hi, everyone. a vigorous cold front slicing through the north bay and that's where we will see the heaviest rain and the gustiest wind. you will pick it out with the narrow band with the yellows. we will go in closer by our sweep by mount st. the storm impact center is a 1. some lighter rain offshore pushing over into the east bay. the richmond-san rafael bridge is wet and the san mateo area looking at wet weather from pescadero, and dry conditions throughout the south bay. monterey and santa cruz. there's the loop. it continues to fill in. and the winds in the higher elevations have been up to 30 and 40 miles an hour. this is a 1 on the storm impact scale. it's affecting the bay area this morning with winds up to

40 miles an hour this afternoon with the chance of a thunderstorm. there's san jose and your forecast throughout the day then calls for rainy and windy conditions this morning. by noontime scattered rain showers, 50s and 60s, maybe a thunderstorm by the late afternoon, spotty showers, and the last day of october, halloween, and we will certainly have another treat with more rain unfortunately for the little kids, but we will take all we can get. we will detail it for you hour by hour in a few minutes. >> thank you, lisa. one city is training its residents to prevent flooding by taking matters into their own hands. the san francisco public utilities commission is teaching neighbors safe techniques in their adopt a drain program. 500 storm drains in the city have been adopted so far. they ask the people to help sweep and rake away debris to get the water flowing smoothly. >> we have 25,000 storm drains in san francisco. that's a lot for our crews to keep maintaining, so we are

asking for the public's help. >> it's almost self-preservation because it kind of creeps up to the front yard. so i'm a natural adopter. >> and in san rafael, officials hosted the flood preparedness fair, showing people the correct way to sack sandbags. we have up to the minute information for you anytime on the abc7 news app. after the open the app, top on the right top corner and you can get custom weather for where you live. >> developing news. italian officials are promises to rebuild after the most powerful earthquake in more than three decades. a 6.6 earthquake has hit central and southern italy. it happened at 11:40 last night our time. at least 2000 people have been injured. more than 100,000 are unable to go back home.

crew necessary the air and on the ground are looking for more people who may be trapped. so far no reports of deaths. central italy was hit with a series of tumblers just last week in the same area where a deadly quake killed nearly 300 people back in august. >> developing news out of the east bay this morning. hayward police are investigating an incident where a man used an rv as a weapon against them. it happened last night around 9:15 atis -- tenison park. police responded and the man headed toward officers and people at a nearby party. several officers opened fire, hitting him. he is in stable condition and is expected to survive. in the race for the white house, a new poll shows a slim point separating hillary clinton and donald trump. and the abc news washington post poll, clinton has a 1-point lead

over trump, 46 to 45%. clinton is demanding the fbi release newly-discovered e-mails that may or may not be connected to a home server investigation. she took the stage with singer-actress jennifer lopez in miami last night urging people to vote. as for the e-mails, clinton said it's strange timing for the fbi to bring new life to the controversy just days after the election. -- days before the election. >> voters deserve to get full and complete facts. so we've called on director comey to explain everything right away, put it all out on the table. >> the l.a. times reports the e-mails were not sent to clinton or even sent from clinton. they involve one of her top aids and appear to be more about what agents already know. four democratic senators, including dianne feinstein, are calling on the fbi to release all of its information.

donald trump is calling this the biggest political scandal since watergate. >> very, very serious things must be happening and must have been found. very, very serious things. >> last night in phoenix trump continued to push the idea the election is rigged. the message is coming across. one of his believe the month s is rigged and her first vote for trump could be changed. donald trump tweeted this morning in response to the fbi investigation, he said we are now leading in many polls, and many of these were taken before the criminal investigation announcement on friday. donald trump says he gives a lot of money to charity, but a new report finds he often claimed other people's giving at his own or took credit for donations he

has not given. the washington post called up 420 charities connected to trump, going back to 2008. they found he gave to just one. the report says he crashed an a.i.d.s. benefit in 1996 and sat next to major donors when he had not given any money at the time. the paper discovered 70% of trump's donations going back to the 1980's went to his own trump foundation. trump's campaign issued a written statement saying he has personally donated tens of millions of dollars to charitable causes, but there is no way to know exactly how much trump has given because he has not released his tax turns. here in the bay area, early voting centers have been extremely busy. abc7 news was at the assessor county recorder's office in redwood city yesterday. we saw a steady flow of voters. this is one of three early voting centers in the county.

four richmond police officers will be fired for a sex jasmine abusilan claims she had enforcement, leading to an internal investigation in richmond involving 11 officers. the original recommendation was to fire just one. now the mayor and the police chief both confirm the city manager has decided to fire three more officers and reprimand five others. the remaining two officers left their jobs for unrelated reasons. tomorrow the oakland police department will welcome their newest class of recruits, but with recent sex scandals and arrests there, the group will be smaller than previous academies. according to our media partner, the department is taking time to change how they hire and train officers. in regulation than one year eight officers have been arrested for a variety of

crimes. mayor libby shaft mass promised to investigate the city's hiring process. tonight on abc7 news at 11:00 p.m., jasmine abusilan's case has rocked local law enforcement agencies. she may not be the only one. abc7 news spent a friday night on international avenue in oakland talking to some identified prostitutes saying having sex for money with cops is nothing new in the bay area. >> a south bay haunted house already hit hard by thieves was almost hit hard again. we first told you about bernell scream in san jose on friday. it's a family-run haunted house that increased security after a break-in on wednesday. abc7 news reporter lisa amin gulezian has the story. >> reporter: this is the place to come in south san jose to get your scream on. the bernel scream haunted house is the brainchild of this family. they invested their life

