good morning, east bay. let's get up and get going. >> this is abc 7 mornings. >> it is 6:00 a.m., a wet and windy morning greets you outside, across the bay area as the first in a series of powerful storms slams into our neighborhoods. you can see the slick and soggy roads as that back-up continues to build at the bay bridge toll plaza. >> we were white knuckling it on the way in and you can see this video, dangerous conditions for drivers overnight, interstate 280 was blocked near cesar chavez in san francisco after four cars slammed into one another. >> and we're not going to get much of a break over the next seven days. start our coverage with abc meteorologist mike nicco. >> i hit the brakes this morning, nothing happened, they were so water logged, i had to pump them a couple times to dry

them out before they would take grip so that's something to think about when you're driving through that wet weather. flash flood warning, santa cruz mountains, just south of felton on highway 9 until 6:45. the san lorenzo river overflowing its bank. in sonoma county, we have a flash flood warning informuntil and what is happening here is colgan creek at llano road is overflowing and flooding right now. if you look at irritate, we've got a little little light shower moving from half moon bay into san francisco but that's about it. we're transitioning to light rain and showers for the rest of the afternoon but the commute still a mess. so here's alexis. yeah, it is. but definitely some welcome news that the heaviest of that rain is pushing out. here's a live look at the san mateo bridge. quite a few crashes around 880 and 92. those have cleared up. new one south of the dumbarton bridge. even though the heaviest of the rain is out of here, we still have some wet pavement and you

need to slow down and really drive for conditions this morning. 46 minutes, westbound 580, still pretty soggy for your drive. southbound 680, 24 minutes so some delays to the tri-valley too. northbound 85 looking okay in the south bay, though. you are in the green at just about 16 minutes. next traffic update coming up in less than 10. alexis, thank you. as she has been warning you, this morning's commute will be much messier. >> amy hollyfield is tracking the biggest problem areas right now to show us what we can expect when we hit the roads. >> hi, natasha. it has been very busy. we've been following the chp log online. there are so many calls for service, traffic collision, flooding, traffic collision, flooding, back and forth and back and forth. water on the roadway, car spinout all over the bay area. we will say that they are getting to them quickly and

they're clearing them as fast as they can. the scary part is that you could be the one that comes up on it before they've gotten there. there may not be flares, so that's a good reason to go very slowly this morning, really be aware that you might be the one to see that spin out or the standing water, which is hard to see out here. it's so dark that suddenly you're in the middle of a puddle before you even -- you just didn't see it coming. so definitely some things to be aware of. the rain has tapered off. it was very heavy between 4:00 and 5:00 this morning, especially in the east bay. we ha we are in oakland heading towards san leandro. we may have passed over into san leandro. do you think we have? we're getting close. the traffic out here looks okay and the rain has tapered off but still puddles could sneak up on you. irrita it rained a lot overnight. a lot of hazards out here. a great morning to go very slowly, very carefully, give yourself extra time. reporting live from oakland, san

leandro, amy hollyfield, abc 7 news. >> amy, thank you. yeah, i think all of us experienced that ponding this morning and the rain causing big problems in the south bay. >> that is where abc 7 news reporter matt keller is live in the santa cruz mountains. good morning, matt. >> good morning, reng george lucas and natasha, yeah, just like amy, i'm warning everybody out there to be careful if you're going to be behind the wheel this morning in the santa cruz mountains. when i was driving this morning here to felton, i ran into at least six slides that i saw on the side of the road, and also rocks in the middle of the road and as i get out here, you can see that it's still raining here in felton, and as my photographer ian looks over here to just over the edge, you can see the runoff, all this water that is coming from the area and that is heading into the san lorenzo river right here. yeah, it is wet outside, and it is wet here in the mountains. check out this new video we shot this morning of the san lorenzo river. just under the felton covered bridge. there is a flash flood watch and a flash flood warning but the flood advisory expired about 15

minutes ago. the san lorenzo river, big trees went over the flood stage overnight but it's dropped significantly since then. the latest observation has it a little more than 3 feet below the flood stage so the rain has been falling pretty consistently here in the santa cruz mounains. scots valley saw heavy downpours, just be prepared for anything when you hit the roads. we've seen plenty of reports from the chp, trees down across roadways, rocks in the roadways, mud slides and debris so be careful when you're driving. reporting live in the santa cruz mountains and felton, matt keller. >> in flaent pleasant hill, a wn snapped photos of her car. if you take photos or videos, we want to see it, post them with the hashtag abc7now. you can see your photos right here on abc 7 news. if you're heading to sfo today, we are wushing you luck because bad weather is causing early delays this morning according to tracking website

