66th and outlook in east oakland near mills college. laura anthony is there live and begins our team coverage on this. laura? >> police do not think this little girl was the intended target. but that someone with her may have been. they're looking into whether this shooting today may have been related to a murder yesterday. >> it's horrible. it's awful. it's the most kind of awful you could imagine. >> the mother of a young son claire stanley says the sounds were unmistakable. and way too close to her mills mont neighborhood home in east oakland. >> there was a pause and probably another four. right after the last gunshot i heard a car peeling away. >> another neighbor heard it too, but didn't want us to show her face. >> i heard five or six gunshots and they sounded very close, right outside my window, almost. >> often times we hear gunshots around here, we don't see any police action.

the minute i saw the police, i thought, wow! >> a 22-month-old toddler was shot once investigators don't know yet whether it was unprovoked or an exchange of gunfire between two cars. they're investigating whether the girl's shooting was related to a man's murder yesterday. >> we're going to look at if there is any connection. >> this is out of control, there's no reason for this. babies being killed or shot, that's crazy. it doesn't make no sense. >> it's killing the community. innocent people, babies, women, everybody's getting caught up in it, in the crossfire. >> police are not releasing any information about a suspect or a vehicle at this time. >> in oakland, laura anthony, abc 7 news. >> let's continue our team coverage with alyssa harrington live in oakland where that child

was taken. alyssa? >> i do have some good news, a family member came out and told me the little girl is going to be okay. she's in stable condition here. the same family member wants to thank people for their prayers. >> i'm asking for prayer, just prayer. that's all we ask for is prayer, nothing but prayer. >> the 22-month-old girl was in a car with her mother when she was hit by gunfire. police don't know how many rounds were hit by that car, and they won't tell us who else was in the vehicle. darryl alums came to the hospital to comfort the family. he founded a support group for mothers who lose children to gun violence. >> they said what happened was, driving down the street, cars are shooting at each other. and end up shooting the baby. she's two years old, she's fighting for her life right now.

>> the girl was first taken to highland hospital, you could see her car seat in the back of a sedan. then she was brought to children's hospital oakland. that cousin told us this was not a retaliation shooting. i asked how she knows that, she would not answer. police are still investigating if this is related to yesterday's homicide. police are investigating, people are devastating and asking for you to keep that little girl in your thoughts. >> absolutely we will. >> thanks very much. let's turn to the weather tonight. you can see the calm before the storm on live doppler 7. nothing on radar, what is lurking off the screen is cause for major concern tonight. we have team coverage of what's heading our way. we begin with spencer christian tracking the major storm system. >> we have a powerful storm coming our way. clear and calm conditions, it's getting cold. here's our storm impact scale.

ranks two on the impact scale, bringing morning downpours, strong evening wind gusts north bay can expect 1 to 2 inches from this storm saturday. the stoum will intensify overnight into sunday. and be upgraded to a category three storm there are concerns about flooding and wind damage. santa cruz mountains will see 3 to 5 inches of rain from this system tomorrow. we'll see clouds increasing, late tomorrow night, that first wave of heavy downpours will arrive overnight into the early morning hours on saturday, and after that, the drenching just continues. i'll give you a closer look at the storm and its impacts on us in a few minutes. >> thanks very much. with all this sun today in the north bay, oh, you would never know what was coming. it was business as usual at the

business? >> this is a good day to hopefully make up for sunday which will be a bad day. a nonexistent day for me. >> to the north, they'll be watching the river. >> that was the highest i've ever seen it, i've been here eight years. >> two weeks ago, water nearly reached the top of petaluma's famous bridge. this city has not flooded big since 2005. water caused problems as recently as last year. this weekend tides will be in petaluma's favor. >> we don't have any king tides this weekend. they're pretty close. up in that 7 foot range. when the tides are that high, down in the lower petaluma river, it prevents the water from clearing the river as quick and back up more upstream. >> a little we can handle, a lot, let's not worry about that after a perfect postcard day. in the north bay, wayne freedman, abc 7 news. the santa cruz mountains may get the brunt of this weekend's heavy rainfall. david louie is live in santa

