well, as you probably know, another storm is hitting the bay area right now. you can see just how strong it is on live doppler 7. green means rain and a lot of it. and this is just the beginning. good afternoon, everybody, i'm larry beil. >> and i'm ama daetz. the rain has returned. abc 7 news was at san francisco's civic center farmers market as people tried to stay dry while shopping for produce. this is the first of a series of storms that will hit the bay area. >> take a look outside right now. this is our mt. tam camera and you can see the rain and high winds blowing the trees there. let's take a look now at south lake tahoe. they're going to get a lot of snow up there. this camera is at heavenly mountain resort. >> wayne freedman is in the north way, leslie brinkley is in

the east bay but we begin with drew tuma. >> it's been raining for the better part of our day today and it continues right now. live doppler 7 active this afternoon. let's get you right down to street level, got a lot to talk about. some light rain still falling around san francisco, over the bay bridge, emeryville and berkeley. to the south we've seen pockets of dry weather but it's beginning to fill in once again. andersony veil, san mateo, fremont, some light showers. a couple of isolated downpours just to the east of san ramon. the roadways are damp and a couple of downpours around penn grove and santa rosa. but just in the past five minutes a flood advisory has been issued for the entire bay area until 8:15 this evening. what this means, the big concern is that smaller streams and creeks could overflow their banks, so be careful of ponding, especially on our roadways. this is still a moderate storm this evening, still scattered downpours, some strong winds and the possibility of power outages. hour by hour we go.

5:00 we're still seeing downpours out there. it's not until 8:00, 9:00 we begin to see the back edge of this storm system start to move through the region. so i'll time out the rest of the storm system. right on the heels, a second one is about to move in. we'll detail all that wet weather coming up in the full accuweather forecast, guys. well, let's take a live look right now. you're looking at the bay bridge and our emeryville camera. work crews fanned out across the east bay in preparation for the storm that's rolling through right now. abc 7 news reporter leslie brinkley is monitoring a huge sinkhole in orinda that officials are worried about. leslie. >> all this rain here all day long, it's made it impossible for orinda to even begin to repair that massive sinkhole. crews are out here right now. they'll be out here all night with portable pumps on hand and try to keep the damage from getting worse. if you peer down into this 42-foot wide, 22-foot deep

sinkhole, you can still see the yellow stripe from the road that collapsed here last week. work crews swarmed this area today, making sure debris was cleared so the runoff can flow. they're worried about the creek backing up and eroding more of miner road, a major thoroughfare leading back to homes where 3,000 residents live. >> someone will be here tonight. if this starts backing up, this creek, we'll fire up our pumps and pump across the street. >> reporter: up the street at sleepy hollow elementary school, a long anticipated family math night was cancelled. >> we don't know what the storm is going to bring. if another road happens to be closed or if the detour route is closed, then people are going to be possibly stuck here. >> reporter: and up along grizzly peak boulevard through the berkeley hills, pg&e crews tried to keep up with wind damage as toppled trees and branches gave way as this new storm roared through.

here at miner road in orinda, crews say they'll be here 24/7 on duty working this road and looking for other damages not only from this storm but from the ones yet coming this weekend. reporting live in orinda, i'm leslie brinkley, abc 7 news. there's an urge ennt warnin about a croak flooding over in lake county. this is near ukiah. the sheriff's office is telling people along the creek to get ready to leave at a moment's notice. all of today's rain means scotts creek is expected to peak nearly two feet higher than last week and that's expected between midnight and 1:00 a.m. a state of emergency in napa county because of all the damage from the recent storms there. >> wayne freedman is in downtown napa with a look at the concerns. wayne. >> reporter: good afternoon from downtown napa. part of the counties declaring

this emergency so early comes from previous experiences. it was napa county that suffered an earthquake in 2014, napa county that went through all those brush fires during the drought. now they have mudslides, they have road damage, they have infrastructure damage. they're applying the lessons by applying for these aids early. napa county estimates it will spend $15 million to fix the storm problems that already exist, and they expect more on the way. as county public works director steve ledderer looked around, he described this as the worst damage so far. >> it's probably in the $3 to $5 million range. >> reporter: you're looking at a massive mudslide which threatens a home below. for now they call this area stabilized. when napa county declared its state of emergency this morning, it had to do with infrastructure damage like this, knowing more is likely to follow. >> today at the moment it

