cars under water along the russian river where people remain on alert. boats on the loose. the storm took several boats for joy rides along san francisco bay, including these that ran aground in tiburon. good evening, i'm dan ashley. >> and i'm kristen sze. thanks for joining us. our coverage tonight begins in the small sonoma county town of forestville. much of it overwhelmed by flooding. >> laura anthony is there live with more tonight. laura. >> reporter: well, hi dan. i was going to tell you how it hadn't rained all day but it just started raining. it is pouring here. let's show you where i'm standing right now. this is woler road. this road normally would go through all the way to healdsburg, but you can see it is inundated with water. this is the russian river overflowing its banks. it has been this way all day. according to the local supervisor, it's the highest it's been in over eight years. as far as the eye can see, the

russian river has overflowed its banks. the once pristine shoreline now awash in a sea of mud and deb s debris. residents many of them living in tents, moved out before the flooding. >> it's spectacular to see the river come back and north nature say you occupy a lot of space here, but i'm in charge. >> reporter: down the road to the west, the river bend rv park is largely under water. fortunately, not before most of the rigs relocated to higher ground. >> i live in santa rosa, but this kind of thing interests me and i like to take pictures of it so i came out to take a few snapshots. >> i think it's going to get worse, right? more rain, could get higher? we'll see. >> reporter: on the uphillside of river road, it was a tree that snapped in half and landed on this house. >> at least it looks superficial, not too much damage. thank god it was vak angcant an one was in there. >> reporter: the folks who live in this area know how to take

events like this in stride. >> people that live up here, they know it's going to happen and they prepare for it. >> reporter: and this is a live look at the vineyard here just on the other side of woler road here, which as i said is cut off completely. there's actually some people who were staying just across the road who actually live down the road here. there's a few houses down in this area. they have been cut off completely for a couple of days. just in the time that we have been talking it started to rain even harder and i've talked to local officials. they say the key times will be tomorrow afternoon and then again on wednesday. they'll be keeping a close eye on this river even after the rain stops. live in sonoma county near forestville, laura anthony, abc 7 news. >> laura, thank you. well, the ferocity of mother nature affects everyone, including us here at abc 7 news. >> one of our own abc seven news photographers found himself in the path of a major mudslide this morning on northbound highway 17 in the santa cruz mountains. >> in a split second the news van was crushed, as you see, by

rocks, dirt and vegetation. as you can see in this video, authorities say the mudslide, as major as it was, could have been much worse. >> miracles happen every day. it happens to be usually -- fortunately the slide didn't completely cover the van. >> caltrans has been able to reconfigure the two southbound lanes to give traffic a single lane bypass around that roadblock. >> the mudslide cleanup is expected to last through the night. caltrans hopes to reopen the northbound lanes in time for tomorrow morning's commute. the national weather service tweeted this picture of flooding in monterey county. they say a levee failure caused this problem on the carmel river near carmel valley village. and a house in fairfax suffered a crushing blow when a tree fell on it during yesterday's storm. take a look at this damage. the house just caved in. the tree also took down an electrical wire. pg&e was at the property today making repairs.

the utility has more than 2400 workers responding to power outages. in novato a man died when he crashed his car into a creek. swollen streams are just one of many problems in marin county tonight. leslie brinkley is there live for us with more. leslie. >> reporter: good afternoon, dan. i can tell you in this neighborhood, there's a pretty frantic effort to get debris out of san anselmo creek and that's because that debris could back up or block the storm runoff and even flood some of these homes. one resident told me he woke out, looked out, saw his entire backyard and his trees gone. a ten-foot swath of a creekside backyard slid down this hill sunday taking massive bay trees down the slope. the fear, it would all dam up the fast-flowing creek. >> we want to get the debris out of the way so if there is a lot of water or rain tomorrow or even if there's not, if it gets dammed up, we can still get flooding and there's a lot of

homes that could be at risk. >> reporter: the massive crane is moving the debris piece by piece out of the way. marin county public works tweeted this video as they work to remove debris at the redwood boulevard bridge. and the race was on to get in nissan altima out of the creek. >> the vehicle landed upside down in the creek about 15 feet below. >> reporter: the raging waters overnight submerged the car. the driver died. there were no witnesses, but chp believes the combination of slick roads and bald tires might have triggered the fatal crash. by noon crews caught the car out of the creek so it didn't block the flow of the runoff. >> we have seen a lot of trees down. >> reporter: the waters receded today but another high tide at 10:17 tomorrow morning just as the next storm hits has

residents worried. one man even moved all his furniture and a piano up onto wood pallets just in case. i'm leslie brinkley, abc 7 news. abc 7 news was at the university of san francisco as crews chopped up an 80-foot cypress that fell on three parked cars. two of the vehicles had their rear windows blown out from the impact. no one was hurt. but the tree trimmers faced some danger from the tree snapping back up due to the tree's weight shifting back to its giant root ball. >> there's all the weight of the tree resting on the car, so we need a crane to really support the tree piece by piece. >> the tree fell yesterday during the storm and originally blocked all of golden gate avenue. also in san francisco, a large ficus tree came down on lombard street. it doesn't appear that any cars were hit. we shot this video of a worker

