♪ now to the devastating oakland warehouse fire. last friday three dozen people died while attending a concert at the ghost ship warehouse. the names of all 36 victims have been released. the atf is using cameras to see what exactly caused the fire. they ruled out a refrigerator as a cause. abc7 news reporter katie spoke to the friends of the victims who made a passionate free. >> he was beautiful. >> council member noel dires weekly peace a march game a -- became a memorial with the victims of the ghost ship fire a. she lost five friends. >> donna, she was a ray of light. one was peaceful and loving person, nick was jovial and he loved to travel. barrett was a loving individual too. >> she says the man who ran the artist collective, derek, took advantage of people.

>> and it really insults me every time he calls him his children. if they were his children he would have fixed the place up. >> the city needs to do their part enforcing fire code. >> i think the fire marshal is the most effective individual to enforce the codes. >> meanwhile atf investigators map the building. they now say a refrigerator was not the cause of the fire, but they are looking at electrical sources. >> just angers me because we have a lot of fellow artists who struggle, but live and work in better environments. >> he said she would like to see more evictions while the city pushes landlords to make safet abc7 news.

>> today there will be several benefits for the fire victims. there's a free event at the aggregate space gallery in oakland with an artist round table discussion. that starts at 11:00 this morning. there will had also be concerts tonight. a family in memorial at the public works san francisco on erie streets. that starts at 9:00. and another benefit concert will be at the hemlock tavern in san francisco. funds raised will go to the fire relief fund. that also starts at 9:00 tonigh t. there's a new party safety individual grow to make sure future parties in oakland don't turn into what happend at the ghost ship. the 4 1/2 minute long film is hosted by a public safety expert who spent 18 years as an emergency planner for burning man. they said party goers needs to know what -- when to leave if it doesn't feel right. >> all the code requirements and all that can't replace your own

individual responsibility. he said there are five essentials to a save party. lighted exit signs, fire extinguishers, smo ke alarms and a minimal amount of flammable material and exit doors you can get to very quickly. you can show support to the fire victims of the tragedy by sharing this badge on facebook. you will find it on our page, facebook.com/abc7news. i don't think we see it there, though. >> happening now, crews are still work to patch up the san francisco intersection where a broken water main busted early this morning at fourth and howard. they hope top open it at 7:30 this morning but the rain may cause for delays. sergio quintana has the story. >> reporter: this is what progress looks like. fresh concrete has been laid down, but the blocked intersection poses a bit of an obstacle for walking.

>> did you hear about the water main break? >> i saw it earlier. howard and fourth? >> yeah. is is that where you are going to now? >> i hope not. >> bicyclists who rely on it, southbound howard to third was a challenge. but past the construction it was a breeze. >> cars are switching lanes sporadically. it's a little dangerous, but not significantly more than usual. >> i'm looking down howard -- >> and now there's nothing. it's great >> the 121-year-old water main failed at 3:00 a.m. causing water to gush out of the street. >> very little damage to any of the properties. there was some spillage into a couple garages in the area. >> that includes the marriott hotel underground garage. and the central subway construction project got water. but work continued. there was a slight reduction in pressure for nearby customers. and the water was quickly rerouted. above ground some sources of the intersection continue to be ripped up. that's because water shifted to the soil below putting it at the

risk of collapse. construction is expected to continue into the morning. sergio quintana abc7 news. >> a nevada family escaped injury after lethal levels of carbon monoxide filled their apartment thursday night. 55 parts per million, to be exact. 9 parts is considered the maximum allowable. a resident in the apartment said his kids got ill after he unit. the family was checked out at the hospital and will be okay. 20 residents total in the apartment complex were checked out as a precaution. this morning abc7 news just learned santa clara county will pay out millions of dollars to the family of a mentally ill inmate found dead in jai three guards are accused of beating michael tyree to death early last year. we have information on the settlement. >> it's a resolution of just a very, sad, heart-wrenching situation.

