the north bay this morning. this is highway 101 in san rafael. >> the rain could cause trouble for your commute. live doppler 7 showing the showers right now across the bay area. you can see the wet roads as the commute stacks up at the bay bridge toll plaza. >> we have you covered this morning. team coverage of the storm starting with abc7 news meteorologist mike nicco. good morning. hi, everybody. the sad part is this is the easiest part of the storm today and we're already having tons of issues like me disappearing right there. all right. the rain is not going to disappear. in fact, it's going to get more intense as we head into the afternoon hours. 280, edgewood road that's where some of our better downpours and ponding on the roadways are going to occur. you can see some heavier rain in the santa cruz mountains and up around santa rosa which is going to flow into the russian river. i'll have an update on this next. light rain at 7:00. rain heavier during the afternoon and evening hours possible. here's alexis. we've got a ton of issues to

get to. i'm going to take you down to the santa cruz mountains where we still have that major sig alert from yesterday. highway 17 at vine hill, that's where we had that big landslide so i'm getting word that we're really close in not possibly have the northbound side of the road cleared. we're going to talk to jessica castro momentarily who is on the scene and in any was, we're seeing a lengthy back-up but they're making progress with that clean-up. we also have reports of a new slide, southbound 17 past the cats restaurant and we talked to chp, they said they're so busy right now, they do not have time to check that out but they have notified cal tran so i'm not sure how big of an issue that is. on top of that, big sig alert on highway 24 24 and a rollover crash around san ramon. and as alexis mentioned, crews are still careening up the highway 17 mudslide that trapped one of our abc7 news photographers in his van yesterday morning. >> as you look at that wreckage, it's just so good to know that

he is okay. he is recovering at home. the headache this morning is continuing for drivers, though. abc7's jessica castro is live just east of scots valley us. >> reporter: matt and natasha, you can bet on that traffic trouble throughout the morning commute. take a look at you see this bend in the road. we are a little far away from where that mudslide happened just because we're trying to be extra cautious since that rain continues to come down here in the santa cruz mountains. but where those cars are making that turn, that is where that mud came down yesterday. i wanted to show you the situation that we are dealing with out here this morning. a ton of mud on the ground and take a look behind me. we have wires that are down. they are not active. but they have come down. this is the situation we have seen on our entire drive throughout the santa cruz mountains as we made our way to this spot earlier this morning, we saw at least five spots with boulders the size of soccer balls that have come down on to the highway. i want to show you the video from yesterday. that mudslide that we've been talking about, we are so

fortunate our colleague is doing okay. but that has shut down highway 17 northbound and now the southbound lanes are converted into both directions, so you have one lane to travel in either direction but it's certainly slowing things down this morning. i spoke to california highway patrol earlier this morning. they told me that they are only going to clean this thing up by tomorrow morning so if we're getting other smats, i heard alexis say maybe they're cleaning this up soon. i don't think so from what i can see out here. that may be wishful thinking. i wouldn't bet on it as you're planning for your commute later this morning. you want to avoid this area. very dangerous situation as alexis mentioned, we got word of another mudslide just a little further south from where we are, 8 miles or so, we're going to check that out, see the situation there, but i tell you, it's dangs, we are getting a little lull in the rain right now but you do want to take it very slow in this area. reporting from the victsanta cr mountains on highway 17, i'm jessica castro. >> quick question for you.

are they reopening highway 17 right now? >> reporter: yeah, i just mentioned that one, natasha. they are not opening highway 17 from what i can see here at this vantage point. we spoke to the california highway patrol. they said only by tomorrow morning, they gave me no eta so any other thing that we're hearing, those would be conflicting reports from what i can tell, everything's still closed off and a ton of heavy equipment in this area too that you want to work around and be careful. >> you be careful as well. thank you, we appreciate it. big threat this morning in the north bay and sonoma county, the rising russian river has already flooded homes, cars, and other property and this giant mudslide, 50 feet wide and two football fields long, came crashing down beside a guerneville home. that home is now red tagged because of the fear that giant redwoods nearby could fall on it. some residents have been told to evacuate and debris flows in that area is still active. >> all morning you could hear

