good thing is there's no fog this morning but we do have some issues with black ice as some water's leaking out of the our ground and that's going to hang around until 9:00. hang out in the upper 40s with increasing clouds throughout the day, low to mid 40s by 7:00, grab an umbrella, some sprinkles by 7:00. more on the black ice and its issues, here's alexis. and mike, you said it's about 31 degrees right around altamont pass right now and that is where we've had a lot of problems this morning. westbound 580, tracy to dublin, 1 hour, 8 minutes, i just got reports of another crash, this one near grant line road, nine vehicles kracrashed along that d this morning. westbound 4 still looking okay, antioch to concord and southbound 101, no problems there either if you're coming from the north bay, about 17 minutes into san francisco. we do want to get back now to that breaking news that we are tracking. a three-alarm fire at an apartment building in oakland. and it is burning at a complex on harrison street near bayo

vista avenue. take a look at these flames. we just got this video in from the scene. it is burning hot and white and orange. we are hearing at least one rescue in progress right now. crews are gaining ground on this fire but still it is a very active scene. we do have a crew head that had way. we'll bring you a live report from the scene coming up in just a few minutes. and of course natasha, not the only breaking news we're following. also this. a big alert for anyone who lives in the city. san francisco's 911 system has been down since midnight. following a power outage at the dispatch center and police are now having to use two-way radios and phones to communicate while they work to get that system up and running again. and here on your screens is the number to call if you have an emergency. it is 415-553-0123. we have the number for you on our website as well, abc7news.com. so, check there if you haven't

written it down. we'll continue to repeat the number for you throughout our newscast and of course i'll let you know as soon as that's back up and running again. well, have you checked your car this morning? some drivers will have to get to work this morning clearing ice off their vehicles. here's what it looked like in downtown walnut creek overnight, a thin layer of ice covering all those cars at a dealership on north main street and this video was taken around 3:00 this morning so give yourself a little extra time to deice your car before hitting the road this morning. santa clara county making more shelter beds available to protect the homeless from the cold. the armory winter shelter providing 150 more beds than usual now. shelter workers say the cold can be deadly to vulnerable people. >> so, so difficult when you're in survival mode to be able to be safe and to be warm during the wet and cold.

>> the frost also means you should protect your pets, certainly plants like avocado, citrus, and if you don't have a frost blanket, water your plants because the frozen water will insulate and protect them from the frost. the cold will give way to rain, wind, and snow over the next few days. the santa cruz mountains could get the brunt of this weekend's heavy rainfall and that has emergency officials preparing for the probability of evacuations. the u.s. geological survey has 70 monitors along the san lorenzo river. the river level could easily hit 16 to 19 feet this weekend. >> we'll see flows that we haven't seen in this area for in excess of 10 to 10 years. >> we're talking well beyond flood stage? >> most likely to hit flood stage. >> county officials say they'll give residents anywhere from 3 to 24 hours notice if they need to evacuate. also be on alert for mud slides and roads damaged by the rainfall. flooding a concern for those who live along the yuba river. take a look at how fast it rose

last night just north of sacramento. while many may be planning to head for higher ground, this woman and her family say they plan to stay put, they live right next door to the levy. she says they've lived through three major floods in '55, 8:006, and 1996. a precaution ahead of the weekend storm, come dor marina, houseboat owners are ready. they balanced and tightened lines, checked roofs and pilings. >> you can get all the rain in the world you want but if you've got wind and high tides then these boats, 100-ton boats can start moving around pretty dangerously. >> the last major storm in the north bay caused dock damage and a plane to break loose. this photo shows just how bad things can get. the big concern in the sierra as the storm approaches is the danger of avalanches. two back country skiers escaped injury, triggering an avalanche low in nevada yesterday.

the avalanche also buried parts of the state highway between reno and lake tahoe. at least two cars were hit by the avalanche but snow plows were able to free those. that stretch of mt. rose highway will be closed indefinitely. and i want to show you you can track the weather where you live any time with the abc7 news app. you're going to find live doppler 7. enable push alerts to get weather advisories on your phone or tablet. developing news, a toddler shot while strapped in her car seat is sfabl this morning. oakland police are on the hunt for the gunman. leslie brinkley has the latest on the investigation and the child's recovery. >> reporter: family drove in from across oakland and from fresno and sacramento to be there for little yari, who will turn 2 next month. the family says yari was strapped into her car seat in the back. her 7-year-old sister was buckled into the front seat along her mom when there was a hail of gunfire just after noon.

