needs in the next police chief. that is in william bill scott the deputy chief of the los angeles police department. [ applause ] deputy chief scott is a 27-year veteran with the lapd. a department that during the last ten years has undergone its own transformation implementing reforms in the departent of justice. with the persons of managing a department, taking on similar changes and coupled with the progress made under tony's leadership i believe we have exponentially increased our chances to build the 21st century misdemeanor more effectively. deputy chief scott has seen what it taxis to not only implement a series of reforms but the efforts it will take to

transform a deputy and continue to build community trust and create a more transparent and accountable police department. it starts at the top. i'm confident deputy chief scott is up to the the task. not only has he helped to bring in reforms but he has the operational and administration experience needed to keep our streets and our neighbors safe each day. he is responsible for daily management and politicians of the los angeles' south bureau and responsible for managing four geographical areas, three specialized entities and has led more than 1,700 employees that served 740,000 residents in a 2357 square mile radious. my confident that we have gotten something unique in his leadership and i look forward to moving forward as a city. i thank the police commission

for conducting an exhaustive and comprehensive search, each and all of your dedication to this process has not gone unnoticed and all of your hard work has brought us to this moment. i also want to think all of the anti-violence and public safety groups as well as our interfaith leaders because you have been at the table in every instance helping us understand the needs of our city, but, also, listening to people who were hurt, impacted and wanted our officers and our police department and our city ultimately to do better, our entire city. i have said it before, the release of the department of justice report was not the end of the journey. it is the beginning. it has provided us with a road map forward which we promise to honor. we now have a leader in place

with the experience under his belted, the proven ability and the leadership skills to work with all the different entities involved to succeed. is a from day not city of san francisco. i welcome bill and his family to san francisco. my pleasure now to introduce san francisco's next chief of the san francisco police department, william bill scott. [ applause ] >> good morning, everybody. first of all, i thank mayor lee for taking the steps to select me for this position. i know this process was not an easy one and there were a lot of folks that were qualified for the position i am grateful and thankful i've been selected to lead this great city and this great department. i have a rule that i speak in public i try to eliminate the

word "i," because the work is more about you but i know you want to know who i am so i. start with a little bit about me and what you getting. i brought my family with me today and with the exception of my daughter who could not get off work so i introduce my wife, and my son brandon and my son tyler, they are the force that drives my life. and i couldn't do it without them. so, they have been with me through the journey. i am from alabama originally and went to the college of alabama with a degree of accounting and interesting story, i will be brief because i don't want to use you will all time when my wife and i got married we talked about where we wanted it live and the number one on my list was the city of california.

[ applause ] it didn't work out that way immediately because los angeles came first but ironically yesterday was our anniversary of 29 years. so on our anniversary we ended up in san francisco to accept this job so i thought that was karma in the making and it is a great thing. so with that i will talk about the "we." any successful police department has to be a partnership between the community and the officers that work the police department and the chief of police, the chief of police is the leader. and will drive that vision of the mayor and the city leaders but it is really about "we," and that is what i want to focus my remarks about. to the community of the city san francisco and the diverse communities make up the great

city and what you will find in me i hope is the same person that i've been all my life, a person that will listen to you, will hear you, will take action as appropriate and person that will be fair and be consistent. that is the same thing i like to share with the men and women of the san francisco believe. that is where the work is done one of the hardest parts about the process is i could not reach out to the men and women of the san francisco police department, the men will be working with but starting today that will change, of course, and i am so excited to meet and to get to know the men and women of this police department because what i have seen in my travels and i have met a lot of police departments and been to a last places all around the world there is one thing we all have in common those who are dedicated and committed have one thing in common: we care about the communities we serve and about the service. officer what i can see, that rings true here.

every department has issues, every department has thens to work on and this is no exception but the men and women from what i have seen, read, her including arriving at 9 airport and how friendly the officers remain, they did not know who i was, i was just another person but the officers this i met science i have been here dug the process have been very friendly and be gaging and my wife and i went to lunch a couple of weeks ago and we sat next to two officers and they did not know who i was but engaged in conversation that is the type of service that rings true for a cop that really occur about what they do because it is very easy to not engage with the community and be insulated. with this department in what i have seen personally that is not the case and i am looking forward to meeting with and work with the fine officers of the san francisco police department. lastly, let me just say thank you to the police commission,

the president of the commission, the recruiting firm that talked me through in process. i wasn't looking for a job. i was very happy in lapd, i love that city, love the department, and very happy in h.p.d. but it is funny how good and god works. i do what you can do and put yourself in a position when the opportunity comes, take advantage of it and that is how this played out. being the fact this is the place i always wanted to live and the opportunity came up and it felt right to me and when i started to research the city and the infrastructure and what the mayor is doing and the mayor's vision, it felt even more right so i am so excited to be part of this. we are just a police department that is part of the total big picture but it is an important piece and why take it slightly l is a last work to be done, a lot of reforms on the agenda, and chief chaplin has reached out to

me and been gracious and i am look forward to working with him to get to where we need to get to so, thank you, again, for allow me to be your chief. [ applause ] >> i take this opportunity to again publicly thank the commission and i had a chance through this process to work very closeally with the president of the commission and suzie had a last hours but more than that, a lot quality thought was conducted through this entire year-long process and i say thank you for your dedication to not only public safety but to the quality of life in the city and i want you to say a few words how this has

