storm is out of here, but this morning, there are flooding concerns in many parts of the bay area. >> you might be done with the rain, but the rain is not done with you. we're keeping a close eye on local rivers and creeks this morning. hello to you on this monday, january 9th. i'm reggie aqui. >> i'm natasha zouves. we have mike nicco, tracking storms through thursday. alexis smith, we'll start with highway 17 but there is a lot going on. >> there is. we have a full closure of highway 17. this is in the santa cruz mountains. we'll head down there on my traffic maps. see the purple. the northbound side of the road is blocked. there was a mudslide just after 3:00 this morning. it also brought down a large tree and power lines. one vehicle involved, as well. we have a full closure of that northbound side. the southbound side, they were able to get a couple lanes back open. that is likely a sig alert for the rest of the morning. bay bridge toll plaza filling in at this point. we've had two issues.

on 580 approaching that and, of course, you have to sit through this in order to get through the metering lights. the metering lights flipped on at 5:28 this morning. let's check in with mike nicco for the forecast. >> definitely some unsettled hillsides there, or unstable, that could be unsettled. look at the line of light to moderate rain that is moving up and down 17 right now. at any point, that could trigger another minor rock slide. there is a little bit of rain pulling to the east of the grade and heading to tracy. we'll have some delays because of the clouds. temperatures, 47 to 55. we're going to be in the mid to upper 50s. our best chance of a shower across the north bay at noon. it starts to develop across the rest of us at 4:00. greater at 7:00. the later you leave for the evening commute, more likely you'll get wet. cal trans crews working to open the red line near del mar.

drivers have to find an alternate route. highway 92, 280 to san francisco. the big detour in green. the mud slide happened around midnight and crews have been working throughout the night. they hope to reopen highway 1 within the hour. in sonoma, deputies within yesterday near the russian river. michael took a video of the memorial bridge in healdsburg. >> we are looking at a trouble spot in maroon county. this video showed the creek at 7 1/2 feet late yesterday. this is below flood stage. >> emergency crews keeping an eye on the carmel river after it breached overnight. the office of emergency services says the river spilled over a levy, sending water toward homes in carmel valley village.

we're waiting for an update on the extent of the damage. we do know two residents had to be evacuated. everyone else decided to stay. officials say the water began to recede around 12:30 this morning. of course, they're foigoing to monitor that situation. >> traveling is a problem. you're looking live at san francisco international airport in the distance there. workers gearing up for what is expected to be a busy day. they're going to be accommodating nearly 180 people who never made it out yesterday after flighting were cancelled because of gusty winds. we checked flight aware.com. there are already delays and ten cancellations. daly city firefighters cut down a tree that came down on the box truck, no one was hurt and the truck wasn't damaged. many trees were toppled by winds like this one near dolores park.

this tree crossed all lanes of southbound 280. there are two cars involved. >> tree did not fall on the vehicle. the tree actually fell on the freeway first, and both vehicles weren't able to react in time and collided into the tree. >> one of the drivers suffered minor injuries when she hit that tree. >> the wind caused a lot of trouble, closing major roadways with fallen debris. in san francisco, a scary situation for a group of people. they were sitting inside of a bus stop shelter from the rain when scaffolding from a hotel under renovation came apart above them. a witness said the wind was whistling fiercely when the scaffolding collapsed. crews closed market street to clean up the mess. fortunately, no one was hurt. the storm led to several the storm led to several rescues including a taxi driver that drove into the eschuary in

oakland. >> a cabbie is being remembered after his cab plunged into the water. witnesses saw his cab disappear into the water during the storm. authorities say he may have lost control. a short time later, rescue divers located the car. the car was pulled from the water. the man was taken to the hospital where he later died. >> he is from india. we are good friend. we always know each other very well. very good person. >> fellow cabdrivers knew him as raj. he worked as a long-time, independent driver. there was also another water rescue in the oakland hills where a group of teens tried body surfing a creek. they got stuck in a storm drain tunnel. oakland firefighters were fortunately able to pull them all to safety. live in the newsroom, lonnie rivera, abc 7 news. >> thank you. a lot of you are sending in photos of the rain near you.

