tragedy in oakland. >> now at 11:00, as crews get ready to complete the search of the ghost ship warehouse, the city of oaklan releasing the names of nine more people who lost that are lives in the terrible fire. >> the city released the new list of victims in the last 90 minutes. they are 35-year-old billy dixon, he was a musician and resident of oakland and a native of the cleveland area. 34-year-old johnny igaz, an oakland resident and a d.j. at the ghost ship the night of the fire. ara jo was an artist and musician. 34-year-old amanda kershaw lived in san francisco, and described by her husband as a lover of dance music. griffin sean madden graduated from cal with agrees in philosophy and languages and literature. 21-year-old vanessa plotkin, she

lived in oakland and from los angeles county. hanna raux was at ghost ship with her fiance, who also died in the fire. denalda nicole and alex vega, he was from bruno, his girlfriend died in the fire. >> faces and names associated with the tragedy after the deadliest fire in oakland's history, that includes the cause and the origin. the oakland fire chief declared a local state of emergency so the city is eligible for state and federal money. the coroner has identified 35 of the 36 victims and tonight, three decades of roshds, including complaints against the ghost ship and the neighboring property are now public.

we have live team coverage tonight. live at 31st and international in oakland, katie. >> reporter: we spoke with a man who lived in the ghost ship warehouse and narrowly escaped the fire, he tried to get to the fire extinguisher but there was not enough time. meanwhile, search and recovery efforts are ongoing tonight as the fire chief issued this promise. >> it's going take as long as it's going to take. we are not going to rush the process. >> a promise from oakland's fire chief to scour the warehouse rubble until they are sure there's no more remains. >> by the time i got the doors open, flames were starting to engulf my space. >> as the smoke and flamesen gulfed the building, people struggled to find an exit. >> i saw one person, i saw her

confusion and i saw she was lost and i tried to guide her out as best i could. >> the fire is believed to have started in the rear of the warehouse. >> as far as i know, it started in the area where people were not supposed to be. like it was -- not an area that was for the party. >> investigators are narrowing the focus on to potential causes. >> the refrigerator is something they are looking at, as a potential source of ignition. it's not been identified as the smoking gun of the this is it. >> the atf has an electrical engineer on scene and another on the way, they cannot tell how the house was powered. >> at the night of the incident, pg&e was called out to the scene to secure the electrical, to turn it off, whether it was one panel, multiple panels, i do not have that information at this time. >> when the fire department clears the warehouse of victims it will be boarded up and

preserved as a crime scene. you can see the lumber on stand-by for the work. police say that nearby businesses will reopen toernl morning but international boulevard will likely remain closed longer as crews need to remove the heavy equipment in the area. live in oakland, abc 7 news. >> katie, thanks so much. and katie continues our team coverage. >> she is live in oakland with the three decades of public records related to the warehouse and the vacant lottery leased tonight. katie. >> dan, it was less than an hour ago the city of oakland released 32 pages of detailed documents related to complaints against the two properties. the most recent just last month. new information and photos showing the records involving the warehouse known as the ghost ship and the vacant lot next door. the documents include complaints, notices of violation and letters from the daughter of the owner of the properties.

there's been three complaints against the warehouse in the past 30 years. >> complaints were on december 8th, 2014, constructing house/structure without permits. on september 30th, 2014, pallets and construction materials blocking the sidewalk. and on vacant lot next to above address lot used as a parking lot and a homeless camping ground. the vacant lot had seven complaints lodged against it, two of them last month. >> on november 14th, illegal interior building structure and on november 13th, there are a ton of garbage piling up on the property, a lot of items left on the sidewalk. some of trash was hazardous. >> the mayor said that building inspectors followed routine procedure in responding to the complaints. after they were denied entry to the warehouse, they sent a

request to the building owner, asking for access so they could investigate. you can see the new documents in their entirety on our website, we have linked them to abc 7 news.com and these are the documents only filed with the building interest zoning department. more documents could come through. >> katie, thank you. >> we continue to learn more about the victims tonight. >> yeah, abc 7, we have more. lisa, you spoke with family and friends tonight. how are they doing? >> they are doing amazingly well actually. when they spoke of their loved ones they smiled as they remembered their kindness and the connection to the community that they left behind. >> i feel guilty i did not say goodbye. >> he is talking about his son, edmond, the 34-year-old is originally from salt lake city.

>> he made an impact. and you often wonder, what he would have been if he had survived. >> wondering and wishing. those are the thoughts passing through the minds of so many who missed their loved ones. authorities notified her family on sunday. her body arrived today. that is also when her parents arrive from south korea. her you think remembers her fondly. >> she will stand out in the thousands of people that i can spot her in a split second. because she had a smile, and very loud laughing voice. >> the 29-year-old was a painter and lived in oakland. >> he immediately made his presence felt very strongly here. >> in san francisco's green apple books and music. everyone is feeling the loss of johnny. >> as brief a period of time he was here, only a couple of months, he touched everyone deeply.

