there are garages and things like that that go under and then you're trapped. >> so there's no way in and no way out. >> cars submerged. the russian river flows over its banks and into neighborhoods. good afternoon, i'm dan ashley. >> and i'm kristen sze. we have team coverage today. spencer christian has the forecast. david louie is in the santa cruz mountains where there were mudslides this morning. >> but we're going to begin in the north bay where the russian river has overflowed its banks. sergio. >> reporter: the russian river floods at 32 feet. right now it is a little bit over 35 feet.

officials tell me at that level they figure about 550 homes and businesses are going to be affected by this flood. emergency crews have been kept busy because of the storm and the rising waters of the russian river. from sky 7 you can see this raft team transporting a man whose home was safe but was boxed in by the floodwater. >> we had a medical emergency over on neeley road where we have an engine crew staged due to high water. we brought the boat shuttled him across. >> reporter: people know exact low what level spells trouble for their properties. >> right now i'm at 36 feet. if it gets to 40, i'm underwater. >> reporter: he's been trying to contact a friend who reached out to him earlier this morning but hasn't spoken with him against. >> i know he's close to summer cross and he got a child and wife and parents and they're all in the house. >> reporter: some buildings have

been swamped by the river but flooded roads have been the biggest issue. we've seen a couple big-wheeled trucks drive through submerged streets. residents hoping to avoid that road hazard have pulled out the canoes instead. jason robinson and his son have paddled a couple of miles in the swollen river. this is the first time hendrix has seen the river jump its banks. >> how's it look out there? >> good. there's a lot of trash and a lot of propane cans floating around. >> reporter: what's in the water and what's under water could be a concern for days to come. and when you take a live look at that car that's under the water, you get an idea as to why it's dangerous to be in floodwaters. that car has gasoline and other petroleum in there. it's all swirling around in this floodwater. now, it will start raining again, so even if the river recedes a little bit tonight, they fully expect it's going to rise again tomorrow. reporting live in sonoma county,

sergio quintata. spencer christian is here with a look at the forecast. >> here's the latest on the russian river at guerneville. it's expected to crest wednesday at 6:00 p.m. flood stage is 32 feet. the river is expected to crest at 35.7 feet on wednesday, which is nearly four feet above flood st stage. right now we're looking at a flood warning for this portion of the russian river until 6:40 until evening. on live doppler 7 there is light rain scattered across most of the bay area right now, especially in the north bay. it's a little steadier in the north bay and another storm is on the way. this will be coming in overnight and tomorrow. it ranks 2 on the storm impact scale. we expect morning showers, afternoon downpours. winds gusting up to 45 miles per hour or higher. there's a possibility of flooding and downed trees with this storm.

here's forecast animation taking itself to 11:00 tonight. we'll see light to moderate rain across the bay. by 2:00 a.m. rain covering much of the bay area. our concerns about rush hour conditions tomorrow, showers and wet roads during the morning rush. downpours, windy conditions, ponding on roadways and hydroplanes possible during the evening rush. >> spencer, thanks very much. >> all this rain can cause land and mudslides. >> it sure can and it happens in an instant. one of our own abc 7 news photographers in fact had a frightening close call this morning when he was hit by a major mudslide himself on highway 17 in the santa cruz mountains. >> david louie is live near scots valley. david, how's he doing? >> reporter: you can see what a big job this is for the caltrans crews. they have a front loader here but quickly added an excavator. they're trying to get both northbound lanes reopened as quickly as possible, but it's a

big job. imagine coming along this road in the dark early this morning and suddenly the slide happens. that happened to one of our abc 7 news vans. the amount of destruction can be shocking. there was no warning. the abc 7 news photographer caught just a glimpse of the landslide as he was driving northbound on highway 17. in a split second, the news van was crushed by rocks, dirt and vegetation as seen in this shot by a chp officer. >> miracles happen every day. happens to be -- fortunately the slide didn't completely cover the van. >> it covered both of the northbound lanes just as the morning commute was about to start. the santa cruz mountains got pounded by sunday's level 4 storm on the abc 7 news storm impact scale. the heavy rainfall saturated the soil and made it unstable. the crews kept a watchful eye for more potential slides as they worked on clearing the highway. caltrans was able to reconfigure

the southbound lanes to give them a bypass around the roadblock. the big challenge was the amount of rocks and debris to be removed. >> it's around 700 cubic yards, which is a lot. there's all kinds of dynamics as far as power poles, lines, boulders and rocks. it's a variety. caltrans is working with pg&e and at&t to do their best to clean this up. >> reporter: light rain didn't help. it added both urgency and concerns of safety as crews continue to work as quick as they could for fear that the hill might give way again. the highway patrol warns it could happen again to anyone. this cleanup operation is going to stretch well into the night. caltrans will be bringing some generators and some work lights in order for these crews to continue working to try to open up these lanes. officially, chp says it cannot

