victims. they describe a particularly chilling case. >> i've had a chance to see the video myself, and there were a number of times where she looked up at the camera. >> reporter: police say this is the face of a suspected child abuser, 44-year-old ingrid perez. >> the parents installed a nanny cam in the child's room, and had video of the alleged abuse. >> reporter: court documents outline the alleged attack on a 6-month-old boy. perez then looks directly at the camera and hits the victim in the bottom, causing the victim to cry louder. >> are these types of crimes emotional events for the detectives involved? absolutely. >> reporter: it appears that she makes a fist and hits the victim with her knuckles, like she's knocking on a door. officers arrested perez on her way to another nannying job monday morning. >> given the fact that she's been a nanny for a long period of time and given the fact that she works a lot with a number of

different families, we felt the need to bring this forward. >> reporter: at this point, the baby boy is the only victim. he was treated at a hospital and had no signs of oven injuries. if you've hired her in the past and expect abuse, detectives would like a call. new at 11:00, police are looking for suspects in a double shooting that left one man dead near a school. it happened at 6:30 tonight. the other man went to the hospital. he is expected to survive. meantime, investigators are calling a disappearance suspicious. carla ramirez dropped off a friend about 10:00 last night on 136th avenue. that's the last time anyone saw her. deputies found her car in hayward early this morning. investigators say she doesn't know anyone in hayward.

>> katie? >> reporter: tonight, the board of directors approved a $12.5 million emergency contract with a company to continue transit services. they're trying to keep things as seamless as possible with the clients. but we talked with a disabled woman stranded at work. lcille was stuck at work more than an hour after she was supposed to be picked up. >> i was supposed to get my banking services done. i don't know if i'm going to be able to get to the market now. >> reporter: lucy is one of 7,000 people in the county who rely on outreach for the services. outreach works for vta, or at least it did until june. that's when an audit showed millions of dollars in undocumented charges. vta canceled the contract. >> in addition to that, the board filed a lawsuit for false claims and fraud against outreach.

>> reporter: vta turned over the audit to the district attorney and fbi, and today, the fbi executed a search warrant at outreach headquarters. >> we anticipate there may be some delays in getting responses back, but we will endeavor to make sure that those that are emergency are addressed first. >> reporter: vta was still using outreach as it transitioned away from the company. the job is now given to mv transportation. >> as a disabled person, it frustrates me. >> reporter: when we left lucy, she was calling a cab. thousands of people in the east bay with getting late-night deliveries but it's not pizza. >> it's the post office. we're asking why these postal customers are getting their mail so close to midnight. plus, the traffic stop that ended in a heart attack.
