told they're in stable condition. at about 3:50 p.m. chp closed all eastbound lanes of 580 and that's why we have this tremendous backup. it's going to be there for a while. we're talking several miles of traffic which is not moving. it's just there. chp has been allowing -- i don't know if you can see that, has been allowing cars to make u turns and get off at the previous exit. this is having as you can see a huge impact not only here on 580, but on other highways. by the way, we should also mention that the shooter has not been found. in the meanwhile chp are still investigating to see what they can find on 580, a link to this shooting, but again, this highway, 580, eastbound is closed for the time being. i'm live in oakland, abc 7 news.

>> reporter:. you can see behind me a lot going on on this street. paramedics here and then just beside them sheriffs deputies. further down the street tons of police cars as this street is blocked off leading up to kio drive. they're focusing their attention on a house. they got a tip that chavez might be inside. we're hearing they used gas to go inside, but as of right now they have not made any arrests. a tip lead deputies to this south san jose neighborhood. it's the latest twist in the search for this fugitive inmate. >> it started with two cop cars and then shelf cariff cars and you get a parade. >> reporter: hours earlier a judge set bail for vacca. she was arrested for helping chavez evade authorities. >> she looked sad. >> reporter: her friend happened

to be in court dealing with her own business. she didn't even know her friend was in jail. the night before thanksgiving chavez and campbell sawed through steel bars and go down a makeshift rope and get away. >> we have not located the tool used to cut the bars. >> reporter: tuesday night marshals searched a home. >> upon entering the residence they determined that campbell was hiding in the attic and he crashed through the ceiling on to the floor where the marshal service and police took him into custody. >> reporter: his sister was also arrested for allegedly harboring a fugitive. the other fugitive inmates plus two people arrested now police are tracking leads to find this escaped inmate on the loose. in san jose, abc 7 news. less than an hour ago napa police released findings into an investigation by high school

football players. police call it a case of hazing involving the high school football team hazing their own players. there were multiple assaults in the weeks leading up to the big game in napa both last year and this year. school staff contacted police about it earlier this month. so far the school has not taken discipline area action and police have made no arrests. a high school student is under arrest charged with sexually assaulting a students from a different school after a football game on campus. we are live in concord. you talked with the alleged victim's father, right? >> reporter: yes, i did. this father wants to send a message to other parents and to their children as he put it to try to keep other kids from becoming victims. >> it's a mistake. you effected many lives with your one bad decision. >> reporter: he is the father of a 15-year-old high school student, the victim of an

alleged attack, an incident that police say happened after a football game on november 18th. >> he forced himself on her and sexually assaulted her on the campus during the game with all the parents and all the people there. no one was aware of it. >> reporter: that boy was arrested on tuesday night. >> after an investigation was conducted, we did make an arrest of a student. the case will be forwarded to the district attorney's office. >> reporter: the school administration is cooperating with the police. the victim initially report the incident to her principal on november 21st, the monday after the football game. >> we are aware of the allegations. they came to us last week. we immediately contacted the concord police department and we are cooperating fully with their investigation. >> somehow he came up on her phone number and he began to send her inappropriate text messages. >> reporter: the victim's father says his daughter didn't know the boy that well and didn't initially tell her parents

kwhapd. >> that's why as a parent i'm saying we have to put a voice to this and when there's a problem come to us, address your parents and teachers. >> reporter: neighboring campuses addressed the incident with students and sent notices home to parents. san francisco department of public works employee shot in broad daylight while painting over graffiti. tonight police are searching for suspects and a motive. the shooting happened this morning. we are live from where it happened with the story. >> reporter: dan, this afternoon san francisco mayor ed lee issued a statement describing this shootings a a tragedy. it happened right here. it is now a memorial. it began at 8:00 this morning. we have candles and flowers and a bullet hole that's covered with a crucifix. the worker died on the job and a few minutes earlier he had been