bay, it's quiet right now, but this is what will come. you will see the passage of the cold front seeing the gusting of the winds. more rain in santa cruz, monterey and los angeles today. in the sierra, mid-and upper 40s. it's rain right now but you see the higher elevations detecting a rain-snow mix. so winter weather advisory and a winter storm warning throughout the day. it's all due to the system offshore that will continue to press to the east, bringing a cold component with it. that could trigger a thunderstorm this afternoon. look at the wind gusts. now this is at the surface. upper level winds have been over 40 miles an hour. so out ahead of the front, some gusty winds. sharply cooler behind it. a dramatic view from our east bay hills camera u see how dark it is out there. 62 gilroy. half moon bay 59 degrees. from the golden gate bridge some drops on the lens. very slippery pavement and more rain. in fact this system favors the north bay. 57 novato, 63 concord. it is a classic winter time

system. a nice beach shot in santa cruz where you will get rain as well. rain and wind this morning, scattered afternoon showers, maybe a thunderstorm. and more light rain arrives for halloween. so your hour-by-hour forecast, here's the front pushing through the bay area. 10:00 this morning. 11:00, noontime, still some pretty good downpors in the east bay and south bay. by the afternoon not out of the woods yet. this is when the cold air sweeps through. could see a thunderstorm mainly over the higher elevations of the north and east bay. tonight you notice still pockets of light shower activity. so in the mountains we are looking at the winter storm warning right through 11:00, six to twelve inches over the highest passes and at the ski resorts just a couple inches. maybe donner could pick up five inches. it's halloween, dry in the morning. but by 2:00, 3:00 in the north bay it's light rain. by 5:00 trick-or-treaters could

be getting wet. and through the later evening hours still a little showery down for you in san jose. so rainfall amounts not totally that impressive. but we are still looking at a quarter inch from san jose. this is the first system to mountain view. then you add in a few more showers tomorrow, half-inch napa, maybe .6-inch in santa rosa. breezy winds, possible thunderstorm, and the accuweather seven-day forecast, a 1 on the storm impact scale today and tomorrow with the evening showers for halloween. and by november, we are going to quiet down a little bit and see some sunshine with temperatures back into the lower 70s. so it's been an amazing october. we will have one more little surprise tomorrow with some showers. >> okay. maybe dress as a rain drop tomorrow night. thanks, lisa. just ahead, smashing pumpkins while saving wildlife. the fun zoo event with a cause.

they learned about their rights with the police and understanding their community. kaepernick said the goal of the camp is to empower young people and to give them resources to deal with difficult issues. he says he appreciates the support he's received since announcing his protest of the national anthem. >> part of the oppresive system is you will have the backlash trying to fight for people. that was something i was fully prepared for, fully aware of. so when those things came, it was expected. it wasn't an issue for me. the support is really what, you know, to me was huge. and really gave me excitement, gave me life as far as people are seeing this the same way i am, and now we can help create change. kaepernick said he does not feel any extra pressure to perform well on the field because football is his job and

is separate from his personal beliefs. >> an extraordinary moment in san francisco yesterday as veterans from the vietnam war met with a performer opponent and shook hands in peace. abc7 news was at the fairmont hotel for a special celebration of continued peace. he is a veteran who fought in the battlefield during the vietnam war. now a top member of the vietnamese government. secretary of state john kerry helped set up this meeting. it was part of a initiative that is working to mend relations and move forward. >> back in the day we used to be on opposite sides of the battlefield, but today we can sit together side by side with each other as friends. and vietnam and the united states has become comprehensive partners. >> a local charity that we have done a lot of reporting on,

heading up north, fairfield some showers. highway 12, napa, it's been a wet morning for you. a narrow band of heavy rain, gusty winds along 280, half moon bay. this quickly will fill into the peninsula and over into hayward and milpitas. not quite yet for you in san jose. maybe drizzle in sunnyvale. but you will see rain into monterey, the santa cruz mountains. as i said, it's quick mover but it has gusty winds and advisory and winter form warnings for the sierra nevada. highest elevations, the rain-snow mix but the actual temperature is in the mid-and upper 40s. it's all in association with this area of low pressure and the cold front that's all going to push through northern and central california. behind it we could see some thunderstorms. certainly not out of the woods after the cold front pushes through. ahead of it you are looking at the gusty winds, 32 miles per hour wind gusts at sfo.

2:40 delays at the airport and breezy winds in the south bay. emeryville, good morning. check it out. a very rainy morning for you. and rainfall amounts will be impressive for october. we will get behind this quickly in the next few hours. 63 in san jose. 59 half moon bay and sutro, lots of fog out there and the rain showers coming down in san francisco. your hour-by-hour forecast. here it is, the cold front 9:00, 10:00, push being through the central bay. and by noontime it's out of the san francisco area, but still looking at rain around 580, livermore, and scattered showers in san jose. even the evening hours features some downpours from time to time. that's when we get the colder air in and could see a thunderstorm. through the 11:00 hour, partly cloudy, scattered showers. and then into your halloween, it's still looking wet. here's the snow from blue canyon and south lake. a winter storm warning for the west slopes. we are just looking at a couple

inches at lake level burks up to a foot over the passes. this is the ski resorts, 4 inches around south lake, and for tomorrow morning halloween will be dry. but you want to know about the afternoon and evening. that's when another weak system comes our way. it will be a 1 on the storm impact scale. amounts vary widely across the bay area. this is the first system with anywhere from a tenth to third inch to half-inch. then we add in tomorrow's system and overall a third of an inch for you over in livermore and fairfield and antioch. the highs today will be influenced by the winds wishes will keep temperatures in the 60s. it will be breezy with the scattered showers. and the antioch forecast, you see the 1 on the storm impact scale for the first half of the day. maybe a thunderstorm in the afternoon. then halloween kind of sloppy out there. and looking at the rest of the week, november arrives on a dry note with more sunshine. so it has been a great october for us in terms of rainfall.