administration. it is an unusual arrangement, because usually, that role would fall on the state attorney general. holder was selected by the california legislature to lead a team of attorneys from a firm called covington and burling. that's according to the l.a. times. he will be advising the state on issues surrounding numerous topics that include climate change, women, and civil rights. reggie, back to you. >> thank you, jess. oakland mayor libby schaaf plans to formally introduce the police department's new chief today. abc 7 news learned last night, outsider anne kirkpatrick will head the department. she becomes the first ever female police chief in oakland. she worked as police chief in spokane, washington, and was picked by chicago's police superintendent to head the department's new bureau of professional standards. oakland pd was at the center of a bay area sex controversy involving an underage prostitute. the department has gone through three chiefs just since then. >> 6:07 now. taxi drives in san francisco breathing a sigh of relief.

now your accuweather forecast with mike nicco. >> wanted to give you a quick update on something alexis and i have been watching, u.s. 101 south near paul avenue off ramp in daly city, vehicles hydroplaning, several inches of standing water right there and about 3 miles south of san rafael, u.s. 101 north and sir francis drake boulevard starting to flood about 4 inches deep of the water. in fact, they've had nearly 3 1/2 in san rafael. in san jose, 280, you're dealing with wet conditions at 280 and 17 and that rain we just showed you on live doppler 7, here it is falling on sfo. there it is, pulling away right now, heading across and it's going to rain on san lorenzo, san leandro, that will push into the mountains and also san ramon and heading down towards

mountain view, we have a light shower so the morning commute is going to be the most difficult. the downpours are just about over but we still have some standing water and we still have the potential for rock slides in our mountains through about 7:00, 8:00. so be careful there. speaking of the commute, let me turn you over to the authority. yeah. unfortunately, i don't have a lot of great news and more on that flooding that mike was talking about, 980 and 580 interchange in oakland is another area. closures in sonoma this morning. all right. we are starting to see the heaviest of the rain push out of the bay area as mike has mentioned but we do have a new rollover crash, eastbound 580 so the lighter side of the traffic, one vehicle landed on its side, that's in the left lane right now. another vehicle went down an embankment. i will keep an eye on that. also a car slid off the roadway onramp to southbound 880 in the fremont area and a high wind

now breaking news from the abc 7 live desk. >> that breaking news coming in from new york where numerous injuries are being reported after a train derailed and our sister station there just tweeting out one minute ago here that there's actually 32 minor injuries. these are live images coming in. you can see the massive response out there. the train apparently hit the platform or bumper at a very low speed and we know this is happening in downtown brooklyn. it's the atlantic terminal. it's the lirr train, which is the long island railroad. the good news at this point, none of the injuries are said tb serious, not like that major train derailment last year. regardless, i'll keep watching for any updates, let you know if the situation changes. that injury toll has increased throughout the morning. again, just seconds ago, saying 32 people at this point. so i'll just keep monitoring any

updates. back to you, natasha. >> jessica, we appreciate the breaking update. thank you. the family of a north bay stabbed to death next year hopes an increase in reward money will help solve his murder. 18-year-old kirk kimmerly was found buried face down near sonoma state university. police do not believe this was random. they don't know why he was targeted. his family has now raised enough money to take the reward over $12,000 for anyone with any information leading to the arrest of hid killer. san francisco transportation officials are trying to level the playing field between taxis and ride hailing companies. according to the examiner, muni officials reformed and repealed dozens of pages of regulations on taxis yesterday. they did it so taxis can compete with less regulated competitors like uber and lyft. some changes include not requiring a taxi company to be located in san francisco and making taxi meters more technologically advanced. could uber and lyft be the answers to the bay area's traffic problems?

