been targeted and disciplined for blowing the whistle against fellow cops behaving badly. >> looking at my personnel file, for sending racist text messages and hostile work environment. >> gant was placed on leave for a domestic dispute he had with his wife. he feels this is morning excuse. >> the thin blue line is alive and well. once you step over the line, you become an outcast. >> reporter: he says the abuse started when he was reasigned if the homicide division in 2004. the reason, gant says is that he told superiors he thought officer o'brian murdered his wife when her death was ruled a suicide. the sex scandal involving jasmine abuslin stemmed from the subsequent suicide of o'brian, who had a relationship with a young woman.

lopez' sister has always believed she was murdered by o'brian. she said the sex scandal is more important than murder. city council member rebecca kaplan says they need an overhaul. >> we need to fundamentally change the culture and accountability. a woman walking on the railroad tracks in richmond was hit and killed by an amtrak train this afternoon. it happened before 2:00. officials say a sacramento-bound train hit the woman. none of the 68 people on board was hurt. amtrak cancelled two trains but says one of two tracks is now open there so service has resumed with delays, though.

a woman was walking through an alley around 7:00 p.m. and says two men, walking toward her, pepper sprayed her and ripped off her necklace and earrings and ran away. palo alto police say they don't have informtion on similar robberies. this uber driver faces charges for allegedly groping a passenger. investigators say he kissed the woman and groped her after he'd returned a cell phone she left in his car. and she called police. visa is slashing hundreds of j jobs world wide.

visa says it is allowing the company to cut costs and eliminate rolls. a landmark sporting goods store is closing after efforts to save it failed. mill cottons has been operating at san carlos and ray streets since 1955 but the store is 70 years old. and david louie explains why the business had to make a decision to close. >> reporter: word spread that this 70 year old institution is closing at year's end. long time customers are sad to see it go. >> they stood by their products and they're going to be missed. >> reporter: new customers are in search of goods. >> it's 25% off. so i usually rent skis so it will be a huge savings for me.

how much you pay to park in oakland may be changing. the city council may consider pricing the cost on a supply and demand basis. it's called flexible parking. and the hope is that the most sought after spaces will turn over more often. a new legal move by lyft drivers leads bay area business watch. drivers are demanding more changes to a proposed settlement against lyft. the $27 million settlement covers 150,000 drivers that want more settlement money and to no longer be considered independent contractors. uber is offering car sharing

i've never liked marijuana. but i'm voting yes on prop 64 to legalize marijuana for adults 21 and over. it has important safeguards for families, like strict product labeling and child-proof packaging of all marijuana products. and banning edibles that would appeal to a child. raising a teenager, that regulated system makes a lot more sense than what we have now. plus, 64 taxes marijuana to fund priorities like after-school programs. personally, marijuana's not for me. but my mind's made up. i'm voting yes on 64.

lawsuit and today, san francisco city attorney said he won't defend it. >> the money-based bail system allows wealthy to go free while the poor and working class are forced to remain in jail. >> that is the argument made in a lawsuit file theed against san francisco and it's sheriff. the thing is that both of them agree with the lawsuit. >> that is why today my office filed papers indicating that we'll not defend that law. >> dennis herrera says that law sets bail at a specific amount not accounting for factors like flight risk or ability to pay. a judge can make changes like that at the first court appearance. >> a poor person who possessing marijuana for sale could be locked up, unable to pay bail. someone able to pay $150,000 could be out of bail for rape. >> he says it puts taxpayers on the hook for those who may lose jobs and homes awaiting trial. he'd like to change the system and model it after the feds.
