north bay now from santa rosa to the golden gate. here is a wider view of the approaching storm, which is getting much more closer now. it's a light storm ranking one on storm impact scale. it will move in tonight and continue through tomorrow morning expected to produce pockets of moderate rain fall increasing the potential for flooding. it will be a storm with light winds. starting at 7:00 this evening, by midnight we'll see more organized area of moderate to heavy rainfall developing offshore and beginning to push to the north bay coastline. by beginning of rush hour tomorrow morning, we'll see wide spread areas of light to moderate rain and a wet commute for many of tomorrow's commuters and will continue into the late morning hours before it eases up. i'll give you a look at the sev seven-day forecast in a few minute. both lanes of traffic are blocked on san carlos avenue between fell ps aphelps and aar

the russian river is cresting in sonoma county, that means it's hitting the highest point of course the river has been over flood stage for hours and will stay flooded for more hours. wade freed miedman is live with difference. >> reporter: good evening, dan. it begins to rain once again. flood stage is 38 feet. residents say to their eyes, it's been going down for quite awhile. one thing we know for certain, cleaning up is going to take along time. this is bad news to everyone except school kids who just learned tonight that classes are cancelled tomorrow. >>. welcome to lake.

it's been awhile from moving to point a to point b presented such daunting challenges. how do you get from here to there? >> right now you don't. you don't get from here to there. >> reporter: it's part of the drill in a region where the russian river floods, road signs became prone to under statement and residents to resignation or maybe indigestion. >> tuna fish, beer, you know, the officials. >> reporter: that's betsy van dyke cut off where in the community built for high water like this, even the word flooded carries subtle distinctions. >> flooded in means you're stranded, flooded out means you've got a mess and you don't want a mess. >> reporter: flooding provides a regular unpredictable rhythm to the place but brings reassuring certainties for how this community pulls together. >> keep your hands inside the ride at all times. >> reporter: that's bruce mcdonald who in times of flood always offers up himself and duck boat to residents along kneelly road. >> the best story is i took this woman over to her cat right over

there and the best story was the cat was fine. >> reporter: it is the spirit of gernville, wet and water logged but enduring a much easier bad time this time than it has in bad times before. from gernville, wayne freedman. 5500 pg and e customers in the bay area still don't have power. roughly one-third are in the rough bay. we were in mount claire as crews worked to get the juice flowing again. this crew has been chasing outages since 7:00 a.m. yesterday. the guy up there told us quote, hey, it's what we do. and the downed lines here are actually keeping the tree that fell from going down that gully into a home below. those in the neighborhood say the rain came down incredibly hard last night. >> it was amazing. the sound, it sometimes it's good sleeping weather but then other times when it gets to the hail point it sounds like a thousand birds sort of running across the roof. it's kind of cool. >> does get your attention.

not very far away the run off created a small slide taking road way with it. neighbors here say they don't know when their street will be open again. more than 100 people had to evacuate the community of hole li ho hollister. the evacuation zone was along lover's lane. david louie joins us with how those people are doing tonight, david? >> reporter: one resident is estimating repairs will probably cost him about $12,000. all together, 59 residents had to evacuate overnight, but 49 others had to evacuate by boat or truck. the big concern tonight is this could all happen again depending whether this area gets pounded by more big storms. you can see the extent of flooding as sky 7 flew over lovers lane. residents were scrambling to grab what they could as rising

waters began to take over the homes. it was the dark of night as bionca escaped in an unusual way. >> piggy back ride. i had boots on so i could walk through but it was pretty bad. >> reporter: the culprit it was creek that smilpilled over the banks. the creek was filled with logs and other debris. it forms the boundary between santa clara and san banito counties. >> it was about 2.5 to 3 feet up in the garage and you can see the elevation difference in the house. once it got in the vents in the crawl space, it was, you know, i sandbagged the doors but it was a waste of time. >> reporter: the search and rest key team surveyed the damage with a drone. >> it's helped give us good perspectives and good situational awareness and see the whole picture. so it helped a lot with locating some of the livestock that we're

able to get out. >> candace lives on lovers lane but elected not to evacuate. she's the district attorney. >> i hope this makes the community aware the creeks need to be cleaned out so the water can flow through instead of getting hung up. i understand king tide didn't help the issue. >> reporter: no one was injured during the evacuation. an animal control officer said they found no stray dogs or cats as they were on the lookout. building inspectors are making rounds trying to determine which houses can be occupied and which ones cannot. in hole lilister, david louie. right now there are 61 storm-related road closures in the bay area because of mudslides, rock slides, downed trees and other issues. look what happened to this road. the chp tweeted this photo of a washed out section of mortin road. >> there is a good reason why

