now at 6:00, one more round. the rain coming down hard in san rafael. this video shot from earlier on highway 101 near the 580 interchange. and it is still coming down right now. live doppler 7 shows us the rain on that screen. falling across the bay area. that is about to change. we are going to get to that in a moment, but first, we're going to start with breaking news in the east bay. abc7 news reporter matt keller is live in fremont where crews are working to clear that hazmat situation along a busy freeway. how much longer, matt? >> reporter: good morning. yes, since i last saw you, the rain has really picked up here and also the tow truck has arrived and has put the truck on the back. so, it will take that out of here and then the crews will then take their next step, fixing those barrels on the side of the road. once they do that, they can open up the mission boulevard exit ramp. here's new video we took in the past hour or so of hazmat crews with caltrans, taking the

chemicals from the pickup truck and putting them in their truck. the pool chemicals spilled out. firefighters and chp officers were concerned they could mix and cause real problems so they closed the exited ramp. the driver was arrested for dui. now, probably about 20 minutes ago we heard a big crash and we had two vehicles that were involved in a collision right next to the exit ramp here, so obviously, people are paying attention to what's going on here. you've got a big tractor that's now involved and is going to be pushing those barrels out of the way and you have the two vehicles parked on the side of the road after that crash. so, obviously, some issues with the rain as well so it's very dangerous for drivers who are driving here on northbound 880 as they try to figure out how to get off the freeway here to get to mission boulevard and also get across to 680 this morning. reporting live in fremont, matt keller. i can see why that would be really confusing as people are just trying to do their normal commute and then are confronted with having to make a change. >> exactly.

you can see at least one of those vehicles that was involved in that crash right behind matt. they pushed that off to the shoulder right away but obviously it's raining, that's not helping things. take it easy through that stretch. here's where the closure is. northbound 880 off ramp to mission boulevard, going to have that open in about an hour. you can use warren avenue exit, that's what matt took and that was just fine this morning. alata mo nt parkway or cut over early and use 237 coming through the milpitas area and i kn it's much, much longer but if you want to take 84, that is open this morning if you're heading to the tri-valley. lots of rain on live doppler 7. let's check in with mike nicco. hi, everybody. good morning. our best radar returns on live doppler 7 in the south bay, so some moderate rain falling just about everywhere. and extends all the way down highway 17 through the santa cruz mountains. so here's the possibility that we may hear of some more rock and mudslides over the next half hour or so. the rest of us, light rain and embedded moderate rain here and there but this is what your

commute is going to look like this morning. look at all that rainfalling on 101 and 880. dress warmer today, temperatures in the 40s with the heaviest of the rain this morning becoming showers at noon, a stray shower 4:00 and almost over by 7:00. well, days of pounding rain has triggered a big mess near pinole. >> this morning, drivers are being forced to take a big detour around a roetd that washed out. abc7 news reporter amy hollyfield is there to show us the damage. >> reporter: we want to get the word out before people leave the house. they don't want to find out when they get here. this is alhambra valley road. you cannot turn right on to pinole valley road. it is closed. you have to go left. that's on to castro ranch road. here's why. look at this giant gap in the road. it's just gone. a chunk of it was just washed away by the pinole creek after all the rain we had. it just couldn't handle it anymore. it is a sight to see.

those who got out here to take a look couldn't quite believe it. >> it's crazy. it's a good 15 feet down. it's crazy. i didn't expect anything like that. one hell of a storm. >> reporter: some drivers say this is a great little shortcut in their day. some saying it cuts their drive in half. they will need a new plan for a while. this road is closed indefinitely. officials say they don't know when they can repair it or how long it will take. we certainly hope people get the word before they drive all the way out here and find all of those road closed signs. reporting live near pinole, amy hollyfield, abc7 news. and there's another big mess in the east bay. this six-foot sinkhole in orinda. opened up yesterday. officials say the sinkhole ruptured two sewer main lions. that section of road expected to be closed to through traffic. minor road is a main corridor to

sleepy hollow and orinda downs neighborhoods. more than 100 people had to evacuate hollister. you can see it just south of gilroy and san benino county. the pacheco creek overflowed from all the rain and it's filled with logs and other debris. that cause ld severe flooding south of 152 and look. sky7 showing you just somehow high this water got. some homes have tens of thousands of dollars worth of damage. once the water recedes, building inspectors will have to go house to house to see which ones are unsafe to return to. and clean-up is underway in alameda county. trucks are clearing kilkare road in sunol for mud and debris. holy cross monastery posted this on facebook along with the message that they lost power and phone service. palameras remains closed. >> mudslide goes for about a quarter of a mile, just blew out the whole side of the hill. niles canyon road reopened around 4:30 yesterday afternoon. it was closed at 10:00 tuesday

