11:00 pm
>> to victims. those still missing. >> i got work shoes. i'm ready. let me find my brothers. >> and the survivors. >> started yelling. it all happened really quick. >> tonight where you live a community is stunned. searching for answers and coming together. with the very latest on the deadly warehouse fire, at least nine people confirmed dead. their bodies removed from the scene, but dozens still remain missing. there are bodies that rescuers can see but can't safely reach. a 24 hour recovery operation is underway right now. >> some encouraging news, the sheriff's office announced self-dozen people thought to be missing have been found safe. thank you so much for joining us tonight as we continue live team coverage of the tragedy in oakland. >> the fire started last night at 11:30. almost 24 hours ago during a
11:01 pm
party at an artist warehouse. somewhere between 50 and 100 people, the estimates vary. i don't want to commit to hundreds, but they were believed to be inside the building at 31st avenue and international boulevard at the fruitvale neighborhood. let's go to vic. >> reporter: this is the 3100 block of east 12th street. behind me is the building. a little while ago you could see during the last live shot a lot of the dump trucks here staging. now it's ceased. take a closer look. this is where the dump trucks have been coming in and out. it was, if you will, a staging area for the cleanup. we have seen some pretty strange things coming out. the most unusual, if you will, was workers taking out what was definitely missile heads.
11:02 pm
that's right. the ones that you fire off. two missile heads they were taking off, in fact, taking out, in fact, in an hour. now, this building is an artist's colony. a lot of a vaunt guard work here. missiles are strange. the crews are moving out. they were taking out debris. a lot of trucks were coming in and out, but there seems to be not as much activity and i guess the neighbors had been complaining to the city quite a bit about the debris here. one of those neighbors is jeff seravat. he called it sort of an eyesore, but he also saw the fire from beginning to end, and what he said was rather ominous. >> i didn't see very many people come out at all, to be honest, just the people that were already outside, and so that was what really, really bothered me,
11:03 pm
just not seeing anybody come out, and the way that building was burning. yeah, it was scary. it was a scary sight. just thinking about the people trapped in there. >> well, we've all seen a lot of people bring flowers here. there are two spots here on the corner with a lot of flowers placed onto the fences. obviously they're here to show their support and for the people here, the families who have lost a loved ones, and they're, frankly, here because they wanted to express their sadness and sorrow. now, again, we're looking at the building back live. you don't see a lot of the dump trucks here anymore, but you do see those blue tents over there. the blue tents are basically evidence tents. now, the sheriff's office has a big role in this operation. they are the ones in charge of
11:04 pm
the coroner's office, and the ones in charge of the crime lab for alameda alcantara. as the bodies are removed, they would be taken to the tents for initial processing and then they'll be taken to the coroner's officer. the alameda county sheriff's office visible and important in this operation post fire. that's the very latest from east 12th street. back to you. >> vic, thank you for that update. and sky 7 really got a revealing shot showing the patch work of wooden framing and debris rescuers are forced to deal with. you see firefighters inside of the framing of the bidding in fact a lot of the debris has melted and firefighters said they're actually going to have to cut bodies from the wreckage before they can be identified.