forecast exactly what time these lanes will be reopening, so the temporary two-lane configuration on the southbound lanes of highway 17 are going to be remaining in place for the time being. we're live in the santa cruz mountains, david louie, abc 7 news. >> all right, david, thank you. i'm glad our photographer will be okay. the marin county sheriff says a combination of speed, bald tires and heavy rain likely caused a crash that killed a 20-year-old man overnight. jose hernandez died when his car crashed through a guardrail and landed upside down in a fast-moving creek. the wreckage was found at 8:30 this morning. hernandez' body was found in the car, which was partially s submerged under water. we now know the name of a woman killed after a tree hit and killed her. she had been out for a walk on the canyon lakes golf course. it happened just before 11:00 in

the morning. she was taken to a san ramon hospital where she died. a fire department spokesperson calls the instance denlcident a accident. tons of rock and dirt fell onto highway 1's northbound lanes near sharp park about 11:15 last night. some people had to drive south to half moon bay in order to head north toward san francisco. others waited in traffic while caltrans cleaned up the mess this morning. >> i'm supposed to be at a training class at 10:00. i left a little early to get there because i thought there might be some problems, but i didn't expect this. >> my boss told me that i still have to come into work even though there's a mudslide. >> no break there. you can see how big the slide was in this view from sky 7. highway 1 reopened around noon. the chain saws were humming at san francisco's golden gate park as crews used the break between storms to clear debris, lots of it. abc 7 news caught up to this rec and parks crew who was chopping

up several large limbs that crashed to the ground near the dutch windmill. about 20 trees were damaged in the park. in sierra, interstate 80 near donner lake is back open after mudslides closed roads around lake tahoe. all westbound lanes were closed for hours. 80 and highway 50 was back open this morning. chains are still required in most areas. a warning for drivers not to blindly follow gps. the washoe sheriff had this picture of cars stuck on the road. drivers following gps to get around the road closure and they got stuck. the closure of interstate 80 as well as avalanche danger forced ski resorts in the sierra to remain closed today. this is boreal, as well as squaw valley, north star and sun springs did not open. resorts have received more than eight feet of snow since last thursday and the region could

receive 4 additional feet in the coming days. talk about being proactive. work crews went on the offensive to prevent flooding in downtown reno. the public works department positioned an excavator on top of a bridge over the truckee river just south of interstate 80. it grabbed trees and other debris prevent it from building up in front of the span, lessening the risk of flooding. volunteers say the historic pioneer cabin tree was barely alive before it came down. strong winds and heavy rains were too much for the ancient tree. here's what it looks like before it came down. the park is 80 miles east of sacramento. the base of the tree was carved out in the 1880s and has been a popular tourist attraction ever since. i've been there myself. really sad to see it go. yosemite valley will be back open tomorrow. it was closed over the weekend because of flooding concerns in the valley. however, services will be limited, even though it's

sky 7 over angel island where crews have brought a dead whale with two large gashes on its side. the whale was found saturday in oakland's inner harbor. it's huge, as you can see. the u.s. army corps of engineers towed it away to get it away from ship traffic. officials tell us this is a female, subadult fin or blue whale pers whale measuring 40 to 60 feet in

length. they will perform a necropsy to determine the cause of death. police released these surveillance photos showing two men wearing masks entering the click away cell phone store. one had a gun, the other was carrying a knife. police say the men walked into the store around closing time and forced two employees into the back office. they were not hurt. the robbers made off with new phones and cash from an open safe. yahoo!'s ceo marissa mayer will no longer be on the company's board of directors once it merges with verizon. in an s.e.c. filing today, yahoo! announced mayer and several other directors will resign from the board. no official announcement about mayer's status at ceo. verizon is purchasing yahoo!'s core business for $4.8 billion. also announced, the company that remains after the purchase goes through will change its name from yahoo! to altaba

incorporated. there continues to be much talk about the affordable care act. >> today there is a national movement called keep america covered. medical schools across the nation held demonstrations today asking congress not to repeal the law. >> lyanne melendez is live in downtown san francisco where a health care conference is under way featuring vice president joe biden. >> reporter: that's right. and you know the people attending this conference want to hear from vice president biden, want to hear what he has to say about what's going on in congress regarding the affordable care act, any kind of inside information. i'm not sure they're going to get much information. now, in the meantime, health care providers here in san francisco and around the country are not waiting and took action today. these ucsf health care providers joined many more across the nation in a protest against the proposed repeal of the affordable care act. the demonstrationing were part

