another round of storms is moving into the bay area. >> live doppler 7 lit up with green and yellow and we see a little bit of red there too. this is just the beginning. good morning on this wednesday, january 18. i'm reggie aqui. >> i'm natasha zouves. we have jessica castro, good morning. >> hey, good morning. >> alexis smith. >> good morning. >> and mike nicco bringing us several solid days of storms. >> yes, absolutely. good news with this morning's storm is the red has moved into the central valley. you can see some of them moving through the eastern sections of danville right there, the radar just updated, dublin and also san ramon, heading over towards vasco road, brentwood and discovery bay. the reds move through in the central valley and continuing to move away and we'll just deal with some drizzle and scattered showers but everything's wet now. look at that. the radar looks so impressive when it came over san francisco, gave us a whopping 0.20 but that's enough to cause ponding. 12 hour day planner shows the rain and the wind picks up considerably this afternoon. through the evening commute, alexis.

okay, yeah, we have had a couple spinout crashes here this morning. taking another look at walnut creek, i thought it was just that wet pavement slowing us down on southbound 680. turns out just before highway 24, we have something in lane number two so that is the left center lane trying to get to the bottom of what that is but a quick check of drive times, still pretty average there, highway 4 to walnut creek, 10 minutes, pretty heavy out of the central valley and that's where we have heavy rain, 55 minutes, tracy to dublin i'llan update on the walnut creek situation coming up. in marin county, residents and businesses are preparing for the upcoming storms. >> san anselmo, rain already starting to come down and people there getting ready for the series of incoming storms. in novato, barricades of sandbags protect homes on lauren avenue after a nearby creek overflowed last week. in sonoma county, they'll be watching the rain closely. they are anticipating the russian river will not reach flood stage this time around. of course many neighborhoods there were left underwater just

days ago. caltrans crews are scrambling to secure a hill where a landslide came down eight days ago on highway 17 near scotts valley. they're installing that 200-foot long section of chain link fence designed to hold back rocks and boulders from crashing down on to cars. >> the slope is stable at this time. just the soft stuff that got left behind, we couldn't reach when we were cleaning up. this is a protective system against that. there is further assessment to check the stability of the slope and come up with a permanent solution down the road. >> it was at this spot last week where one of our own abc7 news vans was krurked by a massive slide shortly after 3:00 in the morning. one of our own colleagues was hurt and is still recovering. orinda's still council has ratified a local state of emergency because of this big sinkhole on miner road. it was caused by a huge storm that moved through the weekend before last. the repair expected to cost about $1 million. the declaration lets the city

this house and the that's where the driver of this prius crashed. investigators were towing the vehicle away this morning. the victim's identity has not been revealed. we just know he's a 27-year-old man from martinez. police first responded to a call about the car running into a house and that was just after 9:30 last night but when they arrived on scene, they found the driver inside suffering from a gunshot wound. he died. now, tlrm residents inside the house at the time. those people were not injured. so this morning, police are asking anyone who knows any information about this to contact them. contact them. in antioch, lonni rivera, abc7 news. we have been watching a live images out of houston, texas, and i want to show you, our camera is moving around there, but i want to show you this flood water as we've been watching this and i want to show you this new video is that we have of the bus driver actually being residence cued from a bus

that got stuck in those rising flood waters. if you look on the screen, you can see she's actually lifted to safety by one of those passengers. we do know it was a passenger that was able to rescue her. she wasn't able to walk through that water that was waist high and you can see also that suv that's stuck in the flood waters and just how high that water got. almost to its rooftop, and i have been monitoring live images as i mentioned throughout the morning for you on this situation. at this point it doesn't seem like the waters are have receded much. in fact, we heard a report from our abc station just a short time ago saying that that water is going to continue to rise throughout the morning. they have been battered with rain. you see our reporter there. you can see how high that water has gotten. it doesn't seem to be any better right now. i'll be watching this for you and let you know if there's any updates. >> so dangerous having lived there, when it rains in houston, there is nowhere for that water

to go. we continue to follow more news out of houston. president george h.w. bush in the hospital now. the elder bush is being treated for shortness of breath. his spokesperson confirms the news this morning and said the 92-year-old was actually admitted on saturday and bush has had health issues in recent years. he's confined to a wheelchair because of a form of parkinson's disease and he fractured his neck in a fall at the family summer home two years ago. his spokesperson says president bush is resting right now and could actually go home in a few days. one of president-elect donald trump's advisors is calling his inauguration speech beautiful and if you were wondering if he's going to stop tweeting, the answer this morning is no. senior adviser kelleyanne conway appeared on gma and said mr. trump's speech will appeal to everyone, even the people who didn't vote for him. conway also said tweeting allows trump to circumvent a hostile media. >> this is one of the only ways that he can actually connect and communicate directly with the american people. we are not treated fairly by many media outlets.