cruz where emergency responders are already talking about the potential for evacuations, david? >> i know you can't see, but the river here is very calm right now, hydrologists and other experts are saying it could very easily reach flood stage and beyond, very quickly this weekend. triggering evacuations, there are many other problems that heavy rainfall can create. >> if you get 12 or upwards of 12 inches in the santa cruz mountains, we're going to have some really dramatic flows. >> this is one of 70 monitors the u.s. geological survey has stationed in the region. the instruments say the river isn't about 7 feet. the level could easily hit 16 to 19 feet this weekend. >> we'll see flows we haven't seen in this area in excess of 10 to 15 years. >> we're talking beyond flood stage?

>> most likely the flood stage. >> for long time residents, that is not a good thing. >> once this river gets fully filled up, and there's a lot of storms, the trees break, and a lot of times they just log jam. the water immediately backs up. >> the flood control program manager for santa cruz county. he monitors river and stream conditions along with rainfall gauges which give him the three to 24 hours advanced warning whether to order evacuations. flooding isn't his only concern with the coming storm. >> there's a lot of potential for mass movement, erosion and plant sliding and sloughing off banks. there's always that potential with big dramatic storms. this may be one. >> even a nonscientist can see from the spill way how capacities contain all the rainfall we've alreadylouie, ab.

two back country skiers triggered an avalanche. it buried parts of the state highway between reno and lake tahoe. at least two cars were hit by the avalanche, snow plows were able to free them. mount rose has seen 70 inches of snow in just the past week, squaw valley and alpine meadows have received as much as 83 inches. heavenly ski resort saw 70 inches. >> you can track the snow and rain. we have live doppler 7 any time for you. enable push alerts to get weather advisories on your phone or tablet. a fire hydrant sheered off by a car that triggered this situation in the east bay this afternoon. it happened at 1:00 near foothill boulevard. abc 7 news viewer twitter follower shared this video with us. it took several hours for firefighters to turn off the water. the gusher was located near high voltage power lines.

water and electricity were switched off for two hours. police released new video of a bank robbery in berkeley that happened just before christmas. the robber pulled a gun on the teller after grabbing the money, he pointed the gun at others inside the bank, it was all terrifying, customers and employees hit the car, crawling away from him, no one was hurt, wells fargo is offering $5,000 to track this guy down. still to come on abc 7 news at 6:00, first van necessary, now another change is coming for san francisco drivers. it's in the name of speeding up buses. will it make your commute home a nightmare? >> wind starts coming in. it slams on the docks. it gets pretty extreme. >> one of the worst storms we've seen in a long time. later. >> the new chevy bolt ev goes 238

the long awaited rapid transit proej is closer to becoming a reality. >> san francisco's board of supervisors is expected to improve its design and environmental impact report. >> leann melendez shows us what it will look like. >> the number 38 is considered the workhorse of bus lines in the city. on average, 52,000 people a day rely on it. >> it's pretty fast. hard to get a seat sometimes. >> it travels up and down geary boulevard. today a serious plan finally reached the board of supervisors to improve this corridor. one backed by the san francisco county transportation authority. here's animation of the project.

the bus would have a so-called red carpet lane that would save time, up to 20 minutes per round trip. >> that would get me back to work a lot faster. >> the rapid transit project would run from market street to 34th avenue. >> even those that don't take the buses, this project contains street repaving, also pedestrians safety elements. >> it would also have safer crossings with shorter distances. >> there will be a new pavement along geary making for a smoother ride. i hate potholes. >> this project is long overdue. >> this would be one of the major improvements in quality of life of san francisco. it's one of the best used bus lines in north america opinion. >> the cost, $300 million. >> the project is said to start this year, and completed by 2020. in san francisco, leann melendez, abc 7 news. a chinatown community leader