according to a new study out of m.i.t., yeah. in fact, uber pool and lyft line could reduce the number of cars on the road by 75%. that is a really good sign for silicon valley workers. those who live outside to have the region and commute spend an average of 113 minutes a day in their cars. question. didn't we just run a story like two weeks ago that uber and lyft's the reason san francisco's so crowded? >> you were reading my mind. >> we have to do some more research, it sounds like. somebody's going to get paid to do more research. >> we need to do some more digging, absolutely. >> that was amazing. i don't want to be on the roads at all, lyft, uber, me even driving. it was tiring. it was taxing because you're tense the whole time because you're hieydroplaning all over e place. please be careful about there. good morning, everybody. do have some good news. the urban and small stream flood advisory canceled for the entire area. there's going to be ponding on the roadways because we've had

nearly 2 inches of rain in walnut creek. 680 is running slow. and we had about 1/2 inch on the san mateo bridge and you can see how slow the eastbound traffic is moving there, which is great to see. i'm glad to see people are slowing down. the storm is already weakening to light showers as we speak. dry and cooler tomorrow and friday and then a washout likely this weekend. i've upped the storm impact scale. wait until you see it. here's a look at the north bay. light rain and scattered showers around. the best radar returns right through the heart of the bay, right across the san mateo bridge and into san ramon and danville, still over the altamont pass and the heavier rain is sliding quickly through the salinas valley and exiting holster. here's the transition over to what's going to be the rest of the forecast today. light rain at times, maybe an ace isolated shower. that's why the storm impact scale is a 1. maybe 1/4 inch of rain, minor ponding on some lesser traveled roads.

pretty quiet out there. scattered light showers. at about 7:00, it may intensify just a little bit as we head towards 10:00 and then overnight, it will go away and have temperatures up to 20 degrees cooler tomorrow, mid 30s to low 40s. already, in nearly 2 inches by saturday evening, nearly 3 1/2 by sunday. 5 inches by monday and i'm being conservative. here's what happened since you went to bed last night. friday still a 1, sunday's a 3 now and monday is a 2. that's how much stronger i think the storm is going to be. could be one of the strongest ones i've seen in nearly ten years, alexis. wow. okay. well, today will be good practice for driving on the wet roads for the next week. conditions are improving this morning, though. there's a look at live doppler 7 on top of our traffic maps and it was just lit up this morning% we had a lot of orange and yellow, indicating heavy pockets. right now, just areas are light showers. so conditions are starting to look better. however, we have a rollover crash eastbound 580 past grant

for the llano road area in colgan creek is flooding, just north of 116. let's show you the rain. what a quick transition to just some light rain and drizzle as you don't see any yellows or oranges anymore and we probably won't as we head into the afternoon hours. but it will rain from time to time. we'll talk more about that and the big storm that's coming this weekend next. alexis, you've got the floor. what's up? yeah, not a great commute out there this morning. looking live at the san mateo bridge we did have some debris reported until the two center lanes. really heavy traffic right now so i'll look into that a little bit further. hopefully an update in about 10 minutes. we do have a b.a.r.t. delay. the problem was on the tracks near daly city but we just talked to b.a.r.t. and they have fixed it, whatever that issue was, so they're almost in recovery mode at this point but a 20-minute delay for san francisco riders and that is in the daly city area. ferry cancellations, 6:30, 6:40,

not going to happen. that means the 7:00 and 7:15 sailings are going to be packed. next traffic update coming up in less than 10. thank you, alexis. we continue our storm coverage in the south bay. >> the soaking rain leading to rock slides in santa cruz mountains. abc news reporter matt keller is live for us. matt? >> reporter: good morning, natasha and reggie. when we started here in morning at 4:30, my photographer ian told me that if we start to see this drainpipe here that heads into the san lorenzo river backing up and see water coming back towards us that the river would be flooding and that we would have to get out of here. but of course, that never happened. the rain has lightened up a lot since we first arrived and that flash flood warning is set to expire in the next half hour. check out all this water, all that water causes mud and rock slides, making it very dangerous on the roads. >> i hit about a rock this big, and it destroyed my car.

it's the first time the air bag has ever popped into my face and it was kind of crazy but i'm fine. i'm pretty sure they're fine. >> reporter: yeah, that was on highway 9 just outside of brook dale. there was a multi-car accident. the drivers didn't hit each other. they crashed into rocks that had fallen on to the highway. chp says the best way to drive in rain like this is to slow down since you don't know what's around the corner. and they're reporting more trouble on the roads this morning, a lot of trees in the roads, rocks, mud, debris in the roads, so when you're out there in the santa cruz mountains, be careful. you may be the first one to come upon those types of things in the roadway so you got to be extra careful. reporting live in felton, matt keller, abc 7 news. >> thank you. pg&e crews have been working all night long. 690 customers still without power. 520 without power in the south bay. crews have made a lot of progress in san francisco. right now, only three customers still in the dark and that is a far cry from last night when

