affected. it is quiet this morning. temperatures mid 30s to mid 40s, upper 40s with increasing sunshine today. more on the big storm next. and also off to a great start on the roads, especially considering how busy things were yesterday. just one incident here. the morello onramp sounded like a tanker truck slid off the roadway, chp is saying, that's not true. but just a minor issue right now. we'll take a look at some fairly light drive times coming up next. the red tag department building in pacifica teetering on a crumbling cliff above the ocean is finally coming down. >> the city council decided to demolish it last night. amy hollyfield is live with what happens next. >> reporter: reggie, they say this building can collapse any minute now, you see it's got a protective fence in front of it and you see all fence. ocean view now blocked by this

protective fence but now the city is ready to take it one step further. the cliff is eroding quickly, especially over the last several weeks. officials are worried pieces of this apartment building will fall into the ocean and contaminate it with lead and asbestos. the property owner is not going to pay for the demolition. he has declared bankruptcy so the city of pacifica has decided to do it. >> this is not simple for the city to do and in fact, if the implications of having it fall to the beach weren't so dire, in other words, the cost being so much higher, we would not be taking these action. >> reporter: this demolition will cost the city about $200,000. that will come out of the city's discretionary fund. the city council voted unanimous unanimously to do this. this will be the third apartment building here on esplanade to be demolished. the work could start as early as next week if the weather cooperates. live in pacifica, amy

hollyfield, abc7 news. >> in santa cruz county, crews are working overtime to get roads in shape. the roads are not in good condition. crews are working to clear mud slides off of the road. they're also working with pg&e pg&e where trees have come down on to the power lines. a lot of residents are watching the san lorenzo river. you can see the drains feeding the river are almost full. there have been plenty of closures because of the flooding and gilroy, the creek overflow crowsing christmas hill park. north bay drivers were not slowing down a bit on todd road. take a look on highway 1 near valley ford, another driver made a typical mistake and you know the general rule, if you can't see the yellow line, you have to turn around. the woman got trapped there and was eventually carried to safety by a milk truck delivery man. boats cut loose from tuesday night's storm floundered on the roksz. most of the boats came from

sausalito. >> if you're thinking about heading up to the sierra, make other plans. eastbound 80 is closed to certain big rigs. it was closed in both directions yesterday because of all the snow. trucks blocked most of the freeway until crews were able to tow them out. >> there was so many accidents. and a semi was always involved. boom, boom, boom. >> we're going to run our graders up there, clean out some spots in front of them, get them we can get our equipment moving again. that's the big egs thing. if we keep our equipment moving, the roads are going to be fine. >> if you are still deciding to go, chains are required on i-80 right now to the nevada state line. the approaching storm may force yosemite to close because of flooding. it caused extensive damage to roads and campgrounds in the late '90s. the damage was so bad it forced the park to close for go months while if repairs were made. officials will decide in the next day or two whether to shut down the park. they are concerned that intense rain will bring the river well

above the flood level. and you can track the approaching storm with the abc7 news app. we have live doppler 7 there any time. make sure to enable push alerts to get weather advisories on your phone or tablet. this is breaking news coming in. an oil platform is on fire in the gulf of mexico right now, and the coast guard actually just rescued four people. those people actually jumped into the cold gulf waters to escape from the fire. it's all happening 80 miles south of grand isle, which is off the coast of louisiana. flames could reportedly be seen around 2:30 this morning. in the last few minutes, though, i have seen reports showing that they have a handle on it and it's almost out. i'll be watching for any images that come in from that area. no word if anyone else was on the platform although it does seem at this point that everyone is safe. back to you. >> thank you. coma police need your help

finding a man who spat on a pregnant employee at a fast food restaurant. detectives shared this image on the man on facebook frozen from the surveillance video inside of the restaurant. witnesses say the trouble all started when the man complained about his order. you're now looking at the car that he drove away in. bay area police unions calling for the removal of a student painting depicting officers in a negative light. our media partner obtained a picture of the painting. this is said to portray social injustice. it actually won a congressional art competition last year. the painting is now hanging at the u.s. capitol but san jose, oakland, and san francisco police unions are now calling on house speaker paul ryan to remove it, saying the painting is disrespectful and that it could actually endanger thelize of officers. an escaped sex offender wanted in washington state is in custody this morning after making it all the way to the bay area. our media partner reports officers arrested 35-year-old

