. that breaking news is out of oakland where a few moments ago police announced that karr la ramirez segoviano is the woman who was found murdered. two people have been arrested in that killing. >> police say she disappeared wednesday night. they believe she was killed that night. her car was found early thursday near 880 in hayward. >> i can only imagine what type of kid was with the interactions we had with the family. she was a very sweet person. >> she was a police explorer with the alameda police

attorney says there will be no charges. >> according to her, all of those encounters were when she was over 18. according to her, all of those interactions were consensual. according to her, all of those interactions were not done for money. >> peterson says his investigators looked at sexual contacts in contra costa county she said she had with the various police departments as well as deputies from the alameda sheriff's department but peterson said none of the contacts happened when she was under age and no compensation or confidential information or police information was exchanged except in one case. contra costa prosecutors reviewed 24 hours. 19 done by six different agencies over a seven-month period. >> think we have over a thousand

police officers in our county. a few police officers tamt the reputation of all of our police officers in our county. it's very, very unfortunate. >> reporter: the contra costa county police didn't is filing one charge, a man in his 80s. laura anthony, "abc7 news." i want go over the time line here, this case dates back to february of 2015 when at the age of 17 abuslin engaged a sexual relationship with officer o'brien. then in june they linked oakland and richland officer to her. she sean don with dan noyes where she said she had sexual relations with more than 30 officer. then in september four o.p.d. officers were fired.

then there were seven officer for their allege involvement with abuzlin. his body was discovered partially buried near a sonoma state parking lot. wayne freedman joining us live with the very latest. wayne? >> reporter: larry, detectives are looking into every little detail. they're talking to his friends and family, trying to find out his habits, try to find out what might have been bothering him. the ultimate question, how did he end up dead in the woods behind me. yesterday police detectives examined the body of 18-year-old kirk kimberly. today they looked again for a murder weapon. what kind? >> the coroner knows the cause of death. however, we're not going to lease that because that's aron d

intimate detail. >> we do know that kirk kimberly was an 18-year-old and a recent graduate where students and staff remembered him fondly. >> he was well liked. he had an outgoing personality. he kind of had, i don't know, a little bit of a comedian. >> reporter: at the papa murphy pizza restaurant where he worked, they showed them dressed for halloween in 2015. he was dressed as batman. >> it was definitely upsetting that it was him. >> reporter: kirk kimberly's family had reported him missing 20 days ago. today those detectives confirm yesterday they had strong suspicions. they want to know did he die here or did his assay land carry the body before burying it it's a long ways to go from a

parking lot or anywhere he might have a car in that thicket of bushes, so it would have been a long carry process to get him back to there. >> do you think he was killed there? >> well, detectives are going to have to figure that out. >> reporter: if detectives have a motive or suspect, they're not yet sharing. neighbors heard shots ring out about 9:20 this morning on eighth avenue in east oakland. when police arrived, they found the body of man who had been shot. that man's mother tells "abc7 news" he was 22 years old and leaves behind two baby girls. police rrnltd releasing any other details of their investigation. one neighbor tells us the gunman set off firecrackers to throw off the location of the shooting. i don't know if the month of november can deliver a more beautiful day than this one has. here's doppler 7. we've had bright sunny days and almost spring looichlk still sunny skies from coast inland.

at times. they provided quite a show underneath the golden gate bridge. well, we're now days away from the election. with voters heading to the polls on tuesday, last-minute campaigns are trying to clarify. prop 53 is one of them. abc 7 news reporter david louie gives us a look. >> reporter: they speak out in unison where they stand on proposition 53. if passed on tuesday, it would require voertss to approve any project costing over $2 million financed by revenue. brown args it would lead to squabbles. >> they label it project but they never define it. i know one thing. the lawyers in california will have a field day bringing one lute after another to try to stop whatever they don't like. people in san diego can stop stuff in the bay area and vie sa

californians have registered to vote. it's the highest in 20 years. there are almost 45% registered democrats and just over 26% are republicans. a measure on tuesday's ballot has inspired an art exhibit in san francisco. "abc7 news" was on mission and 22nd streets as people stopped to look at this dissplay. it displays 63 pieces of white clothing hanging across a construction site. it happens to be a place where a fire destroyed a building and left one who died and 63 homeless. they're protesting measure q which would ban tent cities in san francisco. the bureau of alcohol, toe bayco, firearmarms, and explosives have set up a response team. a team of about two dozen agents are working the site and expect to be there for quite some time. the street to lake merritt is still entirely blocked off.

stabler are wondering what's wrong with the people who run the pro football hall of fame. they're refusing to give stabler the traditional jacket and ring that are given to every inductee presumably because he's not alive to wear them. he was enshrined posthumously after his death. this prompted this reaction from one of stabler's daughters. yes, seriously, no jacket, no ring. my dad deserves it. dead or alive, he gave so much to the game we all love. well, registration began this morning for a south bay charities annual giveaway, and some people waited in line for hours. we have a closer look at who the lineup helps. >> reporter: the line started growing early this morning. by the time registration started at 9:00 a.m., it stretched more

here's a look at the headlines at 4:30. detectives in sonoma county are looking for a murder weapon used to kill a young man from kitadai. a landscaper found the 18-year-old buried in a shallow grave at the sonoma state university campus. he was reported missing nearly two weeks ago. today, abc 7 reporter laura anthony tweetsed it was for a retired police captain solicited for prostitution. a man was accused of assaulting four young girls at stores. coming up how police caught him. there's developing news in south carolina about a missing woman found alive chained inside

a storage container. they discovered a body on the property believed to be her boyfriend. police are searching for as many as four other bodies. >> reporter: investigators today discovering a body while poring over this rural south carolina area. authorities believe there are more as they look for evidence of a possible serial killer's crimes. the 45-year-old listed property owner and registered sex offender appearing in court charged with kidnapping. >> what do you plan to do about an attorney? >> i don't know at this time. i don't know who to contact. >> reporter: this afternoon they found 30-year-old clay brown chained up and held captive on his 100-acre property. >> he would tell me i'm going to get my tractor out and play in my big sandbox. >> reporter: acting on a tip they heard her banging inside a storage container, brown chained

inside by her neck telling h police she had been fed but trapped for two months. she went missing with her boyfriend charlie carber at the end of august. on thursday police finding their car at the crime scene but no sign of carver. brown told police she witnessed coleb shoot him. >> we're trying to make sure we don't have a serial killer on our hand. >> reporter: he was convicted and sensed for kidnapping back in 1987. today no bond was set and the solicitor saying they're confident a murder charge will be brought against him. now to more developing news in new york city where two nypd sergeants have been shot and one of them died. it happened in the bronx after man accused of a home invasion. police shot and killed that suspect. they say he had broken into the home of his estranged wife.
