for helping chavez for evading authorities. her friend happened to be in court dealing with her own business. she didn't know her friend was in jail. she offered money and this message. >> i love you. i call her emma. >> reporter: the night before thanksgiving these two men managed to saw through bars and make a rope and get away. tuesday night u.s. marshals searched a home. >> upon entering the residence, they determined that campbell was hiding in the attic and campbell then crashed through the ceiling on to the floor where the marshal service and police took him into kcustody. >> reporter: that's where campbell dropped back in the picture. his sister was arrested for allegedly harboring a fugitive. three people arrested since thanksgiving eve and one man still on the loose, but

all loved him. >> reporter: as did many of his friends clearly, they have gathered now at the scene of the shooting and tried to make sense of the senseless. in san francisco, abc 7 news. the concord police department has arrested a 15-year-old boy in connection with a reported sexual assault on a high school teenager. the student's father says she was at a football game at the high school when a student there lured her away and then sexually assaulted her. police say this took police after the game ended. >> the case will be forwarded to the district attorney's office. we believe it's an isolated incident. >> we talk exclusively with the teen-age girl's father. he says his daughter was raped

and he has a message for parents coming up tonight. the sheriff offered new information this afternoon into the abduction and discovery of a woman. >> they confirmed some of the horrifying acts suffered by the woman. we are here now with the new details. >> reporter: the sheriff says the woman has been cooperative and courageous with sheriffs. they are revealing things that the wife told investigators about the or deal. she disappeared while jogging near her home and reappeared on thanksgiving on the side of the road battered, bound and -- >> i will confirm that the suspects did brand her. i will not get into the details of where the brand is located on her body, nor what was branded on her. >> reporter: the sheriff also

gave the most detailed description yet of what kidnapping suspects. he says they are described as two hispanic women, one older and one younger and had a gun and concealed their faces. they don't know whether the woman was specifically targeted or randomly kidnapped and they won't reveal where she was taken. details revealed by her husband such as her hair having been cut off may not help the investigation. they're asking anyone with information to call the sheriff's office tip line. >> thank you. scarey story. turning to the weather now, it wasn't a lot but it did rain across the bay area today. we were in san francisco where you can see drivers and pedestrians were doing their best to stay dry. lots of umbrellas out early this afternoon as the rain continued to fall. now a look at the forecast. any more rain in store for us? >> just a bit from this system, but you hit the headline when

sky 7 remains over interstate 580 where a shooting investigation is under way on the freeway. all lanes are closed in the eastbound and that is the commute direction that traffic is backed up forever. the police department says a man freeway were shot. both have been taken to the hospital and they are expected to survive. police and the highway patrol are walking the lanes looking for shell casings. traffic is grid locked on the freeway and in the last few minutes the highway patrol advised drivers to find a different way home tonight. do not take eastbound 580. we captured video of highway patrol officers allowing vehicles to turn around on the highway and exit the wrong way on to oakland city streets. that tells you how bad this backup is. we're going to stay on top of this and download the abc 7 news

>> reporter: in 2008 oakland school board passed a resolution to educate all immigrant children regardless of their legal status and now that resolution will be amended. >> oakland is a sanctuary city and affirming that is important for the school district to say we too want to make sure that all of our students know that we take our responsibility to educate them and keep them safe seriously. >> reporter: oakland unified says it will never obtain or give out information about students or their families to immigration officers. the policy states that i.c.e. must get permission to enter a school. the district says that scenario has never happened, but the oakland education association says if it did, teachers would be the first line of defense. >> no matter what their policy, our members will not cooperate with giving information or access to students. >> reporter: the resolution has the blessing of teachers, their

union is suggesting more specific language. the union is asking all muslims immigrant or not be protected. charter schools would have to come up with a similar protection policy. students would never be enter gatd without representation. this parent says several meetings have been held at schools to reassure families they will be safe. >> it will give some people some rest and particularly the children so when they're in class or in school they can focus on the things they should be focusing on. >> reporter: once the resolution has passed, school staff will be trained on how to follow the new policies. in oakland, abc 7 news. we were at an elementary school this morning when it was honnonor honored by the school district for academic growth. it was designated as schools on the rise. all the campuses being honored

have shown improvement in student achievement. >> thank you so much for joining us. abc 7 news at 5:00 starts now. a shooting shuts down the freeway. drivers are making u turns to get out of this mess. a neighborhood under siege as law enforcement tries to find an inmate on the loose. an arrest after an apparent sexual attack at a high school. the father of the victim tells what happened to his little girl. in san francisco, a bullet hole in the middle of a front door is testimony to a life taken. tonight, the question is who shot and killed a city worker. cops walk the freeway in oakland to help them figure out who shot up a carrot roadway. it had a really messy result for folks as you look there.

the traffic backup was pretty severe and still is at this hour as you look live. they've had no choice but to wait patiently as police try to figure out what happened and clean up the freeway. good evening. let's show you a map of where this is all happening. it is in east oakland on the mcarthur freeway. >> reporter: i can describe it just one way. what a mess. now, this happened just before 3:30 this afternoon and as you can see it will take a while before that traffic clears out of here. now, according to chp a man and woman were in their car when they were shot on interstate 580. the video shows the bullet holes of the wounded couple and then exited on fruitvale avenue. police found them and they were put in an ambulance and we're

told they're in stable condition. at about 3:50 p.m. chp closed all eastbound lanes of 580 and that's why we have this tremendous backup. it's going to be there for a while. we're talking several miles of traffic which is not moving. it's just there. chp has been allowing -- i don't know if you can see that, has been allowing cars to make u turns and get off at the previous exit. this is having as you can see a huge impact not only here on 580, but on other highways. by the way, we should also mention that the shooter has not been found. in the meanwhile chp are still investigating to see what they can find on 580, a link to this shooting, but again, this highway, 580, eastbound is closed for the time being. i'm live in oakland,