doesn't look like this rain is going to have the impact that we had earlier, but because everything is so saturated, even a small amount of rain will probably still cause additional small slides. will probably still bring trees down. >> reporter: steve ledderer does not plan on having a day off this weekend or any time soon. put simply, declaring a state of emergency allows napa county to get aid from local agencies, from other counties and from the state and federal government. once again by declaring the state of emergency early, that expedites the process later on when they need the money and they get people to help. live in napa, in napa county, wayne freedman, abc 7 news. >> wayne, thank you. today's high winds forced park rangers to close muir woods. they closed the icon just as a precaution because of the risk of falling trees and branches in the redwood grove. even if the water looks calm like it did a short time ago in pacifica, the coast guard is

the building. i don't know, i had heard stuff from the east coast and this has been happening, so i wasn't surprised really. h sad. >> law enforcement has not determined if the threat was linked to a jewish school in foster city or similar threats in 16 other states. the widow of the orlando nightclub massacre gunman pleaded not guilty this morning to federal terrorism charges in oakland. noor salman's attorney refused to answer questions. prosecutors accuse her of knowing about her husband's attack. 49 people died, a s.w.a.t. team killed omar mateen, her husband. fbi agents arrested salman at her mother's home in rodeo on monday. salman remains in jail. she has a bail hearing in two weeks. police are looking for the gunman who shot and killed a man who was driving down a neighborhood street last night in antioch. a 27-year-old victim was hit as he was traveling down 13th street near simmons. this was around 9:30.

his car slammed into a house, shaking residents in this quiet neighborhood. >> i just heard a loud screeching noise and like a bang. it scared me, i thought it was more close to here. >> my wife, she was knitting and she heard a boom, boom. she woke me up and we ran out here. >> two passengers in the car were not hurt, neither was anyone inside the house. authorities have not released the victim's name, only that he was from martinez. vacaville police wanting your help identifying a woman accused of groping several people at a walmart store. take a look at her. investigators say she inappropriately touched a female sales associate inside the store on sunday. she allegedly did the same thing to another female associate the following day and groped a male customer in the parking lot. if you recognize this woman, vacaville pd want to hear from you. both former president george h.w. bush and his wife, barbara, are in the hospital in houston, texas. mr. bush is in the intensive care unit after experiencing an acute respiratory problem

stemming from pneumonia. he's listed in stable condition. mr. bush was actually admitted on saturday for shortness of breath. the family chose not to inform the public until his condition worsened a little bit today. >> we wanted to assess the situation and, frankly, the way he was progressing, it was not something that the bushes wanted to alarm anybody about, so a couple of factors go into the decision-making on all of that. you know, happily he has responded well so far. >> the former president is 92 years old. his wife, 91-year-old barbara bush, was taken to the hospital today to treat fatigue and coughing. no word right now on her condition. we want to send our prayers and our love to them. >> and president obama's message for the bush family, as he gives his final news conference as president. plus -- >> all i want people to know, she was a great mother. >> kidnapped at birth, then raised by a stranger.

americans view mr. obama's presidency as a success. that's his best mark since june of his first year in office. cnn says that ranks him only behind bill clinton and ronald reagan for president who was leaving office. a quick programming note. "general hospital" was a repeat today because of the president's final news conference. don't worry, though, you won't miss an episode. a new "general hospital" will air tomorrow. there are more fires in the winter so today bay area fire departments fanned out to train themselves and educate the public. >> this fatal fire on christmas day in 2013 in san francisco is a prime example of a winter fire. the source determined to be a space heater. so it's timely that the san francisco fire department held a public safety fair today in chinatown. here's one of their tweets. this is the first of many such events planned across the city this year. the department periscoped the fair and you can see

the winds are whipping out there and a lot of spots over 40 miles per hour. the evening commute getting under way. it's a bit of a mess out there. live doppler 7 showing you it's a very active picture out there. it's started early and ramped up this afternoon. we'll go in a little closer on live doppler 7. you do notice around san jose we have light rain but also pockets of drier weather. still light rain around hayward, san mateo, san francisco, vallejo, napa, pen grove, you get the picture. it's raining in most neighborhoods. a flood advisory has just been issued by the national weather service for the entire area. we're likely going to see flooding in pour drainage areas at least through this evening, 8:00. please do not drive through flooded roadways. it does not take much water to wash away a vehicle. we're in the 40s and low 50s. 50 san francisco, 47 in anxiety