kissing his 7-year-old daughter and taking her to school. they are inconsolable. these are friends of the public works employee. they have gathered in the spot where someone gunned him down while removing graffiti on the job this morning. >> i don't know what happened. i just know he was killed. >> i don't know why they would kill him. i don't know why they would do that and he was at work. that's messed up. >> reporter: he was 27, a father of two and a role model in a program designed to keep kids away from gangs by giving them good jobs. was he a target? police say that is under investigation. >> had he ever expressed any worries about someone being out to get him? >> not that i know of. if anybody expresses such worries to us we take that seriously. >> for someone to roll up and shoot a person in the back that's working, they are a coward. >> reporter: the city has insurance policies for workers killed on the job, but money will not ease the pain.

>> we lost a young man that had a lot to live for and had children to live for and a grandmother and mother and we all loved him. >> reporter: that becomes more clear with every hour at 25th and vermont as friends and family try to make sense of the senseless. in san francisco, abc 7 news. a young man who spoke out against gun violence is now identified as a victim of a deadly shooting in oakland. representative barbara lee posted this picture on facebook showing the young man with her. they met earlier this year during a town hall on gun violence. the 19-year-old and friend were killed just after 10:00 a.m. monday morning. we were over the scene. a neighbor says he was shot while moving his car for street cleaning. no arrests have been made. tonight three pedestrians

are recovering after a car hit them in san francisco this morning. a car backed into the three people at a crosswalk near golden gate avenue and hooid street after 11. a violent collision left a volvo suv on its face. the driver suffered a minor injury. two lanes were briefly closed while firefighters helped the driver out of the vehicle and cleared the wreck. this is a busy wednesday evening. coming up while the company that built the complex where six students died in a balcony collapse could lose its license. advocates filed a complaint against a company run by mike pence. levi is telling customers they don't need a gun to try on a pair of jeans. some wet spots for wednesday

nearly a year and a half since that deadly balcony collapse the state agency is calling for the general contractor to have its license suspended or revoked all together. we are live outside liberty garden apartments tonight. is the contractor responding? >> reporter: we called and stopped by the general contractor's office today. so far no response. the general contractor has 15 days to file what's known as a notice of defense.

if it does not, its license will be revoked. the state license board says the general contractor did not follow plans and specifications when building this balcony at garden apartments in berkeley. on june 16th, 2015 the balcony collapsed and six died and seven more were injured. >> if things were done up to standards and correct materials, we believe that collapse would not have happened. >> reporter: it's for that reason the contract's state license board is recommending suspended or revoke the license. the allege the contractor did not follow trade standards, that it did not pressure treat or waterproof the materials used. >> they're responsible for everything that happened on that project. >> reporter: most of the people injured or killed were irish citizens here on a summer exchange program. the general said he welcomed the

steps. it is a further measure that we have been urging the authorities to take to prevent other tragedies. the company will have the opportunity to defend itself. the company can continue to contract. if the company's license is revoked it could reapply for it in one to five years. the state's fair political practices commission today launched an investigation into whether bart illegally used public funds to campaign for its $3.5 billion bone. >> bart is the backbone of the bay area, but it's 44 years old and needs major repairs. >> they have been connecting people for 44 years. >> that's the ad. the commission wants to know if bart violated state law by using the video on its facebook page. the agency says it had no hand in the video and paid no money for it.

vacant for years and falling into disrepair. we reached out to one west bank for comment. so far no response. abc 7 news. meantime groups representing tech power houses are urging donald trump to support the industry. the groups are pushing for tax reform, updated regulations and an investment in jobs and a more inclusive economy. those organizations included the leadership group and the consumer technology association. levi stores today issued a request for its customers leave your guns at home. the san francisco company is not banning guns but released a note on linked asking people not to bring their firearms into the clothing stores even in states where it's legal. he says people shouldn't have to be concerned about their safety while shopping for clothes. getting guns out of stores will get the company a step closer to achieving a safe environment.