the trees cracking. some of the bigger trees fell across it. and when the mud would push, it would get to a point where that would break so you'd hear that and the rocks tumbling down. they're going to at least red tag it for a couple of days until it starts to dry out and then see what they're actually dealing with up there. it's hard to tell. >> the russian river crested yesterday at 35 feet, flooding several low lying neighborhoods. a new video shows the nearby napa river flooding over the weekend. the river is at about 17 feet, that's 8 feet below flood stage. in the south bay, you can see it coming down in close gatos this morning. we spotted several cars driving through the intersection on highway 9 and north santa cruz avenue. chp says if you have to be out and about, be sure to leave early, give yourself plenty of time to get where you're going. slow down. and your car cannot stop as far as or turn as accurately as you think on wet pavement. a homeowner faces a job of

rebuilding after large tree crushed part of their house in fairfax. you're looking at the aftermath follow a tree toppling on to a garage. that tree also took out power lines yesterday morning. >> something was loud. i didn't know what it was when i got up. i just, you know, we have -- that was a big storm. the wind was really blowing. >> it's a difficult road to get up. there were some access issues so we needed to make sure that the situation was safe. >> yeah, thankfully, nobody was hurt. all this rain and flooding means that students are getting another day off from school today. both the harmony union and guerneville school districts have canceled classes at all of their campuses for today. and the storm is causing flight delays and cancellations at san francisco international airport. here's a live look from our sfo camera. it is very wet out there this morning. and as we check to see what the duty manager about some flight

delays, we've learned that 12 flights have been canceled, six arrivals and six departures. delays and cancellations most likely will increase throughout the day. today the santa cruz county board of supervisors may declare a state of emergency after a pipeline ruptured sunday. a huge spill of 1500 gallons of water a minute. the city is now calling it a short-term serious water shortage so they're actually asking residents there to cut back on their water use, including running the dishwasher or doing laundry until monday. >> i'll try to do dishes with less water. >> i do plan to cut my use by 30% because i have never stopped using my buckets in the shower anyway. >> responsible residents there at the height of sunday's storm, there were 33 roads closed in santa cruz county. public works expect to see more slides and slipouts over the weekend. we want to remind you, you can keep tabs on the latest storms with live doppler 7 if you download the abc7 news app. be sure to enable push alerts to

all right, i wanted to give you an update on the russian river as i promised. right now, it's down a little bit from its crest yesterday, but still 2.5 feet above flood stage and it's going to crest around 4:00 thursday morning which means numerous businesses and residences are expected to flood. a gernzville brookside resort should flood. more extensive flooding occurs at parkers resort in northwood, lower redwood drive is going to flood. here's a look at some moderate rain that's falling right now on walking bridge and drake road, armstrong woods road and there's heavier rain up in those tributaries that are going to continue to feed it. flash flooding is completely different. that means it happens in an instant, you have to react instantly and it could happen any time between now and midnight everywhere but the bay shore. we're going to have more trees down, more power outages as the

winds from noon today to midnight are going to be just as fast as they were sunday and king tides which means the coast, the bay shore is going to flood also and one last thing. i talked about the russian river. so, let me talk about what's going to come up next. we'll show you the hour by hour look at the rain and thunderstorms. herer's alexis. major sig alert on highway 24, trying to clean up a solo car crash that hit the center divide. sig alert. up to about a seven-mile delay, jammed well past orinda at this point. that is over an hour right now so if you can delay that trip, i definite leave recomme definitely recommend it. eastbound 80, crash blocking three lanes at one point and northbound 680, that's blocking the two left lanes, sounds like they're really close to clearing that, though. closer look at drive times next. well, san francisco's our front could soon have new places to grab a bite and sip some

issued a high wind warning, sighing gusts of up to 50 miles per hour are expected later today and into tonight. >> that is crazy video. new details on the arrest in connection with kim kardashian west's paris robbery investigation and whether it was an inside job. sources tell abc news kim kardashian west's driver and his brother are among the 17 people arrested yesterday. the chauffeur was the last person to drive the reality star before the robbery last october. she says that she was tied up and gagged by five armed robbers who took $10 million worth of jewelry. police are trying to determine whether the driver passed information straight to the thieves. b.a.r.t. is taking steps to fix and renovate its often problematices clarities. thursday, board members will vote on two contracts to renovate 23 escalators. one contract is to repair and replace and the other is for building canopies