>> he was drawn to the ghost ship to be with friends and the music friday night. and he was the music buyer at green apple books and music. and it was really the music and art scene that drew so many people to the ghost ship. dan. >> okay. lisa, thanks very much for that. well, tonight, abc 7 news spoke with the sheriff's department j.d. nelson about what the last four days have been like for the department's tireless team of workers. >> it's tough to do removals, it's tougher in a lot of ways to do the notifications. you are giving the families the worst news that they will get in their life and you have to do it 36 times. the things that you see, and the things that you smell when you are in there, you know, they last forever. they last with you, your entire life. >> not easy work obviously. this you occasioni i-- you cari one of the pages set up to help

going to say to that? >> he claimed that when he signed the lease, he received a building to city standards exposedly. the district attorney has launched a criminal investigation. >> we are getting a clearer picture of this man. his dealings with people to whom he rented and his issues with law enforcement. >> reporter: i have spent the day searching the court records and talking on and off the record to those that know him, some praise him and others had violent confrontations with him. this performance is part of the day of the dead show that they put on at cloud 9 four years ago. the man who shot the video said that almeda was not a performer himself. after all the people died in the warehouse, he rented and ran as an art collective the spotlight

was on him for what he built and for the conditions inside. lillian kim was the first to get him to address what happened. >> they are my friends and family and my loves and my future. what else do i have to say. >> some are revealing more about him and the ghost ship warehouse. a tenant provided this video, with hot water powered by a propane tank. temperature wiring flowing through the building and walls partially taken down. >> if you are choosing to live in a space like that, you are not choosing it based on safety. you are choosing it based on the people you are choosing it based on the community. >> former tenant tells the i-team that she contacted the police and drew a map so that it could help the recovery area. >> 18 people living all

together. there's going to be not alter indications, but arguments. >> court records show after an argument with the party promoter and his friend in january of last year, the men filed restraining orders against the landlord, but the men did not appear in court and the restrainirestrain ing orders were denied. the next month, he was brought to court for the possession of the stolen property. and last december, he was arrested in l.a. county and charged with petty theft, police pulled him over for driving with an expired registration and found license plates from a stolen vehicle, the da dropped the case. >> he paid $4500 a month to rent the warehouse. as many 20 people at a time he leased it to. he balks that he was in it for the money. for the i-team, abc 7 news. now, you can show support for the victims of the tragedy by sharing this badge on facebook. you will find it on our page,

34 degrees right now. in about an hour, we do have a freeze warning that is going in to effect from midnight to 9:00 a.m., low temperatures, 28-32. you will want to bring in your plants or cover them and don't forget about the pets. as we look at the morning temperatures. it's cold enough where you do need your heavy winter coats. bundle up. it will be freezing cold. 30 in santa rosa, fairfield, 31 napa and 32 in vallejo and if you are driving, watch for icy spots due to the frost. it will be chilly, fair conditions for your ferry ride since you are inside that boat and frosty cold if you are walking. it's a tough one if you have to walk to work. live doppler 7 is showing you the cloud cover. we have the cold canadian air mass that moved in and it's allowing us to feel the chill.

it's winter like and not for long. we will see the warm air coming all the way from hawaii and that will bring us milder weather, and wet conditions. from our kgo roof camera, you see a lovely view right now as we look towards the bay bridge. freezing cold in the morning areas of frost. a rainy pattern unfolding wednesday afternoon through friday. there's more rain in the forecast eshl next week. highs for the wednesday. chilly, upper 40s to the mid 50s. it's wet around the bay area, before you leave for work tomorrow morning. grab the umbrella, you will need it and your morning and evening commute will be a rough one. we have a one on the storm impact scale. it will be breezy at the coast. hour by hour forecast at noon, you will notice the rain. even higher elevation snow around lake county, widespread rain at 2:00 p.m. it's going to be light in intensity and briefly moderate around the evening commute at 5:00. continuing through 8:00 p.m. it will be a tough one for your

evening commute. it will be wet across the region with brief downpours going in to 5:00-7:00 a.m., as you take the kids to school, it will be a slow going ride. rainy pattern thursday in to friday. rainfall for the first system, about .2 to a half inch and then the second system comes through, we are looking at one to two inches, common across the bay area. tomorrow, 4:00 p.m. to 10:p.m., it will be a rough ride heading in to the high country. snow level down to 3,000 feet. we can track it all and your seven-day forecast spells it out, a one on the storm impact scale, tomorrow morning, freezing cold, another one friday, monday, tuesday. but on thursday. it's a moderate intensity storm, which is a two-year weekend. looks fine.

abc 7 sports. >> good evening, klay thompson scoring 60 in the warriors win last night was phenomenal enough. other numbers are staggers. klay had the ball in his hands. in his hands for a total of 88 seconds. less than a minute and a half. less than half of a forecast. he dribbled the ball only 11 times and did not play in the fourth quarter. becausee steve kerr did not wan to risk injury. the coach does not care about chasing records. they are all about finding the hot guy. >> the zone that you cherish when you are in and you get the crowd on their feet like that. something i don't take for granted, you don't know when the nights will come and go, it's fun when you get the crowd on their feet every time you touch the ball. it's not a thing that a lot of players get to experience.