cutting the tree up into pieces and loading them onto his truck. and here's another mudslide in the santa cruz mountains separate from the one involving our news truck. this one has closed both lanes of highway 9 near toll road trail just north of boulder creek. sky 7 shot this video around 9:00 this morning. a couple of pretty good-size trees came down as well. no word when the lanes will reopen. more rain is on the way tomorrow, which will likely bring more problems to the bay area. >> meteorologist sandhya patel is here with a look at the forecast. >> yeah, get ready for another soaker as you take a look at live doppler 7. you can see some showers ahead of our next storm. right now the steadiest of the rain in the north bay as i take you in closer, some moderate to heavy pockets. windsor, guerneville road into santa a. as we look around napa, it's lighter rain and the flood warning has been dropped but that could change. walnut creek, walnut boulevard, we're seeing spotty light showers. on the peninsula from pacifica

to burlingame and san mateo also watching this moisture. this is heading our way in association with our next storm which is out over the pacific here. so here's a look at that storm. it's a 2. moderate in intensity on our storm impact scale. brief downpours expected tomorrow, which means flooding, gusty winds, trees down, chance of thunderstorms as well. russian river at guerneville, another crest is expected tomorrow evening. flood stage is 32 feet. it's forecast to reach 35.7 feet. so expect the flooding to continue. flash flood watch for the north bay, peninsula, low-lying areas could see some flooding. rock and mudslides not out of the question. coastal flood advisory with a high tide coming in tomorrow morning can means localized flooding. we also have a high wind warning for the hills. gusts over 65 miles an hour. the lower elevations will be under a wind advisory. downed trees and power ountages

francisco. his visit coincides with a nationwide demonstration today to protect the affordable care act. abc 7 news reporter lyanne melendez is live with the story. >> reporter: well, dan, the vice president heads the moon shot initiative, which does a few things. for example, accelerate cancer research and also aims to provide more therapy treatment to more people. this should be 15 to 20-minute speech. not sure if the vice president will talk about the affordable care act. in the meantime, some health care providers here and across the nation decided to support obamacare. wearing white coats, they stood in silence to support the many uninsured people who have benefited from the affordable care act. these ucsf health care providers joined many more across the nation in a protest against the proposed repeal of the law. the demonstrations were part of a national movement called protect our patients.

>> it can disrupt up to 30 million people's health care and can be detrimental to their lives. >> primary care, preventative medicine, you know, things to -- medications to be able to treat diabetes, hypertension, cancer, are just completely unavailable to you if you don't have insurance. >> reporter: in california, more than 1 million consumers receive federal subsidies to help them pay their monthly premiums. the state receives more than $20 billion a year in federal assistance. if the law is repealed, california would not be able to continue subsidizing consumers already under the plan. but doing away with much of the law has become a priority of president-elect donald trump and the republican congress. >> obamacare basically robbed peter to pay paul and that's not a sustainable system. we need a system where everyone benefits. right now people who are in the middle classes are getting soaked. >> reporter: jason clark, head of san francisco's republican

party, believes lawmakers will gradually make changes to the law. in the meantime, health care providers participating in today's protest signed a petition asking the congress not to repeal it. in san francisco, lyanne melendez, abc 7 news. some big changes are coming to yahoo! once it merges with verizon. today in an s.e.c. filing, yahoo! announced ceo marissa mayer and several other directors will resign from the board. also the company remaining after the sale will change its name from yahoo! to altaba, incorporated. verizon is purchasing yahoo!'s core business for $4.8 billion. bank of america is being accused of stiffing the fdic. the agency filed a lawsuit in federal court today demanding that b of a pay $542 million it owes to the regulators deposit insurance fund. the suit claims b of a

underreported a key risk metric by tens of billions of dollars during the final three quarters of 2013 and all of 2014. a lawyer for the bank calls the fdic's position erroneous. well, we are learning a lot more about the historic health record hack at anthem insurance back in 2015. >> michael finney is here with more on that. >> this is going to sound familiar. >> really? >> a foreign government is likely to blame for a cyber breach of anthem health insurance. the california department of insurance says the breach compromised some 78 million consumers. the department is refusing to identify, however, which foreign government is believed to be behind the hacking but did say the social security numbers, birth dates and other personal information welcome bare access. anthem is the second largest health insurance company in the country. the fbi has arrested a of conspiracy to defraud the es- united states. it's all part of the ongoing criminal investigation into the

automaker's diesel emissions cheating scandal. oliver schmidt led the regulatory compliance office in the united states from 2014 until march of 2015. schmidt is the second vw employee to be arrested and is accused of misleading regulators. california's housing affordability is at an all-time low. the california department of housing and community development says home production is lagging some 100,000 units behind demand. now, that's driving up the kauflt cost of housing, causing a host of issues, including this. one-third of residents who renting their homes are spending more than half their incomes on housing costs. >> really? >> half. >> wow. >> that's more units. >> it can get up to like 33% but

that's considered very, very high and that's when you're buying, not renting. >> thanks, michael. more now on the impact from our storm. crews are working to fix an access path to the beach in pacifica after waves created a big sinkhole. >> melanie woodrow has the story. >> reporter: bill hanson recently moved from minnesota to california for his wife's job. only when he arrived in pacifica, he discovered the beach front property of his dreams had a hole. >> we checked it out online and nothing like this had happened. so when we got here, it was quite a surprise. >> reporter: today cement trucks were parked outside hanson's new home, repairs under way after a 30-foot section of coastal access path buckled a few weeks ago. an abc 7 viewer shared this drone video. >> i've seen a 15-foot wave throw a 4-ton boulder around like it was a beach ball. >> reporter: bart is a coastal analyst. >> in five years, six years, this whole bluff could be all the way back to the street.