wants to prevent a repeat of this. it's a security video that shows a car ramming into a bus stop last month, injuring ten people. property owner pius lee is urging the city to install steesteel barriers around bus stops protecting people. similar to those protecting gas pumps. >> they are not strong enough. you can see the photo when the car hit. it bend. >> supervisor aaron peskin says it is impractical to put barriers around all bus stops. the bus shelters are structurally sound. the one damaged in the crash will be replaced by advertising vendor clear channel. sky 7 was over the complex at north first street this morning. repairs haven't been done, and the building will be closed tomorrow. it should reopen on mornds. officials blame a faulty switchgear for the outage.

let's go back to the weather now, people who live on boots at bay area marinas will feel the fewer row of this weekend's storm. aaron thomas is live at a marina in redwood city with the story. eric? >> reporter: we saw somebody out a little while ago. another example of people trying to make sure their houses, their houseboats are ship shape ahead of this weekend's storm. >> yeah, let's rock and role. >> he's not talking about music, he's talking about what it's like when a storm packing rain and powerful winds hits your floating home. >> it's actually pretty extreme. especially when the tide comes in, it gets to the vegetation line here. >> it gets a little rock can i. >> james grew up on a houseboat. he and his parents are among the 80 or so people that reside here, a mixture of young families, retirees and veterans drawn by the lower rent and water.

>> it's nice, very serene, friendly neighbors. >> some of the boats are small and float freely. others could be mistaken for homes in a suburban cul-de-sac. occasional storms are a way of life, there are only a few precautions you can take. >> we tie our ropes a little tighter to the dock. we try to make sure all the rocking and stuff goes on, we try to make sure nothing gets caught on the dock itself. in the meantime, things are looking up in one area that often has flooding problems during big storms. this was the belmont mobil home park in december 2014, everyone was evacuated because of high water. there have been no repeats since the instillation of these pipes and pumps one resident calls the octopus. >> this octopus takes care of everything. the biggest problem is water on the other side of the wall coming into our park. it has not flooded. >> they know where the county's

free sandbag stations are located. in redwood city, eric thomas, abc 7 news. >> your accuweather forecast with spencer christian. >> the area is bracing for the cold tonight. and the big wind and rainstorm over the weekend. it's getting pretty chilly out there, especially in our inland valleys where low temperatures are going to plummet tonight. looking out over the embarcadero. these are forecast features we'll see -- we'll have a freeze warning in effect for our inland valleys overnight. clouds will surge into the bay area tonight. we'll expect heavy rain and wind over the weekend. temperature readings in the inland locations. dropped to 37 at los gatt oes. let's take a look at our freeze warning for the overnight hours from 3:00 a.m. to 9:00 a.m. all these areas outlined in purple. low temperatures will drop into a range between 24 and 32

degrees. be sure to protect plants, pipes and pets under these brutally cold conditions. we'll see lows overnight -- 30 degrees at napa, fairfield, livermore. low to mid-30s in most locations closer to the bay. highs tomorrow under partly cloudy to mostly sunny skies. we'll range from upper 40s to some inland areas. right around or just above 50 degrees. then comes the storm on saturday. the storm ranks two on the storm impact scale. the saturday portion of it, it will produce morning downpours, afternoon showers. lots of rain. the storm will intensify overnight into sunday and will be upgraded to a three on the storm impact scale. sunday morning we can expect heavy rain. there are concerns about flooding and wind damage. most bay area locations on sunday alone can expect about an inch and a half to 3 1/2 inches of rain. santa cruz mountains will see 3

to 5 inches of rain. that's on top of what will already have fallen saturday. late tomorrow, going into zap morning. widespread areas of heavy downpours, indicated by these patches of yellow, that will be a moderate storm, ease up a bit late saturday afternoon, reintensify reorganize sunday morning, by the wee hours of the morning sunday. we'll be looking at a three on the storm impact scale. widespread heavy downpours most of the day. accompanied by strong gusty wind. the rainfall potential from the weekend storms, about 3 to 5 inches of rain expected in the north bay, 2 to 4 inches of rain in the central part of the bay area. south bay totals 1 to 3 inches. santa cruz could see one to four inches of rainfall. there won't be a terribly strong saturday night. they'll intensify overnight sunday. most bay area locations will see winds gusting over 40 miles per hour. our high for stream and creek