it's 6:15 happening now, a group of protesters who are a part of the anti-police terror project are camped out in front of san francisco's city hall and here they are. they vowed to be there until tomorrow. they are trying to talk to city officials. >> our goal is for d.a. to indict the officers who are -- who killed amilcar perez lopez. that is our goal to put the pressure on the d.a. to do his job. >> the 21-year-old guatemalan

immigrant, amilcar perez lopez, was shot six times in the back by san francisco police officers last february. police claim he was trying to stab them. witnesses say perez lopez was defending himself against a group of men. inauguration day shaping up to be strike day for hundreds of high school students in oakland and berkeley. they're planning to join a protest march to cal where students will join them and berkeley yesterday, flyers promoting the walkout were passed out by the group by any means necessary. >> the majority of people rejected donald trump and rejected his immigrant bashing and racism and sexism. the principle of democracy must prevail over the electoral college. >> i think as a young person that's one of the only things we can do. people say you need to do something besides go out and protest but like there's not really much i can do. >> both berkeley and oakland districts are encouraging students to stay in class. the districts may lose thousands in state funds if students don't show up to school. this next story could alarm b.a.r.t. riders and really the

rest of us. a group of seven people robbed a woman at the palo street station using a taser. it happened late sunday night. four men and three women approached the 49-year-old victim as she waited on the platform. they grab her phone, pushed her, took out the taser and snatch that had phone and took off. the victim was not injured and the suspects are still on the loose. this next story, a 21-year-old san francisco woman stabbed another woman over a parking spot. this happened monday night in san mateo. the victim is 18 years old. the woman arrested faces attempted murder with a deadly weapon charge and we should mention the 18-year-old is expected to be okay. lawmakers trying to make it easy for new legal marijuana businesses to pay their state taxes. democratic state senator scott weiner of san francisco and tony at kinz of san diego introduced this bill yesterday. this legislation would increase the number of places where taxes can be collected. the current law only allows marijuana businesses to pay

their taxes and fees at one of the 22 state board of equalization offices. the state senators say that's a problem because most of the dispensaries will be cash only and that will force the operators to drive hundreds of miles to comply with the law. governor jerry brown looking to spend around $52 million this year on creating recreational and medical marijuana regulations for california. >> that includes how it's sold, distributed and taxed and this is a process that legal analysts say can create some major uncertainties. >> it's a real crap shoot on where you sat the tax rate because if you set it too high, you give too much incentive to people in the black market to stay in the black market. you've got to get them to come in out of the black market if you're going to have your other goals satisfied. >> state agencies have until january 2018 to complete the set of marijuana regulations. an east bay city may be the first in the state to roll out driverless shuttles. the east bay times reports two

delayed 20 minutes earlier today. that was due to track work and no delays with b.a.r.t. today. much better day for you, 48 trains in service right now. let's check in with mike nicco and yeah we've got rain out there this morning and rain this afternoon. >> getting our money's worth out of our umbrellas and brand-new tires possibly if you put some of those on before you saw the forecast the last couple of weeks. 0.02 in walnut creek but 680 heading towards 24 it is raining lightly. moderate pushes of wet weather on the byron highway just south of discovery bay and highway 4. that's going to move on out and we have some light to moderate rain right around iris avenue and sunnyvale near 82 and sunnyvale, saratoga road and that could be causing a little bit of ponding there. but you can see the heaviest of the wet weather gone for now. that first push that we talked about yesterday has moved through. here's a look at the golden gate bridge. periods of moderate to heavy rain today. heaviest friday and sunday and then scattered showers thursday and saturday.

brothers for some reason. >> little flair. we'll leave it to you, mike nicco. >> i'm not going to go there, even though i am italian. let's try speaking the king's english as our stage manager likes to say. here's the returns on live doppler 7. some light moderate rain across the entire area from about the dumbarton bridge south woord. more showers lining up offshore. light during the morning hours. temperatures warmer this morning, mid 40s to around 50. low to mid 50s this afternoon with steadier rain by then heavier rain, the downpours start to roll in different afternoon and evening hours. we'll talk more about that coming up. how about the morning commute. surprised at how well everyone's doing on this wet pavement. i do want to zoom in to a couple slow spots, southbound 680 near sunol boulevard had a crash some time ago but you're slow all the way up to 580 but some of that is normal slowdown.