>> it was about maybe four or five and there was a pause and another four. right after like the last gunshot i heard a car peeling away. >> reporter: oakland police say they are still investigating what happened. >> we're trying to determine if the car was parked at the time of the shooting. we're trying to determine that right now. or if it was moving. >> reporter: they are also looking into whether several cars fired on each other and if there is any connection to a homicide the day before. many are appalled at the violent cross fire in oakland. >> that's my child too that got shot, that little girl, so they're crying, i'm crying and we're all this n this together. >> i'm asking for prayer. >> reporter: yari is hanging in there with a lot of support. at ucf benioff children's hospital oakland, abc7 news. 5:07 now. in berkeley, police are hoping that surveillance video they just released will help they will track down a bank robber. take a look. the robber pulled a gun on a

teller at the wells fargo on university avenue just before christmas after grabbing the money, he pointed the gun at other people inside the bank. customers and employees hit the floor. fortunately, no one was hurt. wells fargo now offering $5,000 to track that man down. happening today, san francisco mayor ed lee is expected to make history by appointing the city's first openly hiv-positive supervisor. according to the examiner, the mayor's expected to name long-time aids activist jeff sheghy. he will succeed scott weiner, who was elected to the state senate. he will represent the castro and the bows triangle neighborhoods. the mayor is expected to make the official announcement this morning at 11:00. . all those neighborhoods you just mentioned, matt, look at how cold they are, 38 in the mission and the castro ocean beach and lake mercet, 37,

gusty winds also and hour by hour look at the rain coming up next. black ice definitely an issue this morning. mike saw some on 24 right around caldecott tunnel on his way in and reports of some around altamont pass and we have had 12 vehicles involved in crashes there since about 2:45 this morning so westbound 580 at north flynn, we still have the right lane blocked due to a crash. a new one near grant line road, facing the wrong way on the shoulder and a new fender bender around north flynn and that made it off to the shoulder as well. no serious injuries, nothing like that but we're up to 1 hour 15 minutes now if you're going to be coming from tracy to dublin. 101 looking okay across the golden gate bridge. 20-minute b.a.r.t. delay. and that is due to an earlier problem on the tracks. well, this horrible accident in san francisco sent ten people to the hospital. coming up, the plan a nearby business owner has to protect

oakland. two minor injuries. no one was taken to the hospital. so, everyone is okay. this was a three-alarm fire. they did evacuate the building. they don't know how many people have been displaced. they're still working on figuring that out right now. firefighters did go door to door to try to get people out of the building, but they say by the time they got here, most people had safely evacuated so they didn't have to do any dramatic rescues. everyone got out okay. again, those two minor injuries that basically everyone okay here in oakland, still looking to find the cause. live in oakland, amy hollyfield, abc7 news. thank you, amy. a chinatown community leader wants to prevent a repeat of this. this is a security video showing a car ramming into a bus stop last month. ten people were hurt. property owner pios lee is now urging the city of san francisco to install steel barriers around bus stops. they would be similar to the ones around gas stations.

he says the current bus are too weak. muni says the bus shelters are structurally sound. well, people on the peninsula and the south bay living in the path of a concierge airline will once again have to deal with the noise. santa monica bay surf air has been flying in and out of the san carlos general aviation airport since 2013 but the noise from the planes drew thousands of complaints from san mateo county to santa clara county as well. to reduce the noise, surf air began flying over an alternative bay route. that was six months ago, and now surf air says that bay route is no longer an option, and it will have to fly the original route. in today's gma first look, family, friends, and loved ones of debbie reynolds and carrie fisher are getting a chance to offer a final good-bye. >> the mother and daughter duo passed away just a day apart last month. >> reporter: in this morning's gma first look, the hbo documentary "bright lights" said

tomorrow morning. 8 to 10 inches until the santa cruz mountains, serious flooding and mud slides going to happen there. the rest of us, i've upped it up to 3 to 5 inches of rain and then we just don't get a break. tuesday, wednesday, thursday, more wet weather. oh, my goodness. well, obviously, it's going to be tough going on the roads this morning. we're pretty quiet with the exception of one spot you heard mike talk about that black ice that he came across this morning around caldecott tunnel on highway 24. we also have several reports of black ice if you're going to be traveling around altamont pass so westbound 580, i've had five separate incidents, many solo vehicle spinouts, one right around grant line road, the rest of them near north flynn, 12 vehicles total involved here so we've got some long back-ups and check out this drive time too. it is not pretty. 1 hour 28 minutes into dublin so right lane blocked near north flynn, that's the only lane blocked but folks slowing down there. southbound 680 okay and northbound 85 still in the green.