night because of flooding and a mudslide. this car got stuck and firefighters had to rescue two people and the car was left behind. and you can of course keep tabs on the latest storms are live doppler 7, just download our abc7 news app and make sure you enable push alerts to get advisories sent straight to your phone. and we continue following that breaking news from arizona where a state trooper has been shot. we want to show you another live look from our abc station in the phoenix, arizona, area. this is happening in tonopah, which is a few miles west of phoenix. the latest reports we have is that the trooper was shot on interstate 10 and a suspect was also shot. no word on either of their conditions. happened while the trooper was investigating a rollover crash where a woman was thrown from the vehicle so a lot of components. you can see why there's such a massive investigation underway in those cars at a standstill near that problem spot.

all right. let's -- i've got breaking news. i know natasha, you're going to do the story here in a second but this just came out. look at that. the entire bay area, no longer in a drought. glad you're happy about that. yeah. there you go. so, how about that? our drought monitor just issued in the entire bay area, while we're still a little dry, down around san jose and eastern contra costa and alameda counties but you can see there's a lot of drought, extreme to exceptional just to our south, all the way down to the mexican border. let's take a look at what's going on up around the russian river. light rain developing there. here's the latest. we're at 37.1 so we're still love flood stage.

start dropping below that around 4:00 this evening. so significant flooding until that happens. and we still have some flooding along the laguna desanta rosa creek and that's until about 10:30. look at our temperatures, mid 40s just about everywhere to upper 40s but you have to worry about the wet weather and the morning rush is going to be the most difficult with light to moderate rain, ponding, even some stream flooding is possible. the evening rush will be mainly dry with a stray shower. more about the morning rush with alexis. and yeah, raining pretty hard in the south pay right now. here's a live look outside at a camera we have at central expressway and mary avenue, look under the street lamps, you can see those drops falling steadily. those are filling in. yet another soggy commute ahead of you this morning. have not had too many crashes so i am impressed with that. hopefully that means everybody is slowing down and driving for conditions. and the santa cruz mountains, you guys are getting hit hard as

we're back at 6:15, and there's a live look at the wet roadways this morning in san jose. we continue to check in with alexis for traffic and mike for weather in just a couple minutes. all right. well, mike nicco just brought us his breaking news just a few moments ago. just in, the entire bay area is out of the drought with the recent storms we've been having. still a little dry in parts of the south bay and east bay. let's talk about the rest of california right now. the state department of water resourc resources reports that reservoir levels now at 97% of normal for this time of year. big gains in the two largest reservoir. southern california, though, missed nearly all of the storms, and they are still seeing bone dry conditions. one of the nation's leading health insurance companies will no longer cover the epipen. cigna says it will only cover a less expensive generic version of the life saving drug. epipen maker mylan launched the

generic drug last month. the company has been embroiled in controversy after raising the price of epipen more than 400% since 2009. a two pack currently costs more than $600. the generic version, half that. pg&e is laying off nearly 400 full-time workers to try to save $300 million a year. the company will also cut 800 contractors and they will not when filling 500 open positions. pg&e hopes to cut additional costs by renegotiating existing vendor contracts. we have a warning for pet owners with doggy doors. watch this a. a suspected thief armed with pet treats greets the dog and slides right through the doggy door at this home in arizona. few minutes later, two people get away with thousands of dollars in electronics. they even left the front door open leaving the dog to wander around. these two are still on the run. all those security cameras did give police a pretty good look at the suspects. guinness seems to have a

you can use auto mall parkway or warren avenue or 237. pretty hazy through the bay bridge toll plaza this morning and we have a power outage so our normal camera is down. but chp assures us those metering lights are on but several lights on the bridge are off so a darker commute than usual. you certainly want to slow down and just drive for conditions. you're not going to be able to see very well and the rain is adding to that. let's check in with mike nicco now and another drizzly start to the day. heaviest rain down in the south bay. that's why i dialed up our 280 at 17 camera, people are moving slow but as alexis likes to say, the rooster tails there, kicking up or the spray off the back of the car. morning showers taper. cooler today, it's going to be dry and warmer friday through monday. and a strong storm is brewing, possibly tuesday and wednesday. here's look at live doppler 7. you can see all the way over towards mclaughlin avenue, heavier rain and goes down to 85