in their own individual ways. >> i guess i'm not 22 and always on my phone, i got a piece of paper and ran the tides and the rain and i took a highlighter and i'm like, okay, you know, what time is it and when is it allegedly coming. >> reporter: all eyes will be on the russian river as it starts to rain again after the performance it gave us last week, overspilling its banks. it is not expected to reach flood stage this time around. but you can bet residents will be keeping an eye on it just in case. back here in san anselmo, this downtown had to evacuate during the last storms because the creek spilled over its banks and flooded the downtown streets. if that happens again, they're ready to go. we see sandbags up and down the main street here. live in san anselmo, amy hollyfield, abc7 news. muir beach residents are worried that the upcoming storms could make things worse because access is already limited in and out of that area. road slippage has forced

at how high that water got. at one point, people had to be rescued from a flooded bus. flood waters remain high. they haven't receded much. it's throughout the houston area and the downtown area as well. the good news is no deaths or injuries have been reported. also in houston today, we are tracking breaking news as former president george h.w. bush is hospitalized. he's being treated for shortness of breath. we have learned that the 92-year-old was taken to houston methodist hospital on saturday. his spokesperson just confirmed the news about three house ago. bush had had health issues in recent years and is confined to a wheelchair now due to a form of parkinson's disease. he fractured his neck in a fall two years ago. his spokesperson says that he is resting comfortably and could go home in a few days. happening today, president-elect donald trump looking ahead to friday's inauguration. he says people are predicting record crowds. mr. trump attended a diplomat dinner last night in washington. he spoke proudly of the nominees for his cabinet and said his inauguration is going to be one

to remember. his team is posting ads on facebook and twitter, encouraging supporters to turn out. a california man is in the hospital with third-degree burns after setting himself on fire outside of the trump hotel in d.c. video shows the fire still burning after paramedics rushed him to the hospital. a source tells "the washington post" that the man is 45 years old and that he used lighter and accelerant to start the fire. a witness at the scene says he was muttering trump's name. the trump inauguration is drawing a record number of protests, both in washington and here in the bay area. thousands are expected to participate in sister women's marches in the bay area this saturday. many protesters fear what a trump administration will mean for women's rights. >> i think women's rights need to be protected. i think women have the right to choose and take control of their own health. >> some bay area residents are headed to d.c. to participate in saturday's sister march on the

mall. abc7 news anchor dan ashley will be in d.c. tomorrow and friday with live reports on president-elect trump's inauguration. president obama will hold his final news conference as commander in chief this morning. the president's eight-year term will officially end friday at noon eastern time. he will fly to joint base andrews to address his staff after donald trump is sworn in. and from there, the obamas will take air force one to palm springs. abc news will have a special report for the president's final press conference. that is expected to start around 11:15 a.m. our time. we'll show it to you, also stream it live on our abc7 news app. state officials still want cities and towns to continue water restrictions even though northern california is emerging from the drought. the state water resources control board is proposing to renew emergency drought mandates that have required water suppliers to keep a reserve or at least cut consumption. those mandates include not hosing off a driveway and not watering a lawn until 48 hours after a rainfall. officials admit it's hard to

persuade people to continue to save water after we've seen so many storms. we'll take a round robin of some of our live tower cameras, san mateo bridge, about 0.03 but you can see it made everything wet. we're looking westbound there. and san jose, 280 and 17, you can see the drops on the lens right there. in fact, here's a look at 82, 101, around the willow glen neighborhoods of san jose and you can see some light to moderate rain right there. that's what we're going to have through the morning, going to create slick spots but nothing like the evening commute. can't stress enough, you need to slow down, downpours, gusty winds, ponding on the roadways, hydroplaning, even some debris falling from trees are possible. the wind are going to pick up. the most likely time frame for damage today up in the north bay, 11:00 this morning to 10:00 this evening for the rest of the us shaded in yellow there, we're going to be 1:00 in the afternoon to 1:00 in the morning. the fastest ones will be near the coast and above 1,000 feet.

