east oakland near mills college. laura anthony is there live and begins our team coverage for you. laura? >> reporter: hi dan. the police have cleared out now but they did spend several hours here collecting evidence that includes looking for video surveillance footage of this incident. police are also looking into whether this shooting today of the little girl is somehow related to the murder of a man in another part of town yesterday. >> it was about maybe four or five and then there was a pause and then there was another probably four. >> reporter: the shots rang out in an east oakland neighborhood before noon, a quick succession, a pause and several more. >> right after the last gunshot i heard a car peeling abe. it's horrible. it's awful. it's the most kind of awful you could imagine. >> reporter: another neighbor heard it, too, but didn't want us to show her face. >> i just heard five or six gunshots, and they sounded very close, right outside my window almost.

oftentimes we hear gunshots around here but you don't see any police action so the minute i saw the police, i thought, wow. >> reporter: oakland police said a 2-month-old toddler was shot once while in a car with her mother on outlook avenue. investigators don't know yet whether it was unprovoked or an exchange of gunfire between two cars. >> we are looking in to see what led up to the shooting, what was the motive for the shooting, was there any type of exchange of gunfire. we do not know that at this time. >> reporter: police confirm they are investigating to see whether the shooting of the little girl is related to wednesday's murder of a man on myrtle. perhaps some kind of retaliation, but they don't think the toddler was the intended target. >> we just got a brand new police chief and whatnot. i hope she's able to do something to make a difference. you know, this is out of control. >> reporter: police are not releasing any information about a suspect or a vehicle at this time. in oakland, laura anthony, abc 7

news. >> the little girl was rushed to one hospital and then moved to another. elissa harrington is live at children's hospital oakland with the latest on her condition. >> reporter: the little girl is being treated for a gunshot wound and i'm told she is in stable condition. family member one of her cousins just came out and spoke with us briefly. >> i can't answer no questions, but i can let you know that she is stable and we just ask for prayers. we're holding up fine. thank you for asking. >> reporter: i also saw the family inside the waiting area earlier. they were praying and looked devastated. community advocate named darrel alums came to the hospital to offer support. he told us the little girl is fighting for her life, her mother, aunts and uncles and grandparents are all here. he said the family is asking for prayers. >> this little girl is 2 years old. we shouldn't have to start off our year 2017 in oakland with a

the so-called river of rain has experts checking flood monitoring devices to try to get as much of an early warning as possible. the san lorenzo river in santa cruz county is of particular concern for flooding where david louie is live for us tonight. david that's always a tricky spot when it rains hard. >> reporter: yes, it is, dan. the river looks very tame right now, but come saturday night, sunday, when we get some heavy rainfall the san lorenzo could end up being 16, 19 feet comparing to its current level of just 7 feet. >> all our streams and all our rivers are going to be out of the banks so evacuations are likely in in order. >> reporter: bruce laclaire will be on 24-hour watch this weekend with the santa cruz mountains expected to take a big hit from the next storm. he's already getting real time data from the u.s. geological survey's network of monitoring stations that measure the flow, volume and level of rivers and creeks expected to exceed flood stage. >> we collect data and provide

sound scientific data to the decision makers. if the data wasn't here all the people downriver wouldn't have this important streamgauge warning system. >> reporter: residents of the santa cruz mountains are expecting problems. >> there are seasonal creeks running from the watershed. they can get flooded. i've seen before in the past water running through my neighbor's houses. >> reporter: advanced warninging of flooding in the mountain gives time to order evacuations as needed down river, down to the 55,000 residents of santa cruz. >> it's about a five-hour time of concentration from peek rainfall to peek runoff up at fellton where you visited this morning, and perhaps another hour and a half here before town, so we might have six and a half hours. >> reporter: some of the region's smaller reservoirs such as uvas seen from sky 7 are expected to overflow this weekend and issues of falling trees, debris log jams and slides could threaten utility pipelines. >> we want to protect our pipelines. we have several pipeline reaches