escalators. 11 b.a.r.t. escalators were out of service across the system. san francisco's commission will take up a proposal today to transform pier 29 into a minimal. a real estate investment company wants to build a brewery, winery, and coffee roaster in the 20,000 square foot space. these are renderings of the project. they say it doesn't follow the water front use plan. the port has $2.7 billion set away for improvements on the pier. if approved, the company would lease the space for 15 years. we are still talking about the weather after that weekend we had, mike. the thing i think is interesting about today, it is a number 2 on the scale. >> mother nauture's going to provide number 2 type weather which is gusty winds but the damage would be even greater than what a normal 2 would create because of what happened sunday. the rivers are so full. they can't hold any more. so here's a look at what's going on right now, heading towards

sausalito, the bay bridge, a brief, moderate push of heavy rain. light rain with little spotty areas of moderate rain. you can see just moving south of 92 from half moon bay heading over skyline boulevard and towards san mateo and then down in the santa cruz mountains we've got some moderate to heavy rain right now and jessica reported they have a few more minor mudslides and there's going to be more on the way. the worst of it is still ahead of us. moderate to heavy rain with thurnds storms and even some small hail. your commute this morning, standing water, then just wet. the more we drive on it, the more the water gets thinned out and it's not puddling as much. evening rush, downpours, gusty winds, flooding and hydroplaning more likely. here we are at 7:00 this morning. the best chance to our south and up to the north and some yellows showing up in the north, the russian river base skpn that just continues through 9:00 while the rest of us will see a little more in the way of lights

rain but notice the yellows start to spread out during lunch and into the 5:00 hour and then some oranges and then reds show up from the thunder storms from about 5:00 until 9:00 so down in the south bay, about 1/2 inch of rain. the rest of us, 1 inch to 2 1/2 inches in the mountains. wednesday, lighter showers, thursday evening will begin the drying trend that will see more sunshine this weekend. we are definitely ready for that. right now, we've got some major issues to get around on the roads. it is telly soaked everywhere. it is telly soaked everywhere. so westbound 24 at this has been here for an an hour and 15 minutes at this point. you are jammed into lafayette. so really suggest delaying your trip if possible this -- big mudslide yesterday at vine hill road has cleared. we just talked to jessica castro. she said she was able to drive

through on the northbound side so they did get the slide cleared. they are opening those lanes right now so that is getting better. we are still seeing some lingering delays on the northbound side and then north of there in the los gatos area, we're hearing about a jessica and her photographer are on the way to check those out. quick look at the bay bridge toll plaza. metering lights on at 5:47 this morning and it is a soggy and windy drive across the bay bridge. high wind advisory for both dumbarton and bay bridge this morning. drive times, look at this. westbound 24, walnut creek to highway 13 with that sig alert, 1 hour 32 minutes. half that if you're coming out of the central valley. picking a college certainly a tough task for any kid, right? 7 on your side's michael finney is here to help. is here to help. the 49ers take

in the santa cruz mountains. >> let's get back to jessica castro live near yesterday's big mudslide with an update. >> reporter: major update here on highway 17. the northbound lanes are back open. we were able to drive the whole length of where we were earlier, past where that mudslide came down yesterday on the northbound lanes, you can see crews still out here and police as well. you see the cal transthat pulled up behind us minutes ago. they are still picking up cones. there is a lot of debris on the roadways, lot of equipment, just getting everything cleared up. as far as the lanes are concerned for drivers, those are back open here on highway 17 right at vine hill road. things back open in both directions. i'm jessica castro, abc7 news. now we're going to check in with mike nicco with a look at the forecast. >> good morning, matt. hi, everybody. down to street level in san carlos, elm street, twin dolphin