them, and the shooter is on the loose. that's who they're looking for right now. we are told the female officer is in the hospital. orlando police say the officer's heart stopped in the ambulance, but the crews were able to revive her. unfortunately, her condition does not seem very good. i read seconds ago that nine schools in the area have been put on lockdown. affecting a lot of people. i will let you know if the story changes, if updates come into our live desk. that is the latest here. >> jessica, thank you. 6:16 now. we are following up on this bart story. it has been a year since brazen shootingon board a train near the west oakland station. police still don't have any leads. you may remember the images of the man accused of killing a 19-year-old from antioch. the investigate revealed many security cameras on board bart trains are decoys. there is no actual footage as a result of the shooting itself. despite rewards, the trail has gone cold. since the shooting, bart

purchased 470 operational cameras. however, they are still not all installed. that is expected to be completed by july 1st. a u.s. diplomat in mexico is stable and under protection following an assassination attempt by an american citizen. police say surveillance video shows zia zafar waiting for ashcraft outside of his gym yesterday and shooting him. ashcraft was hit in the shoulder. zafar took off, triggering a man hunt that ended in his arrest. police don't know if a personal or professional dispute led to the shooting. ashcraft is a state department employee who worked out of the american consulate. this morning, mudslides and downed lines make it difficult to get to the sierra. a photo shows a mud and snow -- shows mud and snow blocking all lanes of westbound interstate 80 year truckee. if you're heading in that

direction, chp is asking drivers to be careful and watch out for highway maintenance workers. the weekend storm took down the historic tree in calaveras state park. this is the aftermath. you may recognize what it looked like standing there. the popular spot in the state park. visitors could walk through the hallowed out base. it stood for centuries and was known as the drive-through tree. alexis is tracking problems on the roads this morning because of the storm. also things unrelated. it's been a busy morning for her. >> it has. i got a good update for you. highway 1 in pacifica reopened three minutes ago. that was the location of yet another mudslide that started last night. that has been closed for several hours. we do still, however, have a closure of northbound 17, north of scotts valley. if you're coming from the santa cruz mountains, all lanes are blocked. the southbound side, we had delays and fully closed for a while but now we have at least

richmond bridge, it is starting to dry out a little more the more we drive on it. it'll be the case today. there are going to be light showers that will increase a little during the evening hours. evening commute could b more difficult. a dry pattern develops so we have to wait until friday. the stormer radar returns are moving away from 17 and 85 and heading to 87 and 85 where they come together. coleman road, puddles developing. bluefield drive, snell avenue. this stretches down to the santa cruz mountains. it is heading to morgan hill, san martin and gilroy. it'll be there in ten minutes. we had 101 shut down already this morning. i don't think this is going to aggravate that situation. tomorrow's storm could be a different story. only because we are so saturated right now. sure, we're going to dry out today. streets are going to dry out today. but the hills are still saturated. moderate to heavy rain tomorrow. during the evening commute, the hardest. gusty, southerly winds means

feet above flood stage. it's undergone changes since the 2000s and the devastating flood in 2005. residents say it's come a long way. >> water everywhere. the downtown area flooded. people had sandbags but businesses got water all in them and everything. so it is much better now. >> if you go through downtown, you can see the sandbags stacked in the doorways there. the city has closed off riverside parks and paths. >> as a result, we do have some school cancellations to tell you about in sonoma county. they include alexander valley, cloverdale, forestville, geyserville, guernevill, armny and monte ryo school districts. 6,000 customers are waiting to have restored power. the latest list from pg&e. 2,300 people are in the dark in the north bay. the peninsula, 2,000.

1,900 in the south bay and a handful in san francisco. this is better than yesterday, when 40,000 customers were without electricity. new video this morning of a water rescue in san jose. imagine being the two people trapped inside that car last night. the fisher river overflowed its banks. this was near santa tarea and bailey boulevard. crews walked the two people to safety. >> i was heading home on bailey, which is going west. all of a sudden, the road just turned shiny and the flood water was coming over the road. next thing i know, the car stalled. we were ten feet from the edge of the water. within a matter of ten minutes, the water had ground to 20, 30 feet in front of us. >> timing was crucial here. just after the rescue was made, crews had to evacuate themselves because the water started rising quickly again. >> the flooding got so bad in parts of san jose, it caused

problems for police. look what happened after one officer went to help a stranded driver last night near santa teresa boulevard and bailey avenue. the water rose so fast during the rescue, an officer parked at the scene was trapped inside his squad car. firefighters were called to rescue the stranded officer. the driver is okay. the officer is also okay. the intersection is going to remain closed until the water recedes. is that a monsoon in martinez? it soubnds like it. look how much rain fell overnight. one rain gauge suggested an inch an hour. parts of pacheco turned into a river. flooded streets and storm drains are a part of the problem this morning. sandbags kept many of the downtown businesses dry. crews closed part of the great highway near ocean beach due to flooding. they're waiting for the water to

recede to reopen the road. >> people in the santa cruz mountains are on alert for possible evacuation because of the fast-rising san lorenzo river. the planning committee went door to door yesterday, alerting riz de -- residents about the rising river. >> people are doing a good job. we give them lots of warnings. the county has used the reverse 911 system to let people know what's going on. >> the process has been a smooth one. the river is being closely monitored. it has not yet reached flood stage. the california emergency management agency is reminding people statewide to be ready for any type of natural disaster. prepare norcal's guidelines for developing an emergency kit for your family are posted on a br s abc7.com. we've been tracking this all morning long. it is still under investigation