and camden avenue and towards morgan hill, san martin and koit and it does exist through sunol grade but it's a lot less intense. storm impact scale and what we're dealing with are the mornings going to have the greatest impact. showers becoming scattered, flooding potential tapers. here's a look at 7:00. and you can see through 9:00. it starts to taper. really tapering by noon and then look at 5:00. just a few isolated showers and then as we head towards 10:00, it is just about over. so, my biggest concerns for today are going to be hydroplaning, stream and creek flooding, moderate and river flooding, power outages, and debris flows from burn scars very, very low. i wanted to show you the greater lake tahoe forecast as we head into the holiday. we've got some moderate snow today, winter storm warning until 10:00 and then we have some snow tomorrow morning and then temperatures below average as we head deeper into the forecast for the holiday weekend. back here at home, here's a quick look.

we've got sunshine. cooler mornings, 30s and 40s, 50s in the afternoons and then that storm ramps up next week. light one and then 2, moderate for wednesday. could be even stronger. keep an eye on that but guess who's keeping an eye on all that snow? tell us about the toyota tahoe report. we want to hear about it. >> mike, you know what? folks are saying it's too much snow. we have some of the resorts temporarily closed so check before you go and these base totals are unbelievable. squaw al pine, north star, 41 to 95, heavenly, 41 to 77, chains required on 89 and 50, we also have some parts of 89 closed. again, really not a great day for travel. sugar bowl, 76 to 131 inch base, sierra, 78 to 115 inches, and kirkwood, 50 to 84 inches, 80, 50, 88, have your chains. you want to give yourself plenty of time and check before you leave the house all throughout the day today.

time to ask finney. today, cathy from clayton has a question about solar panels. >> "7 on your side's" michael finney has her answer. >> my question is, we're planning to get solar panels. is it better to lease or to buy? >> hey, cathy, that's a great question. consumer report says buying solar panels will save you more money mt. long run. why? because in part, there's a 30% federal income tax rebate and if you lease the solar panels, you don't get the money. if you guy, you do. when leasing, you can often get in or i should say get under solar panels without spending any money up front. but that leads to another concern. when selling your home, the next buyer will have to make the monthly lease payments, and knowing that could scare off

that breaking news that we've been following all morning long, a hazmat situation unfolding if fremont. >> it's impacting traffic along 880 right now. matt keller is at the scene gathering new information. >> reporter: good morning.

the rain is certainly not making this fun for caltrans workers as they are trying to get all this cleaned up. they have the barrels off the road there and off the side of the road of the exit ramp, and it is just really a muddy mess over there. they are going to work on getting some of those barrels back up there before they open this exit ramp here on mission boulevard. here's video we took this morning of hazmat crews with caltrans taking off the pool chemicals from the back of the truck and putting them in their truck. that was the problem. the crash happened around 1:00 a.m. when the pickup with those pool chemicals in the back slammed into the attenuator barrels. those pool chemicals spilled out and that's why they closed the exit ramp. the driver was arrested for dui. i spoke with chp and i asked if there was an update. they say caltrans workers are on schedule right now. they're hoping to have this open by 7:00 a.m., which would be a relief for a lot of people who are trying to get from northbound 880 over to 680. reporting live from fremont,

matt keller. alexis smith is tracking ways to get around the mess. also a slew of other issues right now. just a busy week in general. i'll take you back down there to where that closure is on our traffic maps. northbound 880 off ramp to mission boulevard, have not seen any big delays on northbound 880 and you can warren waf for an alternate or just south of there you can cut over early in the milpitas area at 237. however, just north of there, we do have a new crash and this is northbound 880 near mowry avenue, three vehicles involved, apparently at least one of those they're not going to be able to move without the help of a tow truck so that's blocking the right steph lane right now. highway 37 still extremely flooded and that is fully closed but mike nicco has some good news as far as the drought concern this morning and just got that update a few minutes ago. breaking news. i get to bring you breaking news of the good variety. hi, everybody. the u.s. drought monitor, there you go. the entire bay area is out of