this road is closed indefinitely. recent storms have taken out 70 feet of pavement. here is a closer look at the damage. it runs right over pinole creek. it's closed between castro ranch road and bear creek road. lawyer a laura has the story. >> reporter: this a rural road on the weekend but well-traveled during the week. a cut through of sorts from people coming from pinole to get to oakland and highway 24 and beyond. as you can see, this road is not going to be usable any time soon. it's the handy work of a swollen creek pinole creek that washed away a huge chunk of the road near pinole, fortunately, in the middle of the night. >> scary. the road just fell. nobody could have been on that

road. >> reporter: how does it look? >> pretty deep. and there is a leak. >> pretty crazy. i mean, knowing that i drove this last night and now seeing there is nothing there, i take this road all the time, friends and i come and hang out here. it's shocking. >> i think it's rather crazy and will make a big impact on the community. a lot of people take this road every day. >> in martinez, he spent his morning cleaning up after overflowing creek in a saturated water shed pushed a sea of water and mud into downtown. >> we got on the verge of it going into businesses but stayed just enough underneath everybody's door to keep it safe. >> i'm doing well. it was a bit of a long night. >> reporter: chris rodriguez owns pegasus bicycle works. >> we were pitch income and helping each other out taking trips to the sandbagging station and coming down here and luckily a couple of us had trucks to wade through the water. >> reporter: it was heavy rain, high tides and overflowing lake

hermann that caused several low-lying roadways to flood. prompting officials to declare a local state of emergency. >> we got hit hard last night and it was the second storm of the week. saturated soil and all the run off was really filled up the reservoir and creeks. >> reporter: to give you an idea of the scale, the size of this breach here along alhambra valley road, 70 feet wide and 20 to 30 feet deep, and growing by the minute. we talked with contra costa public works. no estimate when they can reopen this road, much less even begin the repairs. they have to let it dry out first. near pinole, laura anthony. >> what a scene behind you. you can track any storm with the abc 7 news app. we have live doppler 7 on the app and enable push alerts to get weather advisories on your phone or tablet immediately.

we have breaking news out of san francisco. muni stopped all in bound service because there is a body on the tracks. out bound trains are moving slowly. investigators are looking into how that person got onto the tracks. commuters are advised to take buses or bart if possible. libby shaft ordered an executive order while protecting those people. shaft directed city departments to take a series of steps to improve regulation of non-permitted spaces without immediately displacing residents. this is the latest move by the mayor to change city policy after the deadly ghost ship fire last month which was at a non-permitted warehouse and killed dozens of peel. an illegal casino, drugs, raw sewage, tonight an operation that brought crime to an east oakland community is over.

they arrested people. sky 7 shows the backyard filled with trash. a 5-year-old was among the people illegally living inside the building, and obviously, unsanitary conditions. the business had been in operation for a very long time. >> today we'll see this say thi victory. this building was bringing crime. it was bringing blight and unsanitary conditions to the community, and so those people will no longer be here. >> authorities have red tagged the building as unsafe to enter. no one who is living there will be allowed to return. well, the north bay has been one of the hardest hit areas by a recent round of storms from mudslides to floods to blocked roads. >> next, the highway where drivers had to get out. they won't be able to check on their cars for at least another day. we'll go live to marin county. and later. >> what's in there that he's

afoot and light-hearted i take to the open road. healthy, free, the world before me, the long brown path before me leading wherever i choose. the east and the west are mine. the north and the south are mine. all seems beautiful to me. all right. weather coverage continues. a lot of people are worried about flooding. highway 37 will stay closed because flood water swallowed up lanes of traffic and people there are nervously watching the rising creek and that's where abc 7 news reporter alyssa harrington is live for us alyss >> reporter: the creek is at

four feet. it has started raining here and business owners and residents are ready for anything. they have sandbags out and are prepared for another night of rain. this is what the storm left behind in marin county. flooding, swollen creeks, mud and debris. a landslide in fairfax trapped people inside the home. kris allen and his wife live down the street and moved valuables up high in case there is flooding. >> where we live right on the river, everyone has sandbags, i think everyone is vigilant but i certainly think that another rain like we had for 24 hours yesterday could be catastrophic for us. >> reporter: julian with the department of public works says crews worked throughout the night responding to downed trees and clogged storm drains. >> so lots of rain from those storms like on sunday for instance, coupled with the high tides that we were experiencing yesterday had this really high saturation in the soil. so what we were really concerned about is trees coming down. >> reporter: that's just what

happened. an enormous redwood tree toppled over on sir francis drake boulevard blocking traffic and flooding blocked roads in navado. water rose three feet. >> we were evacuated last night just as we were getting ready to open. >> reporter: busines owners like donna seamore are ready for another round of rain. sandbags out. >> seems like we should do more to create less of an issue. every winter we're worried about whether the creek is going to overfl overflow. >> reporter: she hopes tonight her restaurant can stay open. alyssa harrington, abc 7 news. the california department of water resources says reservoir levs are 97% of normal. very encouraginencouraging. last year reservoir levels were 50% of normal.