along landslides in the san lorenzo valley. if those get mobilized bit storms we'll be concerned. >> reporter: near fellton, david louie, abc 7 news. >> the path of this weekend's storm appears to be changing. we get to abc 7 meteorologist drew tuma on that. >> something we're tracking as we head into the weekend, rain into the bay area. live lopper it 7 now is quiet. a busy week ahead. look at the rain chances the next seven days. it is impressive. we have storm after storm after storm, and right now, still looks like the heaviest rain and the strongest winds will coincide on sunday. you can see down the pipeline on tuesday we're still going to have a moderate storm to forecast so a very active pattern. let's get you into the first day on saturday and storm impact scale this is a two, a moderate system as it arrives in the morning. it will feature heavy rain in the morning, tapering to scattered showers in the evening. you will notice in the evening the winds are going to begin to

pick up, and this storm is going to strengthen as we get into the second half of the weekend, so it gets upgraded to a three, a strong storm on the storm impact scale. we don't see too many threes in our region that often, so morning heavy rain and wind, our concern is not only flooding but wind damage. look at that total rainfall, urban areas could see as much as three and a half inches of rain in a 24-hour period so future weather we'll walk you through friday into the evening. the clouds will thicken. it's in the early morning hours on saturday, that rain arrives and then it turns heavy saturday morning. we'll walk you through the rest of the weekend and share some concerns we have with this storm with you in the full accuweather forecast. dan? >> thanks very much. santa clara county has about 150 more beds available for homeless affected by the cold. they'll be set up through tonight at the armorry winter shelter and boccardo reception shelter. they are accepting blankets, toiletries, socks and rain ponchos.

many bay area facilities have set up sandbag, in most cases you need to bring your own shovel. we have a list of locations on our website abc7news.com. several families have been forced out of their homes by fire in concord last night. this fire broke out just after 6:00 in an apartment building on lani kai drive. residents returned for a look today and to salvage anything that was spared. one family told abc 7 news they lost everything they owned but they praised the quick thinking young woman who made sure her nieces and little sister got out safely through a window. >> i heard my stepdad say that it's a fire, and then i threw all my nieces and sisters out and then i got out last. >> the fire department says the blaze appears to have started in the kitchen of a first floor apartment. a san francisco woman remains in critical condition after she was badly burned in a two-alarm condominium fire this morning. the fire broke out around 8:00 a.m. inside a condo near twin

peaks. neighbors say they saw flames coming from a back window. firefighters rushed inside the building to rescue the woman. >> found a women on the middle level. she was unconscious. you could tell she had smoke inhalation. she was covered with soot. >> and one firefighter's leg actually broke through the floor of the condo but he was able to break loose and not injured. wells fargo is offering $5,000 in reward money to help track down a bank robber. look what we can show you here surveillance video from december 15th shows the man enter the bank on university avenue in berkeley a proechd the teller, pulled out a handgun and demanded money. police say he pointed the gun at several people. customers dropped to the floor and crawled away. the good news is no one was hurt but everyone was terrified. the man ran out of the door. witnesses did not see him get into a getaway car. watch as a red light runner caused a terrifying accident in newark this past new year's eve, t-boend. the crash happened at 1:30 in

bay area. take a look at the painting we're talking about. it shows a collage of police confrontations, and the front are several animals wearing police uniforms, one looks like a pig and pointing a gun as a protester holding a sign. police unions in oakland, san jose and san francisco want this picture taken down. san francisco's former police chief tony rivera agrees. >> police officers cannot be disrespectful to the community but in turn, the community should not be disrespectful to police officers. >> the painting won an art competition sponsored by missouri congressman lacy clay, who calls it free speech. jesse jackson wants to know who uber is hiring, according to "usa today" jackson sent a letter to uber's ceo asking him to release its employee demographics by mid-february. jackson has been very active in the effort to get more minority hiring and high-tech industries commonly known as the digital divide. uber recently hired bernard coleman to lead its diversity

effort. coleman held a similar position in hillary clinton's presidential campaign. peninsula and south bay residents in the path of a concierge airline will once again have to deal with noise. santa monta based surfair has been flying in and out of the san carlos general aviation airport since 201. the noise from its planes drew thousands of complaints from san mateo county to santa clara county. surfair began flying over an alternative beirut, that was six months ago. now surfair says the beirut is no longer an option and going to fly the original route. let's move on to some consumer news and when is a good time to buy a new television? a lot of tv sales go up around super bowl time. >> right, exactly. michael finney is here to tell us if that's the ideal time. >> black friday that's what you think. is that what you think? that's the second best time. black friday is a popular day, a lot of us go out there. there are fabulous deals, but