george blare at a homeless camp near the north berkeley safeway on tuesday. they say that he escaped from a community custody program in spokane in october and had been on the run ever since. he failed to registe as a sex offender following a california conviction in the late '90s. he's being held without bail. the white house wants to speed up plans for california's controversial delta tunnels project. the administration is ordering federal officials to finish a preliminary environmental review of the $15 billion plan this month. it is a big step toward construction of the two tunnels that are intended to carry water from the san joaquin delta to the bay area. critics say diverting water would hurt fish and wildlife. supporters say the tunnel would boost the water supply for 25 million californians. all right, what we're dealing with, cool conditions and eventually gusty winds. let's talk about the cool conditions first. look at that, 41 in san ramon

5:13, welcome back and look at this incredible video, this rescue on a frozen lake in washington state. two teenagers are now recovering after they fell through the ice there, and you can see two firefighters trying to get one of the boys.

they do eventually pull him to safety using a rope. the other teen managed to get out of the lake on his own. the 15-year-olds were taken to the hospital for treatment. crews believe the boys spent about 28 minutes in that freezing water. and arizona police officer caught on camera punching a woman in the face resigned just hours before the department was going to fire him. cell phone video from november shows the altercation. you see it here in just a second. and there you go. the flag staff police department was going to fire the officer yesterday. he ended up calling in the morning and resigned before they got to it. the officer claims that he was defending himself, saying the woman kicked him first. she denies that claim. no charges have been filed yet as two investigations are now underway. the university of california plans to raise tuition for the first time in six years. under the proposal, tuition would increase by $282 and the student services fee would increase by 5$54.

up. work to prepare for this weekend's major soaking has to really happen now and that is especially true in the victsant cruz mountains. >> flooding could be a really problem there. matt keller is watching that for us this morning. >> reporter: good morning, natasha and reggie. when you live in the mountains, you need options, especially if you live right here on highway 9. i talked with one resident up here and she says she has three ways to get out of town here because oftentimes two of the ways are blocked. up here in the victsanta cruz mountains you're likely to see road hazards. crews are working overtime to fix problems. 11 roads have been impacted in the past month. most from the last storm. rodeo gulch road is down to one lane because the road is washed out and a new curve and stop signs mark a deep slipout on college drive. people who live up here in the mountains are used to this kind of stuff. it's not easy but they prepare the best they can. >> it's hard because when it's

consistent, the trees kind of lose their ability to root and so that's when we see a lot of the slides and the trees going down, but you know, we'll buckle down and light a fire and bear through it. >> reporter: yeah, knuckle down, and of course it's not just the roads but the creeks and rivers that are especially dangerous. san lorenzo river could go over flood levels this weekend. public works crews say they'll have all hands on deck this weekend. reporting live in ben lomond, matt keller abc7 news. crews in pacifica are waiting for the weather to improve before they can knock down this apartment building that is on a crumbling seaside cliff. the city council gave the go-ahead last night to use city money to demolish the building before it collapses into the ocean. the cliff beneath 310 esplanade has been eroding quickly over the past several weeks. it's going to cost the city nearly $220,000 to level it. now, this is supposed to be the property owner's responsibility. that owner has declared

some minor injuries and that's because they went out the rear window. >> pg&e has a cut off gas and electricity to four other units. an incredible story, san francisco firefighters has to really use quick thinking and creative to pull off a rescue last night at a b.a.r.t. station. these are photos of the firefighters carrying a man up the stairs at the 24th street station. the man somehow got wedged between the platform and a train car, so we're talking about just inches of room there. firefighters actually used air bags to get the car off the man. >> it comes out as a flat pillow, it's a very large -- it's called -- they're called air bags but they're very large, 16 by 16 inches, and they can move 20,000 pounds. >> incredible. a witness tells abc7 news the man appeared to be drunk and stumbled in front of the car. the incident happened at 6:15 and that led to long delays for