of a national movement called protect our patients. >> there's about 30 million americans who stand to lose coverage across the nation, and so without health insurance, you can really only get emergency services here in america. >> reporter: wearing white coats, they stood in silence to support the many uninsured people who have benefitted from the affordable care act. >> if they want to improve it, we would support that, but we don't think it should be taken away without further planning. >> reporter: in california, more than 1 million consumers receive federal subsidies to help them pay their monthly premiums. the state receives more than $20 billion a year in federal assistance. if the law is repealed, california would not be able to continue subsidizing consumers already under the plan. but doing away with much of the law has become a priority of president-elect donald trump and republican congress. >> we have millions of middle class americans here in california who had their policies cancelled and when they

went to go reapply under obamacare, they found less coverage for a lot more money. >> reporter: jason clark, head of san francisco's republican party, believes lawmakers will gradually make changes to the law. in the meantime, health care providers participating in today's protests signed a petition asking the congress not to repeal it. in san francisco, lyanne melendez, abc 7 news. president obama's approval rating is one of the highest ever for a president about to leave office. the associated press/norc poll puts his favor ability rating at 57%. 37% have an unfavorable view. ronald reagan left with a 53% approval rating. this week's stormy weather comes as california enters its sixth year of drought, but all this rain is actually bringing us some good news. check out this map from the u.s. drought monitor. this is as of last thursday.

the white section shows no drought. the darker areas show more severe drought. you can see the coastal bay area shows no drought but once you move inland, there are still some serious drought concerns. but keep in mind this atmospheric river and all this rain we've had is making a difference. it's helping. >> and the showers are still coming down and it moves quickly. i thought it wasn't raining in san rafael and, bam, it started. >> heavier rain is coming in and that will be steadier and last longer once it arrives. here's a look at live doppler 7 and right now you can see that we have light rain or light to moderate rain over most of the north bay and more widely scattered areas of light rain over the remainder of the bay area. current temperature readings are generally in the mid-50s. a little cooler at los gatos which has dropped to 48 years. in the early morning hours rain will have developed, some pockets to light to moderate, heavy rainfall in fact. lows in the morning hours will range from upper 40s to right around 50 degrees and here comes

our next storm. it ranks 2 on the storm impact scale. it will arrive during the overnight and early morning hours. in the morning hours we expect showers from the storm but downpours will persist through the afternoon and evening hours with winds gusting to 45 miles per hour or higher. that brings the possibility of flash flooding and downed trees. here's forecast animation starting at 6:00 tomorrow morning. you can see widespread pockets of yellow there indicating moderate to heavy rainfall. there will be more moderate to heavy rain around noon or so, mainly in the north bay. that will spread into the south bay and east bay by afternoon and evening hours. so the evening commute will be a very wet and messy one. we'll see the storm reintensify around 8:00 tomorrow night before beginning to weaken by 11:00 tomorrow night. potential rainfall total up to 2.5 inches in the north bay, up to half an inch in the wettest spots in the south bay and up to an inch in the central part of the bay area and inland east

bay. we have a flash flood watch for virtually all of the area except in the inland east bay. we have a wind advisory in effect for most of the low-lying areas of the bay area with gusts up to 45 miles per hour. there could be downed trees and power lines and a high wind warning in effect from noon tomorrow to midnight tomorrow night for the higher elevations, 1500 feet and above, where gusts could reach 60 miles per hour. let's take a look at our projected wind gusts by tomorrow afternoon. most of the bay area will see winds gusting between 40 and 45 miles per hour along with the heavy rain we're expecting. that's of concern. so here's the accuweather seven-day forecast. rainy and windy tomorrow with a chance of more flash flooding and wind damage. we'll have a weaker storm on wednesday ranking only one on the impact scale. chance of showers again on thursday. then we get a string of dry days friday through monday with cooler weather toward the end of the week with daytime highs in the low to mid-50s.

a few months ago kim kardashian was the victim of an armed robbery in paris. the thieves made off with a fortune in jewels. today police made their first arrests in the case. alex stone has the details. >> reporter: a french police dragnet hauled in 17 suspects in the brazen robbery of kim kardashian last october. the accused range in age from 23

to 72. the authorities raided several locations in paris and the south of france, this damage to the gates evidence of their forcible entry. along with the suspects who were known to law enforcement for previous robberies and other crimes, police seized numerous firearms and cash worth over $147,000. apparently not kim kardashian's jewels. it was on october 3rd when five robbers allegedly barged into her luxury home in paris holding her at gunpoint. they locked her in a bathroom bound and gagged and stole $10 million in jewelry, including this eye-popping $4.5 million ring from her husband, kanye west. in this security footage, authorities say you can see the robbers passing on bikes the night of the heist. a few minutes later, two others on foot. later still all five make their getaway, the last of them holding what could be the stolen jewels. kardashian was shaken but not physically hurt. alex stone, abc news, los

