we start with the latest from chattanooga, tennessee, where police have made an arrest in a deadly school bus crash. >> yeah, that driver is now facing multiple counts of vehicular homicide. authorities say at least five children died when the bus overturned after slamming into a tree. >> 24-year-old is being held on $20,000 bond. he's due in court next tuesday. abc's stephanie ramos has more. >> reporter: it's every parent's worst nightmare. >> hamilton county schools confirmed there were 35 students on board the bus. all those students attend woodmore elementary and are in grades kindergarten through fifth grade. >> reporter: just a mile away from the chattanooga elementary school a school bus packed with more than 30 kids ran off the road, crashed into trees ending up on its side in a tangled mess. bloodied students lay on stretchers. not all survived. >> multiple children lost their lives. >> reporter: officials say at least five kids were killed. right now investigators believe the bus was most likely traveling too fast.

no other vehicles were involved in the crash. the 24-year-old bus driver was arrested and is now facing charges. >> walker is being charged with five counts of vehicular homicide, reckless endangerment and reckless driving. >> reporter: it took rescue crews hours to get all of the kids off the bus. 23 of them were sent to local hospitals. >> we're just asking for prayers in our hearts and sympathy go out to the families. >> reporter: stephanie ramos, abc news, new york. the morning's other big story, more wintry weather set to cause delays for travelers this week. in the northeast it's still coming down. more than three feet of snow has fallen in central new york state so far. the snow and strong winds caused power outages, flight delays and as you can imagine, dozens of traffic accidents, as well. one of three buses carrying high school students from rochester to new york city overturned on snowy interstate 81. the bus swerved to avoid cars that were spinning out of control. there were only minor injuries.

>> the lake-effect snow is now tapering off in the region. you can see not that much left. a little along the atlantic coast. a small part of connecticut there. take a look at this. those are the windchills this morning. 17 in syracuse, 21 here in new york city. 31 as far south as atlanta and 36 in tallahassee. and the tsunami threat in japan is also over after a powerful earthquake this morning. it sent waves more than 4 1/2 feet high crashing onto the northern japanese coast in that same region devastated by an earthquake back in 2011. and get this, the tremor was actually an aftershock of that 2011 earthquake. this time, however, only minors injuries and damage even though the quake was measured at a 7.4. that includes only a minor problem at fukushima nuclear plant which is still not back online. well back here at home breaking overnight president-elect donald trump laying out priorities in a direct message to the american people. >> trump posted a video

outlining his plans for the first 100 days in office. he says he's looking to renegotiate trade deals and scrap what he calls excessive regulations but there was no mention of two issues that had fired up his base. abc's janai norman tells us what's in store. janai, good morning. >> reporter: good morning to you two. we are still awaiting announcements for more of the president-elect's picks for his new administration but in the meantime, he went directly to youtube with plans that include some of his hallmark campaign policies. for the first time as president-elect, donald trump talking directly to the american people. >> i've asked my transition team to develop a list of executive actions we can take on day one to restore our laws and bring back our jobs. it's about time. >> reporter: laying out plans for six key items to tackle when he takes over the white house in january like withdrawing from the trans-pacific partnership, the largest trade pact in the world. >> a potential disaster for our country. >> reporter: instead planning to negotiate fair trade deals and cancel restrictions on the production of american energy.

want to do and that's why we're excited. >> reporter: looking to make good on one promise the washington outsider wants to impose bans on executive officials looking to become lobbyists after leaving the administration, steps, trump said, that will reform washington and rebuild the middle class, trump says. >> he laid out quite an aggressive agenda for his first 100 days. janai, thank you. trump is planning to take a brief break from working on his transition to spend thanksgiving at his mar-a-lago estate in florida. >> he saw a steady stream of potential picks. among them, rick perry, a possible choice for energy secretary and former massachusetts senator scott brown who is hoping to lead the department of veterans affairs. the president-elect is also coming under scrutiny for business dealings in the uk. after the election trump met in new york with a british politician. a source tells "the new york times" that trump encouraged him to oppose offshore wind farms that spoil the view from his