you -- antioch. out south san jose is gusting to 40 miles per hour, 41 at half moon bay, 43 right now at oakland. not too fun to land at oakland airport at this hour. novato just went up to 30 miles per hour and fairfield approaching 50-mile-per-hour winds as the storm system moves through. it's for that fact, this is a moderate storm moving through. not only scattered downpours but strong winds. the possibility of power outages as we go throughout the afternoon. so future weather hour by hour we go. 8:00 we're still tracking downpours but you notice this fine edge of the ending of the rain. that is the front that will move through. around midnight that front will move through and wipe out a lot of moisture in the early morning hours on thursday. but those winds will hang with us until that front moves through. future tracker wind gusts. it's gusty through the evening t. the winds will start to subside and early tomorrow morning the winds will generally be less than about 15 miles per hour.

on yourself thursd thursday, it totally dry. it's still an unsettled weather pattern so it's not out of the question for the thursday morning commute we could track a couple of isolated showers even into the evening. but then as we approach early friday morning, this is our next storm system already moving in. it's going to be another 2 on the storm impact scale. early friday morning more downpours before dawn, more gusty winds, so that friday morning commute is going to be slow. future weather 2:00 in the morning, here are those downpours once again. the pops of yellow and orange early friday morning. if you're an early riser, there will be heavy rain moving through. by 7:00 it's not totally dry. prepare for friday morning to be another slow commute. accuweather seven-day forecast will show you we're tracking scattered showers tomorrow. then friday morning, there's our next storm system with rain and wind. saturday once again a few showers not totally dry and then our third and final storm of the

here are the stories making headlines as we come up on 4:30. wet weather making a return to the bay area. live doppler 7 shows where the heaviest rain is falling right now. you can see all this green here. basically it's going to be this way a few days. this is the first of several stormy days ahead of us. leslie brinkley shows us what work crews in contra costa county are doing to shore up a major sinkhole in orinda. wayne freedman tweeting about the financial impact the weather is taking in napa county. eight serious slides on county roads have cost the public works department $15 million so far. first responders action

they're training tonight to help people who find themselves in danger because of flooding and high surf. melanie woodrow is live with the u.s. coast guard and a look at all the tools they'll be using. melanie. >> reporter: well, you can see it is really windy out here. this is where those crews will launch from. they are always training but with the increased risk of flooding, their training is more critical than ever. >> fire extinguishers. >> reporter: these aren't your average jet skis, they have engine modifications and tracking devices designed to operate in worst case scenarios. >> our water rescue team is staying vigilant. >> reporter: the near 30-person team in marin county is training to rescue anyone who finds themselves in trouble in the water, like these residents in nearby guerneville who had to be rescued last week. 14 people trained until midnight. another 14 will go out at 8:00 tonight, when conditions are expected to be even worse.

this is video of past rescues and training operations. >> limited visibility with fog and navigating to points that are difficult to find. >> reporter: the assets they have at their fingertips are critical in an emergency. >> medical equipment, life support equipment. >> reporter: the medical rescue teams hope they won't have to use them. >> we say turn around, don't drown. if you see standing water, it's not worth it to drive through it. >> reporter: if you do get stuck, stay calm, call 911 and stay in your vehicle until help arrives. meantime, there's a small craft advisory in effect until 4:00 a.m. you see these conditions right now. wind, rain, add to this night fall and possibly colder temperatures and that is what these rescue crews will be contending with tonight. melanie woodrow, abc 7 news. >> it looks cold and windy, get inside. stormy weather means ferry commuters will ride buses instead of boats from the peninsula to the east bay.