11:05 pm
>> we are also at the scene with more about what went wrong, and there was a lot that went wrong. >> reporter: quite a bit that went wrong. it's interesting the perspective you pointed out earlier. probably 24 hours ago or so there were a lot of people who were in this neighborhood, probably trying to find parking so they could make their way into this music venue. now 24 hours later, look at the different scene we're in the middle of. we're in the middle of an intersection that has dozens of journalists. there is forensics tents where the sheriff's department is going to be making some initial identification of any bodies they are pulling out. and then there's a whole bunch of other equipment from the sheriff's department, from the police department. there are fire crews here continuing to remove things from that building. let's go ahead and go to some video from sky 7 that was shot a little bit earlier, and you can
11:06 pm
see what is left of this warehouse. it's basically a bit of a skeleton left of the structure itself. it's essentially been carved out by the fire. what we have been told by fire investigators is that in the midst of those flames, the roof collapsed on to the second floor, and then portions of the second famililoor collapsed ont ground familiar. urban search and rescue teams have been making an effort throughout the afternoon to try to fortify some of the structures within that building because we know that they are -- may have been precare yus even before this fire. we have been talking a little bit this evening about a particular structure in there, a spiral staircase. i talked with one woman who kind of described what she saw when she went into that building a few days ago. >> it looked pretty junkie. lots of boxy, weird boxes with
11:07 pm
curtains and people lived in there, like spaces, i guess, art space, and there's like a staircase in the middle, just made out of no -- no structure whatsoever. it's just like, just piles of stuff up to reach tovt top floor. >> as we do the recovery we have to be mindful of the investigation that is to come. the second part of this, and so we have to make sure that we preserve the debris and wreckage properly so it can be looked at later. that's all being taken into account. >> and we're being told that they are actually taking a lot of that debris that they are pulling out, and they're putting them in large bins so they can sift through a little bit later as part of the ongoing investigation to figure out what started this fire, but we know this is a structure that is only permitted as a warehouse, but we also know that there are people who are living there. you can imagine that there's a couple of different things that
11:08 pm
you in the permitting process, to make a structure safe, you have to make sure there's running water and a bunch of other requirements. also to make sure that there are proper fire safety equipment being able to get into and out of the structure in a safe way. unfortunately, that's just not what happened here. there was people who were living here, and we are being told that by not only people who live in the area but also friends who have been coming by here to try to see if people who lived here may have survived. right now this is an operation that's going to be a 24 hour operation for at least the next two days or so. reporting live in oakland, abc7 news. >> thank you. oakland city council member living in the neighborhood rerepresents was there early this morning watching an emotional scene unfold. >> i stood on the corner at 3:00 in the morning crying because they lost some friends. they went to the party because
11:09 pm
it was posted online. they were in the party. they ran down the stairs because of the smoke, and they stood there crying because their friends didn't come with them. >> you can feel the emotion. abc7 talked to people just as heart broken and terrified as those teenagers that he described. >> we are joined from the family assistance center in oakland. lisa? >> reporter: there's still about 50 people inside the sheriff's department behind me waiting for news about their loved ones. i was told they will be giving notification later tonight. and this is a very intense drawn out process for a reason. it's going slowly, and that also means the families are getting frustrated. unfortunately their sadness is also growing. the tears and emotion came quickly as the night wore on. there's a list inside with those missing and unaccounted and some
11:10 pm
flew in from out of town and came straight here from the airport hoping to get information. in fact, a woman approached me a few minutes ago with a plea for help to find her missing sister-in-law. >> please just call us. we're all looking for you. your mom, your dad, everybody. your husband. please, can you just call any of us if you're around, something happened. we don't care. we just want to know if you're alive or not. >> reporter: the mayor came here a few hours ago and met privately with those here. she said 14 people who actually lived in the building made it out and were treated at the hospital. in the meantime, you are looking at a photo of jennifer mendiola from oakland. she's missing and her sister-in-law who flew up tonight gave that very tearful plea to anyone who may have seen her. they think she was at the party last night.
