snowball, even the best diver can get into a bad situation. >> you'll be happy to know that everybody was very calm around her and able to guide her out of this situation carefully. you can see exactly what happened. the video is on rightthisminute.com, click on tv show, or check it out on our mobile app. streets of melbourne, australia, about 100,000 u.s. dollars worth of porsche there, which was, well, stolen from in front of somebody's house about 2:00 in the morning. police in pursuit, but wasn't just stolen from anybody, it was stolen from brendan whitecross, an aussie football player. family dog started barking, didn't sound right. came downstairs, came face to face basically with three people. they tried to make their escape through the front door, supermanned through the window and made off with this porsche.

he's got two young kids inside the house, whole fight or flight response. he decided to let it go to the fight side of things. great quote, actually. >> i feel i can handle anybody. >> that's the captain. the guy legs it, though, and made their way off with his porsche. >> probably recognize this guy could beat the crap out of him. let's get out of here. >> they also went a bit offroad, as well, crossing over pavement before flooring it again. police were on hand to give chase. chase continues until they go to a shopping center. ended up driving inside the underground and ditched the car. >> trying to get away from the eye in the sky. >> right. didn't work, though. quickly a couple guys were caught up with and arrested. a third guy was later arrested. their get away car, darker sedan, was torched, but police also believe there is a fourth person still at large. >> finally one of the police

chases involving a performance vehicle. something that actually would give them a bit of a challenge. >> the challenge is that the criminals were running, okay? we start this animal rescue mid action. this is on very thin ice in russia. as you can see right here, one dog is running across the ice. that's because somebody witnessed three dogs fall through that thin ice. they were apparently running around the area and fall in. realized you know what, i got to get in there and do something, so he shoots over on his belly with a branch from the tree to pull the dogs to freedom. loses his grip, but there he goes. dog is out but he's got an injured paw as he hops away. they say all three dogs were rescued and this guy is being called a hero. >> i have to give it to the

people who sat there and recorded it on their phone as a man was risking his life out there. >> these dogs are in a big load of trouble. they have fallen into a construction pit. as you can see right here, ten feet of water at the bottom and they need rescued. that's where blue cross comes into place. they've got some of the trained volunteers scaling down to get the dogs. grabbed one of the pup, first pup in the bag, first is rescued. somebody has to scale down a second time. they grab the second dog. that dog's rescued, but then a third person, this woman, she's scaling down because the third puppy has to be rescued, but the good news is, all of them were rescued, joined up again with mom. three puppies were rescued. >> they have minimal equipment with them, just made it work. >> they are the opposite of these smart rescues. >> either way, they did good.

first i'm creating a task force of national fire safety experts with the help of the national fire protection association, as well as u.s. fire administrator ernie mitchell. three representatives from the national fire protection association are in the air right now and land in oakland tonight to start that work with me. now, my immediate priorities for this task force are enhanced building safety, event safety and complaint procedures. some areas where we'll be considering new regulations include smoke alarms and carbon monoxide monitors, enhanced fire inspections, stronger emergency exit requirements. the permitting of events and the monitoring of illegal events. second, we're developing ways to

immediately clarify the responsibility of city employees to properly report any observations of dangerous living conditions or illegal events, along with a clear process for doing so. i want to be clear that we will not scapegoat city employees in the wake of this disaster. rather, we will provide them the guidance, clarity and support that they need and deserve to do their jobs. and third, we'll be reconvening and expanding the oakland artist housing and workspace task force that i created shortly after i was elected to ensure that the arts community is fully engaged in this conversation. we will learn from this tragedy

to make oakland safer. and we will do so with a commitment to protect and lift up oakland's incredible creative community as well as with the third method cical and professional review that our city employees deserve. we will not let our emotions lead to hasty decisions or witch hunts. the work in front of us is now clear. to bring together the finest minds and bring to bear the full technical expertise and resources to shiner that we enact the clear guidelines and laws of the future. and i cannot say clearly enough that we need to do all of this while protecting our artists and creative workers in this great

city by ensuring that they and all oaklanders have affordable work and housing space. oakland will move forward with compassion and an unwavering commitment to safety in all of its forms. and with that, i am prepared to take your questions. >> yes, this question is abo about -- oh, good grief. >> we can come back to you. >> no, i've got it. the artists complained that the city is in flexibflexible when s to helping get things up to code. they want to know how they can live in a building that's safe but it won't cost them hundreds of dollars because they can't afford that. >> that sensitivity is something we're committed to and have a track record in. in the 1980s, oakland was the