california's largest reservoir lake shasta is at 81% and folsom lake 69%. the wet weather opened a sing hole that's blocking a busy residential road and dumped sewage into a near by creek and that's not the only place dealing with a water related sewage spill. we are live, eric? >> reporter: pg and e is working on a gas line so folks can keep service. it's across the street from the sink hole. regarding the sink hole. the good news is they bypassed it so folks can continue to use toilets among minor road here. the bad news is asphalt is still giving way. neighbors say this sink hole almost meant a disastrous start to the day for a first responder and fire truck. >> they were about to drive over the bridge and saw the sink hole and stopped because their fire

truck would have ended up somewhere down in the creek. >> just glad they caught it before something major happened. >> reporter: the sanitary district says the weather caused a leak in one and possibly two under ground sure pipes thewer >> some sewage did get into the creek. we did water quality tests and a mandatory reporting. >> we do have the road blocked off and detours in place. we've been putting out information through next door and our emergency alerts so that the residents are aware that they will have to detour to get home tonight. >> reporter: drinking water is not affected and crews are installing a sewage by pass so customers can use toilets. orinda is not the only place with sewage leaks. it triggered an overflow. >> we had storm water and the storm water missioned with waste water overflowed at three sites. >> reporter: those three sites

are alice street at the oakland and barnhill marina and temescal. signs are telling people not to come in contact with the water. eric thomas, abc 7 news. despite the rain, today santa cruz declared a water shortage emergency. it's because of this, the storm damage infrastructure that supplies the city with water. they are urged to cut water use by 30%. water quality is not affected, it is safe to drink. >> rain is beginning to fall. you see areas of light rain, light to moderate and showers moving onto the coastline of north bay. from santa rosa to the golden gate beyond the coast pushing inland the first arrival of more coming in later tonight. this is a live view looking out over san francisco under mostly cloudy skies. we currently have temperature

readings in the low 50s at san francisco and mountain view and gilroy and cool 47 across the bay and oakland. this is traffic looks a bit tight up there under cloudy skies, rain will be developing later. it's 48 in santa rosa. upper 40s to around 50. fairfield, concord and livermore and a view looking over the bay that looks tranquil. cold storm moves in overnight. we'll have dry conditions and pattern from friday through the holiday weekend and rain returns the middle of next week. this is a look at our storm impact scale. the arriving storm tonight ranks one on the impact scale and bring pockets of moderate rainfall continuing through the morning rush into the middle of the day tomorrow and potential for more flooding and it will be slightly breeze see with the storm. speaking of flooding, flooding is occurring as you know in the russian river in guerneville. significant flooding is likely

to occur before the river drops back below flood stage tomorrow afternoon. here is the forecast animation for the arriving storm. at 11:00 we'll see wide spread areas of light to moderate rain. by 5:00 tomorrow morning as the rush gets underway, rain will have pushed to the south and east and pockets of downpours during that time. so the morning rush will probably be a slow one, and by midday tomorrow and into the afternoon hours, we'll see the storm break up just a little bit easing up. there will be pockets of rain into the early evening hours and by tomorrow evening, we expect rainfall totals to reach only into the few hundredths of an inch in the north bay but over .06 in livermore, san jose and mountain view. low temperatures tonight into the early morning hours. generally low to mid 40s. cooler conditions in the north bay where lows will drop into the mid to upper 30s and tomorrow's highs under showery conditions will be in the low 50s. here is the accuweather seven-day forecast.

pg and e is laying off nearly 400 full-time workers to save $3 million a year. they will cut 800 contractors and won't fill 500 open positions. they hope to reduce costs by reducing vendor contracts. a pay plan leads the bay area business watch. wells fargo branch employees can earn extra money based on how many times customers use their accounts and services. this is a shift from the sales goal that led employees to open nearly 2 million unauthorized accounts. the scandal cost wells fargo $185 million in fines. tesla is bringing on a veteran. tesla hired 100 people from apple recently.

there aren't many patches of rain left anymore. another storm is expected to arrive in the next few hours. it will be a light storm ranking a one on our abc 7 news storm impact scale. an overflowing dam and rushing creek became instant attractions today in the aftermath of the storms that hit the south bay. abc 7 news reporter vic lee has the story. >> reporter: the lexington reservoir peaked at midnight at 104% of capacity. in layperson's terms, that's about a foot and a half above the spillway. so where did all that excess water go? here where it turned into a fast-moving rising waterway. >> usually it's like a really easy slow bubbling creek and it looks like a class three rapid now. >> from the creek, the waters swirled and heaved violently over the dam spillway lapping