it was the story of a family brutally torn apart in their hollywood hills home that captivated the entire nation 30 years ago. a wealthy couple's two sons were arrested for their murders. at the time, lyle was 21, eric 18. tonight one of those sons is speaking to abc news in a documentary, admitting, i am the kid that did kill his parents. jessica castro from abc 7 morning spoke with terry more an about the revealing documentary. >> we sometimes turn these trials into game shows or they get mocked on snl.

u.s. park officials say this weekend's heavy rains may force them to close parts of yosemite national park. they're concerned the intense rain could overwhelm the merced river. >> this is video from 1997 when flooding caused extensive damage to the park's roads and campgrounds. >> natalie granda visited yosemite today and has the story from marry pose is a. >> reporter: yosemite brings people from all over the world to see the rivers and waterfalls. sue hobbs travelled from england to see it all. >> the waterfalls are beautiful actually, we stopped on the way in, and took pictures at the start of the falls. >> recent rain and snow are to thank for the fuller rivers. >> park officials are hoping they won't see too much weather.

>> scott says they're closely monitoring several gauges along the merced river. the river level right now is at about 4 feet. >> if it gets to the 10 feet. that's the flood stage. >> he says since their major flood around this time in 1997, they've made major improvements. >> shored up the roads, moved facilities away from the river. >> besides flooding, he says with water coming down, there's a chance trees and rocks could too. they don't plan to close the park completely, but roads leading into yosemite could be blocked off. >> and the next couple days are really going to dictate what we're going to do about any sort of road closures or hotel closures, things like that. as of now, we're monitoring the situation. >> the park is open, and hobbs is glad she made it in before the storm. >> everything we've done so far, we were really lucky. >> park officials ask that you bring chains for your tires as

well as extra clothing and food. any road closures will be posted on the national parks services website. if the atmospheric river stays on track, and it looks like it might. yosemite may be pounded with snow. the national weather service tweeted this image of what the atmospheric river may look like over that area. you may be wondering, what is an atmospheric river. >> it's a hot topic thanks to the storm this week, and think of it like a fire hose, it's a really narrow band of moisture. what it contains is heavy rain and strong winds. we're going to take you 18,000 feet into the atmosphere, this is how rain gets transported across the globe. you take a look at this thin ribbon of moisture, that is our atmospheric river, our fire hose. its nozzle is pointed at the bay area. heavy rain is certainly on our way. as we get into sunday morning.

that's when we'll see this atmospheric river arrive. heavy rain. flooding going to be a big concern this weekend. >> thank you so much. uc berkeley researcher is debunking talk that global warming has paused. the national oceanic and atmosphere atmospheric association was cooking the books. the study in the online journal claims the numbers were sounds. it looked at buoy readings and each measurement showed the same increases noaaa found in water temperature. more than 200 police chiefs and law enforcement officials are gathering at usf today and tomorrow, to talk about police accountability and use of force issues. melanie woodrow has the story. >> being a law enforcement officer differs from city to city, at least one condition rings true everywhere. >> we send people into a

missouri congressman. that's why it's hanging there. the federal government is now telling us everything you've learned in the past about peanut allergies is wrong. >> kristen sze has new guidelines. >> when i was pregnant, i was told avoid eating peanuts and don't give my baby peanuts until she was three. now is time to throw that recommendation out of window. the best way to prevent a peanut allergy is feed your baby peanut foods early and often. the more allergy prone the child, the earlier they should be exposed to train their immune systems. babies with severe be started on peanuts earlier. the new recommendations come after a large trial found regular peanut consumption