4,000 customers in guerneville were left without electricity. power was knocked out for about three hours after a tree fell on to a power line along the russian river. lights went out in some restaurants and the employees had to keep working. >> we were able to finish out some dinners and meals that were going as well as i can still do most of the bar. apparently our soda machine doesn't work well without power so i'm a little bit limited. >> pg&e will have every crew out available today dealing with these outages. part of the north bay water logged, some local vineyards flooded this morning. it got so bad even locals were confused. >> how do you get out of here? >> that is a good question. i think there's an exit down that way. the way we came in. well, a lot of attention today will be focused on the russian river, because it may overflow if there is enough rain. and solano county, heavy

rain overflowed drainage ditches and roads, this is in fair field, you can see there are plenty of flooded signs, warning drivers of the possible danger. one car went through anyway. we watched it. and it experienced some pretty high water there but it was able to make it through despite all of the well, you hear that noise coming from outside your apartment, you see this, and walk outside. firefighters using chain saws to cut this tree off your car. it happened around 9:00 last night on sacramento and octavia streets in san francisco. fortunately, the tree did not hit anyone or any buildings. and you can track our rain with the abc 7 news app. we do have live doppler 7 available any time you wish to look at it, enable pu and you will get advisories right on your phone. breaking news from the abc 7 live desk. >> back to that breaking news i'm tracking at the live desk. the number of people injured in a train derailment in brooklyn

does keep going up and i want to show you the situation out there. we have just check. now emergency crews are reporting 37 people are hurt. the good news is that the injuries are minor. here's a look at that scene. we have heard from passengers there describing the impact as a loud boom. the train hit the platform and bumper at the end of the platform as well. right now, a very fluid situation. we're seeing a lot of these images. the injured from the commuter train are being treated in downtown brooklyn where that train derailed. the train was maybe going too fast when it came into the station and that would be a similar situation to what we saw in the deadly crash in new jersey last year, all in the same area so i'm going to be tracking the latest information for you. that is the latest from your live desk at this point. reggie, natsz, back to you. >> thank we are learning more this morning act oakland pd's new police chief. anne kirkpatrick has been

selected to lead the department. she was the chief in spokane, washington, and also worked in chicago. our sources say kirkpatrick is known for being tough when it comes to holding officers accountable. oakland pd and other bay area departments are still recovering from a sex candle involving an underage prostitute. mayor libby schaaf is expected to formally announce kirkpatrick today. she would be the first woman to lead that department. 6:37 now and a dangerous situation for firefighters in fairfield. ammunition started exploding in the garage on oakwood drive last night. once most of the flames were out, firefighters stayed to work on the hot spots. flames did destroy most of the home. a community forum in oakland today is scheduled to address how to protect tenants who live in warehouses from eviction. the forum inside the oakland city council chambers was scheduled after the ghost ship fire killed 36 people last month. since then, several warehouses in that city have been inspect and had some have been shut down, evicting the residents.

an emergency ordinance has been submitted that would place a moratorium on evictions. today, an embattled apartment building in pacifica could become one step closer to being torn down. just look at it. that building was yellow tagged last january and it is still just hanging on the edge of eroding cliffs that are falling into the ocean. council members are considering approve ago contract to tear it down entirely. the owner of the appropriate declared bankruptcy in 2015. now, your accuweather forecast with mike nicco. >> hi, we're going to take a look on the peninsula from san mateo down to palo alto as you head into the south bay. you can see, 101, 280, all wet right now, probably have some standing water on it. this is just light to a little bit of moderate rain and it's moving across the dumbarton, san mateo bridges,

pleasanton, livermore and out through the altamont pass. this may adjust a little bit to the standing water, but a little bit is the key because it was a lot worse earlier today. a few light showers starting to develop on the backside of the cold front. the leading edge of the colder air is now moving through the heart of the bay. the air will be unstable enough behind it that we could have a light rain every once in a while and a light shower. we're in the low to mid 50s, we're not going anywhere. if you're going to sfo, delays are averaging about 45 minutes landing at sfo. so, steadiest rain through 7:00, becoming showers to slight showers and oxygthen some showe during the evening hours. on the roads this morning, poor with standing water. the you're out and about, the rain this morning, you'll be able to dodge those drops this afternoon. alexis, can't get around the traffic, though. oh, boy, yeah, we've got a lot to get to this morning. we still have some pretty

serious crashes, including eastbound 580 past grant line road, we've got a rollover so they're working on cleaning that up. that is blocking the far left lane. actually, two separate crashes in the same area, another one where a vehicle went down the embankment so i'm guessing that some folks are slowing down to look at that. if you are leaving tracy, we do have our typical delays on that westbound side of 580 as well. pretty heavy, southbound 880, an earlier crash through hayward and then westbound 92, down about 37 miles an hour. looks like that's having a tough time recovering. also that 20-minute delay on the san francisco line if you're going to be riding b.a.r.t. this morning, due to an earlier equipment problem on the track. we also have some capital corridor problems in san francisco bay ferry problems so i will get to those coming up in less than 10. >> alexis, thank you. golden gate ferry officials are still not ready to take over commuter service. our media partner reports paperwork issues are holding up this process. the bridge district was planning

