from cloverdale to hillsboro and santa rosa, spreading more widely shortly and this will rank on the storm impact scale from 1 which is light to the 5 which is severe. a storm of light intensity for tonight and early tomorrow morning. rain will spread south of this evening. a chance of thunder in the north bay and rainfall amounts under .3 of an inch and forecast trick-or-treat animation starting at 4:00. rain will continue to spread across the north bay by 5:00 p.m. down to the golden gate and into san francisco and eastward over to valeo. looks like we'll be breaking up a bit into scattered showers and 7:00 or 8:00 p.m., widely scattered showers and some may hit parts of the peninsula and the east bay and by about 11:00 tonight we'll see a few areas of light showers down in the south bay and pretty much over by then and that's late for trick-or-treaters unless you're one of the middle-aged ghosts or goblins. take an umbrella this early evening if you're going out.

>> now, to a massive fire in oakland, a building under renovation completely destroyed. can you see just how intense those flames were. the fire started around 5:00 this morning around leicester avenue and firefighters are still on the scene trying to keep a look out for hot spots. >> the ferocious fire was so bright, so big, residents down the street didn't even know if they were safe. >> when we opened the door and it was like that hot and there were two buildings over, i thought it was our building on fire. >> the building that was burning on leicester avenue and oakland was an apartment building under construction. two people were living in the garage working security for the building. >> i go outside running. >> reporter: maria said the fire woke her up and then a pipe from the building pierced the windshield of her car. no one was in it at the time and it was parked in the garage where the couple was staying. they are okay but shaken by the experience. firefighters say the big concern for them is keeping the fire

from spread thing through this densely packed neighborhood. >> there was a little bit of a wind this morning so the embers were flying so our concern was the surrounding neighborhood and houses could possibly catch on fire due to the embers. >> reporter: a section of the back of the building collapsed and scaffold willing also toppled over, landing on the home of an elderly woman. she is okay but her home has so much damage she can't stay here. firefighters estimate that 150 to 200 people evacuated during the fire fight. >> i ran to the end of my patio, and i could just see the flames and they were real hot so i said it's really time for me to get out so then i left. >> reporter: firefighters managed to keep this fire from spreading to other homes much to the relief of res sglents there's a couple of moments where you thought like the whole block was going to go. >> reporter: no one was hurt in this fire. firefighters say they are going to be here all day and into the night watching for hot spots. in oakland, amy hollyfield, abc 7 news. >> many neighbors took to social media when the fire broke out to share pictures and video.

>> abc 7 news anchor kristen sze is here with more. >> reporter: neighbors started posting on facebook and instagram and here's one tweeted by dave. his neighbor knocked on his door and woke him up and he grabbed his phone and captured an explosion. p did you hear that? let's take a look at some others. dave shot this video. i'll play it for you and tweet that had debris was falling blocks away where he lives and also michelle jurorsen posted on instagram this sad picture of neighbors standing together as the billing came crashing down. this photo was posted on facebook of firefighters hard at work and our own abc 7 news producer kate had this picture of her cat mittens ready to evacuate and posted this shot embers all over the street later in the day. take a look at this.

a month ago. >> abc 7 news reporter wayne freedman is just outside on route 1. >> had i been standing here a month ago i would have been ducking from ashes and fire that started in the trees that spread from homes and may still eventually wind up in court. on stewart drive in petaluma halloween will not be happening in these homes tonight, not in this neighborhood with highway 101 for a backyard neighbor. they have been burned and boarded up since someone apparently tossed a cigarette on highway 101 last september 27th. it destroyed four homes and damaged ten others and according to donny, the eucalyptus trees in back made it a lot worse. >> they were coming down like parachutes. i mean, i had my shirt on fire. >> reporter: today caltrans brought in a crew to begin ridding this neighborhood of the tree remains, but it's too little too late say residents who had asked for this years ago. >> if you had looked back there you would have seen all kinds of

fallen brush and tinder and flammable materials from those trees that have not been taken car of or cleaned up. >> reporter: a caltranz spokesperson has no record of a cleanup request. >> we're not typically in the practice of removing live trees, of cutting down perfectly good live trees. >> reporter: just perfectly burned freeze on state property that spread destruction on to private property does caltranz bear any responsibility to the burning of these houses? >> that's a legal question and i'm not authorized to talk about anything like that. >> reporter: clearing the burned trees will take ten days. rebuilding these homes, longer. from petaluma, wayne freedman, abc 7 news. we're learning new details about the decision by the richmond city manager to fire three additional police officers. >> yes, who were connected to a sex scandal involving a 19-year-old sex worker. abc 7 news reporter talked with

city leaders today and is live at richmond police headquarters with the latest. sergio. >> reporter: the richmond chief of police today has declined to comment about the decision to fire three more of his police officers, but his boss, the city manager talked with us today why he decided to dismiss those officers instead of reprimand them. the richmond police chief had recommended just one of his officers be fired last month, but this weekend the city manager decided three more need to go. >> in my independent review of all that evidence i determined that -- that disciplinary action was warranted that included termination. >> reporter: hi hopes this swift action restores confidence in the department. mayor tom butt agrees. >> we've been recognized for having a really good police department, and when something like this happen, you want to -- you want to deal with it and you want to -- to deal with it properly and move on. >> reporter: the president of the richmond police officer's association declined to comment

