being warm. >> reporter: athletes have to be practiced and dog have to be walked. >> we try to go fast. >> reporter: in danville, these ducks seem unphased by the cold, but the parks are having a problem. maintenance services had to shut off all the drinking fountains because water lines have been freezing and bursting. for all nine bay area counties, the cold calm weather has prompted a spare the air alert from monday through wednesday. >> we as the bay area need to take action to reduce that particulate matter by not burning wood on winter spare the air days. >> the cold can put certain plans on ice, but in san ramon, the family brachved the element to celebrate a birthday. >> it's really cold. frozen yogurt makes it colder obviously. >> reporter: but obviously worth it. katie, abc 7 news. >> enable the push alert. stay on top of any breaking news

as it happens. new at 11:00, some stanford students were forced out of their homes and into the cold after smoke started pouring out of a laundry room. pictures from student jean nevin showed it out of the residence shortly before 10:00 tonight. students heard a fire alarm and evacuated the building. great news here, no one was hurt. fire fighters have not said what was damaged or how the fire started. >> also new at 11:00, a mun i bus hit a woman during the evening commute. abc 7 news was at the scene on market and third street. the victim was under the bus when they arrived. she suffered but is expected to recover. officers shut down part of mission street in the area as they investigated. tonight the highway patrol is searching for the gunman who opened fire on interstate 580 in oakland today. sky 7 was over the scene moments after the gun fire and shows the huge back that followed. take a look at that. this is the second time in three weeks shots have sbn shot on

this stretch of bay area freeway. nbc reporter has the details. >> reporter: as they searched for bullet casings and the man who fired into another moving vehicle. >> probably attempted murder most likely. bran dishing a weapon, i'm sure there's other things we'd be looking at as well, but right now we just want to catch this person. >> reporter: the incident started as road rage, around 1:00 in the afternoon. on the freeway, west of grand avenue, the driver of a honda tailgated a man driving a black mer sa mercedes, then sped around him. >> a rude gesture was made towards our suspect. >> reporter: the mercedes driver retaliated, pulling into median and firing into the driver's side of the victim's vehicle. fortunately he missed the two people inside before speeding away. tonight is the second shooting

in the past two week. the other incident occurred further down 580 and sent two people to the hospital. oakland police are now investigating the november 30th case. in video from sky 7 you can see a car covered in bullet holes. the victims were a man and woman and no suspect description was released. chp says tonight's incident was road rage and not gang related. >> reminder, there's no place we need to go to that that urgently that we're jeopardizing lives. >> reporter: if you witnessed the shooting or suspect vehicle, you can call 1-800-tell chp. abc 7 news. >> abc 7 news was in concord where a fire in an apartment building burned 22 people out of their homes. flames damaged six condos and dough destroyed two others. two people had to be rescued from balk balconies.

two other people suffered minor injuries trying to escape the flame. >> i saw it was straight fire. one of the neighbors helped us bring the dog down. we climbed over the balcony from the second floor down. we survived. >> no cause yet on the fire but investigators are focusing on a space heater. a power problem at a refinery led to a health alert in the east bay. sky 7 was over the martinez shell refinery, where a spokesperson tells abc 7 news flaring to burn off combustible gases during a partial power outage that led to a public health advisory for martinez and p pacheco two hours this afternoon. >> a large tree limb broke off and crushed 16-year-old jack lewis last december. it happened along lake merit near ferry land. his family filed a wrongful death lawsuit today. they say the city knew the tree was diseased and had marked it for removal.

been selling ivory well after the state's ivory ban became law. fish and wildlife investigators seized dozens of pieces in san francisco's china town ranging from jewelry to statue ettes. they believe all of them are made of ivory. the new law prohibiting the buying, selling and trading of ivory took effect july 1st. >> $500,000 worth of ivory. we thought that was pretty egregious amount of ivory to be selling and we're going to proceed with the investigation that will likely end up being prosecuted here at the district attorney's office. >> reporter: the bust goes beyond the bay area as well. inspectors confiscated nearly 400 pieces of ivory jewelry at an air cargo terminal at lax. for shop owners who have been selling ivory for years, the new law has been quite an adjust many. grant street was one of dozens of stores fish and wildlife investigated last week. he carries pieces made of plastic or bone after selling all of his ivory before the ban. >> i sold some of mine $0.20 on the dollar, some of them i sold

below my cost, just to get rid of it because i know that it's not going to be anything any more. >> as for those who were found in violation, they could face a year in jail and up to a $50,000 fine. in san francisco, lilian kim, abc 7 news. >> only on abc 7 news, dozens of residents in the south bay say they've had no running water for more than a month. abc 7 news was in san jose today where 40 residents who live at twin creeks properties, a converted resort in a rural part of the city, say they've been out of running water since early november. that's when the state told them their landlord was illegally getting their water from twin creeks and it was contaminated with e. coli. they spoke with us but didn't want to be identified. >> the neighbor i have next door, she has a child. he cannot bathe or get ready for school. > the county is providing residents with water. the state is considering sanctions against the landlord. >> despite a lot of pressure

there were no big surprises as the electoral college voted donald trump into office. they tweeted, we did it. thank you to all of my great supporters, we just officially won the election. >> take it to the house. >> at the state capital, protesters called for electers to vote against donald trump. if enough electors in republican states broke ranks and voted against trump, the house of representatives would have to pick the president. in washington state they broke against ranks. instead of picking clinton, three voted for colin powell and one voted for a native american activist. >> now to some breaking news we are following an ac transit bus crash in oakland. >> abc 7 reporter just arrived at the tenth. this is at tenth and oak and she is live. katie. >> dan, i can tell you the driver of the bus was transported to the hospital with injuries. he's currently being evaluated. he or she, rather, we don't know at this point, but you can see behind me exactly why they are being evaluated.

those injuries, a serious crash as the ac transit bus struck a tree. we are on northbound on oak at tenth. i am told that there was a second vehicle involved, a lexus suv. that was toed away from the scene moments ago. but the people who were in that car are okay. they are still on scene tonight and i'm told that both vehicles were going in the same direction. this is a one-way oak heading north. and at this point we don't know what caused the two vehicles to collide and who had the right-of-way or what the circumstances are surrounding the collision, but you can see here that ac transit bus in bad shape. there were no passengers on the bus so that is good news. and we are working to get an update on the condition of that driver. live in oakland, katie, abc 7 news. >> now your accuweather forecast with sandy patel. >> hi, everyone. take a look at doppler 7. we have high clouds beginning to increase from the north.

that will help to insulate us a little bit. i know it's hard to believe, but temperatures are actually running a little bit higher than at this time last night. we are in the mid 30s and our coldest inland valleys, san ramon, you're already down to freezing. so, tonight an extra blanket will come in handy. turn up the heat. from our emory ville, you're looking downtown oakland. visibility is fine now. we're looking at freezing conditions in spots with patchy morning frost. milder afternoons mid week and it's going to be rainy and windy on your friday. so, tonight expect those temperatures to dip down below freezing in liver more, napa, santa rose a 30 degrees down to 29 in fairfield, and as you take a look here, even some 30s and 40s right around the bay and along the coast line. highs for tuesday still going to be on the cool side. you're going to be seeing mid 50s to low 60s. hang onto that extra layer. it's going to be chilled sunshine. our storm impact is in for friday. moderate strength storm, a 2 comes in light to moderate rain expected. early estimates about a half an inch to an inch. and there will be gusty winds
