the other side the ghost ship warehouse and they are still leader. they have materials here ready to go for the final steps. this lumber will be used to board up the ghost ship warehouse when the search is complete. they said they will not be boarding it up physical they feel -- until they can look at the victims' family and say they thoroughly searched all of the warehouse. they found 36 victims and do tut expect to find more. officials have narrowed in on where the fire may have started. >> the refrigerator is something they are looking at as a potential source of ignition. it hasn't been identified as the smoking gun, or this is it. >> the city has declared a state of emergency and that will help those exacted by the fire, the city can seek state and federal funding now and that can help the victims' families and reimburse the businesses in the

area have been closed the last four days. they are spended to reopen today. as in the investigation, we are hearing they do have video from the night of the fire from the victim cells and it could be a huge help as they look into what happened. >> now new documents three decades of public reports related to the warehouse and vickant lot have been released. matt keller continues our team coverage in oakland. matt? >> good morning, we have a busy scene on west side of the ghost ship building, a vehicle is looking the scene removing debris. firefighters have been busy. three complaints, two at the building department in 30 years, and two since september of this year. mayor schaaf explains what they were. >> complaints were december 8 of 2014, constructing house/structure without permits.

on september 30 of 2014, pallets, construction materials blocking the sidewalk. >> documents from the city she the most recent complaint for construction without permits was a pending investigation. the city sent over an inspector november 7 and that person could not good in because of a chain linked fence and they asked for the property owntory provide access to the warehouse and another inspection never took place before the fire on the night of december 3rd. the mayor schaaf said building inspectors followed procedure in response to the complaints and the vacant lot had seven come minutes two last month. they are only from the landing and thing department. more could come from police, fire, and alameda county. you can see all of documents released about the complaints on our website. we do have more names of victims to share this morning. the coroner has released nine more names.

warehouse tied now at 36 for the death toll. the identities of 27 people killed in the fire have been released. city documents are showing a long paper trail in this warehouse complains on the building and the lot next door which is vacant. the city declared a local "state of emergency," to be eligible tore state and federal money as vairs fry to get an idea of where and how the fire started. >> there is 10% of the building left to search. amy hollyfield is in oakland this morning. amy? >> yes, we don't see them searching but we saw them scoop some debris out of the building and load it into the down trucks and drive away, but it is quiet and you can see behind me evidence of their next step and that is the lumber, what they going do use to board up the building, when they are done searching it and they hope to do that soon. they do say they are close to

doing it. they have found 36 victims inside and have said they do not thing they will find anymore. they want to be abe to look at the families and say with certainty, no one else is in there they have thoroughly looked. the other next steps said the mayor is to make sure this never happens again. >> it is our responsibility to take aggressive and quick action to avoid any future tragedies. we are committed to doing everything possible to improve the safety of our community and to prevent similar tragedies from happening in the future. >> investigators do think they narrowing in on the cause and are focusing on the refrigerator inside the building saying it and likely where this started. they have recovered cell phones from the night of the fire with video of the fire on them to be used in the investigation. another development is the city

has declared a state of emergency to enable them to seek state and federal funds. the money can help those backed by the fire including reimbursing businesses in the area that have been closed for the last four days. they are expecting those to reopen today. >> thank you, the city of cloak released 32 page of documents and complains last night against the ghost ship and the neighboring lot including three complains again the warehouse, in 2013 and 2014 including construction without a permit. there are seven complaints aagain the adjacent lot. there is no address posted set possible that people who are complaining were confuseed. you and see all 32 pages on our website. all the fire marshal has had a number issues including understaffing, and oakland magazine reports the fire mall

confused and lost and i tried to guide her out. >> he said he tried to get a fire extinguisher but there was not enough time. there are causes for building safety around the country. >> jessica is tracking responses. >> significant reaction biological leaders in three major cities, portland, bought more -- baltimore and los angeles. in portland they want to require spring dealers before you can post a party. in baltimore, officials are spending quickly to citizen complaints and this week someone complimented about an art space there and officials found major violations and condemned it and kicked owe the tenants very quickly. in los angeles, a city council member is asking people to be vigilant and report any problems residents they sigh in the area because like in the bay area language has a lot of warehouses and building used for parties and concerts.

>> back to you. >> we getting a disturbing look inside the ghost ship before the fire, look at the scene, a woman shot this video showing a bathroom with hot waterpowerred by a propane tank, and wiring was temporary flowing through the building, and wonderfuls partly dismantled. dan noyes went through court records from deck derrick -- from derick ion almena the founder. after an argument with a promoter and a friend in january of 2015 the men filed restraining orders against derick ion almena saying they suffered injuries but did not appear in court and it was denied. the same month, derick ion almenas with arrested at a warehouse on possession of stolen property. he was on probation at time of the weekend fire. a federal tenant said people lived in the trailers parked on the first floor and small areas throughout the warehouse and up to 18 to 20 people at a time.
