finally here tonight, after a turbulent weekend, kanye west is getting some help. the breaking news tonight, kanye west hospitalized in l.a. officials confirming to abc news that the rapper and business mogul has checked into the hospital. authorities responded to a disturbance at 1:20 p.m. the call became a medical emergency and west was taken to a local hospital for further assessment where he was declared medically stable. a source close to the star says west is suffering from exhaustion and sleep deprivation. this all come on this the heels of a series of bizarre concert rants which were followed by the cancelation of the remainder of his "saint pablo" tour. on stage west has been taking

developing news from tennessee. chattanooga police arrested a school bus driver after a crash that killed five students on board his bus. 23 others went to the hospital after the bus drove off the road and hit a tree and landed on its side this morning. police believe jumpany walker was speeding. they are asking police to charge walker with reckless driving. federal investigators are headed to the crash site. japanese meteorological officials believe the earthquake was an aftershock of a devastating quake of the one that hit five years ago.

it struck early this afternoon. tremors could be felt in tokyo 150 miles away. there is no major damage, but it triggered four small tsunamis. they all have been lefted and in 2011 an earthquake in the same area caused a powerful tsunami and a nuclear melt down and thousands were killed. kanye west has been hospital -- hospitalized for a mental evaluation. police were called to los angeles for a disturbance and after that he agreed to seek treatment for stress and exhaustion. he ranted to fans saying he would have voted for donald trump and then on saturday he ranted again before walking off stage in sacramento. he then flooded his own instagram page with dozens of poorly shot fashion photos. mow evidently he is getting help. the auto show has classic and exotic cars.

forecast with sandhya patel. >> hi, everyone. we have several storms coming our way. if you liked the weekend weather you will like the next seven days. look at our chances of rain. tomorrow night we have a one on our storm i'm pact -- storm impact scale. the third one is coming in a week from today on monday. live -- live doppler 7 will be tracking it. we are tracking some fog as well down to a mile and a quarter in napa. visibility is low as we take you to street level. make sure you bundle up. look at the temperatures right now. many areas are in the low to mid40s inland. you know it well be a cold storm tomorrow morning. from the east bay hills camera we have terrific visibility looking across the bay from this vantage point. it will be chilly with purchase purchase -- with pappy dense -- patchy dense fog. the temperatures are beginning in the 40s a the 5:00 a.m.

and at 7:00 a.m. you will have the morning chill with the 30s and the 40s. 9:00 a.m. it is mainly sun intoe at 11:00 a.m. and you have sun and clouds. we'll have to wait awhile before the storm arrives. first thing in the morning when you get going some 30s are showing up. it is going to be chilly enough where you will need to grab the jacket or sweater when you get going. and then for the afternoon the temperatures will be a lot like today x mostly in the 60s and a few upper 50s. here is the storm impact scale. we bring in a one, a light system. the wind will not be a factor. spotty showers will linger moo wednesday -- will linger into wednesday morning. tomorrow afternoon it is cloud cover. we head into tomorrow night at 6:00 p.m. rain approaches the north bay. it is light to moderate. it briefly could be heavy. it is across the central bay. you notice how long it takes before it arrives in your area. east bay and still around the peninsula at 10:00 and 11:00 p.m. it finally gets to the south bay.

it is not going to linger very long. a few showers and spotty in nature between 5:00 and 8:00 a.m. and then it is all winding down. if you are traveling tuesday to wednesday keep this in mind. the rainfall totals will look anywhere from a 10th of an inch to half an inch in the north bay. this will turn to snow in the sierra and it could impact your travel to the mountains. 66:00 -- 6:00 p.m. the chain controls are likely so carry your chains three to six inches over the passes. black friday we are talking about rain arriving again. if you are out and about shopping going into the evening hours it will be wet and make sure you grab the umbrella. on saturday the showers will linger. here is a look at the seven-day forecast. you can download the news app to help you track these storms. a one on our scale. thanksgiving is dry. next storm is friday and saturday and a light system

lifted after big waves came ashore in northern japan early today. the waves as high as 4.5 feet were triggered by a strong earthquake in the same fukushima region devastated by an earthquake in 2011. today's tremor was an aftershock of the one five and a half years ago. this quake measured 7.4, but only minor injuries and damage. here in had new york city, a man is being held without bail in connection to a potential terrorist plot. a neighborhood shot this as the 37-year-old was arrested in brooklyn. prosecutors say mohamed razi najeef traveled to yemen last year and tried to join isis. court papers said he supported an attack in times square like the one in france, and he's charged with attempting to assist isis. the man suspected of murdering a texas police officer is apologizing for his actions. otis mccain was arrested monday in the death of benjamin marconi.