consumer reports explains why it may not be the best time when you're actually looking for a tv. "consumer reports" says black friday bargains have changed in recent years. >> the biggest trend with black friday we've seen is that it's no longer about black friday the day and it's black friday the week, the month. we see deals creeping up earlier and earlier every year. >> reporter: unfortunately the shift in black friday shopping hasn't been all good. >> one of the downsides to black friday shopping for a lot of consum consumers it's more work. you go out and pick the store. because of the online activity you have to monitor the different websites. >> reporter: don't think just because something is advertised as a black friday bargain it's necessarily the lowest price you can find. for example, "consumer reports" says there are sometimes better deals on tvs like shopping closer to christmas or waiting a few weeks for super bowl sales. >> a lot of it is based on

that converted east oakland warehouse as you may remember killed 36 people. cause has not been determined. a south san francisco lawmaker is introducing a bill to move the california primary up from june to march in the 2020 election cycle. state assemblyman kevin mullen wants to make the golden state relevant again when it comes to presidential races. the state held a presidential primary in february in 2008, but elections officials complained it ended up being too expensive elections in a single year. and we're coming off of a quiet thursday, a lot of sunshine, dry conditions. live doppler 7 giving us the all clear right now but it will be busy tracking the downpours over this weekend. it was a chilly afternoon and quite the same out there this evening. 48 in oakland, the same in san francisco, we're down to 47 in san jose, 49 in napa and livermore cooled off to 44 degrees and overnight tonight, it is going to get cold. we have not only clear skies but

also light winds. that is a recipe for a cold night on the wait, right around the immediate bay waters holding in the mid-30s but outside dropping below freezing. for that fact we have freeze warning going into effect early tomorrow morning, 3:00 in the morning. we've been through a couple of these this season already. the areas shaded in purple, temperatures will drop below 32 so bringing the pets inside, cover the plants, protect the pipes because we will see a little bit of patchy frost overnight in our sheltered valleys. after the cold start it's a chilly afternoon but it will be a dry afternoon on your friday. notice the sunshine early on, giving way to cloud cover in the evening, 50 the high in san francisco, 52 oakland and san jose, will drop to 49 in the afternoon for vallejo. then everything goes downhill over the weekend. we'll track rain moving in on saturday on the storm impact scale. first on saturday a two, a moderate storm. morning downpours, afternoon showers, the windsic. up in the evening. most urban spots close to an inch of rain is likely in the

hills, could see one to three inches. into sunday this storm system it's really going to strengthen, not only with the rain, but also with the winds. it gets upgraded to a three. only see a handful of threes on the storm impact scale. this is serious business. morning heavy rain and wind, flooding concerns, wind damage is possible. rainfall urban areas, some spots could see three and a half inches of rain, even more than that in the santa cruz mountains. here's future weather hour by hour, starting off friday evening 5:00 in the evening the evening rush looks just fine. it will be cloudy. it will be dry. by saturday morning, though, the rain arrives and the pops of yellow in the morning are the downpours we are noticing. into the afternoon one of the changes we are seeing we may see a period of some dry skies, some scattered showers but do not let this fool you. the rain will fall back in early sunday morning when the storm gets upgraded. sunday morning i want to.out you see this thin ribbon of yellow on your screen, that is the heaviest of the rain and over the past 24 hours its position has fluctuated between the south

bay and over the heart of the bay area so it's going to be cause for concern where that line of heavy rain sets up. that's where we'll see the highest flooding concern. none the lgs theless we're tracy rain through under morning. weekend rainfall, seeing in the highs in the santa cruz mountains, that will take the brunt of the storm, on the leeward side 1 to 3 inches. 2 to 4 is a pretty good estimate for the entire region except the north bay, could see a little bit more, 3 to 5 inches. big concern also the wind. future tracker wind gusts, watch what happens sunday morning. the winds kick up to 40 miles per hour. concerns we have with the storm system, stream and creek flooding is high, so is debris flows over our burn scars, hydroplaning on road weis, power outages possible and low concern but it is there for river flooding. accuweather seven-day forecast it is active. heaviest of the rain and winds strongest sunday but storms coming tuesday, wednesday and thursday. >> we'll brace ourselves. >> um-hum. the women changing the