the evening commute. fewer people are taking caltrain between san francisco and santa clara county. a new report shows ridership is down for the first time in six years. the reason? well, officials tell kqed crowded trains during the morning and evening commutes are turning some people away. average weekday rider shin dropped nearly 2% in november. cal terra caltrain is trying to find ways to make the commute less stressful. 5:35 now. oakland's new police chief knows she has a big job in front of her, proving herself to the rank and file, also reforming the department. the selection of anne kirkpatrick was welcomed by the police union. she brings 34 years of law enforcement experience to oakland. she also has a history of leading reform efforts in chicago and spokane. leaders want to find a chief who could change the culture of the force. >> i don't consider it a mess. it's an opportunity.

okay? and it's all about going forward. it's about going from good to great. >> kirkpatrick's contract still needs to be approved by still council. that's expected to be deal, though. she'll start next month and expects to live in oakland. the city of pittsburg has more fire protection this morning. abc7 news was there as firefighters moved back into station 87. the city closed it in 2013 after revenue from property taxes fell. home prices have rebounded and pittsburg now has enough money to reopen the fire house. fire mar shell tells us they dodged a bullet because there were no major kroefs during the station's closure. a san francisco lawmaker wants california to be relevant in the election process and is proposing to move up the presidential primary. assemblyman kevin mollen plans to introduce a bill that would move the primary from june to march. for all intents and purposes, the primary race was decided before california voters went to the polls.

a quick update on a terrible story out of chicago. four people in custody after apparently beating a man and streaming it live on facebook, and facebook has now taken down that video. the victim is special needs and in the hospital and here's the update, police saying he is visibly traumatized. they are having difficulty talking to him. police say he was beaten, burned, and tortured inside the apartment. the attack could have lasted up to 48 hours before he was let go.

the man was found wandering the streets and we know police are now in contact with the victim's family who had reported him missing. i'm tracking the story. we'll have much more coming up. thank you, jess. an experienced outdoorsman is warning everyone, including other hikers that they can really get into trouble when bad weather hits. he knows this firsthand. a search and rescue team found eric van wambeke tuesday morning. he faced major challenges after getting disoriented during a snowstorm in the hills of calaveras county on monday. he says he had enough tools to keep him alive and he reminds others to always be prepared. >> i had a compass with me. i mean, i had intended to have the stuff to start a fire. i had first aid kit. i had extra clothing. i was as prepared as really i could have been for just going out on a day hike, recognizing that having that stuff with you really makes a big difference. >> he says even if you're going for a short hike, you need to bring along emergency supplies. 5:43 now.

two new states are considering controversial bathroom laws similar to the one in north carolina. lawmakers in texas plan to introduce a bill today to require transgender people to use the bathroom which matches the gender on their birth certificate. a similar bill was introduced in virginia yesterday. the north carolina bill has led to months of political fights among state lawmakers and huge economic losses after musicians, businesses, and the nba pulled business from the state. federal investigators are looking at the speed of a train that crashed in new york city. it hurt more than 100 people. this happened during yesterday's morning rush. they say the train did not stop. it smashed into the end of the track in brooklyn. the train went over the bumper that was supposed to stop it, causing it to derail. many passengers brought out on stretchers. the good news here, the injuries are at this point considered minor. the ntsb plans to interview the train's three member crew today. president obama today will receive his first briefing on the classified report detailing

russia's alleged role in cyber attacks during the election. president-elect donald trump will receive his briefing tomorrow. he continues to say he doesn't believe the intelligence community's conclusion that russia is guilty of cyber attacks, citing fugitive wikileaks founder julian assange's statement that russia did not give his company any documents. the california state legislature just hired eric holder to prepare the state for legal battles with the trump administration. the former attorney general and his law firm will serve as outside counsel to the assembly and senate. potential issues include climate change, the environment, civil rights, immigration, and voting rights. holder's fee, not set yet. the state is going to make it public once it's known. happening today, the 49ers will interview two members o. green bay packers staff for the role of general manager. >> elliot wolf is the packers' director of football operations and brian gutekunst and the director of player personnel. each of them have been with green bay for more than a decade. yesterday, the niners