mccain told reporters he's been involved in a custody battle and mad at society and admitted he lashed out at somebody who didn't deserve it. more now on the shooting. >> reporter: police in san antonio say they have a man in custody after the brutal murder of detective marconi. >> we arrested 31-year-old otis mccain. >> officer down in front of headquarters. >> reporter: police say marconi was writing a routine traffic ticket in front of the station when this car pulled up behind him. a man getting out and shooting the detective twice in the head through the passenger side window. marconi later died at the hospital. police still are not saying what the suspect was doing at headquarters before the shooting sunday. in the past, at least three other officers in different cities were ambushed during unrelated traffic stops. two of them in missouri, including a st. louis sergeant shot twice in the head while

still wearing his seat belt, weapon holstered. and another shot in florida, all three expected to survive. 58 shot in the line of duty this year, the highest number since 2011. in san antonio, a community in mourning, officers commemorating the fallen with the black stripe across their badges. >> i bet that's a tough part of your day to put that on. >> extremely. even after 20 years. >> reporter: the 31-year-old otis tyron mccain does have a criminal record. he was taken into cut without incident. kayna whitworth, abc news, san antonio. >> thank you. turning now to the weather, a major winter storm is getting thanks gives week off to a rocky start. three feet of snow fell in new york state causing dozens of accidents. a charter bus carrying students to new york city overturned after swerving to avoid other vehicles and there were only minor injuries in that crash. but hundreds of flights were also delayed by that storm. ski resorts in their surrounding communities are gearing up for their opening season this weekend or opening up the season, i should say. checking equipment and making more snow if necessary.

president-elect donald trump has chosen what many see as a different way to address the american people for the first time since winning the election. >> in a 2:30 video, mr. trump laid out an agenda on energy, trade and immigration for the first 100 days in office. here's the latest. good morning. thanks for being here. >> thank you. donald trump remained out of the public eye since the election working to put together his new

administration, but now we're hearing about his agenda that trump said, plain and simple, is based on putting america first. he then listed half a dozen areas where he's focusing his efforts. now, most notably, trump said he plans to withdraw from the trans-pacific partnership agreed to by president obama. it's the largest trade pact in the world. instead, he'll negotiate free trade details that brings back jobs to the u.s. and outlined plans to cut back on restrictions, on production of american energy to create, as he put it, many millions of high paying jobs. , and he addressed immigration with plans to investigate uses of via programs and make sure to include campaign chapter to drain the swamp of washington. >> on ethics reform, as part of the plan to drain the swamp, we will impose a five-year ban on executive officials becoming lobbyists after they leave the administration, and a lifetime ban on executive officials

lobbying on behalf of a foreign government. >> reporter: trump said he's instructed his transition team to look into executive actions he can take on day one to get the ball rolling on his agenda. it's important to note what we didn't hear from president-elect trump. he didn't mention anything about repealing the affordable care act, which he previously said was at the top of his priority list. trump also didn't mention anything about building a wall or deportation, but those issues require congressional approval and are not something he can do on his own. >> not necessarily any executive action there for those issues. >> right. and had is an unorthodox way of getting his message out. he's not had a press conference since july 27th, at least not a full one. do we have any indication how he plans to get his messages out, how he plans to work with the media, that kind of thing? >> the team says right now he's been busy, but he'll hold a news conference soon and the days are filled with meetings.