temperatures, 45 to about 50 on the peninsula and over towards half moon bay right now. in most of us in that same range as we head into the afternoon hours. we'll hang out around 53 to 58 degrees and then tonight will be degrees and then tonight will be in the mid 40s again. hour by hour look at that rain as it marches into the afternoon and evening commute. taking a live look at the bay bridge commute right now. under the street lamps you can see a little mist, riglight rai out there this morning, wipers on. overall, though, aisle trying not to jinx things. we have been looking pretty good, especially considering the conditions this morning. here's a look at the expressway in the south bay and you can see the sheen on the pavement there and some of that road spray kicking up as well. overall, though, drive times haven't been too terrible. quick check of those. if you are doing the 80 commute, westbound between highway 4 and the maze, about 33 minutes for you and then another 17 minutes the rest of the way. southbound 101, san francisco to sfo, doing okay right now.

we are tracking developing news in the east bay where a driver was shot, ended up crashing into a house, and died. >> abc7 news reporter lonni rivera is live at the scene in antioch of good morning. >> reporter: yes, we're learning a few new details this morning. we just found out the car actually rolled into those bushes over there and then into the garage last night. now, you can see where the bushes are smashed and it was the driver of a prius which crashed it. now, this morning, investigators towed that prius away. the victim driving the vehicle is a 27-year-old man from martinez. when officers arrived on scene, they say the driver was inside the prius, suffering from a

gunshot wound. now, there were people inside the home. they are okay this morning. but several neighbors now coming out, telling me that they heard a boom, boom, and then they heard the car running into the bushes here. that's the latest live in antioch, lonni rivera, abc7 news. it's a quarter to 7:00 now and this morning, friends and supporters in the bay area are reacting to president obama's decision to commute the sentence of former army analyst chelsea manning. she was convicted of leaking u.s. secrets to wikileaks. manning, who went by bradley until 2013, was sentenced to 35 years for espionage, thecht, and computer fraud. for the past seven years, wrightman has worked hard to get her friend released from prison. she started the chelsea manning support network. >> i was really worried about her where i thought to myself, oh my gosh, there's so many years she's facing in prison. >> for the president, especially a president who's made so much recently about the danger that wikileaks has posed to our

national security, to commute private manning's sentence, i just think is very disappointing. >> manning will be released from prison in may and after that, her local supporters hope she will settle here in san francisco. new this morning, alameda has voted to become a sanctuary city. they adopted the resolution at about 12:15 this morning. that move comes in the aftermath of president-elect donald illegal immigration. police will not make mass arrests based on immigration status. also, city employees will reject requests to register anyone based on religious beliefs. if the fwofrmt retaliates, the vote could endanger some of the city's $3 million it receives every year. b.a.r.t. plans to start a pilot program next monday that will guarantee parking spots for car poolers at one of its east bay stations. riders who car pool to the dublin/pleasanton station and use the scoop app will be guaranteed parking spots until 10:00 a.m. this is part of a pilot program

well. what makes this situation worse there is heavy snow and flooding they've been experiencing in the area. so it is a slushy mess too. the good news is that as we reported last hour, the prime minister of italy has confirmed this morning that there were no fatalities with this round of quakes. raiders quarterback derek carr is credited with helping policetrack down an amber alert victim. he retweeted this alert for a missing oakland toddler. he has 247,000 followers on twitter, so that went very wide. and police say they ended up finding that 3-year-old safe. on sunday, lieutenant chris bolton tweeted his thanks to carr saying it appears the secret to sharing local missing child info is retweet by your local nfl quarterback. a san jose quarterback soccer player is being recognized for his generosity. the earthquakes posted this photo on instagram of forward quincy and pedro the cab driver who drove him to the airport.

a little more than an hour, maybe an hour and 15 minutes away from hitting the peninsula. here's a look from sutro tower and you can see the breezes are picking up but the most damaging ones will be during the afternoon and evening hours when those heavier showers in the lightning, possible thunder storms come in. showers will linger tomorrow and more storms. still a 2 today, still moderate, heavier rain and strong damaging winds this afternoon and a lot of ponding on the roadways during the evening commute. 7:00 and the best radar returns are going to be on the peninsula and up in the north bay. by 9:00 a little bit more in the way of steadier rain but that really moves in around noon, becoming heavy at times and then here's the cold front offshore at 4:00, waves of moderate to heavy rain, they'll pick up in intensity as we head towards 7:00 and linger through about 10:00 and then we'll see a retreat back to moderate showers and then to light showers overnight. so our rainfall totals are going