>> attorney paula speaking with us via facetime represented michael tyree's two sisters. the women and his 7-year-old daughter have settled for $7.62 million. >>, they will much rather have their brother or father, you know, being here a than any amount of money but there's no amount of money that's ever going to fix this. >> the county released a statement releasing the details of the settlement but would not comment otherwise. three santa clara jail guards are awaiting trial, charged with killing tyree, who was mentally ill. they said the three beat him to death while he was in custody in august of 2015 legal analyst steven clark say it is unusual for a civil case to be resolved before a criminal case. >> the county wanted to distance itself from these three guards and the conduct they are accused of, so what this settlement says to michael tyree's family, it's

unclear this morning what caused the crash, but officers are saying wet weather and a dui are possible factors there. for the next few months the stanford band won't be seen or heard. the university suspended all band activities until the spring of 2017 quarter for violating the alcohol policy and violating an alcohol suspension and a travel ban imposed last spring. that investigation found alcohol abuse, hazing and sexual harassment among members. university leaders say the band will be restructured and there will also be a new band director. in a letter the vice provo for student affairs said he hopes the punishment will address the leadership deficits of that led to constant and repeated violations of policy and a total lack of accountability and responsibility. details now emerging on the land deal being put forward to -- on the land deal to try to keep the raiders in oakland.

the term sheet offered by a group headed by nfl hall of famer ronny lott lays out the plan for a $1.3 billion stadium. >> it is split up between infrastructure improvements, the raiders and sets aside land for an a's stadium if needed. councilman larry reid said it's the best the city and county have ever put together to keep the raiders in oakland. the mayor agrees. >> the nfl has wanted to see the city of oakland has the will and initiative to complete big projects, and that's what it's seeing. that is what is to be celebrated. and more important, to do it without placing a burden on the taxpayer. >> the city council and almeda county board of supervisors will vote on the term sheet tuesda

if approved, it will be presented to nfl owners at their next meeting. or meeting the next day. the raiders had no comment on the matter. new this morning for the first time since collin kaepernick announced his protest of the national anthem, his parents now breaking their silence on the stance. speaking to espn's the undefeated. kaepernick's parents say they absolutely support him. they say they wanted to release a statement because they kept seeing articles saying they do not support him. but they assure everyone that they are proud and they admire their son's courage in kneeling for the rights of others. their statement reads in part, quote, colin is carrying a heavy load and following a difficult path that he truly believes in. he is putting his entire future and possibly his life on the line for those beliefs. just released, secret cia report said russia tried to help president-elect donald trump win the white house. according to "the washington post" the cia believes individuals with connection was the russian government provided wikileaks with thousands of hacked e-mails from the democratic national committee in an effort to get trump elected. transition team responded

saying, quote, these are the same people who said saddam husain had weapons of mass destruction. it's now time to move on and make america great again. >> and congress voted to pass a water policy that would increase the water flow from the delta valley and southern california. senator barbara boxer voted against the bill because she said it changes the endangered species act. she wants it changed or killed. they help more than two dozen water projects in california alone. >> now your accuweather forecast with lisa argen. >> good morning. shaping up to be a soggy saturday morning and afternoon for some of you in the south bay and also the east bay the rain is going to last throughout the afternoon. the storm impact scale for everyone shows you this is going to be a 2 today. a little more intense. we will see some heavy downpours, moderate rain and anywhere from a third of an inch to an inch of rain from santa rosa to santa cruz.

the heaviest coast along the coastal hills where we are getting some pretty good downpours right now. check it out. it started on bodega bay and dillon beach. now the cells are slowly sliding to the east. sonoma county, penngrove, highway 101 and napa the rain is picking up for you. i widen the perspective and you notice it's just a north bay event right now although there is mist and drizzle. you need your wipers, and there is fog, anywhere from three-mile visibility to three quarters of a mile. in the sierra nevada, snow levels well above 8500 feet. it's flooding where we are really anticipating here around the truckee river where there's a flood warning. it's at 1 .8 feet and flood stage is at 4 1/2 feet. later today the river is expected to rise to 5.9 feet and at 6 feet we can get flooding around alpine meadows. historically it's been close to 6.5 feet back in 1981.

