scattered showers. >> we had a few light rain drops ahead of the main storm. can you see the picture from our camera, it is getting gray. >> similar scene in walnut creek rigt new. this is what drivers along highway 24 are seeing, plenty of clouds, there, too, and we will get to that. >> in san jose the skies are clearer. the south bay is not far behind with rain falling in a few hours. we were above the park-'n-ride in mill valley, and the area often floods with the king tide peeking and lasting through friday. we have ponding and it is shut down. the park is ride is prone to flooding above 6' and rain will only add to the water pooling. we have more on the storm moving in and we will check with meteorologist mike nicco. >> good morning, everyone. the king tide of this king tide cycle was today at 10:10, the tallest at 7.1' but will drop to

6.5' by friday. then we are out of the cycle. more flooding is possible tomorrow and around today and tomorrow. our best chance of measurable rain is across the north bay and the santa cruz and isolated sprinkles to scattered showers. can you see the clouds bringing scattered showers. some of the evening commute will be slick and the showers head north tomorrow. i have raised the thursday storm level to strong, now a "3" on the storm-impact scale. it will be a doozy. >> we have live doppler 7 hd on the app where you can trace it for weather advisories on the phone or tablet. >> it is become to normal in a san jose neighborhood after tense hours.

a man threatened to harm himself in a low-to-mid with his six-year-old daughter inside. we are here with new details. matt? yes, this is interesting, this vehicle, the gmc s.u.v. is parked out of the home where the stand o took place this morning. you can see the tires are all flat. all four tires are flat. the police flattened the tires in case the person escaped outside and got in the vehicle and drove off. the ending to the stand off, best care scenario, an arrest and known was hurt. >> we are going to oakland for the latest in the investigation in the ghost ship. >> you our pans have been with us since the tragic fear last friday evening. we want you to understand the transition that is underway as

a.t.f. wraps up their onscene investigation. we move this now with a different mode. a lot of you have had specific questions for the fire chief and department about our inspection process and records and so forth so after this we are going to wrap similar to last week and do a separate question-and-answer session with deck fire chief and city manager. we have four speakers, jail snyder, -- jill december special agent in charge with a.t.f. and local fire chief, and nancy o'malley, district attorney and regional c.e.o. for the american red cross. jill snyder, a.t.f. special agent in charge.

>> and the oakland fire department have concluded the onscene investigation. throughout the district attorney's office investigation and the oakland fire department scene investigation a.t.f. has assisted by providing our fire expertise and conducting witness interviews. all of the scene information has been gathered and analysis will continue in conjunction with the fire department investigators. all of the findings will be submitted to the oakland fire department would will prepare the final report and give it to the district attorney's office. to clear up the concern over the determination being electrical, the electrical system is part of the analysis that experts with and oakland fire department are looking at determining the cause of the fire. the investigation is ongoing and

no final determination has been made. a.t.f. will continue to support the fire department analyzing all of the findings for the final report. a.t.f. will also continue to assist with the interviewing of witnesses for the district attorney's office investigation. although a.t.f. is no longer on the scene we want the families and friends of victims to know our thoughts are with them. at this time i town the body crumb over to the fire chief. >> good morning, everyone. i would like to start off by acknowledgment the remarkable work that was done by the oakland fire -- fire department personally, it was taxing physically and hen tale and i

thank them personally for the contributions they have made regarding the tragic incident. the work they performed was spectacular because it was a very different event. i thank the a.t.f. for their participation and support throughout this incident. for providing investigators and investigative personnel from the research laboratory in maryland. our fire investigators are working with a.t.f. to come mile all of the information necessary for a final fire appropriate. the source of origin is not identified yet. the investigation is ongoing. when we complete the fire department and as i mentioned the investigation right now is still ongoing, so i cannot give you a date on when that report will be completed but when the

report is completed, it will be turned over to the d.a. as mentioned by a.t.f. to continue their ongoing investigation. again, this was a tragic event. it was something that the city of deck thought they would -- it is tragic so with the families our thoughts and prayers are with you and for all of the different agencies supporting the event i say thank you to everyone for your participation and your help. >> i am nancy o'malley the district attorney. i want to echo what the chief just said to acknowledge the dedicated hard work of the first responders, the firefighters,