and impacting your commute. i've been working with alexis on this one. the word is the 101 northbound to northbound 880 interchange will be closed until at least 9:00 a.m. that's the latest information we have. the shooting happened while you were sleeping just after midnight. we have this new video from overnight. you see the investigation there. we also saw someone, the injured suspect, being put into an ambulance. he was shot. not clear at this point what triggered the shooting. prior to the shooting though, the officer involved had to call for help. you saw the ambulance there. we don't know the suspect's condition at this point. san jose police are the ones investigating. they have been out there all morning long. we'll be keeping an eye out for developments and pass those along as soon as we get them. alex alexis, to you. >> announcer: a traffic alert. >> from abc 7 mornings. >> thanks, jessica. i'll take you live to sky 7 right now. they are over this mudslide on highway 17. this is just north of scotts valley. i actually am getting a first

glance at this along with you this morning. looks like we had a backhoe. we have a couple of heavy duty trucks there. i'm guessing they're going to be loading all that mud and dirt that slid on highway 17 just after 3:00 this morning. those efforts are ongoing. we don't have any estimate on when we'll get the roadway open. northbound 17 is fully closed. the southbound side, we have one lane getting by. obviously, this is not only tough for us to see, imagine the crews trying to clean this up. they're working in tough conditions. still northbound 17, fully closed. that is not a great situation. also,want to show a crash on highway 24, jacked back to 680 and concord from a two-car crash blocking the left lane. busy in the traffic department. mike, you've been busy for about a week now. >> it will still be busy as we have a stronger storm coming in tomorrow. could increase the damage. today, not so much. here's a look at the temperatures. hi, everybody. we're 49 in los altos

lafayette, 51. we have 40s around nevada for the cool spots. alemedo, oakland, 50s. san philippe road, eden we're seeing ponding and puddles developing on the roads. that is stretching to morgan hill. it'll be around another 15 minutes. then it is gone. then we'll deal with some scattered, lighter showers the rest of the day. 1/10 to 2/10 inch. if you're caught under one of these, it is lightly in the afternoon and evening hours we'll see redevelopment. winds will be 10 to 20 miles per hour. san jose, we had about 1 1/2 inch of rainfall over the weekend. on the roads, it is going to be poor for both commutes because the roads will be wet. on the water, a little breezy north of the bay bridge this afternoon and evening.

five people in an airport rampage is set to make his first court appearance. video has been released and you may find it disturbing. esteban santiago is in a blue shirt and begins shooting left at ft. lauderdale-hollywood airport. he's facing charges of murder, mi firearms and airport violence. he went to an fbi office to report his mind was being controlled by a u.s. intelligence agency. he did that in november of last year. police nabbed 16 people connected to the multi-million dollar heist with kim kardashian-west. she was tied up and locked in her bathroom while thieves made off with millions in jewelry. it was part of a coordinated effort by police in several cities there. according to tmz, the suspects

problems on the road all morning because of the weather. >> we're going to go live to sky 7. it is a dark picture here, but they're over the mud slide that happened just after 3:00 this morning on highway 17. this is north of the scotts valley area. unfortunately, one of our news crews was involved in this, as well. our news van was hit by some of the debris and a tree that fell. power lines are down. the member of our staff has been treated and released from the hospital. certainly good news there. that was the only vehicle, our news van was the only one involved in this slide. we have a full closure of highway 17. that's at granite creek. obviously, they're going to detour you before you get to the debris. i know it is hard to see, but it is totally covering the roadway. looks like they have a lot of work left to do. southbound side, you are slowly able to get by. keeping an eye on that one, but i'm betting it'll be a long-term closure. the bay bridge toll plaza, heavy today. we're starting to return to full

it is pushing away. gilroy 101 was closed this morning a while because of issues there. thankfully, it is lighter outside. the storm impact scale moving forward is going to be a two for tomorrow. that is moderate. we're still going to see damage from mod rerate to heavy rain during the commute. we have a wind watch tomorrow from noon until midnight for, again, 50 to 60-mile-per-hour gusts, like we dealt with yesterday. here we are through the noon hour. you can see a few sprinkles out there. the north bay, we'll get rain. the south baby 6:00. it could be moderate. then by midnight through tomorrow morning, it starts to fill in. tomorrow's morning commute is going to be wet. look how it opens up at noon through the evening commute. even red showing up during the evening hours. that's when we'll have the greatest potential for damage. rainfall totals are look more than an inch for most of us, except in the south bay. three to four inches in the mountains. >> mike, thank you. coming back in 90 seconds with the seven things you need