certainly not what we want to see here but there will be moderate flooding. shouldn't be a huge deal but we want to see the snow up there. in terms of amounts it's 3 to 6 inches. let's take you to the beach, the soggy beach in santa cruz where we are looking at more rain today. perhaps anywhere from a third of an inch. and doing very well this year with the rainfall totals. so almost near average in san jose. well above average everywhere else. it's 60 in the south bay. 59 oakland and one hour and ten-minute delays at sfo. stacking up already there with numbers in in the low 60s from novato. 60 concord. and finally you can see the foggy vantage point from the city. rain increasing this morning from north to south. showers will taper off this afternoon. it's going to be a dry evening tonight. after 6:00. and then looking for a sunny and cool sunday. so hour by hour it's still up in the north bay through about

8:00. and then it begins to sink south into san francisco, around i80. 9:00,, heavy downpours in oakland, san leandro and san ramon. 11:00 the peninsula getting pretty good rain in the south bay throughout the afternoon. 3:00, 4:00, and even in fremont throughout the afternoon. here's your dry evening. it's going to get cooler behind the front. notice the skies will rapidly clear and we will get back into a dryer air mass. talk about a third inch in the valleys from concord, maybe half inch in livermore and about that in oakland. and over an inch in san francisco. santa cruz, big sir. san francisco could pick up a half-inch. we are looking at highs today still in the mild sector of the system. 62 in palo alto. and the accuweather seven-day forecast, a two on the storm impact scale with a rainy morning in the north bay, rainy afternoon east bay, south bay, and then we will dry out tonight. tomorrow and monday a chance to dry out further whereas monday and tuesday we are getting wet again with a lighter system.

>> one of the trees at the state capitol has been to the moon and wack. just at the north entrance there's a tree that doesn't look much different than the other coastal redwoods around it, but in 1971 the men on the apollo mission took hundreds. seeds to the moon and then brought them back to the earth. one of the seeds was planted 45 years ago at the capitol. you probably wouldn't know it was special unless you take a closer loo the spacious tree is now 120 feet tall and thriving.

>> good morning north bay. let's get up and get going. >> this is abc7 mornings. >> the bay area is in for another rainy day. here's what it looked like on the golden gate bridge this morning going into san francisco. how long will the rain last? here's lisa argen for a look at the west weekend forecast. hi, lisa. >> hi, cornell. we have a dry day to squeeze out of the weekend. check out the yellows and reds. i put the clouds overlay on the radar. the reason being we have visibility reduced along the coast. that's where we are getting the heaviest rain throughout the morning hour. a mile and a half half moon bay. but look at the reds just east of santa rosa, down highway 12, sonoma, napa. and the vineyards, they are getting pretty good do you know poor this morning. scattered light showers elsewhere where. are we will see about a third

immediately after last week's tragic fire at the ghost ship is warehouse is a thermal imaging camera to try to determine the origin of the cause. vic lee has that story. >> the ghost ship fire moved quickly, furiously. the flames so intense it wasn't long before the roof and second floor collapsed. dr. abid camell is a expert in the anatural nice and investigation of fires and explosion. >> there was a collapse of the roof. a lot of it is three-dimensional objects become two dimensional. >> in the immediate aftermath the fire investigation becomes more challenging. >> the charring, melting of objects and electrical activity or lack thereof. >> reporter: among the evidence, the most important clue. >> they are looking for indicators that tell you how intensified it was, which direction it was moving and

helps them find the origin. >> reporter: that's when atf and other investigators used tools like this one. a thermal imaging camera. >> it picks up signals of heat and you can use that to map out an area and see which areas are still warm as opposed to areas of that gone cold. >> reporter: the mission of the investigators is to look for the origin of the fire. then you can look for the cause. here's what regular images look like. the cup on the table is red because it's filled with hot coffee. my face and hands are red because of the warm blood flow. in a fire the camera picks up heat in places you can't see. >> for instance, inside a wall and the wall is still warm you may know that you need to remove the sheetrock to look into that area with a camera like that. >> reporter: so anything warm or hot is emitting energy in the infrared spectrum. you can't see it with the naked eye, but you can with a thermal imaging camera. vic lee, abc7 news