the drought. still a little dry in senior contra costa, alameda, and the slaek valleys and 28% of the state in extreme and exceptional drought so we're not out of it but at least 35% of the state is now drought free, which includes us. heaviest rain right now heading towards morgan hill and san martin. your 12-hour day planner becomes showers at noon, a stray shower at 4:00, it's over by about 8:00. temperatures cooler today. we're no longer in a drought in the bay area, that's a huge statement. this morning, in guerneville, the russian river remains at flood stage and will remain there until 4:00 this afternoon. it crested just after 6:00 last night. yesterday, a team of national guards minute and paramedics made house calls using a high water vehicle. no serious injuries reported there. some residents are proceeding with caution to restock supplies. >> the other day i picked up a

generator and a boat and a couple other things i thought i might need, some propane maybe. so the concern moving forward, landslides because the ground is so oversaturated. if you see any earth or tree movement, you are urged to call the county. in hollister, just south of highway 152, inspectors will have to go house to house cosee which homes need to be red tagged holtser and southeast of gilroy. sky7 was overhead yesterday morning and you can see how severe that flooding is stretching across dozens of properties and farms. more than 100 people along with pets and livestock had to be evacuated as pacheco creek rose from all the rain. i hope this makes the community aware that the creeks really do need to be cleaned out so that the water can flow through instead of getting hung up. >> almost 50 people had to be rescued by emergency crews who came in to take them to safety. the red cross set up a shelter a few miles away.

in martinez, a large eucalyptus branch fell on a car. it didn't take long for crews to chop it up. they took out the entire tree because there was concern it might come down. >> this particular eucalyptus has lost a branch before, and i think the city's doing a great thing finally cutting it down. you hate to lose a tree, but this is a pretty safe -- it's a safe move right here. >> there was damage to the driver's car, as you can see, but the driver we're told is doing fine. this morning, this hollywood hills home is red tagged. it's in danger of collapsing after rain soaked earth below the patio actually gave way. it sent a t,000 pound concrete slab down to the street below. officials say the homeowner was currentliout of the country, but people who were renting it were inside when it happened. fortunately, no one was hurt. and we want to remind you, you can track the storm any time with the abc7 news app, we have live doppler 7 on the app underneath the weather section.

you can enable push alerts to get breaking news updates sent straight to your phone or tablet. and we continue to follow breaking news this morning out of maryland. six people hurt, six kids still missing after a house fire. >> heartbreaking situation. >> we have learned the ages of those kids. officials think that those missing are from ages 11 years old to as young as just 8 months old. and that search is underway. i want to show you new images from the area. this is from a facebook live post from our abc station in baltimore. you see the sun is up, and they have brought in heavy equipment for that search. the home is three stories. i want to show you the video that we had from earlier. you can see how much smoke was coming out of that home and you see them transporting one of those victims. the firefighters say the third floor actually collapsed on to the second floor, which makes the search effort very difficult. the four people that were hurt are a woman, that person you just saw being taken out on a

stretcher, and two kids. they are said to be in critical condition plus a fourth child that is in serious condition. no age for those victims. no word yet on what caused the fire and we will continue following the story. that is the latest for now. san francisco's muni is trying to determine how a body ended up on the tracks near the underground church street station. a train operator saw the man's body in the subway between the church and castro stations yesterday afternoon. abc7 news was at the church street station where all service was shut down for more than six hours. a muni speeks person says they are looking at train video now to see whether a train hit the man or if there was another cause of death. happening today, possible good news for b.a.r.t. riders. the ags's board plans to vote on two key contracts. one of them would repair or replace 23 shrieescalators. rain can often cause toes escalators to break down.

oakland mayor libby schaaf has issued an executive order. this is just the latest move to change city policy after the deadly ghost ship fire last month. that happened at a nonpermitted warehouse. under the order, property owners of buildings not zoned for residential use have 60 days to corect any building and code violations. residents have to get a five-day warning before any building, housing, our fire inspectors enter the the premises. the mayor's order also calls for review of funding available to help in legalizing all these buildings. happening today, san francisco's audit and oversight committee plans to discuss the city's tall building safety code during a meeting at city hall. this is the latest meeting on the sinking millennium tower in the south of market area. the board of supervisors committee is set to hear from the city administrator. they also want to hear from a uc berkeley structural engineer who vouched for the integrity of the tower's foundation in documents on the project. jack malee has been subpoenaed