>> reporter: once the holes are filled and the path deemed safe, beach access could reopen in two to three weeks. he says that's the same projected timeline for demolishing this cliff side apartment building. last wednesday pacifica city officials approved a contract to demolish it. residents had to move out last january because of the eroding cliff. >> the hazmat people have to come in, take a look, do an analysis. >> reporter: while none of this is what hanson had in mind, he says it still beats minnesota. >> once this is finished, i've got a beach right down here. can't go wrong. >> reporter: besides, he adds, minus 17 degrees back home isn't quite as much fun. in pacifica, melanie woodrow, abc 7 news. this is a flooded road in san jose. thanks for sending it. that's very dramatic. water gushing out at one point. this is inside hellier county

park. >> look at the wind. >> and abc 7 news viewer rory sent this video as the rain was literally heavy in oakland last night. you can share your pictures with us on social media. >> just use #abc7now to help us find it. you may see it on error online. right now, though -- >> let's go back to sandhya patel tracking more rain. >> that's right. it's one of those things, we need it for our drought situation, but it's too much of a good thing coming at once. live doppler 7 right now showing you some steady rain from ukiah to santa rosa. it is light to moderate in intensity. here's some yellows and oranges between windsor, old redwood highway and fountain grove parkway seeing some moderate to heavy pockets. now, around the east bay we're also seeing some showers from san leandro to san lorenzo. take it ease eay on the roadway. it's also wet from belmont to redwood city. light rain right now.

this is in advance of the next storm coming in. in the sierra, chains are required on all roads leading to the mountains. they have gotten a lot of snow and there's more coming. winter storm warning until 10:00 a.m. thursday for the west slopes of the sierra. we're expecting 3 to 7 feet. and with those gusty winds do expect whiteout conditions. make sure you have your chains if you're heading there. take a look at the powder. statewide sierra snowpack is at 126% of normal so some big gains over the last several days. from our lake tahoe camera, you can see the snowy picture there. of course there has been some rain leading to flooding issues on top of the snow and causing some flooding there so that's a concern as well for now. temperatures in the 40s and the 50s here in the bay area. the storm impact scale, we have a 2. moderate strength storm late tonight into tuesday. briefdown pours. we're expecting flooding, gusty winds with trees down and there's even a chance of thunderstorms, so do be careful out there,el as we head into tomorrow. 7:00 tonight, yes, steady rain

in the north bay, scattered showers elsewhere. we go to 11:00 p.m. and the rain increases. 4:00 a.m. some pockets of moderate rain. 5:00 a.m. that continues. it is going to be rough for your morning commute. you will notice that it just gets more widespread as we head into the afternoon and more intense in terms of the heaviness. 3:00 to 5:00, it is going to be brief downpours continuing, so both your morning and your afternoon/evening commute will be impacted. some of those reds indicating potential for thunderstorms as we head into tomorrow afternoon/evening. scattered showers will remain as we go into wednesday morning and still the potential is there for a few more on thursday. in terms of our rainfall totals, mountains could pick up anywhere from about 2.5 to almost 4 inches. you'll notice there in ben lomond. winds pick up tomorrow morning, it's a bit breezy for the morning commute but for the afternoon do expect the winds to be 45 to almost 50 miles an hour along some parts of the coast.

gunfire broke out when chp officers responded to a collision in san jose last night. investigators have not figured out whether it was from a chp officer's gun or someone else's. evidence markers cover part of the ramp linking northbound 101 to 880. it started when officers arrived at an accident around 11:30 last night. the situation then turned violent. the man who was wounded is expected to survive. san jose police and the santa clara district attorney are leading the investigation into what happened. san francisco police searched for clues after someone ran away following a car accident in golden gate park. a driver abandoned the black porsche suv along john f. kennedy drive near speedway

meadow. the officer discovered many items inside the car. they have not said if the vehicle involved in this afternoon's hit-and-run was stolen. a dead whale found in oakland's inner harbor saturday has been towed to angel island. the marine mammal center says the female whale is either a subadult fin or blue whale measuring 40 to 60 feet in length. the u.s. army corps of engineers towed the whale to angel island to get it out of the way of ship traffic. video from sky 7 shows two large gashes, as you can see, on the whale's side. if you exercise just once or twice a week, researchers say you're getting nearly as many health benefits as people who work out more often. health experts currently recommend that you exercise moderately for 150 minutes per week, 75 minutes if your workouts are more vigorous. a study out today asked 63,000