under water at this hour. sergio quintana tweeted this photo of rescuers using inflatable rafts to get to people trapped by the russian river flooding. the river crested at about 35 feet this afternoon, stranding many in their homes. and the impact of the storm has been deadly in the north bay. leslie brinkley tweeted this photo of a car involved in a fatal wreck. investigators say heavy rain and bald tires may have contributed to the wreck that killed a 20-year-old driver from novato. and the storm caused trees to fall throughout the bay area, including one that toppled onto an on-ramp to 680 in milpitas this morning. carolyn tyler is live in golden gate park where several trees also fell. carolyn? >> reporter: yes. we're told 20 trees gave way here in golden gate park. the rain and the wind really did a number throughout the city. >> my car right now, everything

here outside and inside. >> reporter: this man found out the hard way what can happen when you park under a tree and a storm blows through. his lexus suv was crushed just off third street in the bayview neighborhood. he's not the only one who will have to find another way to get around. three cars were damaged by an 80-foot cypress near the university of san francisco. sunday's storm has had san francisco's public works crews scrambling to answer 169 calls and counting about downed trees and falling branches. >> we have an all hands on deck today. we've got our landscape crews as well as our tree crews going out, cleaning up. >> reporter: a dramatic incident took place in golden gate park near the soccer fields. a man was trapped for three hours after a tree fell on his tent. san francisco firefighters got him out. we also saw two huge trees collapsed across stow lake, one

behind him running for cover. police say santiago emptied his 9-millimeter semiautomatic handgun before reloading one more time, killing five. among the dead, 84-year-old olga woltering of georgia and michael oehme. his wife, carrie, one of six injured. >> i couldn't believe it. >> reporter: santiago's ex-girlfriend telling abc news the iraq veteran came back a changed man. >> he started acting weird when he was in puerto rico. we have to let veterans know that he was having some mental problems, he wasn't feeling all right and they did nothing. >> reporter: this as new questions emerge as to why the gun wasn't taken away from him last november when he told the fbi in alaska he was hearing voices about isis. >> the gun was taken away from him but it was given back after he was cleared. >> reporter: abc news has also learned the fbi is now examining

santiago's computer because he allegedly told authorities he's been in contact with isis online. if convicted, he could face the death penalty, elizabeth hur, abc news, new york. in florida, s.w.a.t. teams focused on an apartment complex as they searched for the suspected killer of an orlando police officer. that officer, master sergeant debra clayton, was shot while confronting a murder suspect at a walmart. a short time later an orange county deputy sheriff died in a motorcycle crash while searching for the suspected gun n mman. he is wanted for questions in the shooting death of his ex-girl friend. the driver who plowed a truck into a group of israeli soldiers in jerusalem may have been an isis sympathizer. the driver ran a box truck into a group of soldiers killing four and injuring ten others. two soldiers and a tour guide, who is a colonel in the reserves, shot and killed the suspect identified as 28-year-old fadi quinnbar.

the hollywood foreign press association is singing the praises of the movie "la la land." it earned a record number seven

golden globes awards last night. here's reaction from backstage in beverly hills. >> reporter: a movie that celebrates the hollywood musical hit all the right notes for golden globe voters. "la la land" was nominated for seven awards and won all seven in the musical or comedy categories. best picture, better actor ryan gosling, best actress emma stone, best director and best screenplay, best score and be best -- >> i assume it doesn't always go this way so i'm not going to get used to it. >> reporter: casey affleck won best actor and french actress isabel was named best actress. "moonlight" won best picture on the drama side. >> i think it touches people because they see the authenticity we put into it. we weren't trying to do anything but tell our story. i think people respect that. >> reporter: aaron taylor johnson won best supporting actor for nocturnal animals and

oscars right here on abc 7 on sunday, february 26th. from the big screen to the small screen now, another season of "the bachelor" has begun and two bay area women have made the first cut. one of them, jasmine, is a warriors dancer. the other, josephine, is a registered nurse from santa cruz who asked the bachelor to eat an unheated hot dog on their first meeting. it's already been a crazy start to a show known for outrageous moments and spectacular dates. viall is no stranger to the bachelor franchise. he has appeared on three other seasons of "the bachelorette" and "bachelor in paradise." we caught up with nick and asked why not give up on tv romance and try a dating app instead? >> i would argue that being the bachelor is much better than being on tinder. so if compared to those two options, ike i would always choose to be the bachelor. in all seriousness, between my times on the show, i've always