the crews are looking for any more victims of a three-alarm fire that broke out the oakland this morning. >> we know at least two people are hurt. abc7 news reporter amy hollyfield is live at the scene of harrison street. >> reporter: hi, yeah, the fire is out. look behind me, though, they're still very busy here making sure that there aren't any hot spots that are going to surprise them. red cross is on the way to help 14 displaced people. six units in this apartment building were damaged. firefighters tell us they got the call at about 4:12 this morning that an electric blanket was on fire. we asked if there was someone under that blanket. the person wasn't hurt. they don't know if the person was under the blanket or not but they're not calling that the cause of the fire. they say it's under investigation. but that's how the call came in. two people were hurt in this

fire. they suffered from smoke inhalation. they're calling those minor injuries. they were not taken to the hospital. we are on harrison street in oakland. this fire is now out. firefighters say they did help people get out of the building safely. we've knocked on doors, helped people down the stairs, everyone did make it out okay. reporting live in oakland, amy hollyfield, abc7 news. this morning, the weather, a big freeze blanketing much of the bay area right now. >> that's right. a big freeze before the big storms come this weekend. mike nicco tracking both of those things for us. >> not only is that big freeze blanketing the area, so is the big frost that it's creating. this is what i walked out to, 25 degrees and thick frost and yeah the credit card wouldn't cut it. had to get the ice scraper out of the trunk and let the car warm up just a little bit this morning. here's a look from our roof camera. it's going to be until 9:00 and then those freezing temperatures and the possibility of black ice will leave us. increasing high clouds just for

blanket of crystal frost over them. in the north bay, the incoming storm is worrying a lot of residents and business owners. many are taking advantage of dry weather to prepare. in san anselmo, employees told us they had to move merchandise outf off the ground. this time lapse video shows you how quickly the creek rose last year. we live on the creek in san anselmo so we were watching it rise and watching it go higher and higher in our backyard. it was pretty scary. >> homeowners told us there's not much they can do to fend off the water besides using sandbags. with the risk of flooding looming, residents of a morgan hill rv park have until tonight to evacuate. abc7 news was at the thousand trails rv park as people started leaving last night. now, the park sits along uvas creek and that could overflow this weekend. tenants say they appreciate the advance notice considering how much time they were given during

newscast but police now say those 911 calls were able to go through overnight. they assured us that calls were answered, dealt with. they did have to go into manual mode, though, because their computer aided dispatch center went down. officers were forced to use radios, phones, they also had to use paper forms with any information from those callers so track and just keep on top of those calls that came in. so, they told us this is something they regularly trained for, all of this was due to a power outage overnight at the dispatch center. things back to normal right now. natasha and matt, back to you. thank you, jessica. developing news in the south bay. police are searching for the gunman who killed two men and wounded a third at a san jose taqueria. shots were fired just before 8:00 last night. two of the men died at the scene. the third was taken to the hospital. a woman who worked next door told us what she saw. >> well, she was a customer, i think she's related to one of the victims.

she was screaming and she got a phone call, i'm guessing, from family members, letting her know what was going on and she ran outside screaming, like, saying no, like, and just panicking. >> at last check t man in the hospital was stable. neither motive nor the victims' identities have been released. police in san francisco are searching for the driver who rammed the back of a car, then took off, dragging a woman about five feet. officers tell us that the driver of an suv hit the parked car as people were unloading groceries from it. a woman who confronted the driver was then dragged a short distance. the driver will be charged with felony hit and run when caught. the suspect's car should have moderate damage in the front and the side. a warning this morning if you have business to take care of at the sclaerk county government building today. you're going to have to wait until monday. the san jose building is still closed because of a major electrical problem. sky 7 was over the complex north 1st street. repairs are taking longer than

expected. officials say the county's online services are available if you need to take care of something right away. it's 5:36 now and happening today, landlords are fighting back. an association represented them plans to sue the city of richmond over a voter-approved rent control measure. an attorney for the california apartment association claims measure l passed in november is unconstitutional for several reasons, including the mandate that landlords must accept subletting. richmond mayor says he is against rent control, but added that since people voted for it, they should get what they want. if you're on the fence over whether to rent or buy here in the bay area, this story may help you decide. according to a new federal study, renting is more afrdable than buying in eight of the nine counties. contra costa is the exception. homes there remain relatively affordable, especially in the inland areas. this lopsided split, according to experts, is a result of skyrocketing home prices and slow increases in income. here's the caveat to the study. if you rent, marin county may

not be the place to be. it's the most rent challenged area in the country where it's possible for a typical earner to spend up to 77% of their income for a place to live. if you're on the fence -- i think we just read this story. happening today, a sure to be tense briefing between donald trump and u.s. intelligence agencies, the point of contention, whether russia hacked the presidential election. they have no doubt about the matter. in fact, they say they know who passed stolen e-mails from russia to wikileaks during the presidential campaign. they also intersedimented conversations in which top russian officials celebrated mr. trump's victory. mr. trump is skeptical about the assessment, citing a supposed conspiracy among democrats and mainstream media. new this morning, president-elect donald trump is clarifying details of his plan to build a wall on the mexican border. around 3:30 a.m., he tweeted out that mexico will reimburse the u.s. for the wall. mr. trump and his transition team are hoping to get it paid for initially through a government funding measure.

