we begin with this breaking news out of oakland where the chp has closed internate 580 after a possible shooting on the freeway there. it happened and it just reopened actually moments ago. good afternoon and thank you for joining us. i'm ama daetz. >> and i'm dan ashley. larry beil has the day off. internate 580 near lake shore just reopened and traffic was so bad cars were going over a small divider just to get off the freeway. >> a live report now with the latest. >> reporter: as we were trying to get to the scene, eastbound 5880 opened within the last ten minutes. chp had shut it down about an hour prior to that for the shooting investigation. the roadblock occurring at harrison street.

we can assume that the shooting happened somewhere in that vicinity. as i drove by the scene on my way to work this afternoon, i could see officers looking for evidence. i was headed westbound on 580, and that was moving smoothly and as you can see from the sky 7 footage this roadblock snarled traffic ahead of the evening commute. as far as we know, there are no injuries. this is the same location of a shooting back on november 30. i did see a vehicle and a tow truck on 580 with a chp vehicle next to it. it's unclear if that's involved with this at all or if perhaps it is someone who ran out of gas or got in a collision looking at the investigation. we're still looking for some of those answers. we are staging right now for chp's information officer, and we will bring you those updates as soon as we get the confirmation from chp. >> live in oakland, abc 7 news. >> thank you. >> and do stay with abc news for

more on this breaking story as we take a look at traffic beginning to move again. now, we'll have more details throughout this newscast and our coverage continues right now on twitter at abc 7 news bay area. let's go overseas to breaking news in germany where a truck slammed into a christmas market killing at least nine people. >> christmas markets are a popular winter attraction. this one is across about two and a half miles from the brandenburg gate. elizabeth hur has more on this tragedy. >> reporter: dan and ama, first to give you perspective. we're told this happened in the heart of the city describe as berlin's times square and as for the motive, police say it's so early they are not ruling anything out. >> an evening of outdoor christmas shopping turned to sudden death and destruction when the large truck barreled into the unsuspecting crowds. >> it went just past me and past my girlfriend and missed me by three meters hand missed her by

five. it came into the entrance and hit the sides of the barriers and then carried on past us. >> reporter: at least nine people died as the truck tore through tables and wooden stands. many others reportedly injured. >> i saw one guy being dragged away with blood on his face and i helped several of the people. >> reporter: dozen of ambulances rushed to the scene and heavily armed police patrolled the area. german police have arrested the man believed to be the driver of the truck. it happened in the center of the german capital at a popular christmas market. police are investigating whether this is an accident or an attack. in november the state department issued an alert warning americans traveling abroad in europe to be wary of large gatherings that could attract terrorist strikes, and there were specific warnings about going to shopping malls and holiday markets. >> meantime ever, german police said two people were in the truck and one died in the crash and the other is now in police

aleppo. the gunman who authorities identified as an officer with the turkish riot police was later killed by security forces. the shooting comes a day after a protest in turkey after russia's military intervention in syria. meantime in syria. the turkey ushered a besieged town of aleppo continued and turkish authorities say 20,000 people have left safely. the united nations has passed a resolution to bring monitors into the area fearing reprisals against the population by syrian forces. the resolution is part of the continuing propaganda against syria and its fight against terrorists. >> breaking news this time out of concoord. >> sky 7 hd is over the scene of a fire burning at an apartment complex that a lot of families had to get out of quickly. >> happened on laguna street and abc 7 reporter cornell bernard is live at the scene with the latest. cornell. >> reporter: as many as eight

families could be displaced from this fire. after the fire swept through at a apartment townhouse on laguna street we're near downtown concord. sky 7 hd was over the fire which started just before 2:00 p.m. the fire swept through eight units and two people we're told by the fire department had to be rescued off of their balconies and the smoke and flame for that and a 5-year-old girl suffered some smoke inhalation and she was taken to a nearby hospital and we were told her injuries are not major and show will be okay. 22 people in all displaced from their homes tonight. the cause of the fire still under investigation but there is quite a large scene and just if you came back live and past these fire trucks and a lot of people out and what happened and when they can return. no word on that. we're live in concord, cornell bernard, abc 7 news.

a delivery truck driver was killed this morning after an early morning crash on interstate 680. traffic was affected for hours. abc 7 news reporter melanie woodrow has been following this story all day and is live with the very latest. melanie? >> well, we've just received the fame of that 26-year-old driver who very unfortunately died in that accident overnight. he is 26-year-old rafiques kumar. both the u.s. postal service and fedex extend the condolences to their family and they are trying to get the packages delivered on what is the busiest david year. dozens of packages spilled into the road after a delivery truck hit an abandoned minivan on the shoulder of 680 southbound and the truck overturn and hit a metal pole. chp says the 26-year-old driver was trapped inside. he later died at the hospital.

