the team in oakland. the city council's approval of a nonbinding term sheet will allow the city to move forward with talks on a $1.3 billion stadium plan. rebecca kaplan says the deal is bigger than football. >> this isn't only for sports fans this should matter. this is also about economic development and jobs. >> reporter: with the raiders threatening to leave for las vegas, an investment group led by raider ronnie lott drafted a plan to resurrect the oakland coliseum into a football complex. he admits he doesn't have the blessing of marc davis yet. >> i think we'll get his blessing. more importantly, as we think about this opportunity, it's really about making sure that we're doing the right things for the nfl. >> reporter: the city and county would supply the land and some public funds. >> i'm urging members of the council to step up and take responsibility. >> one moment, please. >> reporter: dan siegel was heckled when he criticized the

sky 7 shows you the scene. tonight the sheriff's office has no suspects and no motive in the crime. abc7 news reporter indicate can i marzullo is live at the scene with the developing story. >> reporter: ama, crime scene technicians are still here nearly 24 hours after the fire broke out. sheriff's office tes us they have debris to sift through and desperate to find evidence that will lead to whoever kill this had well liked and well-known woman. >> if it's some lunatic out there, i can't even -- i'm almost in shock hearing it. >> reporter: murder and arson on grob way in castro valley. the victim a 59-year-old woman who had been living alone since her husband died in april. >> my heart goes it out family. i cannot understand what would cause someone to do something like that. >> reporter: the county sheriff's office says an autopsy revealed the victim did not die in the fire. she suffered wounds consistent with murder. >> these are brutal injuries that are inflicted upon people with violence.

>> reporter: the fire was reported at 2:45 in the morning. firings found the woman dead in her garage. >> they set her body and the garage and the house on fire and so that's usually done to conceal evidence to destroy evidence such as dna and fingerprints. >> reporter: sheriff's investigators have no suspects and no motive. the victim had lived her for more than 30 years and has two adult daughters and loved by neighbors. >> she was one of the sweetest people you want to meet. she was just a genuine wonderful lady. >> reporter: investigators are asking anyone who has surveilance video in the area between 10:00 p.m. and 2:00 a.m. to come forward. in castro valley, katie marzullo, abc7 news. atf agents still have not pinpointed what sparked is the deadly fire at the ghost ship warehouse. they revealed during a news conference they're looking at the building's electrical system. 36 people died in the december 2nd fire. parts of the building served as