law enforcement and including all of the leaders of the organizations who worked so hard the last several days to make sure this tragic event is addressed with the outmost seriousness and focus possible. i thank specifically the a.t.f. for their expertise and working so closely my investigative team. between the and my criminal investigation team we have conducted numerous witnesses and working with the a.t.f. and oakland fire department to identify what we can from the evidence presented. the analysis is ongoing and it will continue. as you know my office now stands in the lead of the criminal investigation. we are working closely with now the oakland fire department to make sure we are thorough, we are methodical, and we are

calculating in how we are able to an lays -- analyze every piece of information and evidence we have recovered from the fire scene and surrounding circumstances that led up to the tragic fire. we will continue with our investigation. the lead prosecutor is an assistant district attorney and we have several investigators from my office committed 100% to the investigation. we will work as ever phonily as we -- efficiently as we can and move along as quickly as we can but not sacrifice the intelligent of the investigation or the analysis to get to an end result before we are ready. i emphasize it is an active investigation and we will not be commenting on any of the information we have geared. i thank the media for the tax

you have given to this and particularly to the attention and care you have then in your reporting to the family members of those who died in the fire and to all of the people would have survived the fire and those who is information that give us a pert context under which this fire occurred. i will want to say my office, victim witness division, has been working actively and very significantly in reaching out and working with the families of those who is died, and with those who survived the fire. we have prepared for you a number of phone numbers for resources for people in the community who have been impacted by the fire, particularly those who have been directly impacted either by losing a love one or by themselves survivorring the fire. these are critical resources for people would suffered the great

tragedy in a personal and direct way so we are asking you to make sure you are publishing the numbers as we are throughout all of our media outlets and social media to make sure those who need help have it available to them. the red cross has been working closely and convening with the crisis center to provide tremendous assets and resources t people devastated by the fire either by loss, their own experience or those who are in the area who have lost their houses or those who lived there before the fire occurred. i cannot give you a specific timeline but i will guarantee to the community, to the family members who lost someone in the fire, and to those who survived the fire, we will work diligently the we will be methodic and thorough bringing this case to justice.

to every victim of the fire, to their families, to those who survived and to the community so impacted by the tragedy, we keep you in our thoughts and we owe you nothing less to do our very best. now i would like to turn it over to the representative from the red cross. >> good morning, i will start by share our deepest sympathies. since last week 100 red cross workers'ly value stepped have been working with multitude of government agencies and community partners to provide services to those backed and provide comfort and help as they move failure. this included the families of loved ones of those lost and those displaced by the fire and those injured. the red cross has been providing financial assistance to those backed through our red cross disaster relief funds.

the funds have been used for initial lodging and message services and mental health and food and clothing and other items. the oakland a's have requested the stiff leader have asked the red cross to distribute the funds from oakland fire relief fund to those impacted. we are working closely with them to make it happen. we hope to secure funds in the coming day, and distribute them to those impacted directly as well as those displaced and those injured. 100% of the newspapers will -- funds will go to the families: red cross is preferring families to the agencies and county witness program. if there is anyone impacted by the fire, displaced or has a loved one a vick that not reached out we urge you to reach it today and the coming days 510-595-4441 and speak with a red cross worker who can conduct

>> now back to the early morning stand off in san jose. matt keller has that story. >> an hour and a half the family came back home. they have been inside since. to say that everything is going to get back to normal for them is probably inaccurate but we can say everyone is safe and phone was hurt. >> san jose police took over the east side neighbor at 1:45 this morning after receiving a call for an armed man threatening to harm himself. as the swat tomorrow called the emergency unit was brought in after 5:00 a.m. adjacent homes near story road were evacuated. officers woke people up and took them out of the danger zone. >> something big. this never happens. we have a safe neighborhood so this was very shocking. police negotiations took hours and became more intense when investigators realized the man had a six-year old daughter

inside the home. officers were preparing for a long day by shutting down parts of story road and creating a huge command post and even bringing out a robot just case. >> i talked to a hostage negotiator and they said he was reasonable and they were talking and he did want to surrender but was kind of trying to figure out how to do that. >> at 7:30, they all figured it out, 43-year-old jose lopez surrendered to police. his six year old daughter was unharmed and handed over to her mother. that is the goal when you have a situation lake this, and our officers did an exceptional job to get him to surrender and turn over the six-year-old. safely. >> lopez is backed into the santa clara jail on veteran several charges including domestic violence and making crime fat