today, but he did tell us the poa will help those officers with legal counsel if they decide to appeal the dismissals. a total of 11 richmond officers were implicated in the sex scandal involving 19-year-old jasmine aboulesin. two left the department on their own and five others reprimanded. >> for my client is only going -- at the very least goes to her credibility. she has given statements to all of these police departments, many of which before lawyers were involved. >> reporter: the alameda district attorney's office has filed criminal charges against five other officers at other east bay police departments and the city of richmond police department has not had any officers charged. >> nothing in my view indicated there was criminal activity but ultimately that's for the district attorney to decide. >> reporter: abuslin's attorney said she was a minor when she

after a bomb threat but passengers were not allowed to get off the plane. >> reporter: passengers were scared and after such a long wait forced to stay in their seats and they describe intense anxiety. one passenger even told abc news that passengers were threatening to use the emergency exits to get off the plane. spirit airline flight 971 was delayed two hours on the fort lauderdale airport tarmac after a suspicious text message about a bomb. a passenger alerted flight attendants that the person next to him had sent a text about a bomb. >> i understand that they all have protocols but to just sit there for about two hours with a potential bomb on the plane, you know, we're -- we weren't really allowed to get up. >> reporter: another passenger said the airline crew at one point got on the loudspeaker and apologized for paperwork during the delay. >> we're like paperwork? get me off this plane. >> some passengers were a little

upset about the wait. i thought it was awful, like it offered nobody any sense of comfort and people were getting very anxious. >> reporter: eventually two men were taken off the aircraft. witnesses say one was dragged out of his seat by sheriff's deputies and another was escorted out. passengers were then let off the plane but told to leave their belongings behind. they were forced to go through security again. the plane was given the all clear and passengers rebooked on to the same aircraft. in the studio, jessica castro, abc 7 news. >> toyota will test a new car-sharing system next year in san francisco that lets users unlock doors and start cars with their esnoernsmartphones, no ki. a user's known will get codes to access the smart key box inside the vehicle. when the phone gets close the codes are verified through the blue tooth system. if successful toyota may use this system in japan for an

downpours are at the moment. we do expect some of the showers to eventually reach other parts of the bay area. over the sierra mixed precipitation right now. some snow and rain. this is from the system that swept through the bay area yesterday and last night and there's more light snow on the way from the current system we have moving into the bay area, so as a result that have a winter weather advisory is in effect for the central sierra from 5:00 this afternoon until 8:00 tomorrow morning. we expect only a couple of inches more snow there so let's get back to the bay area. this is the view from our rooftop camera. cloudy skies over the bay. currently 63 about and mid-60s and mountianview and 69 degrees at half moon bay. looking at dark clouds over the bay from emeriville. 63 in santa rosa and every other location is just in the mid-60s in from napa, novato and live look, lots of clouds up north and these are our forecast features. we'll see showers for trick-or-treaters this evening and a slight chance of some thunder in the north bay as it

"abc 7 news at 5:00." >> san francisco police arrested 12 people during a protest in the financial district over the dakota access pipeline project in north dakota. they entered citibank which holds the largest share in the pipeline. lyanne melendez joins us live where she spoke with protesters. >> reporter: definitely something citibank employees were not expecting this morning. the application for the pipeline was filled out in early 2015. and then bernie sanders decided to speak out. celebrities have joined him and, of course, now these kinds of protests are happening frequently. >> respect the indigenous rights. >> reporter: one by one police arrested protesters who had taken over the lobby of citibank headquarters in san francisco. at issue is the construction of the dakota access pipeline by energy transfer partners which

would run 1,200 miles from north dakota to illinois and under the missouri river. the texas-based company behind the pipeline says it's a safe and fast way to move 570,000 barrels of crude oil daily, but the standing rock sioux tribe in north dakota opposes the pipeline and in recent months has received support from groups like this one called idle no more sf bay. >> it's going to affect our water. if anything happens or leaks into the water because they are trying to put this pipeline underneath the missouri river which is, you know, a lot of people depend on that water. >> reporter: we reached out to citibank, and the corporation declined to comment. >> business can't move forward as usual and sometimes that means disrupting a work day. >> reporter: we have given them an opportunity to leave and asked them about three different times to leave the lobby. they refused to leave so we've accepted a citizen's arrest and now we're making arrests before 12 demonstrators. >> they hope the dakota will end up like the keystone xl pipeline

which was rejected by the obama administration following environmental protests. in san francisco, lyanne melendez, abc 7 news. >> a 69-year-old southern california woman missing for five days is alive thanks to a perceptive stranger. it all played out in san san bernardino county. doug bearden was admiring the mojave desert from his binoculars when he spot what had looked like an overturned sufficient on a steep hillside. >> i got about 20 feet away from the car and the hair on my neck started to stand up. she could barely lift her head and all i heard was like -- >> reporter: certainly wasn't easy to rescue barbara mcpherson the her suv was 100 feet down an embankment on a 30-degree tilt with only some boulders keeping it from falling farther. crews managed to stabilize the vehicle and get her out. she's in serious condition and she is expected to survive. a violent year in chicago just got worse. a police spokesperson says at

least 18 people were killed in street violence over the weekend making it the deadliest of the year. reports say of those killed seven were under 20 including 17-year-old twin brothers killed in a drive-by shooting. chicago has seen a big spike in street violence this year with more than 600 mom sides. there were 468 last year and 416 in 2014. prosecutors in bill cosby's sexual assault case say the comedian engaged in a signature crime spree facing five decades. cosby faces trial over an alleged 2004 encounter where a woman claims the comedian drugged and then sexually assaulted her. prosecutors hope to call at least 13 other women to testify who have made similar claims. pre-trial hearings start tomorrow in suburban philadelphia. >> well, it's just a little over one week now until election day, as you know, and the clock is really counting down at this point. hillary clinton trying to push past the renewed e-mail investigation while donald trump attacks.