the cold line on this map shows the usual route for those boats. all three evening rush hour trips from oyster point in south san francisco to oakland and alameda are cancelled. if you're taking the ferry, you'll need to connect to a shuttle bus at alameda's main street ferry terminal. live look now at sfo. that's where travelers are facing delays because of the wet and windy weather. airlines so far have cancelled 90 flights. mostly to and from other west coast cities. 250 others are delayed, long wait times may linger on for hours. now to the transition to the white house. four of the president-elect's cabinet nominees are before congress. today all eyes are on tom price, the nominee to lead the department of health and human services. stephanie ramos is live in washington. >> reporter: on capitol hill, barricades, gates and other security measures are in place to corral the nearly million people expected to attend the

inauguration, but inside the capitol, donald trump's cabinet nominees faced some tough questions in confirmation hearings. today four of president-elect trump's cabinet picks take part in some heated exchanges before the senate on capitol hill. lawmakers grilling the health and human services nominee, tom price, a vocal opponent of obamacare on his replacement plan. >> there's been a lot of talk about individuals losing health coverage. that is not our goal nor is it our desire nor is it our plan. >> reporter: price also pressed on accusations of insider trading. democrats are calling for an s.e.c. investigation of a $15,000 stock purchase price made last march. days later he introduced legislation that benefited that company. >> is that not a stock tip? >> i had no access to nonpublic information. >> reporter: also in the hot seat, mr. trump's nominee to lead the epa, scott pruitt. senator bernie sanders trying to nail down how much pruitt believes human activity contributes to climate change. >> so you are applying for a job

let's look at our traffic through walnut creek on 680. you can see it's still wet out there just by trying to look through the lens. your southbound traffic is better, lighter on the right-hand side. the traffic coming toward us, that is your northbound traffic, which is moving very slowly right now. >> that's not great. this is worse. streets in houston, texas, under water today following the strongest storms of the season there. let's take a look at the result of three days of torrential rains. cars abandoned in several feet of water, some areas received upwards of 5 inches of rain in

only six hours. a flash flood warning remains in effect for that region, which is prone to flooding. the storm hitting us today brought freezing rain and icy conditions in oregon yesterday. authorities closed both directions of interstate 84 after almost half a dozen semi trucks jack-knifed and several other vehicles slid off to the side of the road. no major injuries were reported. >> and live doppler 7 on the job today tracking that rain as it moves through, continue to see those showers. this rain has been falling since this morning, so it's for that fact we do have a flood advisory in effect for the entire region through 8:15 this evening. what a flood advisory means, the additional rainfall later on this evening could mean some ponding in our poor drainage areas and on our roadways so slow down out there. hydroplaning is a big concern this evening. still a moderate storm out there. some brief downpours, gusty winds and possible power outages. in the sierra, a winter storm

american people, we hear you. we will do right by you, and we will deliver. >> reporter: the party's best chance in years to pursue a conservative agenda, and actually turn bills into law. >> donald trump has a strong hand in dealing with congress. we'll see if he can work with them. they haven't worked well with anybody. >> reporter: the president-elect wants quick action, and he's going to put major pressure on congress to help him deliver. at the top of their joint to do list, scrapping the affordable care act. both the house and senate have taken steps to begin the process of repealing and replacing obamacare, but now comes the hard part. republicans not yet agreeing on a blueprint to move forward. and trump may have made things more difficult when he told "the washington post" the republican plan will have insurance for everybody. tax reform is another area where republicans say they can work quickly with trump, but there are differences brewing there too when it comes to taxes on imports and exports.

and then there's what to do about russia and its cyber attacks. some prominent republicans are calling for even tougher sanctions than what the obama administration announced, while trump continues to downplay russia's actions. >> the united states is hacked by everybody. that includes russia and china and everybody. >> reporter: one major asset for the white house, mike pence, who served in congress for 12 years. some republicans say he'll play a similar role to the one vice president biden did for the obama administration, helping navigate the halls of congress and fostering relationships that president-elect trump doesn't have. karen travers, abc news, washington. coming up tomorrow on abc 7 news at 4:00, the domestic and international hot spots that the trump administration will face as it takes office. another business shark is going into politics. >> what an opportunity we have in this country. limitless bounty, such

opportunity to turn it around. i'm so excited. it's time, i'm jumping into the race right now. >> kevin o'leary from "shark tank" on abc today announced on facebook that he's running to become the leader of the conservative party of canada. he says he made the decision after nearly 40,000 people encouraged him to enter the race. it's time now for ask finney. 7 on your side's michael finney is here answering questions. michael, the first comes from chuck from fremont who wants to know are housing prices going to stabilize, fall down or continue to rise? >> really nobody has a crystal ball. for instance, recently marin county just took a price drop. that's odd. the rest of the bay area went up. i've got to tell you in a week from now that could flip-flop. we don't know what's going to happen over the short term, although you can pretty much rely on this. the cost of housing is going to keep coming up, mainly here in the bay area. so the sooner you can round up a