impacted your longevity. >> no comment. >> thank you, mr. mayor. congratulations, chief. >> i went to thank you, mr. mayor for making this investigation is i thank interim chief toney chaplin and the entire staff and the men and women of the san francisco police department. uncertainty around who your leader is difficult, and chief chaplin was extraordinary, laid the groundwork, and here we are, so many community members cross san francisco from chinatown to the bayview to the western addition be came out to the community meetings and told us what to look for. san francisco cares deeply about this city and they care very deeply about who their police chief is. we had an incredible crew of candidates and i will say this about chief bill scott. san franciscoans want to know you appreciate this city and you know this city and i think you will see and you will have the

same feeling he had that he is the right man at the right time for this department. there is extraordinary work being done with our reforms, from work being done each day on the streets and we want to lit that up and address the deficiencies we all know are there so that san francisco can be the beacon of hope in this country which we certainly need now more than ever and we can rebuild trust between police and the community and keep us safe. congratulations and thank you to everyone who participated in the process. behalf the san francisco board of supervisors i would like to welcome our new police chief this is a long time coming and i'm excited. reach out to forbes that i know in son california they are upset to lose you and i think that says a lot about the process and about what the commission did to make this decision and what the mayor did to make the decision. of course, as president of the board and someone who grew up in the city i had a lot to say about what i wanted to see in a police chief because we have a lot challenges in san francisco. it is not necessarily just about rebuilding trust, it is about establishing trust in the first place. we have an amazing team of officers, many of the command staff here i have worked with in the past in my community and they are dedicated to the cities they are dedicated to reform, and now it is time to lead san

francisco in the right direction and i think we picked a good leader to help us move these reforms forward. i am looking forward to a new day in san francisco. i'm looking forward to changes, noticeable changes, in the department, in san francisco, and i'm looking forward to make sure we do all question to make sure this people who are not deserving of wearing this afternoon fm are weeded identity of the department. at the end of the day, at the end of the day we have work to do. we have work to do and bringing groups telling, bring the police department together with our community is really important and i'm very excited. i'm very excited. he is going to be leader of the department and we're going to support him and i'm asking member of the public and the community to do all they can to continue to work with us and be optimistic about the future for this department it is time for a new day and i'm almost excited about it.

this is introduction of the new san francico police chief a process that has lasted many months, a department that is under reform request >> in 27 years i have experienced that twice with an outside chief coming in to lapd and i know what that feels like from the street officer level. one thing that you have toed in about police officers, when you are out there trying to do your job and protect and serve moore community you care who the chief is, but it is really about are you get the support you need to do your job? first and foremost, is my job to

make sure our officers get the support and everything they need to do their jobs. coming in from the outside i know that is to some people a shot to the system but here is what i saw in my own experience with the chiefs come in from the outside they have a different view of things, a fresh look, and those that really do that well are able to come in with new ideas, fresh ideas, and work with the talent that is inside the department. this is a very talented organization from everything i know. my charge is to work with the talent we have in the organization right now. i will come with fresh eyes and see it differently because i have not been in the organization. i want raised in the organization. it is do-able. i lived through that. i lived through that with lapd and our last cheap from the outside bill bratton was a great role model for me to see how it is done because i rose through the rank while he was there and he appointed me to captain so i

saw what worked for me with a new chief coming in. what worked for me was the chief that made me believe he was supportive of me getting the job done by giving me what i needed to get job done. people will learn me and learn who i am as we get to know and as time progresses people will know who i am, i have been the same person, i will not change, but the person that i am, can resonate with the officers doing the job that is where i come from. it is in my d.n.a. my years with lapd have been in operations so i get, my job is to make sure they understand i get it but support them. we have a lot of work to do and the mayor has high standards that i plan to fully plan, to be solves as i can to make sure we get there. i need the officers to know i understand what they are feeling and going through. >> that was 52-year-old william sctt the new chief of the san francisco police department came

forecast with meteorologist mike nicco. >> there is haze with a breeze over the water but not town the atmosphere to keep it from getting stag plant and possibly soot filled so we have a "spare the air" day with more sunshine and warmth today through thursday and strong storms are possibility on friday and weaker on sunday into monday. you can see how murky the air is. the only good air is the south central bay but the rest us are moderate with poor air being a possibility, for the second over all winter "spare the air" so wood burning is bad all day today and tomorrow. 60s in san jose, morgan hill, santa cruz where you will see the most sunshine with increasing high clouds in the north and richmond and vallejo and fairfield and antioch at 56, average to above average. no frost tonight. the temperatures are upper 30s in santa rosa and 40 to 46 degrees for the rest us. on friday, busy day, not only because it is friday but the friday before christmas, and

friday into saturday morning we have light-to-moderate rain half an inch to 1" and gusty winds so it is moderate up from light but not is strong as what we had last time. it was a "3". it will dump snow in the sierra a winter storm watch from 10:00 a.m. on friday through 4:00 p.m. on saturday. and more than 1' in south lake tahoe and winds there will be a lot of sunshine for our shortest day of the year, supposedly, tomorrow, and thursday, partly cloudy in the 60s away from the coast. then we get wet weather on friday. expect delays at sfo that morning as the clouds gather and