11:11 pm
she was with one other friend, and she is 35. she has a husband and a lot of family members who care very deeply about her. in the meantime the city of oakland is giving these folks a lot of support, as much as they can. they can putting families up in hotels and paying for some travel costs. they're feeding them and getting them as much support as they can in this very, very challenging time. in fact, the sheriff's department also plans to stay open all night long for any family members who want to come here just to put their minds at ease. reporting live in oakland, abc7 news. >> lisa, thank you. the anguish from that sister just leaps through the tv at you. i mean, it's heart breaking. the gray area foundation for the arts set up a you caring fund to support those affected by the fire. they've seen a show of support with donations topping $95,000. the original goal was only 10,000. but it was sur passed this morning in about an hour. we've heard from people who said artists lived in the
11:12 pm
building. however the planning department never issued live-in permits. >> we know the last designated use of the property was as a warehouse. we had received recent complaints about bright and unpermitted construction at the property. we had opened an investigation and that investigation is ongoing. >> we want to show you pictures now from google earth. you can see how much debris has grown in the building side yard over the years to the left. the first picture was taken in june of 2013, and the next several were taken over a two and a half year period. by 2015 what was once an empty yard was packed with cars and all sorts of debris. >> dan noise has been looking into the fire. specifically one man who ran an rtist collected inside that warehouse, and he has more. >> reporter: fire officials briefed on the investigation tell us this does not look like a case of arson but criminal charges are still a possibility. one key person is this man,
11:13 pm
derek ian. he founded the ghost ship artist collective and rented at that warehouse collection. police and fire warned him about the fire hazard at that building but he would laugh off the warnings. i reached out to him but have not heard back. on his facebook page he wrote confirmed, everything i worked for is gone. blessed that my children and wife were at a hotel safe and sound. it's as if i've awoken from a dream to be standing now in w r poverty of self-worth. people blasted him for focusing on his own situation. he held frequent parties at the warehouse, fliers promoting them are at his website, as is a video from this past june. the planning and building department said he should have requested a permit for last night's rave, but he did not. it would not have been approved.

because of the debris in and around that building called the ghost ship. they're expected to continue searching through the weekend. >> abc7 is live in oakland tonight with a look at the recovery efforts at this late hour. >> reporter: at this very late hour i'm going to show you exactly what's going on. as far as we can see that building is fully lit up this morning because there are crews continuing their work throughout the evening. we have seen this whole area transition from an active fire and rescue event to a recovery operation. urban search and rescue teams and firefighters are deconstructing the whole building. we've seen them removing debris from inside, and we know that the fire was so intense it caused the roof to collapse on the second floor, and then portions of the second floor to collapse onto the ground floor. finally, they're preserving a lot of the debris and other material so they can sift through it for their investigation on how this fire started.
11:36 pm
and in the process, of course, the most important thing right now for everyone here is assessing the safety of the structure inside to they can continue their search for other bodies and unfortunately we know there are more to recover. >> we have located several dozen people that were believed to have been missing that are not missing anymore. we know there are bodies that are in there that we can't get to. that have been seen but not recovered. >> it looked pretty junkie, and lots of boxy, like weird boxes. with curtains. yeah, and people lived in there, like spaces, i guess, art space, and there's like a staircase in the middle, just made out of no -- no structure whatsoever. it's just like just piles of stuff up to reach to the top floor. >> reporter: that woman describing one of the structures inside that building just a few

through the night. vic lee is live with a look at the work that's being done. >> reporter: well, this is the 3100 block of east 12th street. that is the building behind me. take a closer look at what's going on. we have noticed that a lot of the activity here as ceased. there are fewer dump trucks than before. i also now want to show you something that's rather strange. let's go to the video here. take a look. people are still talking about the missiles that workers took out of this building, two of them in one hour. we did notice a bomb truck here on the site earlier, but i'm really -- they were not live missiles, i'm pretty sure. they must have bought them from the army supply store. although there is less activity, at one point there were half a dozen dump trucks taking out the debris which make it difficult for firefights to get inside. a lot of neighbors complained
11:40 pm
about the junk outside as well, some of them to the city. i don't know if the city did anything about it, though. let's come back live. i want to tell you that we have learned that they have brought another body out from that building. and what's happening now is that i don't know if you can see it -- no, you can't. that dump truck over there is blocking the view of the blue tents, but what they are doing now is they are probably processing that body, doing some initial forensics work on that body under the blue tents there, and then after they will take the body to the coroner's office. so the alameda county sheriff had a big role. they control the coroner's office and run the crime lab that's processing the evidence. in conjunction with the oakland police department active tonight. back to you. that's the latest. >> thank you, vic. we talked about the blue tents