golf courses. it was suggested he may be trying to use the power of the presidency for personal grain. trump tweeted only the crooked media was making a big deal about his properties around the world. >> one more note. protecting the president-elect and his family is costing a million dollars a day. the nypd is helping the secret service keep trump safe along with his wife, five children and grandchildren. much of the money is being spent on police overtime. hillary clinton, in the meantime, is on her way to finding that good book that she was talking about. >> on sunday the former presidential candidate was spotted with her family in rhode island in a book store. you might remember last week she said that she thought about curling up with a good book and never leaving the house after losing the election. so clearly she is getting out of the house but hopefully did find a good book. the clintons posed for a few pictures and bought books and visited an aquarium. >> and still managed a smile. well, still ahead, kanye west hospitalized overnight. what he's being treated for. and a suspect arrested in the shooting death of a san

[ sniffle ] check out this close call involving a police call near pittsburgh. you can see those kids standing on the corner when suddenly a car hits the police cruiser sending it flying across the intersection. it misses the kids before finally crashing into that parked car. crashes into that car so hard, by the way, you can see it roll down the street missing the kids by just inches. the police say they were chasing a stolen vehicle when the incident happened and the suspect got away. and here in new york city a

man is under arrest charged with attempting to assist isis. a neighbor shot this video as the 37-year-old was arrested about 24 hours ago in brooklyn. prosecutors say mohamed rafik naji traveled to yemen last year and tried to join isis. court papers say he had expressed support for a truck attack in times square as well like the one that killed more than 80 people in nice, france. he is being held without bail. a state department travel warning to tell you about for americans in europe. there is a heightened risk of terror activity during the holidays. an advisory warns of credible information indicating isis and al qaeda militants are planning attacks in europe. travelers are being encouraged to be careful at outdoor markets and holiday festivals. some frightening moments here at home in los angeles at the auto show there. police say the driver of that orange fiat that you see there jumped the curb and plowed into a crowd standing on the sidewalk outside the convention center. five pedestrians, the driver and the passenger were all taken to the hospital.

behind bars arrested by authorities in san antonio and accused of capital murder of detective benjamin marconi. >> we had him under surveillance and at the appropriate time the s.w.a.t. unit made the stop and arrested him. >> reporter: police say mccain is the same man seen in this surveillance video released by investigators visiting the station just four hours before they say he brutally ambushed the officer. it was a bloody 24 hours for police officers across the country. at least three others in different cities ambushed during unrelated traffic stops including a st. louis sergeant shot twice in the head while still wearing his seat belt. kayna whitworth, abc news, san antonio. and authorities in north dakota are defending their use of fire hoses on pipeline protesters in freezing temperatures. organizers say at least 17 protesters were taken to the hospital including some who were treated for hypothermia. the clash came as protesters were trying to push onto a bridge and since left the bridge there's been no violence overnight.

word this morning kanye west is in a los angeles hospital. reports say police responded to a medical welfare call involving west yesterday afternoon. it came hours after west canceled the remainder of his tour. a source tells abc news he is suffering from exhaustion and sleep deprivation. he cut short a concert after playing only three songs. dementia rates are going down even as americans live longer. researchers were surprised to find that the dementia rate fell by 24% between the years of 2000 and 2012 and people who didn't get dementia got it at older ages or did rather got it at older ages including 21,000 senior citizens across all races, education and income levels. we're getting tips aimed at keeping every thanksgiving traveler healthy. experts say airports, trains and bus terminals and rental cars are germ infested cesspools. to avoid getting sick, they advise touching boarding pass printing machines and all handrails as little as possible.

san francisco police department asked f h the chase. it went from 101 to 237 to 85 into sunnyvale with speeds over 100 miles per hour. finally the driver lost control and crashed in front of several businesses on fremont avenue. he crashed into the parked cars and overturned. the driver was put in handcuffs and actually taken to the hospital. a passenger was thrown from the car and died at the scene. the driver can face serious charges including vehicular manslaughter. eastbound traffic from wolf to poplar is closed. the investigation is expected to take at least a couple more hours. the ntsb investigators are heading to the scene of a deadly bus crash. authorities in tennessee released the driver mug shot 24-year-old walker facing numerous charges this morning including vehicular homicide, reckless