first city in the area to address very public codes around live/work and work/live spaces. that's why it's so important to engage the artists in the community in this conversation. they will be at the table, and we do have a track record of bringing buildings like the vulcan up to code. we can have warehouse spaces but we can do so safely. >> when was the last time the ghost ship warehouse was inspected by the fire department? and going forward, are you ordering any inspections of warehouses around the city? >> so, phil, i have spent my last four days focused on the appropriate priorities, and just to remind you where we are at this moment in time, we still do not have an official cause of this fire. we still have not notified the last family that they have lost a loved one. there will be plenty of time to answer the many questions that

you deserve -- >> it's been almost a week now. this is a very simple question. when is the last time that address was visited by a fire inspector. >> phil, i do not know the answer to that question, and i don't need to know the answer to that question to tell you that we can improve our fire inspection and prevention process. i know, and i am committed, to making improvements in all of our public processes. but we have had all hands on deck during this operation, and even though it seems like a long time to you, as i said, we still have not even notified the last family, we still have not even ascertained the official cause of this fire. today is the day that we turn our attention from the recovery operation that just finished today and to answering your many legitimate questions, and there

will be time to do that. sdplz a >> are we ordering inspections with other warehouses in the area? >> this has brought many concerns to the city, and we are addressing those just as promptly with the seriousness they deserve. deserve. >> do you expect some more warehouses to be shut down? >> we are going to work to improve our processes and work to ensure that does not shut down or push out that incredible creative community that makes oakland oakland. >> about five or six years ago, the county wrote a pretty scathing report on your city's building services. why weren't things changed since then? >> i can tell you when i prepared my first budget as mayor of oakland, we did put in new resources, we did change

procedures around that fire prevention bureau. i can tell you i'm not satisfied with those changes. and that is an area where we will be doing a full analysis to see how we can improve it. i commit to you that will be done. we have also had grand jury reports that have criticized us for having too aggressive a code compliance system. these are also things that the city has worked with and has actually just recently reviewed all of its code compliance processes in response to that grand jury report. laura. >> if there are initial resources requiring county enforcement, where is that money going to come from? >> we are going to be doing a thorough, professional and thoughtful analysis. and we recognize that there are new resources that may be needed.

but we are going to also look for opportunities to improve information sharing, to improve coordination. i am confident that there are many steps that we can take that are outside the issue of more resources that will enhance safety in this city. >> mayor? i heard that there are some inspector positions in the fire department that have not been filled. i'm wondering if that's true and if the city is trying to fill those positions. >> we're going to be doing a full analysis of all the ways that we can enhance our performance with regard to safety. that will include rapid staffing, that will include staffing levels, it will include procedures and processes, and it will include what the laws and regulations are. but again, i am committed to doing this in a professional and

methodical way, and to do so without a spirit of witch hunt or scapegoating. that is my commitment. >> do you think that the city made a mistake years ago when it civilianized the fire inspection service service, that the firefighters should be doing the inspections, not civilians? the firefighters are the ones facing fighting fires in these structures. >> that is an analysis i have not completed yet, so i have not reached a conclusin. >> since the fire chief isn't here, do you agree that the fire prevention bureau is short staffed, and if so, why wasn't something done about it before and what do you think the answer is? and thorough investigation as well as analysis of our systems and our resources. but i don't need to complete that to tell you i'm confident that we can improve our current

systems. >> were you aware that they have six people skand in the rank an file of things, they should have 20, that sort of thing? [ no response ] >> what do you think oakland should do to prevent this kind of fire again? >> we're committed to doing a thorough analysis of all of our systems, and i am confident that we can improve our ability to prevent fires of this type. i've announced today three steps that i'm taking that i believe will rapidly, but thoughtfully, improve safety in this city and do so in a spirit of lifting up the other forms of safety that we also cherish as oaklanders. obviously safety of life is

first. it comes above all else. but oaklanders are also fiercely protective of safety of housing security, safety in an inclusive and accepting community, and safety in the ability to express yourself and particularly to express yourself creatively. >> have you asked the fire department for records on its visits and its interaction with 1305-1315? if so, when did you ask them? have you asked them for that, and why is it taking so long to get that information from them to you? >> so we have been appropriately focused with all hands on deck on this recovery effort. we have had more than 300 of our firefighters working around the clock. i have requested those records. the first records that i have compiled and made available to

you pubclli are the records from the planning and building department. that's where the initial set of inquiries first came and in order to do that, i had to take to imfrom personnel that were also needed to provide safety and structural advice to the actual recovery effort. i am trying to be mindful of the appropriate priorities and recognize that we will have time and we are committed to answering your many questions. i am confident that we will be back here. i have asked those records. they are being compiled now, and well be providing them. again, we also want to be clear that we consulted with the attorney and the district attorney and that we are treating all records created-for-before this fire as public records. will you have access to everything.