republican, though he has supported gop candidate in the past. north carolina legislators will meet tomorrow to formally repeal hb-2, widely known as the bathroom bill. state leaders struck a deal to get rid of that controversial law. it rirz transgender people to use rest rooms according to the sex on their xwirt certificates. several cities band city travel to north carolina because of this law. uber is failing to yield to demands that take its self-driving cars off san francisco roads. at least one of them was spotted driving in the city. this is video provide by the company. on friday state prosecutors threatened legal action at the san francisco company didn't immediately remove the cars from city streets. uber vowed to continue the pilot program it launched last wednesday saying the cars aren't subject to self-driving regulations because the vehicles are not allowed to drive without a human operator.

an hour ago. investigators have not said if someone was injured or if they are actively looking for a shooter but it did cause a huge traffic mess. here what else is making headlines hat 4:30, a special terrorism unit has taken over the investigation of a deadly incident in ber livent the driver of a large truck plowed into a crowd of people at a popular christmas market killing nine and injuring up to 50 others. police arrested someone at the scene but it's not clear if that person was the driver, a passenger in the truck died. an assassin killed russia's ambassador to turkey today. the ambassador was at an art exhibit when the man standing behind him shot him in the back yelling don't forget alepho. turkish forces took out the attacker and aleppo has been the center of intense fight between the russian-backed syrian government and rebels. reporter vic lee tweeted that the judge who oversaw the sex assault

>> no. >> don't do that. just watch this cool video. pretty wild. a lawsuit filed by two sioux tribes seeking to stop access to the dakota pipeline is on hold while a related court battle over the project plays out. pipeline developer energy transfer partners is asking a judge to rule that it has permission to lay pipe under the missouri river in north dakota. now on the other side of that court battle is the army which says more study is needed. today more than two dozen people demonstrated against the pipeline in downtown san francisco. they say they are taking peaceful action in support of those still extending rock north dakota. the mayor of new orleans has announced a settlement related to deadly police shootings after hurricane katrina. the city will pay out just over $13 million to 17 plaintiffs. the settlement resolved lawsuits over the deaths of three people killed in shootings after the 2005 hurricane and a fourth person who was beaten to death. 20 officers were charged in a

series of justice department civil rights investigations following katrina. president obama pardoned 78 people and shortened the sentences of 153 others convicted of federal crimes, including five in the bay area. gregory boyd of oakly will have his 35-year sentence cut to 11 and ray kelly, was sentenced to 20 years and he'll now serve 15. both men were sentenced in drug-related cases. three people were pardoned or forgiven for their crimes including lehigh dickie of oakland, fabius jones of oakland and dean condo of davie city. all alameda county courtshouses will be closed until monday, january the court's fax filing service will continue to operate.

well, today is the busiest mailing day of the holiday season. the u.s. postal service expect to deliver 750 million packages before the new year. that is 12% more than last year. overall 16 billion pieces of mail will be moved for the holidays. the u.s. post office has recommendations that if you want your cards and packages to reach their destinations by christmas, send them first class by tomorrow, priority by wednesday or priority mail express by friday. abc 7 and our parent company disney continue to share the joy this holiday season with donations to help bring cheer to bay area kids in need.

was founded in san francisco in 1929. in the past ten years or so it has rapidly expanded to nearly 9,000 students gobbling up real estate for classrooms and dorms. the city attorney dennis herrera says it's done so by breaking the rule. >> earlier this year, fully 33 of the academy's 40 properties failed to comply with permit entitlement, ought skaigs or latest requirements. >> in may attorney herrera sued the university and today he announce what had he calls a landmark $60 million settlement. it includes penalties but biggest award 40 million will be spent by the academy to transform two of its sites here on pine street and into 160 units of affordable housing for seniors designed to make up for the unauthorized properties the college has amassed during the city's housing shortage. >> this company has finally agreed to be part of the solution rather than had a major contributor to the problem.

>> reporter: we spoke with highway patrol in the last hour saying they were carrying two rounds and some of the rounds struck the victim's vehicle and the people inside were not hit. they were able to pull over and then, of course, chp shutting down eastbound 5880. we're showing you some sky 7 footage of the scene as chp officers searched for evidence. this caused a massive backup around 3:00. chp tells us the circumstances of road rage incident. the driver of a honda was tailgating the suspect vehicle and then as they went around the suspect vehicle they posed a lewd gesture at the driver of the suspect volk, that being a black four door mercedes. the suspect vehicle then pulled up next to the victims and the shooter rolling down the windows and firing into the driver's side of the