>> reporter: hi, natasha. it is still raining. i keep thinking it's got to stop, and it just doesn't. so, be ready for surprise puddles. that's what we hav noticed is a prominent problem out here. here's video of one call for service. one of many that officials got this morning. this is at cesar chavez and highway 101 in san francisco. it was flooded there, but they cleared it out pretty quickly and that is something we're noticing that they're doing a good job of this morning. they're getting to the calls, getting the situation cleared out of the way as soon as they can. very quickly. but the calls are coming in rapidly. one after another. so, who knows? you may be the first one to pull up on a spinout or on to standing water. because they just haven't been able to get there yet. there have been so many calls for them to get to. so be aware. the standing water is what well sneaks up on you. it's so dark out here and then with the reflection of the slick roads, it's hard to tell and before you know it, you're right in the middle of some standing

houston. our live coverage begins at noon on saturday. the big story today of course the weather. let's go to mike nicco. >> hey, good morning, natasha, reggie, hi, everybody. let's talk about the storm impact scale because we're down to a 1 as we're transitioning from those heavy downpours overnight to just periods of light rain and hours today. another 1/4 inch is possible which means some minor ponding. here's one of those that's not lesser traveled. look at that san mateo bridge had about 1/2 inch of rain in the last 24 hours and light rain's falling there. we got the rain shadow in san jose about 1/4 inch here at 101 and 880 but it's still wet and slick. the storm is weakening. dry and cooler tonight and dry all the way through friday. and a little bit cooler in the afternoon and then a washout likely this weekend and binto monday. we still have some flood warnings -- just expired in santa cruz mountains. the light rain falling there. heading out to 580 and some

light rain across the north bay also. and that's what it's going to be. in fact, here we are at 7:00 to 9:00 and you can see light rain turning to drizzle. there may be an uptick in the coverage from 4:00 through the evening commute to about 10:00 and then it will taper and the clouds will open up and be about 35 to 45 degrees. 4:00, thursday morning, don't travel through the sierra. there you go. really wanted to jump ahead to is the rainfall that's coming in. here we are. saturday night, nearly 1 1/2 to 2 inches, sunday night, 3 1/2 to 4 inches and by monday, 5 inches so you'll notice the change on my seven-day forecast. saturday still a 2, stuunday's w a strong storm and monday is now a 2 also. some heavy rain will linger into that day. >> sounds like travel to and from the sierra treacherous right now.

caltrain is turning folks around. definitely not the day to be out there and if you want to travel around the bay area, i would just stay home if that's possible this morning. we had yet another spinout, one of just dozens this morning. eastbound 80, not been able to spot it on our camera but we had a car spin out and hit the barer and they were able to possibly just clear that a moment ago. westbound side very heavy as you head towards the maze. mass transit issues, san francisco b.a.r.t. line a 20-minute delay still. equipment problem is figured out but still in recovery mode. san francisco bay ferry, if yo take that from alameda or oakland, the next one at 7:00 and p:15, going to be packed and system-wide delays for capital corridor and that was due to a bridge delay so they just reported that a few minutes ago as well. see if we can get a look at that rollover crash in the central valley coming up in less than 10. alexis, thank you. if you take muni along geary boulevard in san francisco,

listen up because happening today there will be a move to make your aid on that critical corridor safer, faster and more reliable. a committee's expected to recommend prufl ffrt geary bus rapid transit project, an upgrade to the 38 geary route. new stations, and new traffic signals, these changes are expected to shave off as much as 20 minutes per round trip. landlords in san francisco's mission district will soon face tougher fire safety rules. this comes after two deadly fires in 2015. apartment buildings will have to have louder fire alarm systems, tenants have to get smoke alarms and updated fire safety information. alarms have to be tested once a year. the new codes go into effect at the end of the month. we're coming back in 90 seconds with the seven things you need to know before you go. first we're sharing some of the photos you've been sending in. you can use the #abc7now on social media. we could find those and use them right here on abc 7 news or