drive, all the way back to dichb shire boulevard. moderate rain extends down to woodside. you can see that's going to head towards jefferson avenue and possibly on to alameda and 84. here at the bay bridge toll plaza we have lighter rain falling but look at that back-up. light rain through 7:00 becomes stronger at noon, heaviest during the 4:00 to 7:00 hour when some thunderstorms are possible so the worst is ahead of us but the commute this morning, go ahead, tell us. it is not fun. thank you for showing the bay bridge toll plaza. of course those metering lights are on. want to take you back to our sig alert. i believe we are all clear now, westbound highway 24 at broadway, three left lanes blocked for most of the morning. this is just brutal all the way through orinda into lafayette. 7 to 8 miles, we are working to clear it has been cleared from the boards. that is going to take a while to bounce back, likely the next 30 to 45 minutes.

vehicle is on its roof, blocking the left lane. so many more issues to get to. the rain means a new threat of flooding along the russian river in sonoma county. >> the rising water is already flooded homes and cars and today's rain is expected to make the mess even worse. abc7 news reporter amy hollyfield is live in guerneville this morning. >> hi, matt. here's what they're watching, the russian river, it is raining right now. it rained the skbier drive up here from the east bay where we originated from this morning. this is what they're worried about. there are homes all along this river. the water's going right up to them and into many of them. hundreds of them, we've been told, are going to be dealing with water and have been evacuated. the river crested yesterday at about 35 feet flooding several homes. they also have concerns of mudslides up here. there was a massive one that came very close to home. we met one homeowner who had to leave his house because of the

slide. it just came right next to his home, which has now been red tagged. >> they're going to at least red tag it for a couple of days until it starts to dry out and then see what they're actually doing with that up there. it's hard to tell. it's all so soupy. >> reporter: homeowners are evacuating because of the threat of trees falling, because of the threat of mudslides, and of course the flooding and they're dreading more rain. many people afraid of what's going to happen. especially because of the delay they deal with here. when it stops raining and you think it's going to recede, this river actually starts to rise because it gets runoff from the mountains. the fire department did have to rescue one person by boat who was stuck in their home but no one has been hurt. up here in this storm. but more rain is coming, and this river is expected to flood again tomorrow and thursday. reporting live from guerneville, amy hollyfield, abc7 news. the silverado trail in napa county is closed because of a major rock slide.

it happened yesterday afternoon. blocked almost the entire road of pratt avenue as you can see from this video. the county recommends taking highway 29 as an alternate route. public works milbray still working to clear this mudslide. city officials shared this photo. this slide happened yesterday afternoon. it's not clear at this point when they're going to be able to reopen that road. remember, if you have pictures or video of the weather, be sure to share it with us on social media with #abc7now. a woman is recovering this morning after she had to be rescued from the san lorenzo river. officials say it's not clear if she fell into the river or jumped. of course the stormy weather making this a situation. listen to it coming down in marin county this morning. this is in mill valley, northbound highway 101 near strawberry village just a few

hours ago, no rest for our window wipers today. the residents in lark spur will be keeping a close eye on the water. this is what lucky drive looked like during sunday's storm. this water has receded since then but the one-two punch of rain today and high tide is leaving some officials worried. >> we're starting to see movement of soils around houses, structures, and trees and we've hat a lot of trees come down into structures. >> crews were also working to quickly clear out san anselmo creek. it's become clogged with mud and debris. this after someone's entire backyard collapsed into the creek over the weekend. this morning, pg&e crews are making huge progress getting the lights back on. the number of customers without power in the bay area is now down to less than 1400. biggest cluster is still in the north bay with nearly 700 without electricity, almost 300 on the peninsula. 200 in the east bay, a handful in the south bay, and less than a dozen in san francisco. pg&e says initially about 600,000 customers lost power

over the weekend during the storms. state emergency officials want to remind you, you have to be ready for any type of natural disaster. we posted guidelines from prepare nor cal on our website, abc7news.com and it covers everything from stocking your own emergency kit to developing a plan to keep you and your family safe. the decision on whether to spend $350 million on san francisco's embarcadero seawall will soon be up to the voters. the gate reports the bond has qualified to be on the 2018 ballot. officials hope it will be the first step in what's wpted to be a multibillion dollar project. seawall prunz from fisherman's wharf to china basin. it's a century old and officials say improvements are an urgent need. in berkeley, police are making plans to extradite a cal student now in custody in so cal for the murder of a berkeley woman. emily inman was found dead on friday, friends and family say that she did not know the suspect. p pablo gomez jr. is a senior climate action fellow for the alliance for climate education.