>> a few friends of the fire's youngest victim visited the memorial at the ghost ship yesterday. the 17-year-old's death shocked his classmates at the school of art in san francisco. one friend first met mcgill about five years ago. >> he had such a humble and generous attributes within him. i still can't believe that someone as good as him just passed on. friends also describe him as being a talented singer who belonged to a boys choir. he lived in dublin and he took bart to attend classes in san francisco every day. many people want to help in some way to do something positive in the wake of the tragedy. you have a chance to do just that this weekend at the crucibel's annual holiday art sale. there yesterday artists worked on pieces and set up the displays. glassware, ceramics, all

camp for children with disabilities. today's open forum starts at 12:30 at mosswood park. that's on webster street. and a police shot and killed mario woods last december after they say he stabbed a stranger in the arm. police confronted him and fired beanbag rounds and then fatal shots. today at noon a group plans to restore the mario woods memorial at the site of the shooting today bikers will hop on their motorcycles to deliver thousands of gifts to children. it's part of of the 27th annual harley club toy run to give gifts to the san mateo medical center. this is video from a previous event. santa will also be there to hand out toys. you can help by bringing an unwrapped toy to put under the tree. more than 75 motorcycles and passengers are expected to take part in today's run. holiday shopping is in full

temperatures in the mid-40s right now and heavy rain blue canyon. we are looking at flood stage about 4.5 feet. it should crest to 5.9 feet tonight and then begin to reseed. on tuesday we are looking at a cold system that could bring over a foot of snow to the northern syria. that's good news. even though we don't want rain now. we will take any sort of moisture we can get in the mountains. in the meantime minor flooding around alpine meadows and truckee throughout the afternoon and by later on tonight things will get much calmer there. here's a look at the beach. soggy in santa cruz. 60 san jose. 67 at the coast with the fog. this is where you are going to get the heaviest rain, 62 mountain view. and sfo1 hour and 10 minute delays. 58 santa rosa, 59 napa and livermore. the first half of the day will be very wet for some of you but the second hatch of the day it's going to take some time to clear

up around parts of the eve bay and south bay. rain increasing for everyone this morning. showers taper off for you in the north bay this afternoon. and they become more scattered elsewhere. sunny and cool tomorrow. we are looking at the hour by hour forecast here which shows the front still hung up in the north bay through about 8:00. then by 9:00, 10:00, it pushes through the heart of the bay area. 11:00, you are getting downpours over in oakland into livermore and almeda. then on the peninsula throughout the afternoon, if you are headed to stanford shopping mall, it's going to be pretty soggy and in the south bay it becomes scattered throughout the 4:00 hour. but by dinnertime we are high and dry. it gets cooler tonight as the dryer air mass moves on through. so rainfall amounts through tonight anywhere from about a third to a half-inch in our valleys with perhaps a half-inch on the peninsula. san francisco, you are already at about 150% of normal. so add another .4 to that and

a 16-year-old cancer survivor has returned to lucille packard children's hospital. ronny tam shows us how he's helping other young people battling the same disease. >> a few unlikely characters showed up to lucille packard children's hospital. dig this guy in darth vader gear. meet the 16-year-old stormtrooper made it all happen. ryan tamm was diagnosed with leukemia at six months old. his cancer is in remission. and this is the second year tam and his "star wars" team delivered gifts to kids battling cancer. >> he said the kids can't be part of the promotion for "star wars" so let's bring "star wars" to them. >> he says this is a cool way to connect with other kids dealing with the same disease. >> the stories they share with us and show me and they are joyful when they see a cancer survivor. >> we want you to join our team. >> i'm there to come back and

>> santa alert. happening today thousands of people expected at union square, in the streets and brs of san francisco for the annual santa con. organizers of the event say it is still going on today despite many reports saying it is cancelled or postponed. it is free, but people can donate a toy to the firefighters toy drive. santas will meet at union square at noon, rain or shine. i'm going do guess there will be a lot of soggy santas out there.