about, yeah, our coldest morning this week. let's talk about what's going to happen ahead of us. saturday and sunday, flash flood watch for the north bay from 4:00 tomorrow afternoon to 7:00 sunday so about 27 hours of flooding concerns there. down in santa cruz mountains, 4:00 tomorrow afternoon to 11:00 so what's that? 31 hours of debris flows possible in the santa cruz mountains. and then we've got the wind where the damage will be in the forms of trees falling and power outages. the greatest threat from 4:00 tomorrow morning until 7:00 sunday morning. so, another 27-hour time frame. it's going to be a long storm, alexis. yeah. going to be a long commute, especially if you're trying to leave the tracy area. this has been our biggest trouble spot all morning. mike mentioning that black ice and we have gotten several reports of that right around altamont pass so westbound 580, crash on the shoulder near grant line road and then several crashes near north

this just coming in. british police are refuting reports at this hour that their investigation has been ramped up and is now being handled as a major crimes squad. they've been forced to issue a statement after reports in british publications the singer died of a drug overdose. that is not the case, according to the thames valley police, which is one of the largest police forces in britain.

they say officers are only taking statements and verifying facts at this point and that it's still being considered a nonsuspicious death. an east bay state senator plans to introduce legislation to help artists comply with construction codes. the goal is preventing another ghost ship warehouse tragedy. state senator nancy skinner wants to give building inspectors expanded authority to enter properties. legislation would also provide loans to help building owners meet safety codes. the december 2 fire inside the converted east oakland warehouse killed 36 people. investigators still have not determined the cause. you may remember all the hoopla over uber's self-driving cars in san francisco and whether they should be on the streets at all. one assembleman is trying to make sure that never happens again. he introduced legislation yesterday that would impose fines and penalties on any company operating autonomous cars without a permit. it would allow police to impound the cars. this is more than just a slap on

the wrist. it can actually cost companies up to $25,000 per car. a plan to speed up one of san francisco's most heavily used bus routes officially has the green light. transportation leaders signed off on the geary bus rapid transits project this week. it includes bus only lanes, new stations and new traffic signals along the 38 geary route and the perks don't stop there. >> even those that don't take the buses, this project contains street repaving, also pedestrian safety elements. >> for bus commuters, these changes are expected to shave off as much as 20 minutes per round trip. happening today, the four people accused of attacking a special needs teen and streaming the crime on facebook live will appear in court in chicago. we first showed you this disturbing video yesterday morning. it shows the suspects restraining and beating the teen. in addition to kidnapping and assault charges, the four are charged with a hate crime because of comments they made against white people and president-elect donald trump.

the victim was treated at the hospital and is now recovering at home. republican lawmakers have a new plan to cut off taxpayer money to planned parenthood. they've added a measure eliminating federal funding to the group as part of a bill repealing obamacare. but the measure could put the entire repeal bill in jeopardy because two pro-choice senators already questioning the move. the repealed bill needs approval of 50 senators to pass. the u.s. government gives planned parenthood $500 million a year. by law, none of it actually funds abortions. it is 5:47 now. it's not your imagination. it is cold this morning. and of course we have big storms on the way for the weekend. let's get over to mike nicco. >> let's talk about it. we'll start with mt. tammal, showing how clear it is. a little breezy this morning at 2600 feet. accuweather highlights here. the clouds will increase today. start off with sunshine, end up cloudy, cooler than average. waves of heavy rain and wind saturday and sunday, flooding, power outages likely. we've talked about atmospheric

river. some people are like, what is that? my wife e-mailed me this morning. here you go, honey. narrow band of moisture comes in from the tropics. it tanz very strong winds. this is what it looks like on a satellite picture. see this bright white cloud cover that's extending all the way down to the equator? now it needs something to draw it up, that low is also providing the energy to squeeze that air mass and bring the rain. so here we are at 9:00, light rain developing. becoming moderate by midnight. and then it stays moderate to heavy through at least about 9:00 tomorrow morning. then it becomes scattered and lighter until we get to 8:00 tomorrow evening and you can see the yellows, the oranges, the reds, moderate to heavy rain that continues all the way through at least 8:00 sunday morning. then it starts to slide into the south bay during the latter parts of the arch and into the evening hours. the heaviest rain slides into the monterey area. half inch in the south bay but the rest of us 1 1/4 to 1 1/2