inman was a uc santa cruz grad. now, police say gomez stabbed inman inside of her home on friday after having stabbed another woman who survived the attack. >> the fact that a student did this, it definitely makes me feel a lot more unsafe walking around campus, especially at night by myself. and i think that's one thing that all my friends have talked about too. >> when berkeley police bring gomez back to the bay area, he will face charges of assault with a deadly weapon and murder. thousands of university of california staff will hold a one-day walkout today calling for fair labor practice. 12,000 workers will participate. these workers include electricians, mechanics, plumbers and facility workers. they say the strike is over the university's failure to bargain in good faith. uc officials say the strike is unlawful because the two sides are still in contract talks. there's just ten days until president barack obama leaves

the white house and tonight, he'll be in chicago delivering his final speech to the public. the farewell speech is expected to cover his successes and he's expected to offer some advice to incoming president donald trump. it includes a call to celebrate diversity and to be respectful of critics. abc news will air president barack obama's farewell address starting at 6:00 p.m. abc7 news will begin immediately after at 6:30. i want to give you an update on the russian river at guerneville. down to 34.6 feet but that's still above the flood stage at 32. moderate flood is going to get a little bit worse. numerous businesses and residences in the lower sections of town are going to flood if not already flooded. the brookside resort will begin flooding, and more extensive flooding at parkers resort. northwood, lower redwood drive will flood also. let's take a look at what's

going on as far as some of our heavier downpours right now. meridian avenue up towards 10th street, willow glen around 280 and 101 in the south bay and also right there, you can see union city heading northward toward hayward, huntwood avenue and hayward boulevard about to get puddles and standing water. flash flooding means it happens a lot faster and it's going to be an issue through midnight so you have to act immediately. power outages once again and trees down, noon until midnight, winds as fast as they were yesterday, winds are going to affect sfo from about 1:00 this afternoon to 1:00 tonight. and high tide is going to flood some of our coastal areas and also along the bay shore from now possibly until thursday. okay, i want to take you back down to the santa cruz mountains. all kinds of issues here, most notably the big land slide around vine hill yesterday. jessica castro confirm and had her photographer were able to

drive through on the northbound side so crews really doing a great job of getting that cleaned up, kwot goth the roadway back open and last time we checked this, several miles of delay there. on the northbound side, that has done a nice job of thinning out. but that being said, a lot of rain in the santa cruz mountains this morning, quite a bit of red on our traffic flows too. and we did get a second slide, much more minor than that first one on the southbound side of highway 17, that's cats restaurant. so they are sending crews out there but not a full blockage on the scale of the slide we had yesterday. drive time. highway 24, down to about 1 hour now between walnut creek and highway 13. we did confirm with chp that sig alert around broadway did clear so all lanes are back open. check out the richmond side of the richmond-san rafael bridge. it is pouring right now, windshield wipers on high, hydroplaning and high winds are all factors in this morning's commute. scary moments in colorado.

there are hearings today for retired marine general john kelly, also alabama senator jeff sessions, the president-elect's choice for attorney general. four cabinet picks with confirmation hearings this week still have outstanding issues in the vetting process. eight years ago, republican leader mitch mcconnell sent a letter asking for vetting process for president obama's nominees to be finished before the confirmation hearings. so, on monday, the senate democratic leaders sent mcconnell's 2009 leader right back to him with the names changed. >> the very things mcconnell thought were necessary for nominations, we're asking for and now they're denying it. >> at least nine of mr. trump's cabinet picks face confirmation hearings this week. a north bay house representative says he will not attend the inauguration next friday. congressman huffman represents much of the northern california coast, including marin and sonoma county. he posted on facebook that this is a dark and dangerous chapter of american politics.