mr. trump had a contentious relationship with many news outlets in the campaign, and it looks like we're still seeing some of that now. but he is meeting with the "new york times" later today, so that relationship, guys, looks like it could be improving. >> it should be quite interesting to be in that room with the "new york times" and donald trump. they haven't really gone after him. >> well, it is sort of just an interesting time in general, though, right? this is the first presidential election we've seen where social media is so prevalent that even as media, we are trying to figure out how we relate with social media and vice versa. and in the white house, the same thing, how do we move forward, changing way we operate in general. >> i think they just hit sent on the twitter. >> continue to use twitter a lot, so, yeah, interesting to see how the meeting goes. >> thank you. appreciate it. other headlines now, problem with issues green cards is much worse than initially believed. and an audit of citizenship found thousands of green cards

missing, some mailed to wrong addresses, some were duplicates and others contained incorrect information. in some cases, immigrants approved to stay in the country for two years were given cards good for ten years. inspector general of homeland security said green cards in the security said green cards in the wrong hands could enable terrorists and other criminals to remain in the u.s. several people injured at the los angeles auto show by an out of control test car. now, police say the driver of that fiat jumped the curb and plowed into a crowd standing on the sidewalk outside the convention center. five pedestrians, the driver, and the passenger were all taken to the hospital. they are expected to be okay. take a look at this. a police chase that ended up being a close call. this is in pittsburgh, in the pittsburgh area. keep your eyes on that group of children standing there. >> oh. >> wow. the officer lost control of the cruiser, missing the kids by a

matter of inches. he then crashed into a parked car. police were chasing a stolen vehicle when another van hit it. the police car -- the suspect did get away in that one. >> lucky those kids didn't get hurt. just gives you chills to look at that video. new jersey transit said it will no longer allow engineers to drive trains while being treated for sleep apnea. the decision follows a deadly train accident last september. the engineer was suffering from sleep apnea, but did not know it. that disorder interrupts a person's breathing while they sleep, and that can cause them to be very drowsy during the day. they ask engineers nationwide be tested for the disorder. we're now getting word this morning that kanye west is in a los angeles hospital. police responded to a medical welfare call involving west yesterday. it came hours after west cancelled the remainder of the st. pablo tour. according to tmz, west has been exhausted from touring and working on his fashion line. he cut short a concert in sacramento saturday after going on a rant about a number of topics, including beyonce and

night's tremendous action in "the skinny." it is tuesday, november 22nd. from abc news, this is "world news now." >> good morning, everyone. i'm diane macedo. >> and i'm kendis gibson. >> we want to start with that tragic news. the breaking news overnight, the 24-year-old driver under arrest facing multiple accounts of vehicular homicide. >> here is the news where that bus hit a tree on monday afternoon. authorities say at least five children were killed. >> now, school will be in session today but, of course, with grief counselors on hand. meantime, an ntsb team is on the way to the scene. here is abc's david kerley. >> 35 young students from kindergarten to the fifth grade tossed around when this school bus crashed. not all survived. >> there were multiple fatalities.

>> more than four or five? >> i would assume, but i can't confirm. >> rescue crews working for minutes which turned into more than an hour to get all kids out. 23 sent to local hospitals. the tennessee school bus just an hour from the elementary school ran off a road and slammed into trees landing on its side. a father apparently carrying his child away from the scene. >> a bus crash involving school children is every public safety professional's worst nightmare. >> reporter: it was a single vehicle accident. the bus driver survived and is said to be developing with police. another crash contributing to the debate should all school buses have seat belts? as a simulations show what can happen in a rollover accident. >> there was a call for blood donations with so many injured, but there are parents grieving because their children, their students will not be coming home. david kerley, abc news, washington. we're going to turn our focus to the difficult weather millions are facing on this difficult travel week.

>> and another bus accident, this time in upstate new york. in this case, though, the weather was a factor. one of three buses carrying high school students from rochester or a suburb nearby to new york city overturned. nine students were taken to the hospital, but luckily later released.. no major injuries there. then in new hampshire, two people died in separate accidents on the icy roads. both drivers were ejected from their vehicles. in one of those accidents, the car skidded in front of an oncoming tanker truck. and the weather now focuses in the midwest where there's another storm that could a.m. affect your holiday travel. >> let's check in with accuweather's cam tran. >> the winds taper off as well as the lake-effect snow. however, a storm system moving across the lakes region will bring us wintry precip across the area as well as heavy rain across the central plains.