down payment and get into a house, the better off you're going to be. that has got to be a focus of young people and those just moving here. look, in ten years after you come up with that down payment, your house will be worth so much money you look like a financial genius, so it's worth saving the money. >> if you're graduating from high school and plan to live with your parents during your university years, would it be better to start at a community college before going to a four-year college? >> you know, it's a personal choice and also a financial choice. you know, if you go to a four-year institution, you get kind of a classic college experience. you all join with a whole bunch of people your age and go to the greek system, other organizations and stay together four years and there's a lot to be said for that. on the other hand, you can save a ton of money by going to a community college. it's also a pretty good situation because it is a gentler environment than a large university. here at 7 on your side or here at abc 7 news, we have people that have done both.

harvard, i think you were. >> harvard of the west, right? >> i started at community college, cheryl jennings started community college, you guys both went to four-year institutions. it doesn't say where you ending up, it's just where you start. my father-in-law collected a lot of foreign coins on his travels before passing away. where can i go find out how much they're worth? >> i've got to tell you, this is really kind of a pain. you can go online and see what they're worth but to try to get somebody to buy them is a real hassle. most of the exchanges only want to do paper money. now travelx will do it and there's a firm out of virginia. i'll post the information for you where you can wrap them up and send them to virginia and they'll exchange it and send you cash money here. the best you can do is spend the money wherever you are overseas. >> send it to virginia? >> yeah, there's a company there that does it. >> how veengt is that? thank you, michael. well, a new free app could

help keep your child from getting sick at school. it's called sneeze. parents anonymously enter their child's school and grade and self report sicknesses and symptoms. this allows other parents to see what bugs are going around school on any particular day. the app is crowd sourced so its accuracy improves with the amount of users. >> i really think a community could change the status of their health if they were really, really committed to this app, because as a community, we would be so out in front of illnesses. >> no schools have officially endorsed the app. new reason to get out and exercise, it could help keep you younger. here's dr. timothy johnson. >> sitting down, whether at a desk or in front of the tv for many of us, it's how we spend most of every day. the problem is that research has linked sitting to a number of ill, and now a new study suggests that if you spend most of your time on the couch, you

might age more quickly. researchers at the university of california san diego studied nearly 1500 sedentary elderly women. those who sat for longer than ten hours a day were on a cellular level eight years older compared to more active women of the same age. the study looked at the small protective caps on the ends of your dna that protect genes from being broken down. shorter ones are tied to chronic diseases, diabetes and major cancers. in the women who sat more, these were shorter, but the good news is that the researchers also found that women with the same sedentary lifestyle who still exercised at least 30 minutes a day did not have the shorter telemeers. so if sitting is a regular part of your day, get up and exercise on a regular basis. none of us are getting any younger. with this medical minute, i'm dr. timothy johnson. immigration has been a big

who gathered together to hear a new survey about entrepreneurs. >> i'm an immigrant myself and i know it's difficult to get started. >> reporter: stanford's latino business survey provided insight into businesses that reached the one million mark in revenue. 29% are owned by immigrants, 52% have no college degree and 72% started the business alone. the co-founder of hello tracks helps organizations with field-based employees to collaborate. it sees its market as global. >> most of our clients are based in the u.s., but i definitely see a huge potential in asian markets specifically and in europe markets as well. >> reporter: however, murdoch warns not to hire globally. >> great companies start here and they can look overseas. no problem about that. if you employ a thousand people

here and fire 500 and employ 600 cheap in india, that's what people are against. >> reporter: the survey also discovered 56% of latino entrepreneurs use their own money or credit to start their businesses, not bank loans or venture capital. >> why is it some businesses aren't taking those on early on. is it a lack of knowledge, lack of having an in into organizations that offer extra financing or something else that we haven't considered yet. >> reporter: at stanford, david lou louie, abc 7 news. some of the best colleges that propel students from low income families to the top 20% of americans are right here in california. maybe not the ones you'd expect them to be. the california state university system h been named one of the colleges that offer pathways to better incomes. this is according to a new study done by stanford, actually. researchers found that mid-tier public schools like csu and the city university of new york excel at giving their students upward mobility. >> that is going to do it for