to appear. he has refused to testify at previous hearings. we still have some issues with some streams and creeks up in the north bay, laguna de santa rosa creek and the mark west creek. possible flooding until 10:30 today. always talk about turn around, don't drown. let's talk about the russian river. news is getting better. current level 37.1, should be below flood stage by 4:00 this evening. they will gi give us an update at 9:00 and i'll put it on social media and let you know if it gets better or if it changes at all. we have the unusually high tides or what you could call a secondary king tide so minor flooding along the low lying areas where you see shaded in green here. high tide at the golden gate bridge is 10:44 so it will take 10, 20, 30 minutes for that tide to work its way through the rest of the bay. all right. here's a look at some of the better radar returns. you can see right there on san pablo avenue and then if you're

on highway 4 from discovery bay, clubhouse avenue, through brentwood up to antioch, deer valley road is going to be a little wet. san rafael, nearly 1/2 inch of rain since midnight. on the roads, poor this morning with early ponding. same thing on the water. morning showers and if you can wait until the afternoon hours, that's when you should go out and about and do your chores. i want to show you how soggy it is in the south bay right now. here's a look at the expressway and as soon as we get a vehicle going through, you can see how much road spray is kicking up so you really do need to drive for conditions and this is just one of those smaller arterials so it's even slicker and even more road spray if you're going to be going at a higher speed. we've got some power issues this morning. right around the bay bridge toll plaza, so those metering lights are not impacted but our actual traffic camera is so we flipped our emeryville camera around so we can look at that. it's pretty average here. i did just hear from one of our fellow employees who drove

the roads pretty wet out there. >> and roads in contra costa county are taking a pounding from all the rain that has built up. one spot in particular is bringing traffic headaches near pinole. >> abc7 news reporter amy hollyfield is there live to show us exactly what happened there. >> reporter: hi, natasha. yeah, part of the road is gone. we want to show people this before they leave the house, before they find out the hard way that they cannot turn right here. we are on alhambra valley road. you have to go left on castro ranch road and yes, this could create some problems for commuters. here's a look at what happened from sky7. what a view. look at this giant hole in the road, a chunk of it just washed away by the pinole creek. it was just swollen from all of the rain and just took out a big chunk of road. it is a sight to see. those who got out to take a look couldn't quite believe it. >> this is just absurd. it's like really crazy to see

how things actually play out when you're in a drought and then all of a sudden, bam, there goes 20 inches of rain. >> reporter: some drivers say this is a great little shortcut in their day, some saying it cuts their drive in half. well, they will now need a new plan for a while. this road is closed indefinitely. firnls say they don't know when they're going to be able to repair it or how long it's going to take them. reporting live near pinole, amy hollyfield, abc7 news. >> what a mess. after the storms brought snow to the sierra, you're probably seeing a lot of this going around in tahoe, clean-up crews trying to get the snow off of power lines. they are cutting snow covered branches that are hanging too close and they're working to restore power after thousands of people were still in the dark yesterday. travelers stuck on the roads are trying to keep positive. >> with a good attitude, anything's easy. >> snow boarding but it's too much snow to snow board. >> some reorts are temporarily closed because of all that snow.

make sure you check conditions before you head there this weekend and as alexis said earlier, bring your chains. even more snow north. and look at this scene in portland. people abandoning their cars on the freeways there. officers are looking for stranded drivers after a foot of new snow dropped there. the governor has declared a state of emergency with temperatures expected to remain below freezing through the weekend. dramatic dash cam video shows a deputy. this happened in georgia. moments after the deputy arrived, you see him running away as the armed suspect chases him to that fence. now, after the deputy jumps the fence, the suspect starts firing. and the deputy returns fire. and now police say both men were injured in the shootout but they are going to survive. authorities say the deputy was performing a welfare check at the suspect's home. now a live desk update. >> this is just coming in. listen up if you drive a honda

interstate 880 is expected to reopen any minute now after a pickup truck crashed. the driver is okay but was arrested on suspicion of dui. number two, we just got an update from chp about the flooding in novato. highway 37, between 101 and atherton still fully closed both directions, no noticeable change in that water level overnight so that still is not going down. number three, great news. the drought, at least for the bay area, is over. check it out. we have a little dryness still in the eastern sections but for all intents and purposes, it's gone. in fact, the 38% of the state, the drought is over but for 28% of the state, it's still devastating. number four, no word yet when repairs are going to be made near pinole after storms washed away a heavily used road there. alhambra valley collapsed. number five, the russian river will remain at flood stage until 4:00 this afternoon.
