what started the fire. they ruled out a refrigerator as te cause. >> we go to the scene where a victim has made a plea. >> reporter: a tearful plea that her friends not die in vain. she is asking for the city and the community to step it up when it comes to fire safety and creating affordable housing. >> my friends have died in this fire are beautiful. let their spirits live on. >> reporter: noel gaez peace march was a memorial for the victims. >> johnny was quirky. and danny, she was a ray of light. sara was peaceful. nick was jovial. barrett was a loving individual, too. >> reporter: she says the man who ran the artist collective, took advantage of people. >> it insults me every time he calls them his children.

if he was their children, he would have loved them to fix the place up. >> reporter: she says the city needs to do its part in enforcing the fire code. >> i think the fire marshal is the most effective individual to enforce the codes. >> reporter: atf investigators mapped the building. they now they a refrigerator was not the cause of the fire. but they're looking at electrical sources. >> just angers me. we have a lot of fellow artists who struggle but live and work in better environments. >> reporter: he would like to see a moratorium on evictions while the city pushes landlords to make safety improvements. meantime, there is a new party safety video to make sure future parties don't turn into what happened at the ghost ship. the 4:30-long film is hosted by an event planner and a public safety expert, who spent 18

normal. >> reporter: right now, traffic has eased up a little bit. you can imagine,s specially compared to rush hour here. drivers on fourth are forced to make a right tush turn because the repair work is continuing this evening. and it may continue for quite a while. this is what progress looks like. the main hole has been covered up and fresh concrete has been laid out. for some people leaveling, following an afternoon of shopping, the blocked intersection is an obstacle. >> i saw it earlier on the news. howard and fourth? >> yeah. is that where you're going through now? >> i hope not. >> reporter: for bicyclists who rely on the bike lane, southbound howard until third was a challenge. but past the construction, it was a breeze. >> cars are switching lanes. it's a little dangerous. not significantly more than usual. >> i'm looking down howard for you now. >> and now, there's nothing.

it's great. >> the 121-year-old water main failed at 3:00 a.m., causing water to gush out of the street. >> little damage to the properties. there was flooding into a couple of the garages in the area. >> that includes the marriott hotel underground garage, the subway construction project got water. but work continued. there was a slight drop in pressure. and the water was rerouted. above ground, some portions of the intersection continue to be ripped up. water shifted the soil below. construction is expected to continue into the corning. you can see the crews are filling in the portions of the street that had been broken up and are actually continuing to get broken up right now. they are continuing to fill them in to make sure they don't xlaps a little later. if you are curious, the city of san francisco has about 1,000

miles worth of pipes, zigzagging under the streets. and they are replacing them 15 miles at a time each year. reporting live in san francisco, abc 7 news. >> that will take a while. be prepared to take a detour if you plan to go through devil's slide. both lanes are closed because of an emergency response drill by caltrans. expect to see fire, smoke and a crash. it's simulated. the chp will help direct you lu the detours. the tunnels will be closed until 4:00 in the morning. a nevada family escaped a serious injury after a lethal level of toxin filled their apartment. the fire department found reads of 55 parts per mill of carbon monoxide in a bedroom. nine parts is considered the maximum allowable. a resident in the apartment said his kids got six after he

started a heater unit. the family was checked at the hospital. they will be okay. 20 residents were checked out as a precaution. tonight, abc 7 news has learned that santa clara county will play millions to a family of an inmate that was found dead. >> three guards were found guilty of beating michael tyree last year. we have new information on this settlement. >> reporter: thank you, dan and ama. the settlement is for more than $3.5 million. it will be divided between michael tyree's sisters and young daughter. >> it's a resolution of a very sad, heart wrenching situation. >> reporter: attorney represented michael tyree's two sisters in the excessive force claim against santa clara county. they have settled for $3.62

million. >> they would rather have their brother or father or, you know, being here than any amount of money. but there's no amount of money that's going to fix this. >> reporter: the county counsel released a statement, but would not comment otherwise. three jail guards are awaiting trial, charged with killing tyree. they say they beat him to death in custody. it is unusual for a civil case to be resolved before the criminal case. >> the county wanted to distance itself from the three guards and the conduct their accused of. what this settlement says to michael tyree's family, it's a statement of remorse. it's a statement of sympathy. >> reporter: the attorney for matthew farris said that it is supposed to start in january

university leaders say the band will be restructured and there will be a new band director. in a letter, he wrote, he hopes the punishment will address the leadership definites that have led to constant and repeated violations of policy and a total lack of accountability and responsibility. police in kansas city had to break up a fight between raiders and chiefs fans last night. video posted on twitter shows fans of both teams throwing punches in the stands. some people just went flying down the stairs. police are investigating and there can be charges. the raiders lost 21-13. new tonight, just released secret cia report, said russia tried to help president-elect trump win the white house. the cia believes individuals with connections to the russian government provided wikileaks with thousands of hacked e-mails from the democratic national committee in an effort to get mr. trump elected. tonight, trump's transition team responded saying in part, quote,

what we are tracking the wider picture, this is the cold front. that will be the focal point for the downpours. and many of us will see the downpours first thing on our saturday morning. ahead of the cold front, it is mild. the numbers you see, these are the typical afternoon highs, for this time of year. 61 in san francisco, with an isolated shower. 62 in san jose. a mild 62 in mountain view. and napa, at 58 degrees. the cold front we are tracking, has a bunch. it's a two, a moderate storm on the storm impact scale, with the downpours in the morning. most of the urban areas, a quarter of an inch of rain. and the higher areas, could see inches of rainfall. 5:00 in the morning, here's the cold front. the downpours first moving through the north bay. around 8:00. it's moving through the heart of the bay area, with the isolated downpours. by 9:00, 10:00 in the morning,