huffman joins two other house democrats who say they are boycotting the ceremony. all right. anyone expecting a baby better be ready to put away plenty of money. the department of agriculture says the estimated costs of raising a child from birth through age 17 is now $233,000. that's about $14,000 a year. that's the average for a middle income couple with two children. it's a bit more expensive in urban areas and less so in rural areas. main costs include housing, food, transportation, health care, education, clothing, and other miscellaneous expenses. here's some good news for those of us who don't love exercise. if you exercise just once or twice a week, researchers say you are getting nearly as many health benefits as people who work out more often. health experts currently recommend that you exercise moderately for 150 minutes a week, 75 minutes if your workouts are more vigorous. researchers asked more than 63,000 people about their exercise habits and they found people who just exercise on the weekend got the same health

closer to the radar and that's because the radar is looking straight into the storm right there. i checked santa rosa and they're still reporting light rain. you can see we have some scattered and moderate rain and that's going to be the case for the better part of the morning into the early afternoon hours and then it will pick up this afternoon, the intensity, moderate to heavy rain, especially the evening commute when we could have thunderstorms. hydroplaning during the evening rush. right now for the morning rush, a lot of things are just wet with some minimal standing water. it was a lot worse earlier but now that people are out there driving, they're thinning it out. 7:00 to 9:00, you can see the light rain, moderate to the north and in the mountains to our south but notice the moderate starts to pick up during the lunch hour and becomes stronger. some oranges and reds develop from 5:00 all the way to 8:00 into 9:00 and that is when i think we're going to have the greatest potential for flooding and more damage from flooding and the gusty winds that are going to accompany that heavier

rain. lighter showers for wednesday and most of thursday and then friday through monday, looking dry. well, we've got several issues to get to. first off, i want to take you back to highway 24, in recovery mode but boy, we've got a long ways to go before we are really moving again so westbound 24 at broadway, that's where we have that crash before 5:00 this morning, vehicle spun out, caught fire. we are down three lanes for about an hour and a half. you are jammed up to 680 and walnut creek, 6 miles an hour, 11 miles an hour through lafayette. that is going to take a while to recover. vehicle on its roof, northbound 101 just past spencer. if you're going to be traveling northbound just a little bit of a delay, chp saying that they have the two left lanes blocked for emergency response. live look outside at the south bay. it is wet everywhere this morning. trust me, those wipers are going to be on high. we've got hydroplaning if you're going fast enough to create that. we've had spinout after spinout this morning, really tough conditions so slight delays there, 280 at 17 on that inbound

river have already been evacuated with the flooding. the river crested yesterday at 35 feet, flooding several low lying neighborhoods. it's forecasted to crest at 37.5, possibly even higher. number two, absolutely, tracking more rain. high probability of stream and creek flooding, power outages, hydroplaning, and river flooding, especially this afternoon and evening. and number three, going to be a really tough day on the roads, i've got about 50 incidents on the boards right now. probably a roughest spot is westbound highway 24 trying to bounce back from that major sig alert. we had a crash around broadway. take a look at this. about a 10-mile back-up to 680 in walnut creek. number four, highway 17 east of scots valley is now officially open in both directions. been shut down through the santa cruz mountains since yesterday morning. when a mudslide trapped an abc7 news photographer. he's at home recovering. number five, according to the gate, san francisco voters will decide on a $350 million bond for repairs on the embarcadero seawall.

this is the first step in what's expected to be a multibillion dollar project. number six, a new twist in the battle between the 49ers and the city of santa clara. our media partner, the mercury news, reports a team is suing the city after it accused them of violating the agreement for levi's stadium by wrongly using taxpayer money. uber wants to help ease congestion in big cities. the san francisco based ride hailing company says it will begin sharing data about passenger rides to help cities improve their traffic flow. they are not going to be sharing that data with the public quite yet. i think if you want to avoid congestion today, you're going to need a helicopter, right? >> you don't want to be flying today either. stay home. work from home if you can. >> sfo has a lot of delays out there as well, i think the last check i had was 61 cancellations and 19 delays, so you know, they're already doing that now and sometimes when those flights start stacking up and after 8:00, then you really starting to see the cancellations and delays as well. 75 now.
